"news4's" megan mcgrath is there now. >> reporter: you can see this is all that's left of the scene. it was hauling trash when it hit a person on a motorcycle. you can see the traffic behind me here. this is the inner loop of the beltway right here at indian head highway. traffic has gotten back to normal speeds here this morning. everything has reopened. although for a while we had lanes that were open. the local lanes and ramps were closed. everything back to normal. they're trying to figure out what happened here. this tractor trailer which you see here in the video, it struck the motorcycle here and then burst into flames. and as i said, it was carrying garbage. the garbage had to be removed from the truck. it was then toed away. we geeb a little bit of a mess in the patterning lot. by and large the impact is over at this point but a lot of questions remain in terms of what happened here, why the truck and the motorcycle collided.

responsibility for the attack. aaron? >> kristin, thank you. police are looking at billboar billboar billboards to help with finding the shooter. they're hoping they get some information on the culprits here. the shootings started in late august. police are ramping up patrols in that area. a man caught on camera setting fire to a cvs is facing jail time after pleading guilty to rioting charge. raymond carter pled guilty yesterday to starting the fire in the city yesterday. it caused more than $1 million in damage. carter will pay restitution. right now there is no word on how much. a quick traffic alert now. you'll have to find your way around repairs of a water main in washington.

long borrow and dalecarlia remain closed across sibley hospital. the road was torn up to repair the water main. the water main is closed but it may take days to fix the street. the county received a $100,000 safety grant. those funds will go to security improvements including hallway cameras, automatic locks on doors and front office buzz systems. more than two dozen county schools will benefit from this grant. a local father has a decision to make about his children's safety walking to and from school. brian quinn's 5- and 6-year-old sons can't take their bus to the enmentry school in reston. they can't take a bus because they love to close. but quinn doesn't want them walking to school because they have no sidewalk along the road. >> it could take a split second

discussed new measures including a new law targeting synthetic drugs. police chief cathy lanier testified about it. a new study this morning shows the dangerous effects synthetic drugs have on our community. mayor bowser said 79% of the emergency room cases suspected to be connected to synthetic drugs tested positive. 4% have been related to them as well. you can learn how the government is tackling this this problem on the nbcwashington app. officials will look at scaling back strict standards. they say it was driven by politics, not science. supporters say they're necessary to protect women's health.

tonal abortion clinic in manassas will close. it's closing september 28th because the owner is retiring. now there will only be three there. two in falls church and one in alexandria. this morning hundreds of volunteers and rescuers will be looking for a missing 6-year-old in utah. they confirm the boy is the only one still missing after a flash flood washed a away two cars. the boy, his mother, siblings, and cousins were all inside. in nearby zion national park utah rescue will be looking for a woman. they say she's the object person from a group of hikers unaccounted for following the flood. the other six all died. we want to show you a pier of 25-year-old samantha sumpter.
