polls and most agree both need to make a splash in tonight's debate, but it may be most important for the candidate that many thought coming into this campaign would be the won to beat. >> i'm the tortoise in the race, but i'm a joyful tortoise. >> reporter: lagging in the polls, jeb bush is reaching out to latinos in a campaign ad. [ speaking spanish ] >> and working to tie himself to the roots of the party. the legacy of ronald reagan, one who those that knew him best say republicans need to embrace. >> ronald reagan wasn't someone to attack others personally. he believed in the amendment thou shall not speak ill of others. >> >> and gop insiders expect the tone to change for jeb bush and others and they expect those candidates to challenge trump directly during this debate. that is the latest live here

outside the reagan presidential library. i'm jay gray. back to you. >> thanks, jay. as jay suggested things might get snippy tonight during the debate and our chris lawrence continues our team coverage with a few things to watch out for, four in particular, chris? >> you know donald trump will get it from all sides, but keep an eye out for which candidate goes after someone other than the front-runner. that will tell you who thinks they're competing for the same votes and if some of the middle of the pack candidates don't do something to stand out they can see their money dry up just like that. look, donald trump's lead is shrinking and carly fiorina is gaining some steam. both tangled with trump in recent weeks and it will be easy to see how quickly they go after them tonight. jay gray alluded to this and all 11 candidates on stage and the showdown with trump than jeb bush who has been struggling in the polls. >> tonight we'll see if he's tough enough for round two and

if he has the energy needed to win over some of the voters. governor scott walker is also feeling the heat and he's another front-runner and his campaign took a nosedive after the first debate and walker's advisers say he plans to be more aggressive this time around, but remember, tonight's debate is going to be a mental and physical endurance test. the first debate clocked in at just under two hours and this one will be closer to three. it's a long time to be standing on a small stage under hot lights and the candidates only get one break to go to the bathroom. so coming up in our next half hour, a closer look at the moderators and head over to the nbc washington app to see the viewers' guide to the debate. doreen? >> chris lawrence, thank you. families who lost loved ones in the navy yard shooting are filing multi-million dollar lawsuits against companies they say could have prevented it. today is two years since aaron alexis killed 12 people and it's the deadline for filing wrongful

death claims under d.c. law. the losses claim that companies that oversaw alexis' work knew about his troubling behavior and didn't warn the navy that he was a security risk. alexis was killed by police that day. as colleagues pause to remember the victims, navy officials share these photos of a ceremony and a 5k race to honor the memory of those killed. the navy tells the news 4 i-team it's granted formal permission to alternative offices due to trauma from the shootings. morgan harrington's parents sat a few feet away today as prosecutors in a courtroom in charlottesville, virginia, officially charged jesse matthew with their daughter's abduction and murder. our david culver spoke with harrington's mother today and joins us now to tell us more about what she had to say. david? >> today for the first time jill harrington sat in court as her own daughter's journey for justice finally got under way. i spoke with her by phone.

>> i have been in the courtroom every chance i've gotten because i want him to see my face. i want him to know that i'm not going away after six years. i'm not going away, and i know what he did. and today everybody else is aware of what he's been charged with, as well. >> jesse matthew charged with hannah graham's abduction and death last year and now officially charged with morgan harrington's murder. dan and jill harrington, morgan's parents made the drive from southwest virginia to charlottesville determined to be there. >> it is imperative for both me and dan, and i don't know what kind of validation it brings, but it really was a gut-level need for us to have acknowledgement of the tremendous injury that has been caused to our family. >> october, 2009, morgan visiting charlottesville for a concert.

the virginia tech student disappeared and her remains found a few months later on a farm in marlboro county. we believe that jesse matthew was responsible for morgan's murder for some time. it wasn't since hannah's abduction and murder that he emerged as a possible suspect in morgan's case. prosecutors making it official today, nearly six years later. >> we didn't want -- well, it's okay he's behind bars and he's going to be serving a life sentence and we're just going to bundle your daughter's murder in there, too. she deserves to have full recognition for the life that was. >> harrington, still on her mission to save the next girl, the next family from facing the same pain. >> to squeeze, determinedly something positive from evil, that's how you triumph. that's how you overcome evil. >> math you's trial for graham's murder starts next summer, doreen?

