"news4 today" at 578 begins now. good morning, everyone. i'm aaron gilchrist. >> and i'm eun yang. >> megan mcgrath has just arrived on the scene. what are you learning? >> reporter: that's right. this was a fatal accident, a deadly accident. it involved a tractor trailer and a person on the motorcycle. the fatality was the person on the motorcycle. you can see here some of the wreckage in the wake of the accident here. the track tor trailer actually caught on fire. it was hauling garbage. it caught on fire. a tremendous amount of damage that was done here. you're looking live here at the wheels of the back end of the cab of the trailer. you can see the damage that was done. if you spin around, you can see the pile of garbage that's still here on the scene. we've got crews cleaning it up. they have various pieces of the

truck hooked up to the tow truck. they're going to be hauling it away. they're starting to take away one of the halves of the cab right here. in terms of the traffic we're talking about the inner loop of the beltway right here with indian head. we had closures here for a number of hours when this happened, but if you look beyond here, you can see the traffic has reopened or the road has reopened completely. traffic is running at speed. no slowdown here. no word on the identity of the person on the motorcycle who was killed or exactly how this played out but the cleanup cons. you may notice the piles of garbage and activity on the right-hand side of the road in the local lanes right here on the inner loop. so just be aware there might be some rubbernecking as you pass through the area. back to you all in the studio. >> thank you, megan. 5:01.

roadway. and everything rolling along quite nicely. back in a few minutes. and here in the newsroom we're getting in new images from a powerful earthquake that rocked chile. this is new video just in. take a look here. shelves shaken at a grocery store. food, broken, spilled on the ground. people in a panic. the earthquake was at 8.3 striking off the central coast at 7:00 p.m. local time. five people are dead and right now people are getting out of the area. the quake is having impacts in the u.s., california, and hawaii on high alert right now. orange county, california, is closing beaches all because there are sun warnings in both states. this, by the way, is the biggest earthquake to hit this part of chile in more than a century. back to you.

5:04 right now. developing now we're working to find a man shot to death inside a car. police found his body just before 8:30 last night. police have not released the victim's name or said whether they have any expects. and police say they caught the man accused of shooting someone on a metrobus last month in southeast. officers say vee john lamont brown opened fire on august 21st. metro had to reroute bus farce day because of that shooting. right now search teams are hoping for something to develop in their search for a 6-year-old boy on the east utah border. they confirm the boy is the only one still missing after a flash flood carried away cars in hildale. the boy, his siblings, mother, and cousins were in the car.

in utah six people died in floods. we learn one of those people was a sheriff's sergeant in southern california. he worked with the didn't for 21 years. his wife was with him as well. she is missing. search teams will be look for her today. sources say general motors will pay a $900 million fine for a deadly problem it may have noun about. it's a settlement over a faulty ignition switch that caused deaths. they say automakers knew about the problem for more than a decade. also today both sideses of the pepco/exelon merger, they say the companies didn't prove the merger would benefit you, the public. supporters are holding a meeting this morning in the northwest to ask the district to reconsider. this morning opponents are

holding a rally to keep exelon out of d.c. pepco and exelon argued if they combined it would increase. she was just the light of the world especially for myself and my fam ler. >> that is how james sumter describes his sister. samantha sumter was killed in a drunk driving crash. this is a picture of her. a number of people called 911 on sunday to report a car driving dangerously. sheriff's deputies were trying to catch up with the car. it was a volvo. it struck two other vehicles before colliding head on with a toyota sumter was driving. witnesses say passengers were hanging cartons of beer out of the windows and yelling. >> any time you carelessly

callously take the life of someone so special, so angelic, almost not of this world, yes, every means of the law needs to come your way. i mean they should not be spared. >> the two men who were in the volvo remain in the hospital. one of them has been charged with dui. a third man who bailed out of the car has also been found. today bowe bergdahl will appear in court. he was captured and held for five years. bergdahl was eventually released in exchange for five at guantanamo bay. lawyers will argue his years in captivity was enough. and the american men who stopped a train attack in france will be heading to the white house. the man came out of the bathroom and started firing an assault rifle.

beginning now at 5:30, police are investigating a deadly crash. this morning we have confirmed a motorcyclist died there. this is megan mcgrath following the story live from the scene. megan. >> reporter: well, aaron, this pile of garbage you see behind me is all that's left of the accident scene. if you take a look behind me here you're seeing the local lanes of the inner loop of the highway. you can see everything is reopen and everything is at speed. what police are trying to figure out is what happened here. it was a deadly accident that involved tractor trailer that involved trash and a motorcycle. it happened around 11:30 last night. the tractor trailer and the motorcycle they collided. the person on the motorcycle was kill. we had traffic impacted for a while. all of that has cleared up. but there are still a lot of questions as to exactly what

raman carter pleaded guilty yesterday to starting the fire during the riots in baltimore. the fire at the cvs on pennsylvania avenue did more than a million in damage. carter will pay restitution. right now no word on how much that will be. he'll be sentenced in november. police want you help in finding a man in connection with two sex assaults in anne arundel county. police say in july a man approached a woman on a bike in glen burney and sexually assaulted her. he e was carried a night. then in another incident a man attacked a woman while on a bike. coming up on "news4 today," more changes could mean money out of your pocket. today vdot will talk about the potential for tolls on the interstate. they would be similar to express lane tolls. cooler. temperatures, 50s in the suburbs. the forecast is five minutes from now. developing right now in utah in the town of hildale, one boy is still missing after a flash flood killed a dozen members of his family. emergency officials confirm the boy is 6 years old. he was in the car with his mother, siblings, and cousins, when a flood washed it and another car away. this morning hundreds of volunteers and search teams will search for him. in utah teams will be looking for a woman who is missing right now. she's the only person from a group of hikers still unaccounted for after a flooding. all six have died. vdot will discuss possible changes coming to i-66 that could bring a hit to your wallet. we're talking potential tolls,

similar to expressway 495. darcy spencer has more on what this means for you, darcy? >> reporter: good morning. what this means for people is that, yeah, it could cost you more money for that commute, but also that money is buying you more options for people who get tired of being stuck in traffic day after day after day. now the takeout here is if you use i-66 outside the beltway, toll lanes are headed your way. this is not yet a done deal, but vdot's preferred plan will be to expand the highway to two two toll lanes and three regular lane. that's between 495, university and gainesville. those tolls will go up and down based on the traffic flow. now the idea is to cut down on congestion. the construction is scheduled to start in 2017 but people who use i-66, live and work in this
