good morning. i'm angie goff at the live desk. right now, chinese stocks plunge for a fourth day, dropping more than 7.5%. now, the country's main stock market index falling to its lowest level since december of 2014. we checked and most other asian markets rebounded from a day of major losses. here in the u.s., cnbc reporting that it looks like things are reporting to a higher open following the rough day with the dow falling more than 500 points. we'll continue to keep an eye on the foreign markets ahead of the opening bell. >> thank you. 4:30 now and car owners in montgomery county, listen up. police are looking into the vandalism of more than 25 cars in northern potomac. this happened yesterday morning. if you were a victim and you haven't reported it, police want to hear from you and they want to hear from anyone who knows something about the damaged cars. it is now 4:30 today. a big announcement in maryland, the state's attorney general brian frosh is imposing a new

standard for police investigators. it is to end racial profiling by police. we don't know the exact details of the plan right now. the announcement comes four months after freddie gray's day in police custody. and the subsequent rioting in baltimore. we'll be watching frosh's news conference closely at 11:00 this morning. 4:31 our time right now. a look at weather and traffic on the 1s coming your way. it feels nice outside. >> yeah, chuck bell here with a look at what we can expect today. did the rain cool us down a bit? >> it cooled us down a smidgen, eun. temperatures down into the 60s early this morning. more importantly, the drier and less humid air can start to move back into the region. 73 at national airport. 73 at the naval academy in annapolis. out to the north and west, the cooler and drier air is spilling. in 59 in luray. 55 in petersburg, west virginia. better still, the humidity still stickiness left in the air for now. but starting this afternoon and going into tomorrow and the next

weather and traffic on the 1s. if you're headed to college in the district you can download a new app right now to help keep you safe. the you ask app was created to stop sexual assault and rape on cam pulse and it provide -- campus and it provides a panic button and resources for victims. mary cheh and still other city agencies are holding a kickoff event for the app today happening at the university of the district of columbia at 10:45 a.m. parents in a maryland community may feel safer this school year. extra security will be added at some school events in frederick county. school officials have reached an agreement with the city's police union over frederick high school and thomas thompson high. two students were injured back in july in a shooting. another woman is recovering after an attack in arlington. it's the sixth attack in recent weeks. this time the victim was a mother with her 3-year-old daughter.

they were walking together in lubber run park around 8:00 on friday night when this happened. you may be able to help police in arlington county if you recognize this man. the woman screamed and was able to get away from her attacker. he also ran away. police tell news4 they plan to add more police to the high risk areas. >> additional officers out to some of the high traffic areas on the weekends or sending plain clothes officers out there. the subject did get scared by the cries for help, but who knows where this can escalate. >> police don't know if the same man is responsible for all six attacks. police suggest you walk in pairs or groups. d.c. police are looking for a man accused of a sex assault in northwest washington. they say that man may be an uber driver. driving a white sports car with black leather seats. police say the man forced himself on a woman early sunday morning. that attack happened around grant circle in the petworth

neighborhood according to police. another new development for former virginia governor bob mcdonnell. he'll stay out of prison for now. chief justice john roberts issued an order saying that mcdonnell won't have to report to prison this sunday. mcdonnell was found guilty of 11 counts of corruption last year. he is appealing to the supreme court right now. this effectively ensures that he will be free while they decide whether to take his case. in decision 2016 now, the question on a lot of people's minds is whether vice president joe biden will make a run for the white house. his two not so secret meetings have a lot of people talking. over the weekend, he met with progressive favorite elizabeth warren and he had his weekly lunch with president obama yesterday. speaking about the lunch, press secretary josh ernest did not say anything to quiet speculation. >> to add joe biden to the ticket as a running mate was the smartest decision he ever made

take a look at the video here. six people hurt after this bus rammed into a building. one witness says the apartment building in queens, new york, crumble and caved in on impact. rescue teams used the jaws of life to pull the driver out. you might be able to see him trapped -- already out at this point in the video. a driver hit the building instead of a car. a group of fraternity brothers is in trouble. their so-called welcome to new students was too aggressive. you can see why some people are upset with sigma nu at old dominion university. someone hired three sexually suggestive banners where some fraternity members live across the street from the campus.

