route 108 and sundown road. we'll keep an eye on this for you and bring you the latest. >> the controversy is brewing in the district. yet city council is considering ending a program that traps and neuters ferrill cats and puts them back out in the street. the countdown to the pope's arrival is entering its final stretch. 96 hours from right now pope francis will touchdown on u.s. soil. we'll bring you every moment live on news 4 and on the nbc washington app. the preparations are under way and our team coverage starts with edward lawrence live on capitol hill. what are you hearing? >> chris and pat, there will be major disruptions across washington, d.c. with extra checkpoints on constitution avenue or other avenues or precautions taking place here. they are also, right now, the people in charge of the pope's security are looking for those last-minute details of his protection. from the white house to the 9/11 memorial at the world trade center site, they're securing areas to protect pope francis.

the pope will be in the u.s. from tuesday to sunday including a wednesday welcoming ceremony at the white house with president obama. security upgrades and road closures will disrupt daily routines in washington, new york and philadelphia. >> we probably wouldn't be able to drive and we'll be trying to take the metro. former secret service agent said the pope's openness causes challenges for protection. >> he doesn't want that security presence and he wants to mix and mingle with the people which is completely understandable and i think honorable, but it creates a security nightmare for secret service agents. >> one of the biggest security issues will come from the city of brotherly love. final touches are made in the benjamin franklin parkway where the pope will hold a mass for a crowd expected to reach a million people. jay johnson visited the command center in philadelphia today. >> we know of no specific credible threat directed at the pope's visit here to this city. >> the director of the secret service says his biggest challenge will be securing all

to the banned list of chemicals. it's seeing the chemicals about once a week. the synthetic drug control act targets sellers and not just the users. >> i'm wendy rieger and reaction to muriel bouncer to the court's decision to strike down several of d.c.'s gun laws. it was a 2-1 ruling. the court of appeals deciding that four of the city's ten gun laws are unconstitutional. the mayor says she's not surprised by the ruling and would not say if the district plans to appeal this. >> i would like to review it first and talk to police or legal counsel to see what our options are, but we feel very strongly that we have reasonable gun regulations that are needed to keep our city safe and so we will keep every option on the table. >> the appellate court ruled that the district cannot stop gun owners from registering more than one handgun a month or

and it does co inside with the pope's visit and the northeasterly flow will bring in more clouds and maybe a chance for shower activity. we'll have it all for you and we'll keep you covered. >> the kentucky clerk is expected to file an appeal after losing another legal round in her bid to keep same-sex couples from geing marriage licenses. kim davis went to work last week after spending five days in jail for defying a federal court order to issue marriage licenses to any couple who wants them, same sex or otherwise. it was on a technicality so lawyers for davis are now expected to refile their appeal, this time with the original judge who put her in jail. a man just pleaded not guilty to charges that he lied to investigators about the church shooting in charleston. jody meek is a friend of dylann roof's, the man accused of killing nine people in a bible study. he told an fbi agent he didn't know about roof's plan to kill church goers.

he faces up to five years in prison if convicted. lawyers for bowe bergdahl are at the hearing for desertion charges. bergdahl suffered under conditions worse than any american p.o.w. since vietnam. bergdahl will not be testifying. the hearing will determine if he should face a court-martial for leaving the coast in afghanistan six years ago. he was held five years by the taliban until the u.s. orchestrated a prisoner swap. a new rally for the boy who has come to be known as the clock kid. hear the changes this family is calling for. they catch free-ranging cats and they neuter them and release the animals back on to the streets. now there are new questions about the local group known as the

grow for that texas teenager arrested earlier this week for taking a homemade clock to school. >> yeah, folks of various faiths and backgrounds came together in front of ahmed mohamed's high school in irving. a lot of them were holding signs that said they stand by them. ahmed's father thanked the crowd and explained how his son's name came to be known around the world. >> all of them know because of what happened to my son. >> irving residents delivered a

