"news 4 today" begins with breaking news. >> we are following breaking news right now. violence in the district this morning. two men were shot on ft. stevens drive in northwest in the 1300 block. this is the scene from overnight. the shooting happened just after midnight. police say the victims' gunshot wounds are in the life threatening. we do not know the circumstances surrounding the shooting just yet. we're working to find out more

place southeast. police tell us the men were conscious and breathing when they were transported to the hospital. right now there are no suspects. two men also shot on eaton place in the berry farms neighborhood last night. one man died. the other is in the hospital. police have noti shootings are we'll learn more about the mayor's plan to speed up ambulance response times in the district. they want to use private ambulance companies to help carry the load. they plan to try it out for a year. they will respond to calls for low priority and nonemergency incidents. news 4 plans to go to morning's announcement. good time to have our nbc washington app or watch midday for that update. this crowded scene near the friendship heights metro is clear this morning but commuter concerns may not be. reports of an arking insulator brought floods of fire trucks to wisconsin avenue. no one was hurt, but metro

single track the red line until last knight. changes now on metro because of a similar problem at a different station just last week. orange and silver line trains will cruise past the stadium armory station because of a nearby transformer fire. molette green is there and will show us live how it is going coming up in ten minutes. first, more on what to expect. metro says for as long as six months it has to keep the number of trains passing through low. blue line trains will be the only ones to stop here during peak times and also have to go slower than normal so they don't max out the power sources. there was another option that it takes time. >> the mother two of children, i would be furious to be told my children have to get up earlier to get a bus to get to school because the line is screwed up. >> shuttle buses will take anyone who usually uses the

orange line to get to the stop. a judge could decide today to push back the trials of six police officers charged in the freddie gray case. defense attorneys say they need more time because they have new evidence from prosecutors. the trial for william porter is supposed to start in with weeks. judge berry decided the officers will be tried separately. also today, we expect a former state department official who already admitted to a list of crimes in d.c. to face accusations he solicited sex from a minor in virginia. news 4 was outside the court in july when daniel rosen pleaded guilty to 11 count s of stalkin in the district. detectives found the footage on his phone as they investigated him for soliciting sex from a minor in fairfax county. his sentencing for the d.c. charges should happen next month. the fate of a prisoner on death row in virginia is now in the hands of the u.s. supreme court. governor terry mcauliffe denied

the growing number of minors getting their hands on cigarettes in our area. today, the montgomery county council could stiffen the fine for stores that sell smokes to minors. right now the fine is 500 bucks for the first offense. 750 for a second. a vote today could increase the fine to $1,000 for the very first offense. that's the highest fine allowed

welcome back. it is 5:16. your metro ride could be slow for the next six months. >> transformer fire at the stadium armory station the day before pope francis arrived, a lot more damage than first thought. >> news 4's molette green is track the changes and slowdowns along three metro lines. what is going on? >> reporter: good morning. the system just opened a short while ago and i talked to some of the first passengers headed inside. they're keeping their fingers crossed that at least at this early hour things will go well. but you do need to plan ahead if you use the orange, silver or blue lines. during rush hour, you need to know that the orange and silver line trains will bypass this

station. stadium armory. only blue line trains will serve stadium armory. there will be fewer trains on the orange and silver lines. so you need to expect sluggish traffic even with more eight car trains added to all three of these lines. when leaving this particular station, you will notice that the trains will move out at a slower accelerated pace. that's because of the limited power they're able to use at the station because of that fire that basically ruined the electrical system here. and back live, you see the stadium armory sign there, a placard below announcing the metro shuttles. metro is offering free shuttles if you travel east of the station between minnesota avenue and new carrollton during the rush hour. free shuttles for you. all of this is metro's plan to try to ease congestion and draw

as limited power as they can because they just simply don't have it at this station because of that fire last week. that is the latest live from outside the stadium armory station. i'm molette green, news 4. this morning, the fairfax county police department is defending the officer in this video. the officer used a taser on a man after he reportedly resisted arrest. the suspect's brother says the use of force was unnecessary. police say elton cansler walk into the sun trust bank and stole a worker's sunglasses. they called police. when the officers confronted cansler, he started to reach into his pocket. police say he was carrying a six inch knife. >> so it is a utility knife, that folds out. >> that's what was -- >> that could be a deadly weapon if he was to get it. >> the tape clearly shows he never reached for it.

