developing story in northern virginia where a teenager is fighting for his life after being attacked by a pit bull. i'm chris lawrence. >> i'm pat lawson muse. american airlines back online after a widespread computer outage grounded some flights today. service was restored across the country around 2:30 this afternoon. american says connectivity issues led to ground stops at hubs in chicago, dallas-ft. worth and miami. the airline took to twitter to apologize for the delays. >> with the pope arriving in just five short days and right now crews are transforming the east portico of the basilica where the pope will celebrate his first mass in the united states before 25,000 people. news 4's meagan fitzgerald is live. how are things coming together? >> reporter: they're making great progress, chris. as we know they've been planning and preparing over the last several months and crews have been out here on the east

portico, working tirelessly. i want to show you what's most notable. take a look over here. you can see the roof and that's where the pope will celebrate mass. bottom line here is no detail is too small. workers have been repainting curbs, trimming trees and of course, preparing the main altar where the pope himself will be seated in less than a week. the lawn will soon be filled with 15,000 seats and just behind the chairs are these risers. this is where the media will be placed. we are even told the cell tower was installed to help ensure cell service. earlier today the cocardinal al with the monsignor toured the portico and were excited about the progress that's been made. >> the enthusiasm in this community and this city and the country for the pope's visit and there has to be a fitting place for that enthusiasm to be addressed. >> so now we are told, i want to

announced. now to this afternoon's big decision that had everyone keeping one eye on wall street and the other on their bank accounts. the federal reserve just decided to keep u.s. interest rates at their record lows. the fed hasn't raised rates in nine years, but even though the u.s. economy seems to be growing and there are increasing fears about the economic slowdown in china and a lot of uncertainty in global finance. the announcement came just two hours before the closing bell and the dow lost 65 points at closing, but it's still possible we will see an increase before the year is out and it will break down what that means for you buying a car, your credit card payment coming up in our next half hour. >> the details are out about the massive settlement between general motors and the justice department. the carmaker will pay $900 million for faulty ignition switches. it coaused more than 100 deaths. according to court documents gm agreed to hire an independent investigator to keep an eye on

safety issues at the company, and if gm complied for three years, the criminal charges could be dismissed. federal prosecutors say the automaker knew ten years ago that the switches were prone to turn off while the cars were moving, but it didn't issue an immediate recall. >> traffic can go from bad to worse on one of the most congested roads in northern virginia, today we got an update on the projects planned for i-66 and how it will impact people who live and drive in the construction zone. >> i'm adam tuss high above i-66 in northern virginia. most times 66 looks like this. it's pretty unpredictable and you can't figure it out and it's basically from the d.c. line all of the way out to gainesville when it's like this any time of the day, just unpredictable. so what's going on? vdot is talking about ways to improve the corridor and one of the big things that they're talking about is tolls. you paying a toll to get around the traffic. another thing that will change

could be seeing some rain or some clouds as the pope moves in just in time for the pope and it could be a rather dreary and damp conditions and we'll talk about that forecast coming up in a minute. >> thanks, doug. >> should army sergeant bowe bergdahl face criminal charges? that's the question in san antonio. today bergdahl planned for weeks to abandon his post and then in her words, snuck off under the cover of darkness. bergdahl was captured by the taliban in 2009 and was held hostage for five years. defense lawyers refused to say whether he'll testify. a top army commander will decide whether to resolve this case with a court-martial or in some other way. we expect to know soon when virginia's health board will lift strict standards on abortion clinics, including one to meet the same building standards as hospitals. critics say those moves were driven by politics and not

[ speaking spanish ] he's telling everybody to stay calm which is hard to do when an earthquake in chile strong enough to shake a swimming pool in argentina. last night's tremor had a magnitude of 8.3 and dozens of aftershocks have rattled south america. 11 people have died and the tsunami surge has swamped some of the coastal tides in chile. it's triggered 4-foot waves in hawaii and smaller waves in california. >> what do you make of this? that is a large part of the danger when you get the earthquakes. those waves they propagate outward from around the epicenter and off three feet off the ocean from the epicenter and as it continues to get closer and closer and hawaii and central parts of california as waves get higher and higher that