a bad mix. why a man says a bad joke got him banned from the happiest place on earth. a group of people in d.c. work to help stray cats in the district, but this afternoon their mission is under fire because some say those cats are a nuisance. just today d.c. leaders held a meeting over the alley cat controversy. >> reporter: i'm darcy spencer in northwest washington. volunteers go out and trap stray cats in the alleys here in washington, spay and neuter them and release them back into the community. advocates of the program are concerned that it could be changed or taken away. there was a roundtable discussion today before d.c. council committee and there are some who are concerned that these stray cats are attacking a lot of birds and killing a lot of small animals and they want this program to be re-examined under the wild life action plan, but advocates of the tnr program are very concerned. >> the wild life action plan looks at all the threats to the

the bay and sunday, not so nice. storm team 4 radar shows no rain around our area and each though we have a cold front coming our way and it will not bring us a chance of rain and we still have a storm to the south and another storm back to the north ask as i've been talking about, the dominant area of high pressure showing the storms well to the north and away from the area. overnight low temperatures around average and 67 in d.c. and 55 in culpeper and another nice start to the day tomorrow and high temperatures warming up during the day. high 85 in gaithersburg, and back toward martinsburg. temperatures close to above average and this is the area of high pressure that we've been seeing and that warm air will move out of the region and that area of high pressure moves off, too and interacts with the low to the south and what you get is a strong northeasterly flow and we'll see winds 10, 20, maybe 25 miles per hour each day next week and what it gives us is a lot of cloud cover and a chance

for drizzle and showers and that's something to watch for. 74 degrees on your tuesday and 30% of those showers on monday, tuesday, maybe some light drizzle and sunday is a day of transition and we'll see highs around 79 and falling temperatures during the day. the next seven days including on more of what the pope will be doing with when you're listening to the pope coming up in just a bit with veronica. a disney fan says he's been banned from the happiest place on earth for making a bad joke. david swindler says he was frustrated with an employee at disney world and told him he was cooking meth in his hotel room. that didn't go over too well and security kicked him out and sheriff's deputies swept his hotel room. swindler's family can come back to the park, but he's banned for life from all disney properties. >> i accept responsibility for saying that. i don't know where it came from. i don't know why i said meth lab, i could have said i built an atomic bomb. i wasn't thinking anybody would take me seriously.

it was a figure of speech, stupid, i wish i could take it back. >> swindler filed an appeal with disney security and wants the chance to come back and is waiting to see what they decide. a student is recovering after being shot while protecting her baby nephew. the ninth grader was sitting in a car in a relative's driveway when a car pulled up and someone opened fire. she threw herself over car seat to protect him and a bullet narrowly missed her lung. her family is angry, but the ninth grader has a message for the shooter. >> i think people shouldn't do -- i think people should love more, and like, do less violence. >> it's vicious, and it's evil and it's cruel to just inflict pain upon someone. >> police are still looking for the two men in that car. in a move that's been weeks in the making, the house voted today to freeze federal funding for planned parenthood. the latest controversy erupted

this summer after the release of the undercover video from the antiabortion group. it purportedly shows planned parenthood officials talking about the sale of tissue from aborted fetuses. planned parenthood strongly denies selling fetal tissue and says the tape was doctored. >> it is largely symbolic and senate democrats are expected to block it. >> a kid bashed another player in the head with his helmet, but his mom says he never should have been kicked off the team. anita mcduffy is defending her son and says he's being treated unfairly. mcduffy's son picks it up and whacks him in the head with it. the player got ten stitches and mcgduffy's son was kicked off te team. mcduffy says there is an explanation. >> his hand got stuck in the helmet. i believe my child. i'm not saying he's right with what happened, and now it's up to the prosecutors to press

charges or not. the who is taking a break. the rest of the band's north american tour has been postponed including a november 1st date at verizon center. doctors told 71-year-old frontman roger daltrey to rest after they diagnosed him with viral meningitis. if you have tickets, keep the tickets and they will be honored for a rescheduled date which will be announced some time soon. time to pull out your statements and double-check them. a popular clothing store is being accused of overcharging customers. >> you might want to sit tight. why a large number of customers are reporting system crashes.