so where was the threat? there was no imminent threat to the officer for him to use that type of force on my brother. >> marco crosby said his brother has cerebral palsy and was shaken by the incident. the family hired a lawyer. happening today, virginia's attorney general marking her will introduce what he calls 21st century policing. he'll make three appearances to announce the new initiatives starting in arlington and then head to richmond and norfolk. several high profile stories on police tactics have officers under heavy scrutiny. this morning, firefighters in prince george's county will say good-bye to their former deputy fire chief. cardinal blue was the first african-american woman to serve in that role. she served prince george's county for 20 years as a firefighter. blue died in a car crash nearly two weeks ago, the cause of which still being investigated. she was 48. this morning her funeral will be at the mount ennone baptist church, viewing at 10:00 with the service at 11:00. blue will be laid to rest at the

chelten ham veterans cemetery in prince george's county. president obama meets with cuban president raul castro in new york today, the second time they met since both countries restored relations. the two leaders are expected to talk about the economy. president castro has said the u.s. economic embargo is still a major obstacle for cuba's development. the nationals in atlanta today for the final road trip of the year. however, you won't see closer jonathan papelbon pitch. he's suspended for the rest of the season after what you see there. a dugout fight between him and bryce harper. nationals general manager mike rizzo says papelbon's behavior was not at all in line with how players should conduct themselves. one of our area's biggest baseball stars also weighing in. here is what cal ripken told michelle bash. >> so visible in the dugout, a whole lot more attention. being on many teams for all those years, tempers flare and people get over it. the nationals have handled it in

their way. i think it is something that will be gone in a day or two. >> he calls what happened unfortunate. papelbon is under contract for $11 million next year. i would want to believe everything cal ripken says. that was, to me, looked terrible the fact they did it in the dugout. >> the images say a lot. i was at the game yesterday. good news is they did win that game. last home game. 5:21. time for weather and traffic on the 1s. chuck bell has more on your forecast. hey, chuck. >> good morning, eun and david. a cloudy and mild start outside this morning. still feels like we're in summer and believe it or not, tropical storm season continues. a brand-new tropical storm off the coast of the florida there, way out to sea. no immediate threat to land, but this is tropical storm joaquin. and the forecast track from the national hurricane center has the storm not moving a whole lot between now and early friday

morning. it is only tuesday. so this is the forecast track over the next three and a half days. not really going to move too much. it is after that that it gets more interesting for us. the official forecast from the hurricane center never really has the storm making a direct landfall, though it certainly could along the outer banks or tide water, virginia, as we get to late saturday or into early sunday. the timing on this is going to be very tricky because that storm sits so still for most of the next couple of days. we'll be watching that very carefully. long ahead of that, it is going to be cloudy and wet around here for several days before that storm even becomes a factor. already cloudy skies and rain across southwestern virginia. those are the rain drops which will impact the ride home more than the ride in today. current temperatures are mild in the upper 60s and low 70s. so a little wet roads and reduced visibility this morning. a yellow light this morning. yellow light for chances for rain around lunch time and by later this afternoon, into this

evening, rain could get heavy at times. that could slow things down. here is future weather. by early this morning, most of the rain still in the central parts of the shenandoah valley. by 11:00 this morning, moderate rain from lori, winchester. showers around metro. after 3:00, 4:00, here comes the batch of moderate rain. 4:00 p.m., moderate rain from washington, westbound along interstate 66. here comes a batch of what could be heavy rain by 5:00 near charlottesville. that will be rolling through here between 8:00 tonight and midnight, 1:00 or 2:00 tomorrow morning. that is the timing for what could be some very heavy rain. in ten minutes, i'll show you who has chance to get the most rain. here is the seven-day forecast for now. 80% chance you need the umbrella for today. take it with you. showery and breezy weather, especially tomorrow morning, break late tomorrow, early thursday. then we'll watch joaquin as we get toward the saturday, sunday time frame. could bring quite a bit in the way of rainfall back our way over the weekend.

thousands lost power overnight. you can see the storm took down power wires and signs, canceled classes today. local news stations also said that ports are closed. you see a boeing 757 here had just left on a seven hour flight to ireland when the pilot discovered hydraulic failure. problems with the landing gear. the plane turned around. caught fire on the way back in. the passengers were taken back to the terminal and crews put out the fire. really tragic story has many folks wondering how safe their children are in any hospital's care. a child died after someone gave him the medication. idaho health officials say they're trying to determine whether friday's incident was a systems failure or human error. they say neither the doctor or st. luke's magic valley hospital are in jeopardy of using their licenses. one family with attention to

detail, too late. our hearts go out to the family. we're profoundly sorry this occurred. we expressed it to them. we offered them assistance. >> state officials should have an explanation by next week. they say that tragic incidents like these are rare. it is the second one for this hospital in 15 years. this morning, more toddlers are being hurt by falling tvs. according to a new study, the number of severe neck and head injuries is on the rise. that's between kids 1 and 3 years old who are most at risk as they're more likely to climb on to furniture. safety experts say all tvs should be safely secured to a wall or base. seven more automakers could face recalls because of defective takata air bag inflaters. now the national highway traffic safety administration has sent