>> david culver, thank you. some fast-thinking workers helped save a person's life from a fire in leisure world. workers on site were the first ones to notice the fire. they called 911 and then rescued a 90-year-old resident in the apartment where that fire started. other people knocked on doors trying to make sure everybody got out of the building. >> two firefighters were injured in all of this. about a dozen residents don't have a home. damage is estimated at $1 million. >> tonight, the search is under way for a bank robber in arlington, virginia, who appeared to be one cool customer. these are very clear pictures of a guy that police want everyone to see and at one point even yawned after implying he had a gun. pat collins is live in clairendon tonight with more. pat? >> reporter: this guy is a yawner, but don't be fooled by that. he got some of the bank's money. he just didn't get to keep it

all. watch now as an arlington police evidence tech carefully picks up bil bills. money, an unexpected sidewalk deposit by a suspect who spilled the cash after robbing the t.d. bank in arlington. >> there was an undisclosed amount of money that was taken, but he did leave a trail. >> reporter: what do you make of that? >> well, he was in a hurry to flee the scene. >> reporter: here's the suspect wearing a plaid shirt at the teller's cage. at one point he appears to be yawning. then comes the note and then the money handoff. customer was lucky. he was in the bank, but he went out to feed the parking meter, by the time he came back the robbery was over and done. >> it's pretty crazy, broad daylight, busy street. >> reporter: as the robber leaves the bank he drops money on the sidewalk.

gino has a framing shop nearby and he saw the guy drop something, but at the time he didn't realize what was going on. >> did he look nervous? >> no. he was, like, and when i said you dropped something. he said you can have it and he didn't look nervous or like something happened. he was just in a rush to go. >> police are looking at surveillance pictures and possible prints and a $5,000 reward. the investigation continues on. live in arlington, pat collins, news 4. we have some breaking news at the live desk. nbc news confirms general motors will be fined hundreds of millions of dollars for faulty ignition switch issue that led to more than a hundred deaths. pete williams is reporting the justice department will announce the settlement tomorrow. a source tells pete the fine will be in excess of $500 million. the agreement settles charges that gm failed to disclose the problem. prosecutors say the automaker

knew about the problem for more than a decade before telling the government. doreen? >> thank you. still ahead, the death toll rises as floodwaters flow in utah. an argument over a simple household chore. the suspect's mother is saying that she's partly to blame. i'm adam tuss at reagan national airport. car services like uber and lift now legally allowed to operate here, but it comes with a catch. a catch in the forecast, too. we've got great weather continuing over the next couple of days, but there is going to be a change coming after sunday. we'll talk about that forecast coming up next.

new developments on more than a dozen wildfires still scorching california. firefighters say they did gain some ground today. the valley fire just north of san francisco is causing the biggest problems. it has scorched 70,000 acres and displaced more than 23,000 people. it is now 30% contained. firefighters say a little rain and cooler weather are helping them to make progress. the fire has already destroyed hundreds of homes. now to utah where the search continues tonight for a little boy after those deadly flash floods there. the boy was part of a family of

16 suddenly swept away. only three members of that family survived. nine of those killed were children. nbc's leann gregg is in colorado city, arizona, where the flood threat may not be over yet. leann? >> that's right, doreen. more storms expected this afternoon and finding the missing continues to be a priority. a missing hiker along with that missing child in one of the worst disasters this community's ever faced. for the third day the search continues for a 6-year-old boy lost after two vehicles were swept away by floodwaters, killing three women and nine other children. a frightening scene caught on video. >> oh, no! >> reporter: one of three survivors fled to get help, but it was too late. >> now in an instant our families are gone. >> it's just a horrific event that was totally out of our control. >> reporter: city and state officials coming to grips with the reality of the loss and

devastation. >> this is as much fatality as any flooding in the state. the hikers in the zion national park and the bodies of six have been found. about 25 members of the utah national guard are helping with the efforts along with law enforcement, emergency rescue teams and hundreds of volunteers. one of them talked about unique challenges in searching for victims. >> it's muddy and slippery and some of the areas that our folks are wonninging into are covered in mud. >> the missing are feared dead. >> to be successful in helping bring closure to the families is something that we would definitely like to do and it's a big important thing for us. >> officials continue to urge residents to be mindful of flooding threats and once again, rain is in the forecast. back to the search, crews have been focusing on the seven-mile stretch of creek bed behind me. you can see the backhoe is digging. they think this might have some

clues about the 6-year-old boy and all of this as the community continues to unite in mourning. jim? >> thanks, leann. pope francis will arrive in washington six days from now and today he said he's looking forward to the trip, in st. peter's square today, where the pope asked for prayers to the u.s. and cuba and he said he's preparing for the trip within his words with great hope. right now the secret service and other agencies are taking steps to keep the pope safe. those steps include the moving more than 50 mailboxes from downtown d.c. we have the entire list of where those boxes are and a lot more information about the pope's visit and it's all in our nbc washington app and on our website. get ready for some big changes. if you like taking uber or lift to the airport up, but it means you'll have to pay a little

