and wedding bells will ring in this kentucky county. even with a defiant clerk spending the night behind bars. >> "news4 at 11" starts now. >> first tonight, d.c. fire and ems promising to get to the bottom of their response to a medical emergency involving a 5-month-old. >> that baby died. we don't know how or exactly when, but we do know that it was a d.c. fire truck that started taking him to the hospital because the first ambulance dispatched was seven miles away from the home on hillside road in southeast. news4's jackie bensen is live with the investigation into how the boy died, and the fire/ems response. jackie? >> reporter: doreen, we're told his name is traquan. he is about 5 months old. it's not clear whether the chain of events led to or played a role in his death this

afternoon. a woman who identified herself as the baby's aunt told news4 she came down stairs from her bedroom at the sound of a fire engine siren about 3:00 this afternoon. she says she saw her 5-month-old nephew, and he was not breathing. the baby she says suffered from asthma and had been to the pediatrician for a checkup yesterday. she said it was so hot, sweltering in the apartment. >> the house hot. and we've been telling it's hot. he'll never call us. >> reporter: as d.c. police detectives and child welfare staff examined the scene inside as part of what police determined an undetermined death investigation, there is another under way involving the 911 response. news4 reported shortly after the baby's death that the closest ambulance was seven miles away. in a statement this evening, d.c. fire officials say paramedics on board fire engine 30 based on 49th street northeast about a mile and a half away arrived in about four minutes and began trying to save the baby's life.

they requested an ambulance from neighboring prince george's county, the statement says. and after learning none was available, chose to drive the baby to the hospital themselves. a closer d.c. ambulance was eventually rerouted and met up with the fire engine roughly 15 minutes after the original call. about halfway to children's hospital. the baby's aunt says the child's father, who was also home at the time, is distraught. >> this father loves his kids. he love them. he is always with them, every day. take them to school, baby-sit them. he always had them. he is a father. [ siren ] >> reporter: and the fire department confirms an internal investigation is under way. live in northeast washington, jackie bensen, news4. back to you, doreen. >> thanks, jackie. d.c. fire and ems has been under scrutiny since two high profile incidents in january of last year. a 77-year-old man collapsed across the street from the firehouse. no one inside helped him, and he later died.

the firefighters on duty were disciplined, but the lieutenant in charge was allowed to retire with her full pension. and earlier this year, a 1-year-old boy died from choking on a grape. an investigation later found the closest ambulance was not sent. a fire lieutenant was charged with neglect of duty in that case. new tonight, prince george's is looking for ways to cut costs in its fire department, and that includes reassigning a dozen firefighters. four of them will come from the riverdale heights station, making that station entirely volunteer staffed. the bowie, old town and accokeek stations will also have firefighters reassigned. prince george's fire and ems tells us it will continue to respond to all emergency and non-emergency calls and do its best to minimize the impact on service. one of metro's top brass sought of a job tonight. chief safety officer james dougherty resigned shortly after the transit authority's board of directors grilled him and other staff over the derailment near the smithsonian station last month.

during today's meeting on the derailment, we learned a metro employee hit a wrong button and deleted critical track safety information that put riders' lives at risk. news4 transportation reporter adam tuss says the board ripped metro for its failures. >> they basically called jim dougherty's office a paper tiger, meaning that, yeah, it looked all good on paper, and you might be able to enforce some things on paper. but you really have no teeth. >> metro admitted its track inspection process has to get better, and promised to review its policies. a national search is now under way for a new safety chief. we're keeping a close eye on a manhunt in california. a man pulled a gun and shot three people on a college campus in sacramento. and one of them has died. police put helicopters in the air to find the shooter who witnesses saw running away from the scene. officials at sacramento community college say four people started arguing in a staff parking lot near a baseball field.

one of the men pulled a handgun and opened fire. the college was put in lockdown, and police have been going building to building, evacuating the campus one classroom at a time. now we know one man hoth was shot and killed. another had a minor injury. the third man is still in the hospital now, being treated. at the live desk, i'm chris lawrence. >> chris, thank you. back to fedexfield now. you saw it. the redskins lost their preseason finale to the jaguars tonight. but carol, this was more about staying healthy than anything else. >> yeah, definitely the guys were relieved to get out of here without any more injuries. it is mor did it feel like the longest preseason ever? it is over now. they're 3-1 in the preseason. lots of reasons for the guys to be optimistic, they're telling us. head coach jay gruden, well, he was looking to evaluate players tonight. colt mccoy, he was just looking to get out of here healthy, as he has already made a roster spot. so mccoy had a touchdown pass in the first quarter, and also in the fourth quarter.