apple is sure having a rough day. a lot of folks who upgraded to the operating system are reporting a glitch and it just came out wednesday. ios 9 is causing some devices to

crash or stop working altogether. it looks as if the problem is linked to older models or ipads and apple has delayed the operating system because of another glitch. if you shopped at forever 21 lately you might want to check your bank account. customers are being overcharged by $100 per transaction. many noticed the extra charge coming out of their account from miami beach even though they shopped at stores across the country. forever 21 is calling it a processing issue. the company assures customers their personal data is safe. you never know who will turn up on the kiss cam. last night it was a former president. that's jimmy carter laying a smooch on his wife rosalynn at the atlanta braves game. this was a touching moment for the carters. he's battling brain cancer and he and his wife have been married for 69 years. >> congrats to them. >> sidewalks have been turned into a meadow maze of fencing.

class. >> the walk it your destination has likely changed a bit. >> i usually walk up there, but i can't right now. >> but for good reason. crews are busy getting ready for the most anticipated event of the year. >> it's exciting. i'm very excited to see the pope. >> reporter: but before the pope can be seen here at the east portico of the basilica, things have to be perfect. today crews are busy installing lights on the roof and focusing on decorations since this is the exact place pope francis will be seated when he celebrates mass on wednesday. a sign was placed on the front of the basilica to welcome the holy father when he arrived. for sure, there are few barriers in place that may make the walk around campus a little longer than usual, but most of the folks we spoke with don't seem to mind. after all, it's a constant reminder that in just a few days, many of us will be witnessing history. >> i'll frame my picture, and i'm going to frame the ticket i

have. >> reporting in northeast, megan fitzgerald, news 4. we know the pope will address poverty and other social issues during his visit to the u.s. and the catholic university professor says he thinks the pope's remarks could bring a more moderate tone to the presidential race. i think that his presence here is going to open an opportunity for all of the more moderate voices in the political system so they can advocate their own point of views and their own plans like bush and marco rubio who have a more moderate position than donald trump. >> we want to hear from you about this when the pope visits next week. which issues are you most interested in hearing him address. the plight of migrants, climate change or the state of family life. call or text the number you see on the screen to vote. meteorologist veronica johnson has been working all afternoon on the papal forecast.

v.j., what is the latest? >> we are going back and forth on this, but for right now, for today, we're going for a much cooler weather over our area on tuesday and much of next week. by how many degrees? ten degrees cooler than today when the pope visits on tuesday. the other thing is that there is a chance for some rain showers around the area especially early in the day. by 2:00 any rain chances or drizzle chances with the east wind will start to wane. so we get into the afternoon and a chance for some sunshine and yes, we're still talking about some warm conditions relatively show because a couple of days next week we could see temperatures lower than the 78 degrees that we're forecasting during the pope's visit. 2:00, 4:00, 6:00 and back down to the mid-70s by then. so i'm talking about a cool pattern for next week and we'll give you the hard temperatures with the seven-day forecast

coming up. we have breaking news from the live desk and university boulevard near langley park because a pedestrian has been hit there. chopper 4 was just over the scene. university at langley drive and only one lane getting by on the westbound side towards the beltway. firefighters say this is a 35-year-old man who was hit in serious condition and has a bad head injury. the driver did stay on the scene. we are going to keep an eye on this for you and we'll let you know when the lanes open up, but be on alert if you're headed in that area. back to you. as cuba gets ready to help tomorrow and president obama wants to chip away against the u.s. embargo. he announced new policy changes to ease those long-standing trade, travel and investment restrictions. mark barger has more. >> reporter: on the eve of pope francis' visit to cuba, more moves by the obama administration to further normalize diplomatic relations with the island nation. the new measures which take

