>> it did. it left us very, very drenched. let's give you a look. we found one woman walking through high water to safety in fairfax county. her car getting stuck on woodburn road in fairfax county. it came down in the district. our region has been abnormally dry for the last several weeks. this rain will help us make it up. he has more on who and what kind of rain we're going to see later today. >> the good news is we did pick up needed rainfall. the bad news, it came down fast and furious. there's still high and standing water. flood warnings until 8:00 in the morning for portions of central and northern loudoun county. weather headlines, a cloudy and wet start. watch out for the high water. there's a chance we may be dealing with more heavy rain from tropical storm potentially hurricane joaquin by the weekend. more in a couple minutes. here's the next batch of light rain coming out of central

virginia. that will impact the second part of the morning commute and leave us with off and on rain chances throughout the course of the day today. hometown forecast in occoquan, virginia, most part staying in the 70s all day long. a lot of puddle jumping. impact on the commute in ten minutes. back to the news. >> thank you, chuck. right now, maryland state police are looking for the tractor-trailer driver who we now know killed a marine last night and drove away from the scene. police tell us the truck hit 21-year-old william farrell on u.s. 15 northbound near auburn road in frederick. moments ago we learned farrell was a corporate in the u.s. marine corps in north carolina. he stopped to help a driver in the pouring rain last night when a tractor-trailer hit him. police are asking that you keep an eye out for the black tractor-trailer. it kept going north on 15.

they say it is designed to haul cars. you may notice a lot of damage to its front right side. right now officers in howard county, maryland, are worried about an 82-year-old woman. take a moment to look at the picture. this is mildred wright. the last time anyone saw her she was heading to her home in ellicka city. that was after visiting a patient in howard county. she triefs a four door gray lexus with maryland tags. today the man accused of abducting and killing two virginia students will be in court. jesse matthew heads back to court as we learn new details about his past. a judge unsealed a letter written by a former girlfriend. she said matthew was sexually abused and raped multiple times during his elementary years. a high school man will go on trial for a deadly hit and run on the bw park way. 73-year-old earl teeter hit and killed 38-year-old rick ward on super bowl sunday. ward was trying to fix his car

on the side of the road. this case also triggered an investigation as the anne arundel county fire department -- or at the fire department a dispatcher was fired after she told his daughter to stop whining. a death row inmate in georgia was executed hours ago. kelly gissendaner died at 12:121 a.m. a late appeal was denied by the u.s. supreme koufrmt she was convicted of plotting to kill her husband back in 1997. she was georgia's only female death row inmate. the man who actually did the killing is serving life in prison right now. this morning we are learning about a violent threat against police officer in anne arundel county. the words someone killing aac cops coming soon were spray painted on three walls at the

shopping center. this read, quote, kill cops. the county police chief says these kinds of threats will not be tolerated. if you have any information, call police. it is going to be a busy day on capitol hill. congress has hours to avoid a shutdown. at midnight the u.s. government will no longer have the legal authority to spend money. there is a spending bill currently in the works. now if it's passed today it would only postpone the possibility of a government shutdown.vtñ coming up nbc's tracie potts will explain how lawmakers plan to get this bill passed before that deadline. today is your last chance to visit the crime and punishment museum at gallery place. the museum is in northwest and it's closing today after seven years. the people in charge say they were asked to leave their building. they didn't have a choice. the museum will continue to offer some programs like the assassinations in the capitol walking tour and traveling educational programs.

we are following breaking news montgomery county this morning where a man is dead after a very bad car accident and fire in darnesup to. take a look at this picture. you see all the flames there. just got off the phone with molette green who is there. all of the flames there, she told me that a car was going eastbound on darnestown road, hit a tree, flipped and burst into flames. again, one man is dead. that area is going to be closed throughout the morning. we're talking between whites ferry road and black rock road in darnestown road shut down in

both directions. we'll keep you updated. i'm trying to wake people up and i'm trying to honor the folks who have been murdered. >> lloyd wolf said he is doing something to express his sadness and frustration. we are tracking a rise in violence in d.c. so far this year police have opened 120 homicide cases. that is a 50% increase from last year and wolf wants to illustrate that. the documentary photographer runs be a blog he calls d.c. shrine. he said everyone who died is someone's son, daughter, mother or father regardless of the choices they may have made. wolf thinks it's important people consider this a regional issue. >> we are all in the same-) community and i think siloing it that we live here and you live there doesn't work. even at a practical level. you don't pay attention to the troubles downtown it fwleeds your own neighborhood.

