spread here. news 4 midday starts right now. i'm derrick ward in northwest, the rising of the sun has found dc water crews busy at work repairing a water main that broke just before dawn. it is a rude and dry wakening for folks here, but not the hospital across the way. >> the rupture was loud enough to shake some residents. >> i think it was a whoosh. >> it buckled the road and sent a wave of mud downhill to macarthur boulevard. it also made for some maneuver big motorists who used the parkway. what it didn't do was disrupt operations at the hospital. >> when we built and designed this hospital, we did so with a redundant water supply. >> reporter: while the eight-inch main may have busted,

it's not the only way the hospital gets its water supply. they have a bigger line coming in from another direction. they were responsive in shutting off the eight-inch water pipe, so our 12-inch main feeder was not affected. >> and the emergency facility feeds off macarthur boulevard. the bottom line is that patients and staff could get to appointments and that this is just like any other day. while residents don't have all the backup systems, at least one had a good alert system. >> my kids. >> your kids. >> from boston, virginia, seattle, they said, mom, did you check the news? there's something going on there. >> and there will be for a while. d.c. water says that could be for the better part of the day. that's the best thing they could give us in the way of an estimate. they say folks should expect some temporary disruptions in water service, but not the hospital. derrick ward, news 4. back to u. i'm eun yang at the live

desk, we are monitoring a rally that just wrapped up in washington. jon stewart was standing with hundreds of firefighters on capitol hill. there he is in a t-shirt with his beard. they're calling for the renewal of health care benefits for 9/11 first responders who became sick working at ground zero in the aftermath of the terrorist attacks. many of those first responders are suffering from cancer and other chronic diseases. the current program is set to expire at the end of this month. there is another program that compensates victims and first responders which expires next october. >> the thing that gave me substance that day, the thing that gave me strength that day, the thing that carried me through those terrible moments was the power and heart of the first responders behind me. it's still there today. >> lawmakers were also at the rally. if these programs are not renewed, first responders could lose financial support and health care. i'm eun yang. it's been two years since a

shee shooter opened fire at the washington navy yard. today there was a private memorial for people who worked there and families of the victims. in 2013, aaron alexis shot and killed 12 people inside building 197. police later killed alexis. building 197 had been closed since the shooting. it reopened earlier this year. under a new name, the humphries building. there's also an area inside that honors the 12 victims. developing now in utah, hundreds of volunteers are searching for people missing in deadly, dangerous floods. at this point we know at least four hikers died in zion national park in the southern part of the state. officials confirmed a dozen people including several children died in the town of hilldale. as of this morning safety officials are working to confirm new numbers that say as many as 20 people total may have died. another four are unaccounted for. he's already facing murder

charges in a local college student's murder. in less than two hours the same man will be back in court to face charges in another northern virginia woman's death. we have new reaction from the victim's mother. jesse matthew has an arraignment on murder charges in morgan harrington's death. she disappeared in 2009 after she went to a concert. we talked on the phone to harrington's mom. >> i have been in the courtroom every chance i've gotten. i want him to see my face. i want him to know i'm not going away after six years. i'm not going away. and i know what he did. and today everybody else is aware of what he's been charged with as well. >> matthew also faces murder charges in uva student hannah graham's death. police discovered her body about five miles from where harrington was found. a d.c. restaurant closed

presidential library in california. the top 11 polling candidates will be on the main stage at 8:00 p.m., they include dump, ben carson, scott walker and chris christie. it's not a question of if and when, but who will attack trump first. tonight is a second test for jeb bush who is at 6% in the polls. strategists say he needs to take on trump without crossing the line. it's an important night for carly fiorina. to keep her momentum going, she needs to grab voters attention tonight. four candidates did not make the cut for the staged debate. rick santorum, bobby jindal, george pataki and lindsey graham will face off in a less formal debate. they still need to grab voters and donors attentions. the democrats will get a chance to debate, too the first democratic presidential debate scheduled for october 13th that will bring together hillary clinton, bernie sanders and martin o'malley.

pope francis says he is looking forward to his visit to cuba and the u.s. with great hope. he heads to cuba on saturday before traveling to the united states. he will arrive in the district on tuesday. we're learning that he's been practicing his english over the summer, but he's still more comfortable speaking in spanish. he will give 4 of his 18 addresses in english during his u.s. stay. crews are busy setting up risers outside the basilica of the national shrine of the immaculate conception. next wednesday the pope will celebrate mass at the basilica. if you have not done so already, this is a perfect time to download our nbc washington app. you will want to have it before the pope arrives.

the cdc says one in three american children get a good chunk of their calories every day from fast foo researchers tracked down about 3,000 children. they watched them all, age 2 to 19 for a couple of years. the cdc says findings are not significantly different from similar studies that were done in the '90s. right now, a busy street starts to buckle and a nearby hospital takes a hit. we are tracking a water main break in a very inconvenient location. and a desperate search, cars and homes washed away by floodwaters that seem to come out of nowhere. that's next.

