what we're learning about the moments before the crash. >> and right now at 6:00, tens of thousands people packing madison square garden to celebrate mass with the pope. it's the culmination of a marathon day that has seen the holy father speak to world leaders, visit ground zero and bless 80,000 people in central park. news 4's jim handly has been tracking his every move and joins us up in the apple. handly? >> hi, wendy. you can add a third vehicle to his mode of transportation now. pope francis just got out of a golf cart inside madison square garden. he did a 300-degree circuit of the floor. he is now backstage behind the altar putting on his investments and let's take a look. there are 20,000 people gathered inside and many are ticketed through lottery. they were lucky enough and they've known for months that they'd be able to see this mass. a mass that will be delivered in spanish and english. it will be about two hours long. you can expect to hear some

musical performances from some familiar names, harry connick, jr., jennifer hudson and gloria estefan. she has met this pope at the vatican. here's what she had to say about tonight. >> such a privilege and an honor, and i don't even know, maybe someone's done it began his long day here at new york city. it was a global message for the 70th anniversary of the u.n. the pope addressed the u.n. general assembly.

170 world leaders and he spoke about the quality, the environment and justice. >> later this moment, the most somber event at the 9/11 memorial and it was the interfaith service and met with families of victims and spoke about the power of love and remembrance and he saluted first responders. back live again, we are waiting for that mass. it's supposed to start at 6:30. we will have much more of the mass coming up then when we join you live from midtown manhattan. wendy and chris, back to you now. all right. one day after washington bid farewell to the man they call pope and house speaker john boehner could have been running victory laps around town and instead he's calling it quits and boehner engineered the historic speech to congress and the pontiff helped him make up his mind. >> i decided in november 2010 that when i was elected speaker that serving two terms would

have been plenty. so my goal was to leave thea the end of this year. last night i started thinking about this, and this morning i woke up and i said my prayers as i always do, and i decided, you know, today is the day i'm going to do this. as simple as that. >> speaker boehner was facing another government shutdown over planned parenthood and tea party conservatives. chuck todd joins us with insight into this sudden move. first off, is it going to lessen the chance of a government shutdown? >> yes. 100%. >> how? >> well, the senate was already in the process of passing a bill that would fund the government until the end of the year and clean, which it's known as the bug resolution and none of the planned parenthood, striking that out and it was how the house was going to deal with this was creating this tumult and it wasn't clear what boehner was going to be able to do. well, now, he's resigning, but

not until the end of the month. end of october which means he's not going have a problem with throwing it out there and helping democrats help pass it and he's not going to feel the pressure to do that. so now it is basically and i think even republicans will say, all right in the house, let's wait for a new speaker and let's get this out of the way and we'll see if the same energy is there three months from now on planned parenthood and mitch mcconnell and the new speaker and likely kevin mccarthy are able to convince this conservative wing of the party, guys, you can't do this until you get a republican president. >> that was boehner unchained. >> boehner ecstatic. it was, i have never seen a resignation press conference where the person resigning was so happy. >> he cries a lot. >> i think there is this combination of relief. i think he absolutely was the capstone of his career. >> he got very emotional. >> no doubt about it. this is a very devout man and very much in awe of the pope in many ways, and so to have that

moment, i think he was getting forced out, and at least he got to be forced out on his own terms, you know what i mean? and today felt like almost a drop the mike moment. that's right. and i can't wait to leave. >> talk about kevin mccarthy. what could his leadership be like? >> i think it will be very similar. he'll have similar problems that boehner has. while he's not of the conservative movement he does have personal relationships with the tea party crowd and that's what will be viewed as someone who returns calls. he referred to ted cruz a couple of months ago, as a derogatory name and when it got leaked out he didn't deny it. mccarthy has good personal relations and we'll see, i think mccarthy probably needs to have a tea party conservative as his number two if he's going to at least try to keep this tea pot

