swing. today romechia simms claims she did not mean for this to happen. >> reporter: wendy, a judge released simms on $50,000 bond and the state's attorney's office asked the judge for no bond pending a mental evaluation and of course, that was denied. we spoke with the toddler's father just days after his death. he tells us he believes that the mother has a mental illness. he also says all of this could have been avoided. for nearly four months charles county deputies have collected evidence and tried to understand what happened to 3-year-old ji'aire lee. >> it got to be that the child was placed in the swing very shortly after they got there and the child was there for about 40 hours. >> tony covington is the state's attorney for charles county. romechia simms was pushing her 3-year-old nsonji air lee at the park for two days and it was

raining and the child didn't have a jacket or shoes. simms told the judge i didn't even mean for this to happen. in the interview days after the toddler's death, his father james lee said there were warning signs. in fact, court documents show he tried to get sole custody of ji'aire because he felt simms was emotionally unstable, but he says a judge denied his request. >> he deemed her at that moment a fit parent, you know? and i'm not saying she isn't, you know, but in this situation he just didn't pay attention to the signs. >> and now simms will soon stand trial for the death of her little boy. >> tragic is a better word all of the way around. >> reporter: a state's attorney for charles county says no one at this point has ordered that simms undergo a mental evaluation. coming up at 6:00, we're learning more information about

what, if any, her mental state could play when she goes to trial in january. jim? >> meagan, thanks so much. >> we continue to follow a story where one person is dead after a collision between an suv and a tour bus. these are pictures from chopper 4 above the scene near the intersection of pennsylvania avenue and route 301 in upper marlboro. firefighters tell us two people were injured and the cause of this crash is still unknown and prince georges county tracee wilkins is live for us. >> on route 50, if you are heading into the district westbound those lanes should be reopening shortly after a brushfire there this afternoon. chopper 4 flying over the area and this is in the landover area. all westbound lane his been closed for more than an hour. no word yet on what may have sparked this brushfire in the first place. right now, police in mississippi are searching for one professor in connection with

shooting and killing another professor. the delta state campus remains on lockdown right now as officers look for shannon lamb. they call him a person of interest in the shooting of dr. ethan schmidt. his body was found this morning and say lamb could have been involved in a homicide in a town 30 miles from campus. hundreds of officers responded to this morning's shooting. no students were injured, though. at the live deck, i'm chris lawrence. three life terms for a man who raped a prince william county mother at gunpoint last year while her two children were nearby. julie carey live in manassas where she last spoke with the victim of that attack. jules? >> reporter: well, this youngoe mother tells me when she found a stranger armed with a gun in her apartment in the middle of the night, her first concern was for her children. she was able to protect them, but she suffered greatly.

finally today, the sentence brings her some relief. the team of detectives and prosecutors that stood by a young mother as she first took the witness stand and then testified at the sentencing hearing for this man, 33-year-old prince perkins. today enormous relief as the judge followed the jury's recommendation and sentenced perkins to three life terms plus 70 years. for the victim, there were tears of happiness. we've agreed to protect her identity. >> relief that he was off the streets, and he couldn't harm me or anyone else. >> reporter: the investigation showed perkins stalked the victim for months before the may 2014 attack, watching her coming and going from her woodbridge apartment. then the day before the attack he broke in and stole her cell phone and spare key. the next night he entered at gunpoint and found the victim, her young son sleeping by her side. she got her son to safety, but then her daughter woke up and

came into the room. >> the worst fear was not so much for myself, but him killing my kids. he pointed a gun at my daughter when she came into the room. so at that point i had to do whatever it was that he told me to do for my kids. >> reporter: she protected her kids that night, but the impact of the attack on her, life changing. >> i don't feel comfortable by myself. i don't drive. it's hard to take my kids out alone. >> but with the support of herr family and this team, the victim decided to push ahead with the case, a decision she hopes will protect other women. >> by me going through this it wasn't easy. it wasn't easy at all, but i had to do this to get him off the

for the wizards and home toft mystics and it means a big boost to congress heights and mark is live with the news on this deal. hi, mark. >> hi, jim. if all goes according to plan, this congress heights metro station will be what you'll be using when you come to a mystics game in 2018 or if you want to come out to watch the wizards practice. ted leonsis has been watching for some time for a location to build this new facility, and as the washington post reported this afternoon, d.c. is the winner and it will go right here on the east campus of st. elizabeth's. >> reporter: it would build a 5,000-seat venue near congress heights metro station that would then be used as a practice facility for the washington wizards much like the kentler facility in boston that the capitals currently use.

