accident reconstruction working to piece this altogether to determine what happened, how this all took place. an adult male we've learned is the only one who was in this car. single car crash. this is a ford explorer. it lost control going east on darnestown, hitting a tree, flipping over and catching fire as it landed on its side on the side of the road. now investigators are going to be here for quite some time. the body, we understand, is still here on the scene on darnestown road. we are working the scene throughout the morning. they just put up a tent because it's now starting to rain as they continue to work this investigation to look into several factors, whether speed, of course the weather was bad overnight, whether there was a deer. they just don't know at this point how all of this happened, but we'll stay here live on the scene. of course, area roads are

long today. temperatures mid to upper 70s. hometown forecast in occoquan, virginia, looking good today. new developments overnight in georgia where the state executed its first female death row inmate since 1945. kelly gissendaner died hours after the supreme court denied a last-minute appeal from her lawyers. gue gissendaner was convicted of plotting to kill her husband. the man accused of abducting and killing two college students in virginia will be in court for a pretrial hearing. jesse matthew heads back to court as we learn new details about his past. a judge unsealed a letter written by a former girlfriend. she said matthew was sexually abused and raped multiple times during his elementary years.

min wen goes before a judge in county just before noon. he broke into the house of denise and cory madison earlier this year and shot cory madison. they had been married three months had this happened. we are learning about a violent threat against police officers in anne arundel county this morning. the words killing aac cops coming soon were found in the brooklyn park neighborhood. officers also found more graffiti on ham monds lane. it read kill cops. the county police chief said these type of threats will not be tolerated. right now maryland state police are looking for the tractor-trailer driver who we now know killed a marine last night and then drove away from the scene. 30 minutes ago we learned the man who died was 21-year-old william farrell. police say he was a corporate in the u.s. marine corps from north

carolina. he stopped to help a driver who was having car trouble near auburn road. the tractor-trailer driver ran into him around 11:00. they are asking that you keep an eye out for the black tractor-trailer. he kept going north on 15 after the crash. it's designed to haul cars. you may notice it has a lot of damage to the front right side. 6:05 now. developing this morning, some students in prince gorges county public schools may not be allowed inside their classrooms today. more than 3,000 students have not had their immunization shots a month into school. a school spokesperson told news 4 any student who did not have their shots by today's deadline will have to leave school until they are in compliance. d.c.'s mayor wants to try to use private ambulances to respond to your 911 calls. under this plan d.c. fire and e.m.s. would be the first responders on all 911 calls but private ambulances would

breaking news montgomery county right now. crash investigators are on the scene in darnestown on darnestown road where a man died in a crash. the driver lost control of his suv, hit a tree, flipped over and the suv landed on its side. that's what you can see right here in our live picture. then the truck burst into flames. crews telling us it is too early to determine what may have led up to this crash. i'm trying to wake people up and i'm trying to honor the folks who have been murdered. >> lloyd wolf says he is doing something to express his sadness, his frustration with the growing homicide rate in the district. we're tracking a rise in violence in d.c. so far this year police have opened 120 homicide cases. that's a 50% increase from last

year and wolf wants to illustrate that. the documentary photographer runs a blog he calls d.c. shrines. he said everyone who died is someone's son, daughter, mother or father regardless of the choices they may have made. wolf thinks it's important people consider this a regional issue. >> we are all in the same community and i think siloing it that we live here, you live there doesn't work. even to a practical level if you don't payattention to the troubles downtown, it bleeds into your own neighborhood. >> if wolf can't find a makeshift memorial to take pictures of he puts the victim's picture on his blog to make sure they will not be forgotten. it will be another two months before the first of six baltimore officers goes on trial. the man in the upper left on your screen right there, his trial was supposed to start in a couple of weeks. the delay means the remaining officers won't have their trial until next year.

penalties for drunk drivers involved in deadly crashes in maryland will go up starting tomorrow. dui offenders whose blood alcohol levels of .08 or higher will have suspended licenses for six months for the first offense, a year for the second. the driver's bac is .15 or above the new penalty will be one year on the first offense. a driver will lose their license completely if it is his second offense. today the first flight to cuba will leave from bwi marshall. bwi marshall is the only airport in our area that is authorized to send charter flights to cuba. the flights will operate twice a week, on wednesdays and saturdays. it could be a hint of things to come perhaps. vice president joe biden was the subject of a funny moment at the u.n. general assembly. >> yeah. check this out. biden was chairing the summit panel when denmark's foreign minister had a little slip of the tongue.