from exploding at least through the end of the cycle. >> so did this scramble the entire show for sunday? i say no, because when you have hillary clinton and farley fiorina, i feel like it's a pretty good show anyway, and obviously, i know what we'll be talking about in between those two interviews, but look, the same energy that is driving carson and trump and fiorina to the top of the polls, that is the energy that pushed boehner out today. i think what we're seeing now is while boehner was able to keep congress out of this fight, the presidential campaign is basically about this establishment versus conservative wing of the party and we're seeing it play out on the trail. >> chuck todd. >> thanks, chuck. >> there's a lot more to talk about and don't forget to watch chuck here. police tell us that a 14-year-old boy, 14 was stabbed several times while he was

walking home from basketball practice late this afternoon. this was on b street near seed public charter school. that teenager stabbed three times in the back. police are reviewing school surveillance video about what happened and see if they can figure out who the suspects are. >> and we've got a developing story in montgomery county and residences have been getting angry at cars speeding through the streets in their neighborhood and that may have sparked a deadly encounter today. it happened on little senecca parkway in clarksburg. chris gordon is there. residents here are concerned about safety. here in clarksburg, they complain about speeders all the time, but no one could have predicted this deadly outcome. one man yelled at another to slow down. witnesses say that led to a heated argument. one neighbor who didn't want to appear on camera tells us what an eyewitness told her the driver did right after the

argument. >> he came back around and he just ran the guy over. >> chopper 4 flew over the scene on sweet spire drive near little senecca parkway in clarksburg. just after noon, a man walking his german shepherd was hit and killed. a woman who was driving by at the time witnessed an argument, she says, bordered on rage. >> i was driving by that road with my windows down, and i saw two men there, and one of the men was arguing and cursing at the other man, very loud. >> investigators believe the 20-year-old driver left the scene calling his mother who then contaced police and detectives are examining the damage to the car here on amber ridge circle in germantown. that's about three miles away from the scene in clarksburg where the young man walking his dog died. a neighbor took these pictures saying the victim's german shepherd appeared unhurt, but traumatized and was taken away. the montgomery county police collision reconstruction team is

on the scene taking measure amea mentes. detectives are taking measurements of the car. >> you're trying to determine if this had been intentional. >> correct. there are many possibilities and that certainly is a possibility, but again, too early. ongoing investigation to state exactly what may have occurred during this incident. we've received a large number of posts on our nbc washington facebook page asking about the victim's german shepherd. is it okay? does it need to be cared for. police took it to montgomery county animal services and it's expected that the german shepherd will be returned home. that's the latef live in clarksburg. >> all right, chris gordon. disturbing allegations against a local nurse who is accused of sauling a patient in the victim's home. what you had do if you or a loved one ever need in-home care.

here's marcy grace. >> so many people and other people with disabilities depend on providers like he's coming into the home and providing care. >> experts say you need to be careful when hiring a nurse to come into your home. this week, police charged 31-year-old ndale hanoiis with sexually assaulting a patient he'd been sent to care for in her apartment. according to court documents after he assaulted her the first time, he asked her how did you like it? when she pleaded with him to stop, he did it again. the nurse was an employee of medricstar visiting nurse association. in a statement, medricstar tells news 4, he had passed all of their background checks. when we learned of these serious allegations against him, we immediately suspended him and launched an internal investigation. when he refused to cooperate we immediately terminated his employment.

experts suggest that when you do have a home provider come to your house for the first time, have a third party present or at least on the phone. >> so that there's some awareness on the part of the person coming in that this isn't someone who is totally alone. police say the investigation is ongoing and they're asking anyone who may know of other victims to call d.c. police. in the district, mark segraves, news 4. i've got to go. hello, everybody, we had some rain earlier here and we are live in herndon. the rain has moved past and it's just down to the south now. the radar across the region and you will need that umbrella if you make your way out and about and we'll see light rain for the most part and that will continue through parts of the region into the next couple of days, really and a good idea to keep that umbrella handy and the areas

this is video you will only see on news 4. a fight breaks out with a group of kids and when a good samaritan tries to help out the crowd turns on him brutally. now that good samaritan has a message for those teenagers responsible. news 4's shomari stone with our report. >> it's devastating. >> john is the manager at the bp gas station near eastern market on pennsylvania avenue. he's stunned to see a beating on his surveillance cameras. >> a total lack of respect for the kids especially for an elder. >> these kids are terrible. >> it's the first time he speaks out about being attacked. >> we have a serious problem in the city with these kids. they're too out of control. >> take a look at this surveillance video you will see only on news 4. this past tuesday, 4:45 in the evening at the bp gas station. hersy is the man dressed in jeans along with a black shirt and cap. notice a group of kids nearby on the sidewalk. one dressed with a black shirt