the mystics would play their regular-season games here and officials hope this will spur more economic development throughout aid and they expect it have it up and running by 2018, and they're expected to make the announcement official on wednesday. earlier today d.c. council member jack evans said the facility isn't the most exciting thing about this project. >> this is a development project, a major one that will produce jobs, that will produce activity and everything that we've done in other parts of town. >> reporter: now again, the district would put up $55 million as well as the land to build this facility and that construction could start as early as next year and would take about two years to build. coming up at 6:00, we'll dive into the numbers and i'll tell you what this means for d.c. taxpayers and how much the wizards are going to pay. wendy, back to you. >> mark seagraves, not a great

where the man was just sentenced. pat? >> reporter: jim, sometimes in the world of crime you get two strikes and you're out. here now, the story of enoch wilson. >> the story begins on castle garden court august 2012, some motor bikes stolen from a home here. they tried to make their getaway near a path by the pond. they didn't get pfar. this is what the 911 call sounded like. >> we went to go see where they were and we seen them pushing the dirt bikes up the street and he pulled out the gun and pointed at one of us and i told him don't start shooting because he would make it a bigger problem than it had to be. >> enoch wilson, arrested and convicted of the motor bike theft and got five years' probation, a chance to turn his life around, but it appears he never made that turn. >> this is an individual that's

obviously a danger to our community at large. >> last december enoch nelson's upset because he lost a pair of air jordans and lebron james sneakers to his half brother gambling on a video game so he and a friend come to this apartment in silver spring and home invasion. >> at gunpoint, nelson gets the sneakers. he gets a wide-screen tv, but he also gets identified by his family members. enoch nelson, back in jail again. >> the moral of the sty, pat o this is you're given a second chance. you've got to straighten out and do the right thing, and if you don't straighten up you're going to get put in jail if you commit another crime which is what he did. >> reporter: so enoch nelson goes from five years' probation to 12 years in jail. coming up at 6:00, dash cam video of the arrest and some interesting thoughts from a

neighbor. jim, back to you. >> pat collins, pat, thank you. 110 homicides in the district this year as the city grapples with a spike in violent crimes today. mayor muriel bouncer announced another part of her plan to reduce crime. she met with prisoners inside the d.c. jail. they're part of a new workforce training program designed to keep those convicted of crimes from becoming repeat offenders. the program provides much-needed skills and it allows inmates charged with misdemeanors to leave the jail and work while they await trial. >> this program gives me depth and something to believe in. it makes me want to go back to society and get a job, work, take care of my family, my grandkids. >> the mayor's plan also includes a program that helps women re-enter the workforce. the women are paired with mentors who have successfully re-entered society themselves. this prompted a massive man

examiner's office says tonight that moses malone died of natural causes from heart disease. the three-time mvp and nba hall of famer died yesterday at a hotel in norfolk. one of malone's friends told the richmond times dispatch that malone had just seen a doctor last week and had a heart monitor. malone was the first player to jump straight from high school to the pros. he played on eight teams including the bullets and the 76ers when they swept the lakers. moses malone was just 60 years old. if the loss yesterday wasn't bad enough for the redskin, the news coming down today about receiver desean jackson has certainly made it worse. jackson, he's out three to four weeks with a left ham ri string injury. the redskins without their top playmaker on offense from a year ago, jackson was hurt on the second offensive series of the game. he pulled his left hamstring trying to chase down this pass from kirk cousins.

