prosecutors insisted he wear an ankle bracelet. now the victim wonders what good did it do. >> if anyone has an ankle bracelet there should be an alarm and they should get picked up right away. >> nothing went wrong in this case. they issued a statement that reads mr. hudspeth has been provided great latitude by the courts because he is an it professional without a fixed office location. the statement goes on to remind that the ankle bracelet is just a means to track the accused where abouts but it can't tell you what he's doing. i will tell you where he is now and why the district attorney

has questions about this case as well. >> a northern virginia man who volunteered to teach music is facing child pornography charges. prosecutors say that he used a web cam and the app kik to pose as a 13 or 14-year-old girl and solicited underage boys asking for photos or videos. he could face up to 30 years in prison if he's convicted. >> justice for the family of a woman killed in dc may have to wait. the preliminary hearing has been pushed back a few weeks. kevin hired a couple of new attorneys today who asked for a little more time. lee, who just turned 18 this past weekend shot and killed tamica in her apartment last month. lee is also accused of shooting her 12-year-old son who tried to

protect his mother. another boy was also shot during the argument. that shooting is just one of the latest in a string of violence across the district that includes a 13-year-old girl she was sitting on the front step doing another little girl's hair when the shots rang out. >> she was too young to get shot. >> for you to be that angry to come out with a gun and shoot somebody or try to shoot somebody and hit innocent people is very sad. >> the victim says both of her legs were hit and one of the bullets is still in her left leg. at this point no arrests in the

refuse to issue marriage licenses to same sex couples and now she's been ordered to appear in federal court later this week. kim davis stopped issuing marriage licenses the day that gay marriage was legalized in all 50 states. she said in her words it's a heaven or held decision. that's her quote. why hasn't she just been fired? >> she's elected. the only way she can be removed from office is impeachment by the state legislature and that seems unlikely where the gay marriage ruling wasn't very popular in the first place. she will have to appear thursday to say why she should president be held in contempt of court.

no noted decent turned her down. so now it's back to her. she will appear at this hearing on thursday. i asked her lawyer what happens next if she refuses to go along, where does the stalemate go? and he said he really doesn't no. the question is whether she should have to issue licenses. >> is she the only one who can do this? >> that's a curious part of kentucky law. she is the only one who can. the licenses are issued in the name of the county clerk and what her lawyer says is look, her religious views can be accommodated. just take the county clerk's name off, have the state issue the licenses instead of the county clerk. she can't give this to her deputy. she says i don't care.

we're tracing braking news happening all afternoon outside of chicago. local police, fbi, search dogs, helicopters, they're all looking for a suspect that shot and killed a police officer.

police say could be connected. >> and in each case the victim says it happened after they left metro. these two assaults happened one month apart in northeast dc. news 4 pat collins live at the station to tell us about this. pat? >> two separate incidents. two women raped after they left two different metro stations in the northeast section of our city. it may be the same guy. in fact he may be following his victims from the station. now we just got some fresh surveillance video in as a person of interest. let's take a look. >> this is a picture of a man police describe as a person of interest in two first degree sexual assaults. the victims, women attacked after leaving metro stations. in the picture you can see the man getting on a get away bike.

guidelines for the use of police body cameras. a panel is meeting today, debating all aspects of police body cams including when the devices should be turned on and turned off, whether police officers should be taken off the street if their camera malfunctions while on duty. the panel is expected to submit final recommendations by the 1 of october. and a new batch of e-mails have been released. there is no revelation that the former secretary of state knowingly e-mailed classified information through her private server. many have been reclassified as sensitive and confidential. clinton regrets using a private server. >> president obama is giving ushis view from the top while he documents his trip to alaska. he was flying over the state. he is promoting steps to slow

climate change and will be the first sitting president to visit the arctic. we told you about the president's plans to tape an episode of running wild, which you will be able to see on nbc. more programs will be coming. virginia's first lady announced a one and a half million dollars federal grant for ten schools with large numbers of children in military families. norfolk is the largest naval complex in the world. some of the programs will support the emotional and social needs of the children and help with the transition to such cases. >> a loudoun county equine rescue group is trying to find a horse it helped nurse back to health. this is a 13-year-old thoroughbred mayor. she was taken in six years ago

number of liquor stores and has what's called border crimes. she wants residents to have a chance to weigh in on opening liquor stores on sundays. >> i would just like to see them slow down a little bit. it was just signed in july. give the opportunity for the public to weigh in more. >> they have to go to the dc side to get it. >> hoping they will be one of the few to get an okay to open on sunday. >> i can get it. >> there are 130 applicants. only 100 permits that they're going to be handing out. this is going to be a competitive process and how residents feel about all of this would impact these businesses. we hear from residents and also when the board has something to say about all of this.

>> that's in part of, because there's new expansions and construction at a few elementary schools in clarksburg, high school. dc area schools are using more than 3,000 of these classrooms this year. they cost about $60,000 each but soaring enrollments regionwide are making them a necessity. >> a montgomery county school bus driver is being disciplined for dropping off a special needs student without a parent being there to meet her. her father found her walking in the road. chris gordon just talked to the student and her family. he is live with the story. chris? >> good evening. this was more than a school bus mix-up. this was a violation of school policy for special needs

students. this was her first day at damascus high school and it ended badly with her walking three miles alone along a country road. >> the bus dropped me off on the wrong place. >> the school bus driver was supposed to deliver this special needs student at her grant parent's house but more than an hour after school let out, barbara lewis says there was no sign of ashley. >> oh my goodness. it was so scared for her. she's my baby. >> she was left off the school bus here along creamery road despite the fact that there was no parent or guardian here to pick her up. >> walking along the country road, were cars going fast? >> uh-huh. >> ashley's father was driving to his mother's house when he came upon ashley by chance.

this is part of a story. you factor in the humidity and it's much more effective. the temperature is just 20 minutes. we are seeing a few showers, just one or two around the area. the biggest area around here, that's headed east towards ocean city and a few little showers right now just west of i-64. i think tomorrow similar in the mountains and down towards southern maryland we could see a few more showers. thursday, small chance and then friday, slightly better chance.

temperatures will rise quickly. we go from one uncomfortable really oppressive week all the way down to pleasant conditions for saturday and sunday. and then on monday, this is labor day. could get a little sticky during the afternoon hours. just this is the type of weather, you need to be careful. and that is going to be the deal again all week long. exercise early when temperatures are in the low 80s. it's 79 degrees on saturday.
