the rest of the stuff really doesn't matter. it does require securing the border no one disagrees with that. >> reporter: several of the candidates also taking swipes at president obama and potential president nominee, hilary clinton. >> of lying about benghazi, of lying about her e-mails, about lying about her servers. >> reporter: but this night was about the republicans. more than a dozen who want to be the next president. jay gray, nbc news, at the reagan presidential library. >> four more candidates are fighting to keep their campaigns alive and they debated earlier in the night. the tone was much more aggressive. here, there were several spats how to handle illegal immigration and over the actions of the kentucky court clerk who refused to issue marriage licenses to same sex couples. but the strongest language may have been aimed at donald trump. >> donald trump is unfit to be president of the united states. >> let's stop treating donald trump like a republican. >> he's not a conservative.

he is not a liberal, not a democrat, not a republican, not an independent, he believes in donald trump. >> former governor virginia gilmore was the only candidate who did not take part in the republican debate. big night for politics continues on "the tonight show." democratic front-runner hilary clinton is on the jimmy fallon show tonight and you can see her interview on this newscast. a heavy police presence at an apartment complex just off east capitol street, reports of a shooting there. reporting video from the scene, live with the latest, shomari. >> reporter: good evening, i'm here at 4268 east capitol street northeast. this is behind a building. this is a parking lot and there are detectives on the scene, crime scene investigators, they have their flashlight shining into a car right now. let's roll some video. people told me they heard several shots fired.

police arrived on scene and found the body of a man in a car, what d.c. police sources are telling me. we have no motive or suspects and right now police are gathering evidence talking to people in this community. you have crime scene investigators and evidence markers on the concrete. it is fairly early in this investigation. they have a lot of work to do. they will need tips and leads to make an rest. that's when they canvas the area talking to people trying to find those tips. if you have any information call d.c. police. live here i'm shomari stone. news4. >> thanks. new at 11:00, police say they have the man accused of shooting somebody on a metro bus last month. police arrested brown today. he is a caused of opening fire on august 21st. that shooting caused metro to briefly reroute bus is in the area and the detour canceled a day later. d.c. police are asking for a

lot of money to help combat crime. the mayor's office and chief kathy lanier outlined the plan asking millions of dollars to the crime lab and new body cameras and community outreach to help get people off the streets and into good paying jobs. >> we put in there about 6$6.8 million for two jobs programs that have proven to be effective and lead directly to employment for d.c. residents. >> chief lanier said tonight police are making progress against crime. she says officers have take an lot of guns off the streets, which is ha reduced the rate of shootings in recent weeks. new tonight, our first look at the woman killed in a drun driving crash in spotsylvania county. her family is grieving and also angry about the way she died. they said a shining light is now missing from their lives. >> when she walked into the room it was like the sun coming out. everyone instantly felt better.

that's how james sumpter described his 25-year-old sister, samantha. >> she was just the light of the world. especially for myself and for my family. >> reporter: her family's grief is compounded by the circumstances of the horrific crash that claimed her leaf sunday evening. a number of people had called 911 to report a car driving dangerously fast along rural brock road in fredericksburg. the passengers were hanging cartons or beer out of the window and yelling, witnesses said. the volvo struck two vehicles, one man bailed out and ran and two others changed seats. sheriff's deputies were trying to catch up but the volvo continued and hit head on with the vehicle driven by sammantha sumter. his father received the call his daughter, who wrote poetry and wanted to become a meteorologist did not survive. >> any time you carelessly,

callously take the life of not just anybody, someone so special and angelic, almost not of this world, every means of the law needs to come your way. they should not be spared. i'll try to forgive some day and our reverend came in here and told us to do that. it's hard. >> reporter: the two men in the volvo, both in their 30s remain hospitalized, one charged with dui and more charges pending. investigators have been able to locate the third man who bailed out in fredericksburg, jackie bensen, news4. staggering new numbers sh showing the dangerous effects synthetic drugs have. 71% of cases suspected did come back positive for synthetics. almost 4% of all ems transports in the last five months have been related to synthetic drugs. you can learn more how the government is tackling the synthetic problem on our

