suspect. then one in 18th street. the victim was taken to the hospital. two men are dead and another hurt after a shooting on b street in southeast. derrick ward is going to join us live from the scene with more on how this was supposed to be a weekend to deter crime. derri derrick. >> reporter: yes, good morning. this is one of the shooting that is happened last night. there was a shooting about 10:47 in the 1600 block. officers in the sixth district were out here, part of the all hands on deck heard gunshots and responded to the scene. that's where they found three people shot in the 4900 block of b street. one person pronounced dead on the scene, another person taken to the hospital where that person died.

the third victim did survive. folks in this neighborhood say one of the things they remember at the scene is it took ambulances a while to get here. when they did get here, it was a heavy response, but took a long time for the paramedics to get here. aid was administered to a victim there on the sidewalk. two of them did not survive. a third person did survive. very sparse lookout at this point. a black male and black shirt. that's all they have now. police are investigating this. all hands on deck weekend that was supposed to stop this sort of thing. they had officers here in the area, but, apparently not enough time between the time they heard and the time it happened for someone. we are live in southeast, derrick ward, news 4. back to you. >> thanks so much. 8:31 now. le's get a check of the forecast with amelia segal.

bombing investigation. thai military officials are interrogating the suspect now. they have a multiple task force and bomb maybing materials in his apartment. they think he knows about an attack earlier this month on a shrine in bankok. dozens went to the hospital after the blast. it is a big weekend for police chief cathy lanier. the police union conducting a vote of no confidence in the chief. the district's homicide rate, 43% higher this year compared to last. over the past few months, the chief and the union have been at odds on how to solve the problem. >> i have been with the department 25 years. i don't think the union speaks for every police officer but they are the representation for the union members. this is their right to implement their survey and see ha the members think. >> tallied last year, lanier received a 75% approval rating

from registered voters. the union is going to tally the vote tomorrow. when the vote comes out, we are going put a push notification to your phone. if you have the nbc washington app, you will get that. >> thanks, david. developing, an all-out search for a cop killer. detectives are looking for a man they say approached the sheriff's deputy from behind last night, shot him and kept on firing once that deputy fell to the ground. the deputy served ten years with the sheriff's department near houston. he was filling up his car at a gas station when he was shot. a state of emergency in florida as tropical storm erika's path continues to fluctuate. it's about to make land fall in cu cuba. it's passed through the dominican republic and haiti. the prime minister said 20 people died after the storm hit. hundreds of homes, bridges,

roads, all destroyed, setting the country back some 20 years because of landslides, mudslides and all that heavy flooding. rescue workers are trying to reach some of those communities. it has been a decade, but people living in the gulf coast remember the exact moment hurricane katrina made land fall. you may remember scenes like this one on tv. gayle force winds and so much rain you can hardly make out the picture. then the levees broke. chris lawrence takes us back to that fateful day ten years ago. >> reporter: this time ten years ago, katrina just made land fall. it did so east of here in mississippi. in fact, the immediate reaction i remember from being down here is everybody thought new orleans really dodged a bullet this time. it wasn't until about 9:00 in the morning when that first levee was breached in the lower ninth ward. that's when people started to realize this was going to be

very, very serious. within hours, more and more levee's started to breach, the water started rising. soon, thousands of people were trapped on their rooftops or their attic. i was down here, we were at the convention center where thousands of people were taking refuge. we spoke to police officer who is were cut off with communication. the mayor's office was scrounging for food themselves and getting shot at on the roof of their police station. it was extremely dangerous time. the feeling i'm getting here is that this is not a celebration. too many people died here to celebrate this anniversary, but they are marking how far this city has come. president clinton will be here later this afternoon to deliver that message to the nation. in new orleans, chris lawrence, news 4. >> thank you, chris. new this morning, two people had to be rushed to the hospital

after this deck collapsed in montgomery county. the deck broke with people standing on it. it happened in burton'sville. they fell about 12 feet, but were not hurt. robert griffin iii will not play against the ravens. the news 4 sports team confirmed the nfl neurologist recommended rgiii should stay off the field. he's recovering from a hard hit earlier this mon. they will time out rgiii's recovery. we have carolyn and jason covering it. kick off is at 7:30. a lot of folks wishing rgiii