100 degrees. a very hot day. 94 degrees in warrenton. 39 in martinsburg. 93 towards fredericksburg. hot and humid across the region. last six hours we did see some showers and thunderstorms. a lot right around the district, especially in towards southeast d.c., around the oxen hill area and prince george's. a lot of heavy rain there. and storms that moved down toward the south. now most of those storms are now out of here. a few down towards the northern neck and towards culpeper county. and we're going to continue to see those move down to the south. now your headlines tonight, last hot day tomorrow. storm chances tomorrow, they're going to be in there. i think more storm chances. and we'll have the weekend weather and the all important holiday weekend weather coming up. >> thank you, doug. marriage licenses will be issued in rowan county, kentucky tomorrow for the first time since june. county clerk kim davis has refused to issue licenses to anyone, straight or gay since the u.s. supreme court ruled same-sex marriage was legal. she is now in jail tonight on contempt of court charges. five of her deputies said today they will issue the licenses.

davis' husband says his wife will stay in jail. >> she'll stay in jail. she will not bend. she will not bow to nobody. i mean, that's just -- that's our beliefs. and that's what people don't understand. >> april miller and karen roberts have been denied a marriage license three times by davis and are now suing. they say they'll be there tomorrow to finally get their license and tie the knot. congress is launching an investigation and major problems some local army moms are having with day care. and they're doing it because of a news4 report. last month we revealed dozens of army parents filed formal complaints at the u.s. services commission, the agency that helps pay for child care for military families. the i-team's scott mack fcfarla. they'll hold a meeting to figure out what is going on. >> reporter: one u.s. army mom says it's been a nightmare dealing with a program called the army fee assistance program.

backlogs, unreturned calls and late payments, she says. the army assistance program is for army parents who can't find child care on their military posts. those parents instead find private day care at full price in the community. and the general service administration oversees the program, handles the applications, and then cuts those parents a check to help them pay for it. we tracked down two of the dozens of parents who filed formal complaints about the red tape or the late payments in this program. maryland u.s. army captain carmen deeks and kayla hensley, an army spouse also from maryland. the u.s. house oversight committee saw our story and called both of those moms to testify at next thursday's hearing. they also plan to question the high-ranking general services administration official. and internal agency report confirms what those moms have been telling us. the program suffers a backlog of at least 11,000 unreturned calls, unreturned e-mails and records requests. it's a backlog which might have grown longer in recent weeks.

the agency tells us it has been taking steps by the way to fix that backlog. doreen? >> thank you, scott. tonight we're waiting for police to identified those in a deadly hit-and-run accident in alexandria today. a truck from a nearby construction site hit and killed a woman this morning at the intersection of braddock road and commonwealth avenue, and then kept going. police tell us they know who the driver is and the victim too, but they aren't releasing any more information at this hour. police are still trying to figure out the moments leading up to this accident. if you saw anything, you should give them a call. some northern virginia lawmakers want to expand background checks for gun buyers. eight days after two journalists were gunned down on live tv. a group of democrats are announcing plans to push for new legislation in the commonwealth. they have a petition with 2800 signatures now supporting stricter laws. right now private sales, including those at gun shows are not subject to background checks. ohio state will join virginia tech in honoring

i've seen the crowd he hangs out with. he actually has a lot of white friends. >> a friend of man investigators say threatened to kill white people in our region says the suspect may have just been playing around. but police tonight say the twitter threat was no laughing matter. in fact, la plata's police chief considered it a terrorist threat. carlos hollins was arrested last night after police tell us he posted a message promising to, quote, purge white people in the town.