more. transportation reporter adam tuss explains the changes you'll see before the end of the year. >> no doubt about it, the way you get to and from the airport has certainly changed with companies like uber, but now new rules could actually end up costing you more as in a surcharge. >> uber is everywhere at the airport and riders aren't complaining. >> it's convenient. i know exactly when they're going to be here. it's not a huge, long, taxi line. >> the authority recognizes that they have to catch up, and now regulations just approve would will allow companies like uber and lift to legally operate on airport property. basically, they'll get their own designated waiting areas. >> we realize that this is a desired service that our customers want so we changed our regulations to permit it. the permit does come at a cost. they will will have to pay one blanket $5,000 fee to cover their fleet to operate here and

there will be a $4 service charge applied to airport trips which will likely get passed on to you and that is not sitting well with pete morrison. >> it might dissuade some people and at that point they might prefer to jump nin a taxi cab. one of the highest surcharges in the country and traditional cab drivers say it's time uber faced more regulation. >> they're taking short cuts because that short cut take dwashtage for them, but we go by the rule. >> now a more level playing field at the airport. these new regulations go into effect at our airports november 1st. it wants to work with the airport authority to revise that fee and surcharge structure. at reagan national airport, adam tuss, news 4. d.c. officials are looking forward to what they call an economic boost for southeast washington. a new training facility will be built on the grounds of the old st. elizabeth's hospital near the congress heights metro stop.

their storm team 4 forecast. have you liked the weather so far this week? well, the answer is yes, then let's just complete the week with the way we started the week which is very nice weather continuing and that's what we have outside once again on this wednesday. it is hump day as we make our way across the area. what day is it? 84 degrees around the region and plenty of sunshine and low humidity and no problems at all and 80 in fredericksburg and you can tell we'll be cooling again, a very cool night ahead just like we've seen the last couple of nights and the umbrellas have not been getting much of a workout lately. right now the only area of rain is down toward florida and you can see the cloud cover trying to make its way and that's the only thing making its way and very high clouds and those high clouds may try to stream in here

tonight and they may keep temperatures tonight. what we have is the dominant area of high pressure just sitting over the entire eastern seaboard here and the low pressure area, those are the storms and these are the ones that will bring us the rain and these are moving up and over that area of high pressure and what that means for us is we are very dry for about the next week or so at least into early next week and we need to see the rain and we are well above three inches below average since august 1st. again, rain will be nice around here. what else is nice? that's the nice, cool temperatures and 51 mart insburg and 52 in manassas and 54 downtown in annapolis and another great start to the day tomorrow and tomorrow's high temperatures and right back into the 80s and 85 frederick and temperatures maybe a degree or two warmer than they are today and all in all another fantastic afternoon and the impact forecast and you know where this is going and a cool start to a warm afternoon as we make our way in and those warm afternoons

now at 6:30, a d.c. police detective murdered. why the suspect's mother says she's the one to blame. >> a victim reliving the terrible moments when a gunman opened fire on live tv. >> the only thing i could think of was play dead. a teenager hauled away in handcuffs because of this homemade experiment. >> i don't think it's scary at all. >> the outrage online and what president obama is now saying about it. our first look at the new mgm casino national harbor and the aggressive approach the man in charge is taking. and a popular d.c. restaurant is back open after a salmonella scare. how they're keeping customers safe. first tonight an awful tragedy and it got even sadder today in a prince georges county

courtroom, and that's when a mother of a man on trial took the witness stand and told the court she believes it was her fault. >> the victim was a d.c. police detective who had asked his stepson to help with yardwork. police say the stepson ended the dugz with a gun, but the mother's emotional testimony in court today made it clear there is a lot more to this story. megan fitzgerald has more. meagan? >> reporter: doreen, a very dramatic and emotional moments playing and unfolding inside that crowded courtroom. friends and family seen leaving the courtroom in tears. the jury heard that frantic 911 call made just moments after d.c. police detective joseph newell was shot, and the suspect's mother says she believes it's her fault her son is on trial. it's a case family members on both sides describe as a nightmare. antwan james on trial for allegedly killing his stepfather

joseph newell after prosecutors say newell asked him and his brothers to do yardwork. james' mother bernadette newell told the jury her son was depressed and in a downward spiral after he resigned from the d.c. fire department. when questioned by the defense attorney, bernadette said, quote, antwan was very emotional about leaving the fire department. i asked him to talk to a pastor or therapist. the defense attorney asked, quote, did you ever take him to a doctor or something like that? bernadette replied, no. i failed him. on april 22nd, newell says afterance wan refused to help his stepfather with yardwork, she got angry and said, quote, if he didn't do the work he had to leave. that's when bernadette told the jury her son snapped saying, quote, he jumped up and said, you're doing it because of him and said watch this and he was out the door. moments later, shots were fired. in court, prosecutors played a

