again in d.c. they call themselves the riders union. metro passengers fed up with delays, joining forces to keep metro honest. and just two days into the school year, fairfax county parents are told tough choices are coming for their kids' schools. we start in storm center 4. a busy night on the radar. some rain sticking around out there. and a big change coming tomorrow morning, right, doug? >> yeah, a very welcome change out there. it will come over the next couple of days. right now a very warm and a very muggy air mass across our region. take a look at where we were today. high temperatures of 94 degrees in d.c. 95 in warrenton, leesburg, camp springs. many areas close to 100 with the heat index a little earlier today. but that is all going to change. right now at 11:00, not we can say goodbye to this heat. enough ambulances on our and it's coming in the form of streets. some rain. we're getting answers about why we saw some very big storms out an infant had to be rushed to towards portions of southern the hospital by a fire truck maryland, the northern neck and the eastern shore. still some areas of rain here. more rain back towards west virginia, and a lot more back down to our south and west. we're going to continue to watch

these showers and thunderstorms move our way. i expect more storms tonight. a pretty stormy day for your thursday. and then we've got the weekend to talk about. another chance of rain. i've got that all in my forecast. >> thank you. for the second time in a week d.c. fire and ems crews took a baby to a hospital in a fire truck rather than wait for an ambulance. >> it's got response times back in the spotlight. all new tonight, d.c. fire addressing the ambulance response in this latest case. and it doesn't sit well with the baby's father. >> news4's meagan fitzgerald is live at d.c. fire headquarters. meagan? >> reporter: we talked to the toddler's father, and he said he is angry that it took 13 minutes for an ambulance to respond and it was too late to take his child to hospital. d.c. says the standard response time is 12 minutes, but they admit that's a problem. [ siren ] there is usually some sense of reassurance when you know help is on the way. >> for them to be so small, they

could die. >> reporter: but lately neighbors are concerned the ambulance won't make it time. and with good reason. take monday, graham's neighbor called 911 after his infant stopped breathing. two fire trucks and an ems supervisor arrived within eight minutes, but they were forced to rush the child to the hospital themselves because the ambulance didn't arrive until 13 minutes after the 911 call. >> in that instance, the paramedic and the ems supervisor acted in the best interest of the patient. >> reporter: kim wilson is the spokesperson for d.c. fire and ems. he knows the ambulance response time is a problem, but says the number of calls to 911, along with traffic, is part of what contributes to the delays. but he admits on monday only 39 ambulances were on the street. that's 10 less than what mayor bowser promised the city six months ago. wilson says the issue there is

making sure the units are getting serviced so they don't break down. >> that's an issue that the city administrator indicated we're going work through. >> reporter: but in the meantime, he says neighbors shouldn't lose confidence in the system. >> the message is call. still call us. every incident isn't the same. >> reporter: now wilson says the majority of these engines that are responding to 911 calls have paramedics on board. so he says these men and women are actively working to save lives in the absence of an ambulance. >> meagan fitzgerald, thank you. frightening moments for some metro riders today. they saw a woman pull a gun on a young person during a fight at the tacoma station. what they didn't know at the time is that she is a plainclothes metro transit police officer. metro tells us the kid was being ticketed for trying to skip paying a fare when it turned violent. the gun was pulled during a scuffle with officers. another report card in for metro tonight. most of the grades not good.

one area that is suffering in particular is customer satisfaction. and now some metro riders are banding together to do something about it. news4 shomari stone live at metro center, working that story for us tonight. shomari? >> reporter: good evening, jim. some of these riders are so dissatisfied with metro, that they started to start the riders union. it was started by the man who created the fix la matta twitter handle. >> have i been dedicated to transit for years. >> reporter: ashley robins is frustrated with metro. >> i live a little out of crystal city. i'm a blue line rider. and i've actually switched to the bus because the blue line service when it got cut for the silver line makes it really hard to depend on. >> reporter: tonight she joined the riders union to make sure her concerns are heard by metro officials. >> we have officially defined the riders union. >> reporter: they're tired of track maintenance repairs, limited weekend service and safety. >> it's a way for riders to be

able to express their concerns, and an organized effort rather than taking their frustrations out on twitter. >> reporter: customer satisfaction dropped to 73% on the rails compared to 80% last year. ashley hopes the group she joined can make a difference. >> we're actually coming together to be more constructive, and to both praise metro when they're doing something right, and also help them find a way to be a better system. >> reporter: now i reached out to metro officials tonight, trying to get their response to this riders union. and they didn't call me back. as soon as i hear from them, we will post the information on our at nbc washington. worth mentioning that the union isn't just about bashing metro, but it's a way for people to also give them positive feedback. live in northwest d.c., i'm shomari stone, news4. >> metro says when the pope comes to town, be prepared to wait, and wait. metro today released some new information about what you can expect when pope francis visits