figure out what caused the problem that lasted a couple of hours. an historic ceremony in northern virginia, people have been citizens in a few hours and they've set a record. turns out elton john thought he was on the phone with vladimir putin, but who was really on the other line. >> many are anticipating the pope's arrival in just a few days, but perhaps no one has prepared more than the men and women of the secret service. they've been training for this visit for more than nine months. today director joseph clancy sat down with mark segraves to talk about how they plan to protect the pope and the throngs who will go to see him. mark joins us now with the interview you will see only on news 4. so what is it that jumped out at you during your conversation with the director? >> he was very candid, joe clancy and two things, the pope has told the secret service that he wants to engage with many people in the public as possible and he wants as many people in the public to be able to see him when they get here. clancy was very candid about

what they're preparing for and what the biggest challenges are as the pope comes to washington. >> and what are some of those challenges? >> manpower. he was very clear. manpower is the biggest because the people are having so many events at so many different locations and magnetometers and all of those places have to be manned. he says this is a lot like an inauguration because of the checkpoints and he says it's a lot different because it will be taking place in so many different places. >> last week we learned of a foiled plot. what is he saying about possible threats? >> he won't speak specifically about any threats perceived or real, but he did say that they are looking at anything and the fbi actually monitors this, but here is what he said about the last-minute preparations? >> we always have an eye certainly on any threats that may or may not be out there. the advanced team now is focused on last-minute details and what have they maced and go back and reevaluate each of the sites.

1787. and now your storm team 4 forecast. that's pretty cool. one area, the one thing that we've been concerned about is not really weather as far as sunshine goes or clouds and rain, but we need the rain. it's been very dry. that's the one thing that we've been looking at here over the last couple of days and notice only 1.43 inches since august 1st and we are now three inches below average and 60% of maryland and 60% of virginia is abnormally dry and we do need to see rain and it doesn't look like we have much in the forecast expect look at the sunshine out there and plenty of it and winds out of the southwest at winds at 7 miles per hour and 79 in annapolis and just another beautiful afternoon. there's orange -- orange alert as far as air quality alert, and code orange today. that's one thing to notice. so keep limited outdoor activity to a limit there, as far as storm team 4 radar is concerned

and no rain as i mentioned and we're not going to see that rain. we still have the area of high pressure over us and there's rain just down to the south, but it can't get up here and it will stay well down to our south as we stay high and dry. overnight tonight, 55 gaithersburg, and 55 manassas and 55 in culpeper and another nice, cool night and still a nice day tomorrow and a very nice way to wake up tomorrow. 87, d.c. and 87 in fredericksburg with plenty of sunshine and this dry pattern and the best time to do that early and evening and wash the car? yeah. we'll continue to be dry right on through early next week and if you're thinking of going up to the evening jog, just about perfect for that and here is the next four days and you know it's warm friday and saturday and here's the day when you see a transition and the cold front, high of 80 and dropping temperatures on sunday and most areas only in the low 70s and look at that for monday and high of only 77 with the 30% chance of showers and the pope arrives and how is that weather looking.

right now a teenager is recovering from serious injuries after he was mauled by a pit bull inside his home in arlington. he's 17 years old. the boy tried toic b ibreak up fight yesterday between two dogs and one of them turned on him and the dog bit him from head to toe and he had to be rushed to the hospital. the house was being used as a pit bull sitting service and there were five dogs in the home at the time. the lawyers for charles severance will be allowed to the present evidence that the sheriff james dunning murders his wife in 2003. dunning has since died. severance is also accused of

killing ron kirby and ruthann ledato and that wasn't his own victory today, julie carey explains in about an hour. right now we're getting new information on who was killed in a deadly crash in prince georges county. marcus heinz was 29 years old. his motorcycle ran into the back of a tractor trailer. the driver and the passenger in the truck are both going to be okay. and an update this morning. we now learned the name of a man found shot inside a car. police found levi davis outside of an apartment building on east capitol street. he died at the help and he was 28. police have a $25,000 reward for information that can help them find the gunmen. well, two debates down and for the first time in months the republican universe does not seem to be centered around donald trump. in fact, a lot of analysts say

from pope francis? that's the question posed in a new national poll and the results suggest a little over a third of americans are looking forward to the upcoming visit while half are not particularly looking forward to it. as for what people think of pope francis, 42% of all americans have a favorable opinion of him, 6% hold an unfavorable view and 52% have no opinion. >> pope francis now has his own baseball card. major league baseball's philadelphia phillies were handing out pope francis rookie cards for free at last night's game against the nationals. the pope will make his first trip to the united states as we know next week. the pontiff will arrive in d.c. tuesday afternoon and then head to new york and philly on thursday. this is how much some people want to get their hands on take tickets to the papal mass in philly. this group is camping out outside a parish in havertown, pennsylvania. they will tick out mass tickets