>> if wolf cannot find a memorial to take a picture of, he puts the victim's picture on his blog to make sure they are not forgotten. in a few hours a man accused of killing his wife's new husband will enter a plea. they say that he broke into the home of denise and cory madison earlier this year and shot cory to death. the madisons had been married three months when this happened. 5:18. we all know parking in d.c. can be really tough and parking where you shouldn't can cost you big time. now the d.c. council says it is considering an exception for firefighters and first responders. it's so hard to find a good spot near the downtown station at 13th and k street some firefighters put signs in their windshields pleading for a break. council members say they are planning a public hearing on whether to allow a few stations special permits for parking. the calcium supplements you may take may not be doing much good especially if you are older than 50. in this news for your health

update researchers in new zealand found by that age any effort to increase calcium will have small effect to bone mineral density. and a new study reveals vitamin d supplements can help build muscle in women even after menopause. vitamin d deficiency is a common problem among older woman. a group who received vitamin d for nine months increased their muscle strength by 25%. the placebo group lost 7% of muscle mass. wow. one thing you can't get from food, vitamin d, you have to get it to the sunday. let's check the forecast now. i don't think we're going to get any sun today. >> no. you know what? look being at the forecast into the weekend, it looks like that's going to be the case all week. we're in for a gloomy stretch, chuck? >> that's right. very gloomy, indeed. remember all those weeks of nothing but sunshine? we're going to pay for that over

the next couple of days as sunshine will be all but impossible to find and rain chances not only did we get that with rain last night, more shower chances today and the chances for much heavy rain coming up as we finish the week and go into the weekend. still dealing with high water so be really careful out and about. percyville to leesburg, down towards culpepper. watch out for high water this morning. that, again, is all part of this great on shore fetch of moisture. high pressure is going to start teaming up. as we get towards the weekend. this area of low pressure likely to be hurricane joaquin. that's going to continue to push all the moisture in. as a result, we have more rain in the forecast. coastal flooding, beach erosion. it will be windy. we could get three to six additional inches of rain between now and the end of the weekend. there's the very latest plotting positions for tropical storm joaquin for now. expected to become a hurricane later today.

as we get towards the weekend what will be a slow moving storm will accelerate as it comes up the east coast. this as we get towards sunday night somewhere off the east coast of the eastern shore. so we are going to have to watch this real careful as that trajectory may carry it onto the jersey coast line. similar track, not similar intensit intensity. of immediate concern is today's rainfall. more rain coming our way over the coming hours. temperatures are mild. we're in the 70s now. we'll stay in the 70s all day today. take your umbrella. you'll need it today for occasional light showers. more rain possible for tomorrow. friday, saturday, sunday on into the weekend, we may be dealing with heavy rain and wind thursday, friday, into saturday and joaquin saturday into sunday. so a whole lot of rain in our future. we'll break down today's rain chances hour by hour. for now, first 4 traffic is continuing in breaking news mode. breaking news montgomery county, we're talking about

darnestown road. we'll be shut down for much of the morning commute between black rock road and whites ferry road. alternate is clopper road. inner loop at 355 wisconsin avenue has just the left lane getting by. that is an earlier crash there involving a tractor-trailer that was sort of flipped around the wrong way. now we have that left lane getting by. things looking a little bit better. also have a crash in the same area on the outer loop of the beltway and in falls church this morning. blaire road shut down between columbia pike and malibu circle. also delays on marks, brunswick you are 20 minutes behind. weather and traffic on the 1s. see you then. 5:22. authorities in louisiana are searching for a convicted killer on the loose. he didn't escape, correctional officers mistakenly released him. the inmate completed his time on three felony convictions but he should have never been released

because he still has a sentence to serve in a separate manslaughter case. the father of a washington state teenager who carried out a school shooting has been convicted on firearms charges. a federal jury said raymond fryberg illegally owned the handgun used in the catch tear yeah shooting. he had a domestic violence protection order that made it illegal for him to own the weapon. last october jaylen fryberg shot his cousin and three other teenagers and he turned the gun on himself. a man could spend life in prison for killing adrian patterson's 2-year-old son. he assaulted peterson's son ty rece two years ago. patterson's lawyer said he choked on a fruit snack. a federal court agreed to hear an appeal on the deflategate case.

here's the wild part. it could happen during the super bowl. a judge overturned a four-game suspension against patriots quarterback earlier this month. the nfl and the players association both asked for a hearing which is now scheduled for february 1st of next year. fugitive u.s. intelligence contractor edward snowden joined twitter yesterday. within hours he attracted more than 625,000 followers just like that. this morning he has over 900,000. in his profile he used to work for the government, now i work for the public, that's what it says. so far mr. snowden who is wanted in the u.s. for leaking information follows only one account, the nsa. here in the newsroom we are watching recovery from the typhoon in china. typhoon brought flooding and landslides to the eastern part of the country. so bad people became trapped because all of the rising water.