person was hit and killed by an amtrak train. we have new information for you right now, all westbound brunswick line trains are being held at the germantown station. so officials are saying you can expect severe delays and they're encouraging people to make alternate travel arrangements. in fact, anyone who can use metro's red line and metro will be honoring all of the marketicets and someone was hit and killed on the tracks and impacting all of the train trafficked hadded toward brunswick. at the news desk, i'm chris lawrence. we want to take you back to the development of of a deadly crash that led to a traffic backup in prince georges county. >> tracee wilkins is live where an suv slammed into a tour bus. what do you know about the victims? >> they are starting to put that suv on to the back of the tow truck and moving it out of the roadway. we still don't know who the victim was other than that it was a male.

let me show you the pattern that his vehicle took. according to the troopers, it looks like he possibly started to lose track way up the road there on the northbound side, came over to the southbound side and then traveled down the southbound side before striking the bus all of the way down that way. let me show you what it looked like earlier. now, we are told that there were no southeasteigns of any brakin road and that leads troopers to believe the driver may have had a medical emergency and that is something they cannot determine here on the scene and that's something that they'll figure out later, possibly after an autopsy, but there were witnesses out here and folks who saw what happened, and people who were filing their reports of what they saw to the police that they were investigating. for folks who use this roadway, we can tell you that they now have the right hand lane, the shoulder open so that folks can get by. it was closed periodically throughout the afternoon when

they had to remove the body of the person who was killed in that vehicle. no people were on that bus, when all of this happened, just the driver. there was another vehicle also involved and the driver of that vehicle was walking around just fine. no one else suffering any serious injuries here. reporting live, i'm tracee wilkins, back to you all in the studio. >> three men shot in an empty parking lot and one of them killed and police investigating prince william county's third murder this year and this incident began with a fight and it was early saturday morning at old linden hall road in gainesville and police say there was some kind of physical altercation between three victim space fourth plan and shots were fired. claude jackson of the gainesville was killed and police got away in a loot-colored suv. jury selection continues tomorrow in the murder trial of a man accused of killing his police detective stepfather in an argument over yardwork.

antwan james there is charged with killing joseph newell two years ago. prosecutors tell us james shot newell multiple times after they argued about mowing the lawn at their house in upper marlboro. newell was a veteran of the d.c. police department. he was just 46 years old. here is a theft you don't hear about every day. d.c. police are looking for two capitol tour busses stolen from a private lot along chillelm place. they have capitol tours on s s maroon and gold lettering. it's not clear why they were stolen and anyone with information should call police. news on halprin. the new recommendation is aimed at people in their 50s and 60s. there is good evidence now that a daily, low dose of aspirin could help prevent those already at risk for heart disease from future heart attacks, stroke, and even colon cancer.

right now, president obama at a high school in des moines, iowa, in the middle of a town hall on education, part of his plan to let aspiring college student apply for federal financial aid three months earlier. this trip to iowa marks the president's 18th time to that important state during his presidency. now to the race for the white house and possible trouble for the hillary clinton camp. the latest cbs news poll out today shows senator bernie sanders outpacing clinton in both iowa and new hampshire by double digits. in iowa, there is a ten-point margin, but in new hampshire, sanders is leading clinton by more than 20 points, despite that about three-quarters of democrats polled in both states show clinton's email server she

used as secretary of state does not matter to them. sanders will be in our area tonight. the gates are about to open at the prince william county fairgrounds where he will host a rally. that rally kicks off at 8:00 tonight with the gates opening up at the top of the hour. earlier today sanders spoke to students at the conservative christian liberty university down in lynchberg. he told the crowd while they likely differ on social issues it's important for all to be able to engage in civil discourse. remaining defiant, but rowan county clerk kim davis is back at work. she says she is no hero. she's just sticking to her beliefs. the kentucky clerk shot into the national spotlight after refusing to issue same-sex marriage licenses on grounds that it violates her religious beliefs and she did spend six days in jail for con temp of court. even though davis is back on the job she will not issue same-sex licenses. davis says she will not take action against her clerks who do