and khakis hits another kid from behind and hersy says continued to punch him out of the camera's view. if it was my kid, how would i feel if it was mine? hersy, a good samaritan, walks over to help the child and that's when the kids started purchasing him and kicking him in the head. >> i seen a whole bunch of kids kicking on him and all i can remember is telling one of them stop. >> some kids purchased and kicked and stomped on hersy. moments later you can see him helping him walk away after the attack and you can also see two officers on the video and hersy told me he was too injured to talk to him at the time. they want to hear from witnesses. hersy plans to talk to investigators. in southwest d.c., shomari stone. news 4. >> they're taking over the investigation of the deadly crash. two tour groups collided on a

bridge and killed two people. a duck boat crossed over into the opposite lane and slammed into the side of the other bus killing four international students and injuring dozens more. the youngest victim is a teenager, the 17-year-old from china and they were supposed to start classes on monday in a college in seattle. >> expect delays on metro. sound familiar? get used to it. a transformer fire on monday is having a significant impact on the transit system as they all and it could mean longer wait times for the next six months. news 4's megan fitzgerald explains why. >> if you are annoyed about delays when riding the metro before, you may want to continue to pack along your patience because for orange and silver line passengers, the delays won't end any time soon. >> right now we're only letting one train in the block between the junction point and what we call the d and g interlocking and between stadium armory.

>> robert troop is the deputy general manager of operations for metro. he says only one train can pass through at a time because there isn't enough power to support multiple cars. because of that, trains were getting backed up as one passed through while others had to stop and wait. now there's a new system in place. >> what we're looking at again, spreading out the eight-minute headways on both the silver and orange lines. >> that means instead of six minutes between trains, you'll be waiting two minutes longer. troop says they're hoping that will help with delays while they consider other alternatives. >> one of the things we can do to improve service is being able to reduce the amount of speed restrictions or acceleration restrictions that we have on them. >> but in the meantime, metro officials say prepare to wait for at least six months. >> currently the message right now is plan accordingly. >> reporting in northwest, meagan fitzgerald, news 4. >> the president is preparing to

>> tonight we have team coverage from storm team 4. doug is outside at herndon doing his backyard weather, but let's begin with b.j. who is tracking rain on the radar. a lot of rain. >> a lot of rain well south. we've got some sprinkles and light showers around here and a little rain shouldn't stop anyone from doing what you want to do. doug is out with a big family there with backyard weather in herndon and we'll check back and see what we can expect this upcoming weekend and the weather impacts this weekend for traveling and talking about rain both saturday and sunday and just showers and i don't think we'll have anything too heavy and we'll get the green light for that, and for exercising and

getting out and about, dress accordingly. you'll need a jacket and long sleeve and long pants, too, because it will be a little cool and don't forget your umbrella heading out the door. it will be a wet one. look at this, upper 60s to around 70 degrees and manassas and falls church right into the district. at 70 now we've got a light wind and you're going to snead to again accommodate for that breeze and it will be kicking in stronger as we head on through saturday and sunday. a few showers and we drop to the upper 60s late and still rain across our area and here's where it's been for most of the area today and warrington down to fredericksburg and these are the locations way down to the south around waldorf, down 301 that will have some of the higher rainfall totals, but in terms of how hard it's going to rain i don't think we'll need a big umbrella and a regular size umbrella and you'll have to compensate for the wind, though and here are our chances for saturday. best chance, fredericksburg,

thousands of gallons of gas on new braddock road. >> as crews work to clean it all up, news 4's sderec ward tells us this is not the first time something like this has happened. >> it was march 1993 when reston had number two fuel oil was released causing damage to the nearby sugarland run. so far it was just off centreville road and doesn't appear to be as bad as that one. still, there is a heavy presence of fire and ems and emergency crews standing by just in case. they've done a good job of keeping people back and taking care of things so i don't feel bad at all. >> they're reclaiming soil contaminated by that leak. by mid-morning 16 truckload his been trucked away. it is being haul off for decontamination and disposal. there are signs showing where the pipeline is, but if they're