take a look at this bizarre act of vandalism. this guy is smashing up his own brand new mercedes benz in south korea. yes, this is his car. he bought it for half a million dollars earlier this year, but its had engine problems and he says he's had such a bad experience with customer service at the dealership he decided to just park the thing outside and take his frustrations out this way with a baseball bat. while the dealership says it is now negotiating with this guy to try to calm him down. a lot of us have wanted to do that and never quite gone through with it to that extent. all right. actor and producer matt damon is apologizing for what he said about diversity in the film industry. this was the talk around town yesterday with troy johnson. david was addressing a concern about how a white director would handle a sensitive scene with a

no, an increase to interest rates. i'm erika gonzalez. the federal reserve announced this afternoon it's delaying a rate hike. all indications are the fed is waiting for signs of inflation to pick up. it will eventually happen so what can you do now? well, for starters, cardhub.com suggests putting extra cash toward credit cards with high interest rates. it will help minimize the interest charges and pay off debt faster and now is the time to take advantage of 0% will bahhance transfers. as the fed moves away from 0% interest so will credit card issuers. today's delay is good news for anybody looking to buy a car. kelly blue book says loan rates are better now than after a fed hike. september is a good month to buy a car because dealerships are trying to make room for new model sglo models. finally something everyone can

do to improve your credit score. i'm erika gonzalez. general motors will pay $900 million to settle criminal charges. under the agreement two charges will be dropped after three years if gm fully cooperates. the department of justice says gm designed the ignition switch in some of its vehicles with such low torque that it could slip out of the drive position cutting power to the engine and the air bags. at least 169 deaths have been linked toed defect. >> not until 2012 did they realize it was a safety issue after all, but they did not disclose it at the time they discovered that connection. >> gm will also spend $575 million to settle many of the civil lawsuits that have been piled. federal prosecutors say it would have cost gm less than a dollar per car to just fix the problem. and now your storm team 4

three women were swept away in zion national park. rangers say they told the hikers that there was a danger of potential flooding before they went down into the canyon and there was no way to warn them once those waters started to rise. hundreds gathered at a candlelight vigil to remember a state trooper killed in the line of duty. they remembered joseph ponder as a kind person who went out of his way to help others. ponder was shot and killed sunday night during a traffic stop. the suspect was later fatally shot by police after pointing a gun at officers. an aide to andrew cuomo has died about ten days after someone shot him just before a parade in brooklyn. the nypd says carey gabay died in the hospital. he was caught in the cross fire when two gangs started shooting each orth labor day and police are searching for two men in connection with the murder. five police officers are on administrative leave following the death of a man in custody in north carolina.

52-year-old carl king died in raleigh on monday shortly after officers detained him in his home. his roommate says she called the police because king had been acting erratically after drinking while on medication. she described the arrest as chaotic. >> he broke a lamp so they had him on glass on his back so, you know, he was just, like, i can't breathe. i can't breathe. i'm -- i said i'm calling the police and don't do that and they came in here running. >> raleigh authorities said paramedics performed cpr on king, but his condition only got worse. police expect to release more details about what happened next week. tomorrow is a big day for oscar pistorius because south africa's parole review board will review whether he gets out of prison. he served ten months for killing his girlfriend reeva steenkamp. the justice minister blocked his

>> kansas city police are defending an officer's decision to open fire in a busy gas station. he was involved in a high-speed chase and tried to pin the stolen car in, but the driver rammed him and that's when the officer started shooting even as customers stood a few feet away. three people in the car were arrested after the car spun out after hitting stop sticks and one person had been shot and was taken to the hospital. a fast food burger shop worker had a beef with police and now he doesn't r a job. two north texas police officers said an am employee at whatta burger didn't serve them and he didn't give them an explanation why. >> we do feel it was just that one individual. it's not a conspiracy, you know?

a 17-year-old tries to break it up and when he does he's attacked. >> his intervention resulted in the fact that one of the dogs turned on him, and him suffering severe injuries landing him in the hospital. >> reporter: police say the victim had a history with the attacking dog. they say last december he was trying to train the dog, that he ended up kicking the dog and the dog ended up biting him. that was last december. >> so do you think that dog remembered that incident from in december and that may have contributed to what happened yesterday? >> that's definitely a possibility. >> i'm pat collins. i'm with channel 4. >> no comment from the people we found at that house today. >> but at one point they did protest the police account of the incident, standing on the lawn with signs that said false story. false story. now there are no charges here. it's not illegal to