right now crews are still working to fix a busted water main in northwest. it burst in front of sibley hospital this morning. crews shut down the road. the hospital says it is business as usual there. we're working to find out when the road will reopen. >> we know the name of a man shot and killed in anne arundel county. shannon blair jr. died on elliott drive last night. his death was ruled a homicide. originally police were not sure how blair died. blair was not from the community where he was found.

the retrial of a former prince george's county high school teacher accused of sexually abusing a student will start today. andre brown's trial ended with a hung jury, that was back in march. brown worked as a special education teacher and coach at high point high school in beltsville. police say brown sexually abused a 17-year-old girl on school grounds. the 1,000 mile walk is over, now it's time to try to convince congress to change policy. >> earlier this morning the hundreds of people who participated in the naacp's journey for justice rallied on capitol hill. they want lawmakers to promote policies for equal voting right. the walk started in selma, alabama and it ended yesterday afternoon when they crossed the memorial bridge. hundreds of migrants are stranded near serbia's border. that border is now closed.

many migrants who streamed into austria from hungary are trying to make it to germany on foot. now to new developments in the charleston church massacre. a judge will decide if a gag order will remain in place. dylann roof is charged with killing nine church-goers in charleston. various news organizations are challenging the order. roof is not expected to be in court. i'm eun yang at the live desk with breaking news. police in prince william county are searching for a murder suspect and they're calling him armed and dangerous. this is alvin jones. police want to arrest him on both murder and aggravated malicious wounding charges. officers already arrested these men here in connection with a deadly shooting over the weekend. the gunfire started saturday

then saturday great weather for the andrews air show. sunny, upper 80s a bit more humid on saturday. parts of the country, like us, really need rain. but others are having dangerous levels of rainfall. in utah at least a dozen people died in heavy storms. leann gregg has the latest on cleanup and the search for survivors. >> the search is continuing today for four people who went missing from two different locations. part of that search will focus downstream from here to the north of this community two vehicles went into the water carrying 16 people. 9 children and 3 women were killed, one child remains missing and is presumed dead. in zion national park, four different people were also killed and three members of their party remain missing. the national guard will join in that search today. about 600 people from law enforcement and volunteers have been out since monday looking

virginia tech student. a grand jury indicted jesse matthew yesterday in the 2009 death of morgan harrington. the 20-year-old vanished after attending a concert at uva. detectives found her body five miles from uva student hannah grah graham's body. matthew is charged with graham's murder. we just heard about some traffic, technology upgrades going into effect on 66. those new signs they've been putting up, that's what we're talking about. as far as the signs go, at noon they will go into effect if there's an x, you cannot travel in those lines. the green arrow means open, the yellow merge. all of this trying to get traffic moving more smoothly along 66. a 14-year-old in texas could face charges. police are accusing him of making a hoax bomb and bringing it to school. that's not the whole story.

we hear why the teenager's family thinks they're discriminating against them. >> reporter: ahmed mohamed says he likes tinkering with things, wants to be an inventor and wanted to show what he can do as he starts high school as a freshman. >> i took it to school to show my teacher what talent i had. in my perspective it didn't look like a bomb. >> reporter: but at macarthur yesterday, that's what the second teacher who saw his home mate clock thought it was. police handcuffed him, arrested him and took him to irving police headquarters for interrogation on hoax bomb. >> i don't think it's scary at all. i brought something to school that wasn't a threat to anyone. i didn't do anything wrong. i showed my teachers something. i ended up getting arrested later that day. >> reporter: his father said ahmed fixes all sorts of things. he encouraged his son to demonstrate his skills and he blames discrimination for what happened. >> we are a melting box, the

we are tracking the videos you are clicking on this morning. let's begin with what some are calling the dirtiest football play will you ever see this was in lyndon, new jersey. the player wearing number 1 ripped off number 73's helmet and hit number 73 in the head with the helmet. that player had to get ten stitches. polices are looking into the case. now to nature, a crocodile lifts himself out of the water by his tail. crocodiles have strong tails. you can compare it to a torpedo coming out of a submarine. pretty wild stuff. to the edge of space and back. gopro camera that got lost for two years after it was attached to weather balloon captured some amazing images. look here. it floated up 19 miles above the earth, and then parachuted back

rain. temperatures approaching noontime in the upper 70s to around 80. mountains around 70, around the chesapeake bay around 80. beautiful summer-like day with highs this afternoon across the metro area, upper 80s, mid 80s nearby suburbs, the dry pattern continues. it's been four weeks since the national zoo welcomed a new panda cub. zookeepers say the new panda cub weighs about two pounds. >> this is the latest photo of the cub. he's looking like a little panda now. his eyes will start to open in the next few weeks. we want to take a live look at the panda cam. there's mom, mei xiang, it look like she's bathing the little panda. so cute. earlier we saw her holding and cuddling the baby. you can see the little black splotch on his ears.
