way. crews arrived within minutes of it breaking out. you can see from this picture here, the fireball shooting from the roof. the fire's contained to one building but we have up to 18 units evacuated. dozens are gathered in a clubhouse nearby. getting aid from the red cross. now, we know that meagan fitzgerald is headed to the scene, hoping to find out what started this fire. it is now time to check the forecast. storm team 4 meteorologist chuck bell tracking what kind of day we'll have. especially for the kids headed back to school. >> good morning. a fine looking way to get the school year started for the kids in the district and other counties today. the overall weather impact on the first day of school will be nice and low. a little hot, a little humid. there will be a chance for thunderstorms today. so as you're packing the backpack today, put the umbrella in there. nothing on storm team 4 radar yet this morning but rain chances ramp up after 3:00 or 4:00.

low 70s in and around washington. timing out the rain chances, 2:00 to 5:00 out west of the blue ridge, into the shenandoah valley. in the metro, between 5:00 and 8:00 p.m. rain chances later than that as you get into southern maryland and out to the eastern shore. do have your umbrella ready to go. still dealing with a bump in the fenders out on the roads, melissa. >> yeah, 95 southbound at courthouse road, an accident there. it's not slowing anything down so you don't have to worry about that too much. just letting you know it's there in case you're leaving. 66 east of sudley, a little bit of traffic headed inbound. volume not a problem at this point. 270 south blocked at buckeystown pike. hopefully that's out of the way soon. of course, those kiddos going back to school this morning. b.w. parkway, no problem. 95 and 29 everything looking good. so is the top of the beltway here. looking at prince george's county moving along nicely.

sits outside this newly renovated school. the lights look like rain drops and etched in the design are weather or climate terms like groundwater, condensation. it's pretty cool. it's well lit outside this brand-new building. nearly $60 million to build this site. they're still working on a few other things but beautiful inside. we had a chance to talk to the security company working out here this morning. watching over this. dcps takes over at 7:00 a.m. and on the first day back, you can expect to see the mayor, muriel bowser, and the school chancellor out greeting students and teachers throughout the system. they will be visiting woodson high school in ward 7. rolling out -- that school rolling out two precareer programs. one in information technology. the other engineering. and we also had a chance to talk to some schoolchildren about heading back to class today. >> i'm going to see my new teacher.

scholars headed off to class. we'll include it in the app and possibly here on air as well. tweet us our facebook us or e-mail us. developing this morning, gratitude for the people police say cuffed a man and tended to the trooper that he shot. this morning, a louisiana state trooper is in critical condition. state police say a man with a long criminal record shot him in the head yesterday. they say two people nearby saw the shooting, pinned the suspect down and put the trooper's handcuffs on him before officers arrived. police believe the suspect was driving under the influence. also developing this morning, a new york police are questioning two people after bb pellets hit a member of the mayor's security detail. the officer is out of the hospital right now. this is not the first time that someone fired off a b-b gun near mayor de blasio's home. the mayor was not with the

female officer when the shooting happened yesterday. 5:06. a deadly crash in laurel has two families grieving right now. two men both on motorcycles collided head on. one was this man, baltimore county fire lieutenant hubert harrison, jr., and the other was a 22-year-old. the police say he lost control of the motorcycle but not clear why. they say harrison was coming home from work. >> he was just coming home from work after a shift, so definitely our hearts go out to this -- out to the baltimore county fire department as well as his family. >> harrison worked for the baltimore county fire department for 29 years. new this morning, three americans and a british man just received france's top honor for taking down a heavily armed man on a passenger train. french president francois hollande pinned the medals on

norman, sadler and skarlatos. they said that they relied on gut instinct when they subdued the suspect on a speeding train in belgium last week. chaos on the streets as a woman runs over and kills her runner. we talk to a man who desperately tried to help the victim. and chuck bell said that hot and sticky weather missing from the

welcome back. an indycar driver is in a coma after the crash you see here. a piece of debris broke off a car during this wreck yesterday and hit justin wilson in the head. wilson's car was not the first one to spin out. a helicopter took him from the track when he veered to get out of the way of another car and hit an interior wall. right now, d.c. is working on being first place in the country to regulate personal trainers. that's according to "the washington post." the new regulations will create a registry for all personal trainers in the district only.