means you'll love tomorrow as well. highs only around 81 out to martinsburg and hagerstown. then for tomorrow, temperatures again upper 70s to low and mid 80s. seven day forecast in ten minutes. >> a brand-new problem in prince george's county. technically they're telling us this is a water main break but water is not flowing right now. still have some closures ritchie-marlboro road and eastbound lanes are blocked right now. westbound, the lane is blocked. trying to get some more information about that one for you. inner loop at georgetown pike because of road work. seminary road, the two right lanes are blocked. east of compton, moving along nicely. a big look at the beltway, no major problems. back in ten minutes with more on the new problem in prince george's county. no a legal victory for a disabled veteran.

however, the other asian markets this morning have rebounded. about 1 to 2% range. still, josh ernest says our economic leaders are taking note of this and this shows the global economy is more interconnected than ever. now, because the u.s. economy is still showing growth, financial experts also say that now may not be the time to sell. but those expert say if other markets rebound, then the stock market could have a good exchange today. we have to see what happens when the bell rings at 9:30 eastern time, but first indicators are pointing in the positive direction. the futures for the dow are actually up about 1.4% right now. reporting live in washington on capitol hill, edward lawrence. back to you. >> thank you. police are looking for four men who robbed a verizon store in montgomery county. this happened yesterday at noon on spartan road in olney. the men were armed. the men drove off in a 2015 dodge charger. police followed them as they

drove on to the icc. as you can see here, chopper 4 flew over the chase as it continued on the beltway. police lost the car in prince george's county. police say they caught the guy who robbed a man in a wheelchair. the whole thing was caught on surveillance video. in the video, 47-year-old earl matthews forcefully takes something from a wheelchair bound man. officers arrested matthews on sunday and charged him with robbery. a park police officer is okay after crashing his motorcycle. take a look at this video here. the officer had to be airlifted to a hospital after the crash yesterday. the medical helicopter landed right on the 14th street bridge. the officer crashed into a jeep on 395 around 6:30 last night. the officer has a broken collarbone. a disabled marine veteran in virginia could sue the apartment complex that kicked him out and accused him of destroying property. we told you about mickey

triplett last week. he was charged with destruction of property after he painted a picnic table in woodbridge. well, just yesterday the state dropped the charges against him. prosecutors said there wasn't any kind of criminal intent. >> today was a glorious day where the law exceeded all that i could have imagined. i think it's because of him. >> now, triplett said he painted it white to get ready for a visit from his daughter and granddaughter and his lawyer may sue the complex for malicious prosecution now. the indycar driver hit in the head during this crash has died. justin wilson was 37 years old. pocono raceway officials say he was behind the initial crash sunday when a piece of debris hit him and sent him into the wall. wilson died in the hospital last night. the last time an indycar driver died because of an accident was on the track in 2011.

well, it's back to normal for the three americans who stopped the possible terror attack on a train headed to paris. anthony sadler is getting ready for his senior year at sacramento state. u.s. airmen spencer stone and alek skarlatos are together right now. yesterday, france's president gave all three young men and a british man the highest honor for bravery. sacramento will host a parade for them when they come back to the states. 4:48. as your junior or senior gets ready to go back to school, they're thinking of the s.a.t.'s. most parents don't know the test is changing. kaplan announced the new changes. and among the changes, the test is going back to the 1600 point scale. the essay will be optional. wrong answers won't be penalized and multiple choice will list four possible answers instead of five.

that a cleaning company in gaithersburg kept tens of thousands of dollars of cash in the office. two people shot through the glass door of the office and demanded money from the employees inside and then shot the employees. one of the shooters, michael robb was accused of attempted murder last week. >> she was admitted on wednesday to the hospital with a stroke. she came from discharge from that hospital, testified, key piece of evidence that allowed us to obtain the convictions. >> police believe that noel is living in the trinidad neighborhood. if you think you recognize him, call the montgomery county police. a bridge listen named for fallen state trooper. the i-95 overpass will be designated the bridge. it will mark 26 years since

trooper vernon was killed by a commuter bus. vernon was the first woman and african-american trooper to die in the line of duty. the city council in seattle, washington, has implemented a gun violence tax. now, the national rifle association is pushing back. it requires people to pay an extra $25 for every gun sold in the city and five cents for each round of ammunition. the money goes to gun safety research and gun violence programs. >> the nra and several other groups says it violates laws. the law restricting passing gun regulations. we want to tell you about a choir that will perform for pope francis when what he visits d.c. next month. they let us in for a sneak peek at the rehearsals yesterday. the group will sing at the mass celebrated by the holy father at the basilica of the -- the national shrine of the