in just two weeks now. first, metro is asking you to adjust your work schedule if you can, because the commute will be longer than normal. at some stations near the pope's events, you are going to have to wait hours for trains. the brookline station is the smallest station on the red line, but it's also the closest station to the basilica, where the pope will celebrate mass that wednesday. metro is working with d dot now to provide subtle buss to the mass. if you're going to use metro while the pope is in town, make sure your smarttrip card is load before you head out. president obama and the first lady will head up the welcoming committee for pope francis when he lands at andrews air force base. presidents almost never personally greet visiting foreign leaders, but there is a papal exception. president george w. bush went to andrews 2008 to greet pope benedict. that set a precedent. we're getting new video into the live desk of two people robbing a pharmacy not far from the rhode island metro station. and d.c. police are hoping it

leads to their capture. you can see two men in masks and hoods come into the triple alliance pharmacy on brentwood road. they immediately started pointing guns at people inside and hopped the counter carrying a bag. about a minute into this robbery, they seem to frisk and possibly rob the clerk behind the counter, although investigators aren't saying if they still cash drugs or some combination of the two. this happened in the middle of the day two weeks ago. but police are releasing the video now because the suspects are still out there. at the live desk, i'm chris lawrence. >> thank you, chris. new at 11:00 tonight, fairfax county is only two days into the school year, but the school board is already worried about next year. a packed house tonight as the board met with parents to explain the budget and ask for ideas on how to balance it. the county is predicting major shortfalls next year, between 50 and $80 million. the school board wants your input on which program should be impacted and how. >> we know these next rounds of

cuts would have potentially some serious consequences for what is most important to us, and that's our students and our schools and our classrooms. and we felt like we had to have the community engaged with us. >> reporter: school board has set up a special website where you can submit your ideas. we put up a link in our nbc washington app. just search school budget. in montgomery county, final exams will soon be a thing of the past. a bold move by one of the area's largest school districts to ditch end of the year testing in high schools. one year from now, high school teachers will assess student performance on a quarterly basis. instead of waiting for a final exam attend of the semester. many of you who we talked with are giving the new grading system an a plus. >> final exams give a lot of students stress, especially when it comes to world languages, because they test us on the whole year, which i think is not necessary. >> i think the kids will learn more and learn better. but i think it's a very good

idea. >> this new grading system will be monitored, and parents will be asked for input. man has been charged now for a crash in oxon hill that claimed five lives, including two mothers. kenneth kelley was driving more than 70 miles an hour when he slammed into the victims' car back in october last year. that's according to the state's attorneys office. the victims were at a red light on livingston road last october. kelley's blood alcohol content was nearly twice the legal limit in maryland. he is being held now on $500,000 bond. tonight there is another key hearing tomorrow for the six officers charged in the freddie gray case. a judge will decide whether to move the trial. lawyers for the officers will argue that the days of unrest, citywide curfew and other publicity tainted a potential jury pool in baltimore. more protests are expected tomorrow. police plan to have a soft presence, which means no shields or helmets or riot gear. a city board approved a $6.4

million settlement with the gray family today. gray died in police custody in april. one of the top trending stories in d.c. right now, former tennis star james blake roughed up by police while waiting for a car to take him to the u.s. open. his response tonight to a case of mistaken identity. another shooting along a phoenix interstate. police are calling it domestic terrorism. a oman who lived through the beltway sniper shootings here in d.c. now reliving this in arizona. plus experts praising the heroics of that british airlines pilot in las vegas last night. and check out this tweet from "the tonight show." justin timberlake on tonight. should we be ready for the history of rap part 6? here is jimmy. >> thanks, guys. tonight we have justin timberlake. a battle with ellen

is a whole lot of praise tonight for that british airways pilot who stopped that burning plane, saving the lives of everybody on board today. the pilot says he will no longer fly again. we brought you this story last night as breaking news from our live desk. flames broke out on the engine of this british airways plane right before takeoff in las vegas. the pilot is being credited for slamming the brakes immediately, calling for firefighters and steering that plane to safety. yesterday's flight was the 63-year-old pilot's second to last flight before his retirement. his final flight was scheduled to go to one of his favorite place, barbados. well, just like we were more than a decade ago, arizona is on edge tonight. a possible serial sniper is on the loose there. just today, a truck's passenger window shattered on i-10 in phoenix. police are already investigating. nine other shootings over the past two weeks on that same freeway. no one has been killed or seriously hurt. one woman who lives in phoenix