over with her car. police tell us the two had an argument inside their home in lannan yesterday. the man walked out, and the woman followed him in her suv. eventually, returning him over on sea brook drive. neighbors helped the man get from underneath the car. >> so i ran in, my aunt is a doctor, i need you to come outside, because there's a man under the car and the girl is trying to pull him from under the car. >> the man died at the scene. police have not identified him. more than 100 people have died this year so far in the district. the city's 102nd homicide happened yesterday on meade street in northeast. someone stabbed bobby ellis to death and no suspects right now. d.c. police made more than 200 arrest in an effort to crack down on prostitution. nine jobs were charged with solicitation of prostitution yesterday and this crackdown program started in mid july. officials say they're finding that many of the men they're arresting are visiting the

district from other states. today the colorado movie theater shooter could address the courtroom. at least 100 victims and witnesses of the july 2012 attack will testify in front of james holmes. we sent an alert to our nbc washington app this month when a jury found him guilty but spared him the death penalty. over the next few days we expect the judge will give holmes his sentence, life without the possibility of parole. d.c. goes back to school today. there is a big effort going on to make sure everyone is safe. news4's kristin wright is live at an intersection in northwest washington will volunteers will be asking you to slow down. really important as kids are back on the sidewalks going back to school. kristin, good morning. >> reporter: yes, you're right. it's so, so very important and the bottom line is simple. the message is clear and that is slow down. we're at the intersection here of florida and rhode island avenues in northwest. it's a busy intersection.

there are a lot of scols nearby, so this is where a lot of students are going to be walking to school on their first day back today. so volunteers are going to be at this intersection this morning as well as three others. these are the intersections where volunteers will be to remind everybody to just slow down. rhode island at florida where we are, albemarle street in northwest. rhode island avenue and ninth street in northeast. and the corner of pennsylvania and minnesota avenues in southeast. so volunteers are going to be in every ward across the district. they're going to be meeting at about 6:30 this morning again to remind everybody to slow down because there are going to be students back out on the roads this morning. it's very important that we be aware. they'll be holding signs to remind us. so make sure that you pay the ' -- pay attention to what you're doing this morning when you're all driving on your way in. the last thing we want is for

so just sort of keep that in mind. here's future weather, timing out your rain chances for your monday. indeed, not much going on early in the day today, but as we get into the afternoon, here's 1:00 this afternoon on future cast. there's that line of showers. could have a rumble or two of thunder as early as 1:00 or 2:00 this afternoon. not looking for much of a severe weather threat today. but a rumble or two of thunder can't be ruled out. 2:30, rain chances from frederick to leesburg and northern fauquier county. scattered showers in howard and fairfax county and moving into the district as well. that's the reason you need that umbrella ready go. by 5:00, rain in charles county and down into the southern parts of stafford and fredericksburg. that rain chance is moving into southern maryland after 6:00 or 7:00 this evening. have the umbrellas ready to go for the second part of the day today. although rain is not a guarantee, it's a real possibility for some.

or teachers. 64% of responders share the views. the majority of them say the best way to measure success is to see how engaged students are and how hopeful they feel about the future. a conversation about fan safety is growing after two scary incidents at baseball games this weekend. in detroit, a foul ball struck a woman above the dugout. medics had to wheel her out of the ballpark and yesterday, a foul ball at a cubs game hit a woman. she was taken off in a stretcher. one of the team's pitchers said that mlb players -- the mlb should increase the protective netting before it is too late. even if you're paying attention, they're coming out so fast it's hard to see what's coming at you. >> people take that as a part of the game or part of being a fan. you are willing to put yourself at that risk. we'll see if this will make it safer. 5:26 just about now. if you're looking for something to do tomorrow, you may want to