wendy? >> in just a couple of hours we could see protesters outside of a meeting about police tactics in fairfax county. this public hearing was scheduled weeks ago, but with the video that shows the moments that led to natasha mckenna's death now public, the tone could be a little different. jackie wens are benson is live outside the middle school where that will be held. >> reporter: wendy, this is the first meeting of this group since the commonwealth attorney ruled last week that there was no criminal involvement in the death of natasha mckenna in february. now mckenna who is 37 was an inmate at the fairfax county jail in february when she was tasered while she was being restrained in an effort to remove her from the jail. now she suffered from schizophrenia and had been in the jail for several days. they were trying to transfer her to alexandria where she was facing charges of assault on a

police officer. now mckenna died three days after the incident at the jail, died at fairfax county hospital with the protesters here tonight will be talking about what they feel could have been done for her to keep her out of the system, divert mentally ill patients from the system. they say that that video was terribly disturbing to them in that it showed a person who was very obviously suffering from mental illness being treated this way. they feel there could have been a better way. back to you. the mayor of baltimore wants her interim commission tore take the role of the city's top cop permanently. mayor stephanie rawlings-blake says she wants kevin davis to take the helm of the city's police department. davis has been interim commissioner since the mayor fired actually bat in july. he had been a deputy commissioner in baltimore since january and before that he served as chief of an arundel county and assistant chief in

prince georges county. and we are following a developing story out in california. we have learned that 23,000 people have been displaced by two wildfires torching the state. one person has been killed, hundreds of structures have been destroyed and nbc's miguel almaguer shows us the damage there. >> reporter: this is what's left of the valley fire and a trail of destruction that stretches all throughout this community. what makes this fire unique and makes it different from so many of the other blazes that we have covered here is the speed at which it covered. it plowed right through this neighborhood, taking down this apartment complex in a matter of minutes. its emblematic of the fire conditions crews here face and these extreme drought conditions and it was raining embers in this area and take a look at this roof here and the fire ripped right through it and leaving behind the steady, sturdy metal pilings that are all across this area and fire

officials say this blaze was so intense there was nothing they could do. there were no homes they could save. again, 400 homes here lost and firefighters say they've never seen a blaze move this quickly and destroy this much property so fast. it's a major blaze here that is still burning. we'll have more updates throughout the day. and the california fire season is just beginning and miguel will have an update on nbc "nightly news" coming up later this evening starting at 7:00. school bus forecast for tomorrow morning. we will have our temperatures by dawn tomorrow right around the upper 50s. so students at the bus stop, and it will be a cool start with bright sunshine between 7:00 to 8:00 and 9:00. we'll be getting into the 60s with lots of sun help low humidity and another gorgeous day under way beginning tomorrow. what to wear, well, you can go with light jacket in the morning with the temperatures in the 50s and you'll be comfortable in short sleeves during the afternoon and you won't need the

umbrella and no showers around and storm team 4 and afternoon highs reaching low to mid-80s and low humidity. then feeling summerlike as we get into midweek wednesday and thursday and both days into the mid to upper 80s and morning lows in the 60s and still not very humid and rather hot on friday afternoon into the upper 80s and don't put away your summer clothes. we'll have temperatures in the upper 80s by friday afternoon and two with increasing clouds and that's beginning our next chance of rain and we'll have a front come through and it may stall out for a couple of days on sunday and again on monday and both of those days, a chance of a passing shower and a bit cooler high on sunday around 80 degrees and in the upper 70s on monday. that's the way it looks right now around the region. we've got the bright sunshine and as you head out the door, watch for the low sun angle this time of year and the low sun angle causes a glare on the road

helping her through the ordeal. this attack happened at a woodbridge apartment complex and her attacker was sentenced to three life terms plus 70 years. bureau chief julie carey spoke with the victim after the sentence. julie? >> reporter: when the victim first met with police and prosecutors right after that attack, she says she was terrified and not sure she could ever testify and with her encouragement she has taken the witness stand at every phase of this case and today she got the outcome she hoped for. 33-year-old pins% ins headed to prison for the rest of his life. this is the team that stood by a young mother who was raped at gunpoint. her kids in the house. today she cried tears of happiness as the judge followed the jury's recommendation and imposed three life terms. we've agreed to conceal the victim's identity. >> it wasn't easy at all, but i had to do this to get him