instead of taking 28. maryland, 355 wisconsin avenue the inner loop is where we had the earlier problem looks better than it did with the left lane getting by. had a tractor-trailer crash there. that looks like it's partially cleared out of the way. outer loop at 355 wisconsin avenue, same area, we do also have a crash on the outer loop. the beltway is looking pretty good. we're driving on route 7 headed into leesburg. road might look a little slick from last night but overall looking okay. i know they're looking for perhaps some standing water e perhaps some flooding. we have seen it here and there this morning. eun? time is ticking for the government shutdown. the senate and house are expected to%fie vote today on temporary spending bill. this is a temporary fix on the budget problem. nbc's tracie potts is live on capitol hill. are the two sides going to reach across the aisle to come up with

a long-term solution her? >> i don't know about long term but short term people are pretty much rest assured they'll go to work in the morning and get a paycheck. it's all starting in a few hours, 10:00 a.m., senate vote followed by a house vote. now senator mitch mcconnell on the senate side said, yes, he wants to do a long-term deal, two-year deal so they don't have to go through this for the next couple of years. not sure if that's going to happen especially with the leadership changes going on on the republican side in the house, john boehner stepping down, republicans wondering how much of this negotiation they can get done before he steps down. bottom line, the vote that's happening today is temporary. it will extend the budget that we currently have through december 11th. in a few months they'll be doing it all over. eun. >> tracie potts live on capitol hill. thank you, tracie. there's an eighth indictment in the long-running investigation into the shadow

campaign that helped elect vincent gray as mayor of the district in 2010. a federal grand jury indicted d.c. businessman reuben charles on two counts of failing to file his federal income taxes. he's seen here shortly after gray's election. charles was a major fund-raiser for the campaign and at one point was in line to be fwra's chief of staff. gray has not been charged an has denied any wrongdoing. penalties for drunk drivers involved in deadly crashes will go up. .08 or higher will have suspended licenses for six months for the first offense, a year for the second. if the driver's bac is .15 or above the new penalties will be one year on the first offense. a driver will lose their license completely if it is a second offense. d.c.'s inspector general says the effort to help prisoners to re-enter society is all but ineffective.

it doesn't have fundamental tools to cary out the mission. the report found the office lacked, in its words, a strategic plan and it has not worked well with other district agencies. we'll let you know whether mayor browser decides to respond to the audit. there is new money this morning to study the cost and benefits of the paid family leave program montgomery county. paid family leave allows employees to take paid time off to tend to a relative with medical needs, whether that family member is a newborn child, a sick parent order a hurt spouse. the u.s. department of labor's women's bureau approved the more than $63,000 grant yesterday. today you can be part of a ceremony to mark the start of national fallen firefighters memorial weekend. congressional leaders plan to recognize 87 firefighters by presenting american flags from here, the u.s. capitol to the national fallen firefighters foundation. the public is invited to a ceremony that will happen at the upper senate park at 2:00 in the

you if you recognize this man. take a look. he's accused of robbing a bank just before monday in the district. it happened in the city bank on connecticut avenue near chevy chase circle. he passed the teller a note demanding money and walked out. he is considered armed and dangerous. a teacher from fairfax county is now back home after a very serious car crash. kelly anessa can also walk again. she was driving her son carson to get ice cream when a car slammed into the back of their car in june. she was in a coma for four weeks before she woke up. she talked with news 4's chris gordon about being home. >> what is your goal? >> to be happy. to be independent. >> okay. now we have to step up. can you step up when the wheelchair? >> she said her family has played a big role in her recovery. carson, her son, who was also in that accident is still in the hospital in rehab for a broken leg right now. today d.c.'s public school

chancellor kaya henderson will give the state of the schools address at 7:00 p.m. jim vance will sit down with her. walgreens is providing free health tests today. the test measures a number of things ranging from cholesterol to body composition. regularly the tests could cost you over $100. you can sign up at the greater washington urban league at 14th street in northwest. testing is from 10:00 this morning to 4:00 p.m. officials in prince gorges county hope that fixing the roads will atract more business. $33 million will be put into the route 1 revitalization project. this is in college park. more than 40 million on repaving roads across the county. there will also be improvements on branch avenue into southern prince gorges county. we are also learning this morning your next uber ride in the county could carry an added surcharge. 25 cents a ride.

"news 4 today" begins with breaking news. we have breaking news right now. at least one person died overnight in a car crash. roads are closed in the area of darnestown road montgomery county. and this is in darnestown, maryland. news 4's molette green has just arrived on the scene. molette, what are you learning this morning? >> reporter: angie, we want to show you this horrific scene where a man lost his life hours ago shortly after 3:00 a.m. the car is still there flipped on its side flipped in the road.

accident reconstruction working to piece this altogether to determine what happened, how this all took place. an adult male we've learned is the only one who was in this car. single car crash. this is a ford explorer. it lost control going east on darnestown, hitting a tree, flipping over and catching fire as it landed on its side on the side of the road. now investigators are going to be here for quite some time. the body, we understand, is still here on the scene on darnestown road. we are working the scene throughout the morning. they just put up a tent because it's now starting to rain as they continue to work this investigation to look into several factors, whether speed, of course the weather was bad overnight, whether there was a deer. they just don't know at this point how all of this happened, but we'll stay here live on the scene. of course, area roads are