911 call where bernadette was heard frantically telling the operator, my son shot my husband. i can't believe my husband is dead. >> the chief medical examiner testified that newell was shot 19 times. he was able to recover 11 bullets from his body. now this trial is expected to conclude some time at the beginning of next week. if the suspect is found guilty, he faces life in prison without the possibility of parole. jim? >> thanks, meagan. a former prince georges county teacher accused of sex assault went on trial for the second time today. his name is andre brown. he worked as a special education teacher and a coach at high point high school. police say he sexually abused a 17-year-old girl in the high school locker room. brown's last trial ended with a hung jury back in march. she played dead and it probably saved her life. the survivor of the on-air

ambush near roanoke last month opened up about the terrifying moments that unfolded on live tv. vicky gardner spoke to fox news channel's greta van suft earn and said she saw the gunman approach the cameras and thought he was going to ask a question and she heard gun fire and realizeda willson parker and adam ward were no longer standing and that's when she decided to make a move. >> and i just fell to the ground as though i had been hit and went into a fetal position because i felt as though he was going to shoot me in the head. >> gardner says she'll never understand why she wasn't killed, but she now believes her life has a purpose and she intends to fulfill it. the top 11 republican presidential candidates will be on stable tonight for the second debate. donald trump continues to lead the field and many are waiting to see whether he'll clash with the moderators again this time around as he did the last time.

look at the panel. these candidates haven't seen each other face-to-face in more than a month. they're in california making last-minute preparations at the reagan presidential library and jake tapper is one of the moderators and he says you can expect more interaction between the candidates. last month they outlined their positions and tapper's goal was to let them fight it out over specific policies. chief political cress case daor dana bash is another moderator and she wants to see more back and forth. they might bend the rules to allow debates to develop. trump criticized him during a misunderstanding during a recent interview, but hewitt doesn't think trump will attack him tonight and hopes tomorrow's headlines are about the candidates and not the moderators. we have a debate with the viewers guide and search the washington app and search gop

debate. be sure to watch at 11:00 for the stories that are sure to be coming out of it. >> thanks, chris. a teenager in texas is getting positive attention after being arrested for bringing a homemade clock to school. this is one of the more popular stories on the facebook page right now, budding scientist ahmed mohamed made an electronic clock and took it to a school who showed it to a teacher who called the police and looked like a bomb. after the arrest the story went viral and the hash tag i stand with ahmed is still trending on twitter. president obama tweeted an invite to the white house telling him bring the clock. police say he won't be charged with anything because there is no evidence that he meant to cause any harm. >> i really don't think it's here at all because i brought something to school that wasn't a threat to anyone, and i didn't do anything wrong, and i just showed my teacher something and i ended up getting arrested later that day. >> nasa is inviting him to visit their jet propulsion lab.

on the potomac and tonight we'll take a look inside the mgm casino and the one being built at national harbor and we are one year into that construction project. as it takes shape there is some concern about what it might mean to other casinos in maryland. our bureau chief tracee wilkins got to speak to the man at the top. >> if you drive by it, mgm national harbor is mind blowing. this is not a casino. this is an international resort. >> a year to go, mgm's ceo is clearly taking shape. >> imagine sitting here, having a nice dinner, looking through this reflecting pool out on to the potomac and over to virginia. >> and his attention to detail. >> this is the land that's sloping down the potomac river. >> and his willingness to spend money. >> we're building a $1.3 billion international resort. >> he says that's why mgm

national harbor will be a problem for maryland's existing casinos. there are plenty of casinos in the united states like there are plenty of flavors of ice cream. >> a lot of the flavors of ice cream i just don't like. >> reporter: mgm's construction was part of the state and make money. those casinos will fill an impact when national harbor opens. >>. >> building a box and putting slots this them and spending as little money as you can to try to create some revenue for yourself. those kind of casinos exist around the united states and frankly, some of them are in maryland, too. >> reporter: he enjoys the competition. >> will we take some revenue from some of the other casinos in maryland, probably so. will we increase the pie for everyone in maryland? absolutely. >> reporter: the ceo has his hands full since in atlanta they're considering legalizing gambling there and some folks saying they want their own mgm