soon. 95 and 66 pretty good here overall. same thing when you're looking at prince george's county, back in ten minutes with travel times. thank you, melissa. lawmakers have until midnight tomorrow to avoid a government shutdown. they'll need to pass a new spending bill. that's easier said than done. tracie potts joins us live. good morning to you. what can we expect today? >> the senate is trying it push it through. some republicans are against it because it includes money for planned parenthood. but if they can get this over to the house by tomorrow morning, it looks like they may be able to avoid that midnight shutdown deadline. what this legislation would do essentially is kick the can down the road. they have until december 11th to come up with a budget for the upcoming fiscal year. meantime, republican leadership will soon be in flux on the house side. john boehner is annouing he's stepping down at the end of next month. that means they have got to get a new house speaker. today, a meeting of house republicans to talk about how

they move forrd. a fractured party with moderates and conservatives often at odds with each other. who will be the new leader and are they going to be able to bring that together. kevin mccarthy, the current house majority leader, seems like the leading favorite. and one of the big issues is that money for planned parenthood, also hearing from the leader of planned parenthood on the hill today. >> thank you. she continued to hit me on my face. after that, i lost can consciousness. >> translator helping lina uribe tells news 4 she considers the action in this video a clear case of excessive police force. she says she may sue the police department. it charged her with assaulting the officer who hit her outside a bar in prince george's county back in july. uribe's attorney say this grainy surveillance video shows the officer throwing her to the ground and hitting her head. now pictures show her face in the hours after the incident on

kennelworth avenue. uribe spent three days in the hospital. >> translator: when he twisted my arm to the back, he threw me down. >> the police department has a different story. it says uribe was throwing beer bottles at people inside the bar. police say she spit, punched, scratched the officer who hit her in the face. the cop was off duty, but in uniform working security at the bar when all this happened. he's on active duty this morning. 5:34. share your thoughts on what the relationship between police and the community is like. the aclu is hosting a forum to talk about effective community policing. it starts at 6:30 tonight at the metropolitan african methodist episcopal church on m street in northwest. that story you saw first on 4, a man facing charges for a series of shots fired at office buildings in northern virginia. matthew mccarney was arrested last friday. he's accused of shooting over the past couple of months in

both herndon and leesburg. in one case, police say the shots cost thousands of dollars in damages. no one was hurt. asking d.c. regulators to look at their rejection of a nearly $7 billion merger. the companies filed a motion to reconsider, arguing the merger would make electric and gas service more reliable and stabilize prices. those against the merger say it is going to do the opposite and harm the environment. d.c. mayor muriel bowser says the companies are working on a settlement that would address regulators' concerns. this morning, we're learning new information about the kind of latex that spilled into the potomac river in allegheny county. the company that creates the chemical compound says this kind of latex will not affect folks who are allergic to the natural form of the rubber. the maryland department of the environment says the spill does not pose a health concern. here is something we know you might like to hear. you could be eligible for a refund. the supreme court ruling found maryland essentially double taxed people to pay income taxes

in another state between 2011 and 2014. maryland governor larry hogan says around 55,000 people may be eligible to get the county portion of the income tax back. chuck the nbc washington app to see if you're one of them. a $100 million project breathing new life into a community in southeast. the old sheraton terrace community now called sheraton station, near the anacostia metro station. the new development has more than 300 new apartments and town homes. most are rentals, but about 80 are set aside for affordable home ownership programs. >> want to commit $100 million each and every year to closing gaps. and that's in affordable housing projects all over the city. not just some ward 8, but affordable housing in every ward. >> all of the units are available for families who make up to $64,000 a george's county

are going to get free fruits and vegetables this year. they will receive a fresh fruit or vegetable every day. that's because the county just received a $900,000 grant to provide that free food. the grant is part of the u.s. department of agriculture's fresh fruit and vegetable program. we're putting the full list of the schools involved on the nbc washington app. a special effort starts today to keep you safe on the roads in maryland. a street smart campaign as days get shorter and daylight savings is nearing an end. they're urging drivers to watch out for pedestrians and cyclists while on the road. they say cars hit more than 2700 pedestrians and kill more than 100 in maryland each year. in fairfax county, enjoy a transportation birthday gift. the can far fax connector 30 years old. to honor the anniversary, they're offering connector rides today free of charge. storm team 4 radar shows some of the rain headed our way. but we'll recess, rained out.

11 days. that's how long virginia has left to issue driver's license that meet new federal security guidelines. the extension runs out on october 10th. congress passed the real i.d. act in 2005. it created a set of standard security checks for licenses to make them harder for terrorists to get. i.d.s that do not comply could be rejected at airports starting next year. virginia is in the process of getting another extension. 5:41. time to get a check of your forecast this tuesday morning. tom kierein is at tidal basin with a drive to work forecast. looks pretty out there. >> it is with the storm team 4 by 4. we had had a few sprinkles come over in the last few minutes. pavement got a little damp. but mostly dry. we're right here at the tidal basin. the beautiful scene, the runners are getting ready here, some cars pulling up and people getting ready to take their morning run around the tidal basin. as we look at the storm team 4