a former student at a prestigious prep school in new hampshire faces seven years in prison. a jury con vick him of sexual aassaulting a girl on campus. it happened when he was 18. he testified they kissed, but never had sex. the jury acquitted the 19-year-old on three felony rape charges, but convicted on four misdemeanor charges an one felony. >> she says she has left here with her head held high. it's a step in the right direction. >> i believe owen is a victim. it's something boys are ek president-elected to do if you are at st. paul. >> the senior salute tradition

he mentioned there, where seniors compete for sexual conquest. maryland police will give you $1,000 if you help them find an escaped sex offender. james norris jr. walked away from a court ordered home visit in hyattsville thursday afternoon. if you see him, keep your distance, but give police a call. new information about a news 4 i-team investigation. an internal report revealed u.s. department homeland security purchase cards were hacked. agency auditors launched the investigation after seeing an i-team report about the cards being used to buy starbucks drinks. some purchases were legitimate, others were not including beverages bought by employees.

many of the young women were riding in the back of an open truck. new details in the on-air ambush killing a reporter and photographer. fired 17 shots at alison parker and adam ward. they believe the attack was well planned. no indication of what his destination of plan was after that shooting. in writings found in the rental car and apartment, it's clear he identified with mass murderers and the 9/11 hijackers. alison's father said gun control is his mission. he has the support of virginia governor, terry mcauliffe who spoke of gun laws in roanoke. the governor says there needs to be better background checks for gun buyers. parker's father says this is not about taking people's guns. >> all we want to do is keep

number in that operation to 246. d.c. police just began this crackdown last month. it's the last weekend of summer vacation. can you believe it? students in the area getting ready to go back to school monday morning. a number of school districts in maryland will have that going on. montgomery, carroll and hartford counties head back monday. other students head back to the classroom this week. we posted the schools in the nbc washington app. when schools open for the new year monday in loudoun county, a new high school will be amongst them. riverside high school will be the new home for student who is once attended three other high schools. construction crews are racing to finish as much as possible. not all the work is going to be done. what is going to be the most confusing thing monday? >> probably getting to school. parking and outside you can see when you go out there, they are doing a lot of paving and

things. i's going to be understanding where to go. we try to do the dry runs to get everybody, how do you get into the school? where do we park if we are drive sng for kids, it's managing the buses, the bus routes. we have had a lot of inquiring about that. >> be patient. it opened with 800 students. it will double to 1600 attending there. >> montgomery county parents when your students go back, send us pictures #showusyourscholar. >> like in stafford county you would think an extra week of summer break is welcome. we spoke with a student who is frustrated bety slow progress. deadline pressure is on for work crews building the new stafford high school next to the old.

many of you helped the smithsonian raise half a million dollars to preserve neil armstrong's space suit. >> it is the first time they used crowd funding. aaron gilchrist has a look at where the money is going and what may be the future of philanthro philanthropy. >> one small step for man -- one giant leap for mankind. >> reporter: word that is resinate across time. images that left the world in awe. neil armstrong, the first man to set foot on the moon. spent 30 years on display, a teaching tool after making history. in 2006, it was locked away. >> we have discovered over the decade that some of the materials in the suit are deteriora deteriorating. >> behind the doors is a massive, state of the art vault. the smithsonian wants it public

to see it again. >> what we are hoping to do with neil armstrong's suit is put it on display with an air handling system. >> reporter: the institution doesn't have money for that. they pay to keep the museum open and operating. a third of the budget has to come from somewhere else. >> we have to go to foundations, corp. rag rations and individuals to pay for the program. >> reporter: the smithsonian turned to crowd founding website, kickstarter and a 30-day goal of $500,000. it took three days. >> it was something we thought might have appeal to individual who is had either been fans of the moon program or witnessed it or wanted to learn more about what happened. >> reporter: more than 8,000 backers ponied up between $1,000 and $8,000.