national harbor and his focus will be on this project until it's done. at national harbor, i'm tracee wilkins, news 4. >> there is a new effort on the way to help transformation in an alexandria neighborhood. this weekend about a hundred volunteers will put the finishing touches on the new park and much of it is geared to children under the age of 5. the charity runningbrook raised money to pay for these improvements. >> what hasn't been done and what's so exciting about saturday is the beautification of it. the installing of perennial gardens and a butterfly garden and 15 trees are coming in. we hope that everyone who is interested and being part of it and seeing what's going on stops by. >> volunteers will begin the beautification at the park saturday morning. the presidential daily briefing is about as top secret as it gets. the president gets one each day from the intelligence community.

right now a popular d.c. restaurant is serving its first customers in nearly a week after the salmonella outbreak. news 4's mark segraves is outside fig & olive to share details about what health inspectors found, mark? >> reporter: that's right, doreen. we now know there are ten confirmed cases of salmonella that originated at fig & olive and tonight the d.c. department of health have released the most recent health inspecks and there were issues inside the restaurant beyond what caused the salmonella and what caused people to get sick including mold in the ice bins. figs that were improperly stored. employees that were not washing

their hands properly and unclean food preparation services and no hot water at some of the hand washing stations. >> we have eliminated what we believe to have been the possible source of illness where the individuals were impacted to date. it came from two items health officials had fig & olive remove from their menu. >> two items that will no longer be served at that facility will be truffle fries and mushroom croquette. >> reporter: which ingredients in those dishes carried the salmonella. they've undergone top to bottom sanitation as well as increased safety training. as well as for the food in the fig and olive restaurant. >> they've gone through intense training in the department of health and they have a certified food manager that will be on site and they believe they can comply with the things that we believe minimize the risk to their health and safety by dining at that food establishment. >> today the district city

administration say the public should not be worried about eating at fig & olive. >> i wouldn't have any issues eating at fig and olive because i know the follow-up will be inappropriate. >> you heard the city administrators say they will be following up. in fact, fig & olive will be under for the next 50 days increased scrutiny and supervision by the department of health and fig & olive posted a statement saying they take this seriously and they've sanitized their entire restaurant and increased their food safety protocols. jim, back to you. >> thanks, mark. >> the mayor of d.c. wants to give residents cash to install security cameras outside their homes. that innocecentive program wille homeowners a rebate of up to $250 for installing cameras. business owners and churches also would be eligible. it's all part of a budget package being introduced to the council next week. those cameras would be used to identify criminals and hopefully to deter crime.

maybe you notice some flying in the skies above joint base andrews this afternoon. chopper 4 captured the u.s. air force thunderbirds as they arrived today and the thunderbirds will be performing at the annual andrews air show this weekend. the show is this saturday from 11:30 to 4:00 p.m. and they couldn't have been flying on a prettier day than today. >> no, and it's going to be great on saturday, too. a lot of great events coming up on saturday including that one and it looks like the weather will be perfect and it will be warm and we're going for a high of 88 on side and make sure you bring plenty of water and that's the only issue and i'm telling you to bring water. that's all we've got. your evening planner tonight, temperatures around 84 degrees right now and plenty of sunshine and temperatures dropping through the 70s and for most of you through the 60s by 11:00 and most everybody last night by 11:00 was already into the upper 50s. some of you around 54 degrees by 11:00, so it's going to cool very rapidly and we call that a

variation. the very warm temperatures in the afternoon and some of you are moving up from the overnight low temperatures of 30 dags and 79 in annapolis and storm team 4 radar is dry, it's dry, it's dry, it's dr and it will continue to be dry. still dry tomorrow and sunny and warm, 82 to 87 and maybe a few higher clouds and that may be about it and talking about this dry pattern. since august 1st we've received less than an inch and a half of rain and that puts us below average over the last month and a half and we do need to see some rain and i still don't think we have much in the way of rain anymore soon. there is going to be a chance. >> 86 tomorrow and friday. 88 on saturday and there's your day to have the water available and 80 degrees on southbound and we'll see a front move through and from 88 to 80 degrees and look at this, only in the 70s as the pope comes in and notice tuesday and wednesday we have more cloud cover and the area of