police say some people didn't go out to shopping centers last night as word of the threat spread. hollins faces a misdemeanor charge tonight of threatening mass violence. he is expected to appear in court for a bond hearing tomorrow. new tonight, a massachusetts police officer was fired for making up a story in which he was shot at. the officer said the shooting forced him to crash his cruiser which then caught fire. the swat team scoured neighborhoods for hours looking for the guy. area schools were even closed as a precaution. and tonight police say there was no gunman. his department says he made the whole thing up. they think he shot at his own vehicle. police are still trying to decide what they will charge him with. if you're planning to see pope francis up in philadelphia, you now have a better chance to actually see him. organizers are setting aside an additional 10,000 tickets for each of his outside masses. a family festival and his speech at independence hall. organizers received backlash

after announcing plans to keep people without tickets at least five blocks away from the pope. there will also be two papal parades. the pope arrives as you know in d.c. september 22nd before traveling up to new york and philadelphia. in a story first reported on news4, d.c. water decided to change a new fee that would have doubled or even tripled some of your monthly bills. news4's mark segraves first reported on tuesday. today d.c.'s water board of directors voted to an the fee at $10. the fee is based on the size of water lines and owners of newer homes would have been hit the hardest. that's because they're required to have sprinkler systems which require larger pipes. >> about 2100 customers where the consequence did not seem fair relative to the water use statistics that we're able to delineate. that only came out because our customers came forward. >> people should not be penalized in any way for having fire suppress systems. >> you can expect to see the new

fee on your november bill. the money will be used to pay for the replacement of water lines across d.c. just about a five-minute downpour where i was tonight. not really enough to help all our dry grass and plants. >> we continue to need rain. and the last two days, at least we've had some rain falling somewhere. some people saw a lot of it. others not seeing much at all. one thing we all saw, the heat today was 96 degrees. one of the hottest days we've seen so far this year. and guess what i saw them selling at our local hardware store? >> what's that, doug? >> snow machines. they were selling the snow blowers out there today. i have no idea. it was 96 degrees. i go to the hardware store, there is a snow bblowesnowblowe. a rather humid night. that's what we're going to continue to see. 73 gaithersburg. 75 in fredericksburg. really nice conditions across our region right now.

don't be surprised to see some fog, especially areas that did see the rain. this is the time lapse over the last few hours. you notice the storms firing up again. some in southern maryland. some down towards culpeper county. they're all moving to the south and away from the region. i do not expect to see any more tonight. tomorrow a little bit of a different story. here are the highs today. 96 in d.c. now, again, the record high today is 98 degrees. so we were very close to that. even 94 towards baltimore. 93 in fredericksburg. and 93 in warrenton. today was only the seventh day, actually the eighth day above 95. so not a very hot summer. very warm summer. and not a very hot summer. and that's okay. satellite and radar showing some cloudiness around our region. watch what happens when we widen out. see these clouds going from boston right on back towards pittsburgh? that's a cold front. that's going drift on down to the south. watch what it does for us tomorrow. starting off at 8:00 a.m., no real problems. by noon, 1:00, we start to see some showers making their way in from north to east, or northeast to southwest. and watch what happens here. here is the front. watch it kind of meander through

the region. so a couple of showers coming on through here. and then overnight, maybe an isolated shower or two. good idea to take the umbrella tomorrow, just in case. but then saturday is when we really start to see that northeasterly flow. see the clouds around 8:00 a.m. and watch how they move down towards the southwest. that gives us more sunshine during the day, and also helps to cool temperatures down quite a bit from where they've been over the past couple of days. tomorrow still another hot one. 90 degrees d.c. 91 fredericksburg. 86 in martinsburg and 85 in annapolis. the exercise impact tomorrow starting off on a nice note. nice and warm early. 79 degrees by 9:00 a.m. 84 degrees by 11:00. and then the chance for showers and storms really develops during the afternoon. i think it will be between noon and say 7:00 that we see the best chance of those storms tomorrow. not everybody is going to see them. that's why we only have a 40% chance of the storms in the forecast. and then behind the cold front, here comes the nice weather. 84 degrees on saturday. 86 degrees on sunday. 89 on monday.