now remembers the beltway sniper when she lived in maryland 13 years ago. >> i changed my route to work. i drive a little bit further now. but i feel a little bit safer. >> somebody will get hurt, or somebody will get killed if this continues. >> investigators don't know a possible motive for the shootings. a story many of your friends are probably talking about on facebook tonight. a former well-known tennis player mistakenly arrested on the streets of new york city. james blake was standing outside his manhattan hotel today, waiting for a car to take him to the u.s. open when he says police swooped in and threw him to the ground. new york city police say a witness misidentified blake as man involved in a cell phone theft ring. blake says the officers used unnecessary rce. >> it shouldn't have happened. and it's something, you know, that we'll deal with the police, and we'll find out what they have to say internally. and hopefully there is video of it and people can see what happened.

>> a security guard at the hotel recognized blake and urged the officers to confirm his true identity. blake retired from tennis in 2013. the suspense is over. apple introduced the company's newest array of tech gadgets today. and the update to am tv is getting a whole lot of buzz tonight. it will incorporate voice commands via siri to let you search across services like netflix and hulu. the new iphone 6 s and 6 plus s will have 3-d touch which is sensitive to finger pressure for starting applications. amid dropping tablet sales, apple also introduced a new jumbo size model called the ipad pro. >> new stuff. more stuff i won't be able to figure out how to work. >> but now you can just say help me figure it out. and it just figures it out for you. >> to make the tv work like that, that would be very helpful. >> i'm all than. >> cooler weather headed our way? >> much cooler.

i mean, a high temperature of 94 today. we've actually hit 90 or above. seven out of the nine days so far in september. we may not hit it again. there is a chance late next week. but let's just think we may not hit it again. everybody is ready for some cooler air. it's not throughout right now, though. 80 degrees the current temperature. and 11:00, our heat index is still well above that at 84. so that tells you it's a very humid atmosphere. and it's going to stay that way through the early morning hours. we do have a couple of showers continuing. we had some strong storms earlier. a lot of storms down towards la plata and waldorf, southern percent of anne arundel county and extreme southern prince george's county. a very good light show if you're in d.c. looking southeast. a lot of people mentioning that light show earlier today. no lightning now. the heaviest rain across the bay. more rain back towards the west. and if you travel even farther to the west, that's where our storm system is. and still some thunderstorms making their way our way here is a couple trying to move up i-95. but we will see more storms overnight tonight and in through the day tomorrow. show you future weather here.

at 11:00, you can see where the showers. yep. picks it up pretty well. this is a computer model taking us through tomorrow morning. and notice most of the overnight we'll see some showers. maybe a thunderstorm. but by early a.m., where you should be good for the morning rush. i'm not too worried about that. there will be a few showers around. but by around noon or 1:00, notice we start to see more developing. and then by 4:00, everybody gets in on the action. we could see some strong storms. i'm not anticipating a severe weather day during the day tomorrow. i don't think we'll see a lot of severe weather. could we see a warning or two? maybe. but this is mostly going to be a rain event. i'm not anticipating much in the way of severe type storms. as they move on through, we'll continue to see showers right on through 8:00, 9:00 tomorrow night. 83 degrees the high temperature tomorrow. well below where we were today. 81 martinsburg. 84 in culpeper. 82 in leesburg. stormy? a little stormy for sure. the bus stop forecast. watch for areas of fog. and make sure the kids and make sure you take an umbrella yourself. temperatures around 76 degrees.

the real chance of storms comes during the afternoon. the high temperature of about 83 with that afternoon storm. we may see some sunshine. that can actually help produce the stronger storms. once again, we should be under a severe limit. 38 on thursday. 48 on friday. 38 on saturday. and then 79 on sunday. watching the weekend right now. this is still kind of a tough weekend forecast, getting a little bit better handle on it. best chance of rain looks to come late sunday. that's some good news. most of your saturday afternoon should be okay. so again, late saturday. much cooler weather. and still a little bit of a tricky forecast. just how much rain are we going to have? where is that storm going to go? one thing for sure behind it. we are staying on the cooler side for sure. 79 on your sunday. temperatures still in the 70s on monday. we don't get back into the 80s until tuesday and wednesday. but those are the 80s we like. 80s and low humidity, plenty of sunshine. >> it's a welcome change. thank you, doug. oh, it hurts. up next, it's deja vu as they say all over again for

history made in london today. queen elizabeth now officially the uk's longest reigning monarch. she has held the throne for 63 years, seven months and two days, surpassing the reign of queen victoria, her great, great grandmother. queen elizabeth is 89 years old. she took the throne in 1952 when her father died. she was just 25 at the time. you may see more than calorie counts on the menu the next time you eat in new york. the city will be the first in