said, let's go. the french president said those two words stopped a massacre on the high speed train. belgium authorities identified the gunman as 26-year-old ayoub el khazzani. he was on a terror watch list from at least three countries for his radical beliefs but still was allowed to board the train in brussels. his lawyer said he was homeless and just wanted to rob people on the train. something that the three americans don't believe. they say the gunman had nine magazines and assault rifle, a handgun, and a box cutter. the americans do believe that he was there to commit that terrorist act. reporting live on capitol hill, edward lawrence. now back to you. >> thank you. unfolding situation on the korean peninsula as high level talks between the north and south begins. north korea has deployed about

stafford and fredericksburg, paving will close some lanes on i-95 between center court parkway. on route 1, route 17. there's construction on the fall hill overpass starting tomorrow night. that will last through the middle of next week. oil prices per barrel have dropped to their lowest prices since 2009. and we're seeing that have an effect on the local gas stations. prices today are on average about ten cents cheaper than a month ago. in d.c., you're paying $2.72 on average. it will cost you $2.48 per gallon in maryland for regular unleaded. in virginia, $2.29 and those prices are according to aaa. heads up, you may hear lot of noise this week if you live near the quantico marine base. it may be loud early. drills run from 6:00 inhe morning until 11:00 at night every week except today. this morning's exercises begin at 8:00 and end at 4:00. the marines plan to complete the

in switzerland say two planes crashed during an air show. one of the pilots is dead and one of the other pilots ejected safely. yesterday's collision is the third deadly incident at the air show in the past two weeks. and the death toll from another deadly air show crash could go up this morning. we should warn you the video we're about to show you could be disturbing. british police say crews will bring in a crane today to lift the pieces of a jet that crashed over the weekend. the fighter jet slammed into a busy road in southern england. british police say the pilot didn't pull out of that maneuver soon enough. the pilot in critical condition. police say at this point, seven people who were on the ground died in that crash. today, two men will appear in court for plotting an attack on the pokemon world champions. boston police say the men from iowa showed up at the convention center heavily armed. officers found hundreds of rounds of ammunition and a rifle in their car. police knew about the plan after the men went on social media threatening to hurt people at the event.

at this point, you can see the fire truck just arrived on scene, but fire investigators have remained here since that fire call in at 11:45. you can see that charred out top floor unit. the investigators tell us they believe the fire started behind the unit. and spread from there. we had an opportunity to speak with neighbors who said they smelled the smoke, they went door to door, uh-nit. you can get a good idea of what the firefighters were faced with. they had black smoke pouring out of the unit. we're told that the fire was able to be contained to one apartment building but crews had to cut the roof away on the adjoining building in order to contain the blaze. the red cross is on scene working with 58 people and their pets who had to evacuate. now, again, the fire marshal is out here along with fire

investigators. they say they'll begin their aggressive investigation to find out how this started as soon as the sun rises. back to you. >> all right, megan, thank you. and we now know the names of two men involved in a deadly motorcycle crash in laurel. we brought you the developing news yesterday when we learned the men died. baltimore county fire lieutenant hubert harrison, jr., was going home to bowie when this accident happened. prince george's county police say fahad iqbal crossed a center lane and ran into him head on. both men were riding motorcycles. >> he was coming home from work after a shift, so definitely our hearts go out to the baltimore county fire department as well as his family. >> harrison worked for the baltimore county fire department for 29 years. investigators are now working to figure out the cause of this crash. d.c. police now investigating a shooting that happened on 29th street southeast. they believed a domestic fight started there and someone fired shots. you can see heavily armed

officers responded here. they're still looking for the shooter. right now, shocked after oklahoma's labor commissioner is stabbed to death. allegedly by his son. police say the 26-year-old stabbed his father, mark costello, in the neck and head after they got into an argument at the restaurant. the attack apparently started inside and has spilled out into the parking lot. the son now charged with first degree murder. we'll let you know if we get word of a motive. aaron? 5:50. students are headed back to school tournament in prince george's county. it's transition day today. any students going to new school have to get acclimated so they'll have today for that. that includes the ninth graders and some in sixth and seventh grade. the district has programs for kindergarten and prekindergarten parents today. getting back into the