effect monday will ease sanctions on travel and expand telecommunications and internet services. in addition, american business sectors limited in part to agriculture and construction will be able to set up a fiscal presence in cuba. >> we believe the regulatory changes announced today will allow the united states to continue to advance our interests and improve the lives of ordinary cubans. >> reporter: while a full trade embargo remains in effect, it is a time of historic change in cuba. the obama administration first announced the start of normalizing relations last december. the most symbolic move was last month after the u.s. flag was raised in havana. now cubans are preparing for a visit from the pope. >> i think pope francis will encourage people, encourage in faith to get the new opportunities that are being opening in cuba. >> reporter: the new rules being implemented by the obama administration are limit.

the 53-year-old economic embargo remains in place and can only be lifted by an act of congress. mark barger, nbc news. for the first time we're hearing from the pilot of that british airlines plane that caught fire in las vegas. captain chris hanky says he feels like a celebrity with the attention he's been getting, but he does not consider himself a hero. earlier this month he helped all of the passengers get off the plane when the jet's engine burst into flames. the plane was going fast, just about ready to take off and hanky was able to hit the brakes, stop it safely, but says his crew was trained for just this situation. >> slightly embarrassing because it's not one person which is what the papers focus on. it's the other two pilots and the cabin -- and it's not fair to say one person is a hero. >> captain henkey has been

including about an hour ago on my facebook page. mccarney's son liam left for school three weeks ago and she hasn't heard from him at all. so she calmly explains to him how a phone works and some good news, he saw that video, pat, gave his mom a call last night. >> not surprised. >> yes. that will do it. moms, i guess that's what you have to go to. >> well, these parents are sort of on the other end, kids not going away to college and just coming into the world. folks in new york, they had to come up with a creative way to identify their new triplets and the reason is their baby boys are an incredibly rare set of identical triplets and they're all born from the same egg. they were born july 1st. doctors say this type of birth happens only once in 5 million births. the boys are just fine, because they were born a month and a half prematurely there were about 50 people in the delivery

. it wasn't the earthquake that did the most damage here, it was the tsunami. parts of this coast saw waves of up to 15 feet. at least 12 people are now confirmed dead, hundreds more are in emergency shelters. the 8.3 magnitude quake was the most powerful recorded on earth so far this year, and it prompted tsunami advisories thousands of miles away as far as hawaii, california, even japan. still, many people here credit updated building codes and new warning systems for saving lives. overnight there were several aftershocks including one that was a magnitude 6.3, but geologists say these aftershocks could continue for months. gabe gutierrez, nbc news, los

velos, chile. now to a toddler found dead on a beach. the baby doe has been identified and her mother has been placed under arrest. the girl's name is bella bonn. officers learned the girl's identity after searching a home in boston last night. turns out child services had been in contact with the girl twice since she was born, but both cases had been closed. a woman found her body a couple of months ago on deer island and police shared a photo of what she might look like and received about a hundred tips. one of the victims of the 2012 derecho in washington is back in the hospital this afternoon. we first met carolina alcalde, and she was riding her motorcycle when a tree fell and left her paralyzed. now alcalde is dealing with more

complications. >> i should not be here today. i should be dead. >> the tree that severed carolina's spine during the sudden destructive derecho storm of 2012 did not crush her magnificent spirit. >> i like to expect the best of people. i know there are a lot of people out there that say if you expect the worst you're never going to be disappointed, but i'm not like that. >> alcalde was admitted to rehabilitation hospital for yet another complication from the injury that left her paralyzed from the chest down. it comes at a terrible time for her. the accounting company that allowed her to work from home was sold with it with her job and health insurance. with no being in, she had to give up her apartment and kind friends will host her, but can only do so until december and that money quickly eaten up by out of pocket medical expenses. her doctor says living with a pierce spinal injury is costly. >> patients ask me am i going to