not in your usual path there is a hydraulic highway running right beneath you. >> no, i didn't know there was a pipeline from texas. >> i had no idea. what is it for? >> it's for moving petroleum products and aviation fuel and there is more than one line and construction began in the '60s. while some who live nearby say it's no big deal. >> you see the signs. >> that's scary. it really is. i'm against the pipeline they want to build out west, mainly safety, but also the pollution. >> around 2,000 gallons of fuel have been recovered so far from this leak and the cause of this spill is still unknown. the national transportation safety board is investigating. in centerville, derek ward, news 4. now to new york where pope francis is celebrating mass in front of thousands in madison square garden. jim handly is live at the apple with more on tonight's service. handly? >> hi, wend pep helicopters buzzing above us here in midtown

manhattan. all eyes inside the garden and he is ending with a big finish after a grueling day, a very ambitious day all day today. let's take you into the garden now where 20,000 people are on hand to celebrate mass with the pope. he is on the altar right now in his investments. you should notice they've been constructed and designed in a simple style at the request of pope francis and much built by day laborers and other lower income workers. >> he entered the garden in his third mode of transportation. he's been in that fiat. he's been in the jeep, popemobile and a golf cart doing a 3 hun-degree circuit of the floor in the garden, blessing some people and many of them children and many of these people were selected by lottery weeks ago. a lottery in the city of 2.6 million catholics and this two-hour mass this evening and the homily will be in english and spanish.

right now, president obama and first lady michelle are getting ready to host a state dinner for china's president and his wife. this is a live look at the early arrivals. the decor for tonight's event includes a 16-foot silk scroll depicting two roses. it is meant to symbolize a

complete meeting of the minds. president obama says the two leaders had an extremely productive meeting today, agreeing not to carry out cyber crimes against each other or to support hackers. the timing of this visit spurred a break with tradition. the national zoo's panda cub now has a name. the-month-old panda will be known as bei bei which means precious treasure. first lady michelle obama and china's first lady chose the name together and made the surprise announcement this morning. panda cubs are traditionally named when they're 100 days old and we posted a photo gallery of our favorite bei bei moments and head to our nbc washington facebook page to check it out. what do you think of the cub's new name? that's the topic of the flash survey today and so far, slight majority, 56 per% say you like . the i-team exposing more trouble for thousands of army families.

and being connected all along the way. whether you're working or recharging, do business travel on your terms. acela. take off. news 4 i-team has uncovered more problems at a day care program set up to help army families. >> the government admits with two separate security breach essex posing private information of thousands who used the system. scott mcfarland and the news 4 i-team first broke the story about the u.s. army fee assistance program. scott has discovered this latest fear for local army parents. >> the u.s. army fee assistance program is for army parents who can't find day care on the military post and they receive a reimbursement check from the general services administration. a news 4 i team investigation found out they were sending the

reimbursement checks months late. >> we were pinching, penny to penny every single month. >> they returned 20,000 emails and phone calls and records request for the parents and now a new problem in the effort to reduce the backlog, the feds compromised the private information, with two separate security breaches. they failed to do background checks allowing unauthorized people to get their hands on the family's social security numbers, their medical histories and their kids' names and home addresses. in a second instance, in june auditors found the agency failed to properly encrypt information in the government database and according to inpernl investigators, as many as 8,000 families might have had their sensitive information compromised. army captain carmen dikes worries she's one of them. >> it's one thing to not have your child care provider not get paid and it's a completely

unacceptable thing to have your safety compromised. >> members of congress spoke with carmen dikes and they're reviewing the security breach. the chairman of the house oversight committee says the people who got their hands on the family's private information include at least one with an active criminal problem. >> one of the individuals had an outstanding warrant pending against them. >> the gsa says it's critically important to improve the operations of the army fee assistance program and the agency confirmed 82 of the 9,000 participating family his information exposed viewed by n unauthorized people. and the gsa says it is a precaution. >> got to hope they're not going to actually need it. that is a lot of information. >> you take it and hope you don't need it. >> thanks, scott. >> if you want to watch the i-team story that kicked off this investigation. visit our nbc washington app and