washington app. it isn't just local. there was a huge bust in new york city today. drug enforcement agents hauled in 260,000 packets. that's about three times the number of packets confiscated here in d.c. two weeks ago. federal agents raided about 80 different businesses and arrested six people accused of importing the drugs from china. they face 20 years in prison if convicted. it will be easier for you to take uber or lyft home from the airport but it will cost you more. today, voting to allow ride sharing services to sit on airport property for pickup. it comes at a cost. companies have to pay a one time 5,0$5,000 fee and a $4 surcharg will be tacked on to each ride. uber says that's one of this highest sur charges in this country. >> it might dissuade some people. at that point, they might prefer to jump in a taxicab. >> cab drivers say it will level

the playing field at the airport and new changes set to take effective november 1st. tomorrow, general motors will be hit with a massive fine over a deadly problem it may have known about for years. it's a settlement over that faulty ignition switch issue that led to more than 100 dea deaths. sources say the fine will top a half billion dollars. prosecutors say the automaker knew about the problem for more than a decade. tomorrow, supporters of the pepco epsilon merger will urge d.c. leaders to accept the deal. last month the d.c. public service commission voted unanimously to reject that merger and said the companies didn't prove it would benefit the public. they argued a combined company would increase reliability and if they merge they would serve about 10 million customers. next at 11:00, inferno in california. wind fanning flames like a blowtorch. tonight, the death toll is cl b

right now in northern california, we're getting an up close look at the so-called valley fire. take a look. it remains a volatile force tonight now about 30% contained and now spread to more than 70,000 acres. officials announced today, two bodies were found in their homes. both men refused to fundamental

a mandatory evacuation order. that fire has destroyed close to 600 homes so far. another developing story tonight, the utah national guard, along with an elite search and rescue team searching for a missing boy swept along with flash floods along the arizona border. he is the last person still missing. 12 people have now been confi confirmed dead after a wall of water hit those vehicles. flashfloods also killed at least four people in nearby zion national park. the teenager from texas who was arrested for bringing a homemade clock to school plans to transfer to another school. tonight, he's getting an awful lot of support. 14-year-old ahmed mohammed made the announcement during a news conference late this afternoon. the teen's story went viral on social media today. i stand with ahmed was trending all day on facebook. president obama extended an

invitation to the white house. and mark zuckerberg invited him and twitter offered him an internship and they confused the clock for a bomb. >> i built the clock to impress my teacher but when i showed it to her she shothought it was a threat to her. so it was really sad that she took the wrong impression of it. >> mohammed was searched and arrested in the hallway in school on monday. since the clock was just a clock the ninth grader won't face charges and still is suspended until thursday. pope frances arrives in the district thursday and says he's looking forward to his weekly trip and he's anticipating his visits to cuba and the united states with quote great hope. pope frances leaves for cuba saturday. just after he meets with members of congress he will head

and for the most part not looking at storminess all has to do with this dominant area of high pressure and jet stream p dipping to the south and bringing much needed rain to california and to the great lakes. for us not seeing any of it. we need the rain. we are now well over 3 inches below average. that is just since august 1st. we need to see some rain. it will not come this weekend. i'll show you when it does. low temperatures tomorrow morning. 53, gaithersburg, 55 in fredericksburg. you may wake up and need jackets a little early. as the sun comes up, sunglasses and short sleeves. no problem by lunchtime or afternoon recess for kids. high at the poitemperatures tom in fredericksburg and d.c. temperature as little warmer than they were during the day today. same deal during the day on friday. we get to 86 on friday, 88 on saturday and that pretty much

ends this beautiful stretch. sunday looks pretty good, 80 degrees but that comes with a front, falling temperatures in the afternoon and breezy conditions in this afternoon. that's what i'm watching as the pope makes his way in. 77 on monday and temperatures only in the 70s on tuesday and wednesday and could see a chance of shower activity. i'm watching an area of high pressure move off a dominant high and low pressure brings in a northeasterly wind and it could be rather cloudy or cool and could see drizzle and showers, again, way too far out to tell what's happening but we will continue to keep our eye on at news4. something we will continue to watch but for right now, watch that, all you need to know, thursday, friday, saturday, looking great. >> next tuesday is a long way off. >> big-time. >> up next, bryce harper powering the nats to another win as he