a lot of rain overnight and there is more rain coming for today, tomorrow, on into the weekend. this weekend's rains could really be packing quite a punch. overnight last night anywhere from an inch and a half to as much as four inches of rain near stanton and harrisonburg. a lot of high water and flash flood and flood warnings are for central loudoun county and culpepper as well. a lot of humidity. the moist on shore flow is going to continue for the next couple of days. high pressure will drive cooler air in. the end of the week will be not only rainy but unlike yesterday it will be rainy and cold. as we head into the weekend, hurricane joaquin likely to be coming up the east coast. widespread concerns for coastal flooding an beach erosion. even here in the metro area. our winds can be near 35 miles per hour this weekend. we could get an additional three to six inches of rain on top of what we had last night. the hurricane center does estimate that it should become

the detroit bureau.com says changes to american cars will be more complicated and take more time. fiat chrysler is facing more questions from regulators. the company is accused of not reporting injuries and deaths in its cars and that is against the law. fiat chrysler could be on a long list for underreporting. it was fined for violating laws in 23 different recall cases. it could have ended in disaster. the wing of an american eagle flight scrapes the runway as it was landing in texas. this happened yesterday. a novice photographer snapped this photo as the plane hit the tarmac. no word on what caused the plane to tilt like that. we do know no one was hurt. thank goodness. what a scary scene for sure. so an adorable moment now from the national zoo's panda cub bei bei. you know how much i love this.

laundry pods and there's a second man who's wanted for doing the same thing at a safeway in rockville. montgomery county police say the men pulled knives when someone tried to stop them. police are offering a $10,000 reward for any tips that lead to an arrest in this case. right now officers in howard county, maryland, are worried about an 82-year-old woman. take a moment and look at this picture. this is mildred wright. police say the last time anyone saw her she was heading to her home in elekin city last night after visiting a patient in howard county general hospital. police say she was wearing a flower printed shirt, black pants, black glasses on as well. she drives a four-door gray lexus with maryland tags. right now the east coast is getting ready for another possible superstorm. tropical storm joaquin could be upgraded to a hurricane any moment now. storm team 4 chuck bell is watching it all. chuck, how could it affect us? >> thanks, eun.

a lot of rain potentially as we get into the weekend. rain last night. rain as we get into thursday, friday, saturday. joaquin may be impactsing us by saturday, sunday, monday. here's the latest plotting positions from the national hurricane center. storm is about 400 miles east of miami now. still just a tropical storm. the hurricane center does think this will become a hurricane within the next 24 hours. where it goes after that is the million dollar question. by saturday should be strengthening to a category 2 storm but staying away from the coast of florida. beyond that as we get into the sunday/monday time frame we may have a category 1 hurricane off the outer banks or potentially off the eastern shore of maryland. that will have a huge impact on the second half of our weekend into next week. flooding concerns will continue to get higher and higher with all of this moisture coming our way. thank you, chuck. we are expecting a new transportation plan for route 7 in northern virginia this week. the road connects commuters all the way from leesburg to

alexandria. a long time ago it was a buffalo trail. now the road is overloaded with cars. transit leaders say they're considering several options to ease the traffic including dedicated bus lanes, street car and light rail line. they say the new plan could take 9,000 people off the road. breaking news on the road. two major problems right now, one bottom of the beltway at van dorn street. very slow there. and another problem montgomery county. a slows sure on a major roadway. details coming up. also ahead, paying more to catch a ride with uber. which local county is proposing a surcharge. plus, a number of children in prince gorges's county could be told to go home when they be told to go home when they show up i was at my shop tied up with a customer when i realized the time.

now. an suv crashed and caught fire earlier this morning. we're learning the driver did not make it out alive. this happened on darnestown road. drivers have been dealing with closures in that area for hours and it could be a lot longer. news 4's molette green is learning new information. molette, what just arrived at the scene? >> reporter: investigators are making some progress here at the scene. we can tell you the victim is still inside the car. montgomery county police told me just a few minutes ago that they may have to right the suv. let me get out of the way, to be able to remove the body. a tow truck just arrived here minutes ago. we are expecting a fire truck perhaps to get here. firefighters to help right the vehicle so that they can remove the body. we've been watching a meticulous effort to reconstruct this accident scene. we know the man inside died shortly after 3:00 a.m. his ford explorer, the only car involved in this crash apparently lost control going east on darnestown road towards town. it hit a tree, flipped over,

high school in northwest. breaking news on the roads right now. a couple of different problems to contend with. beltway at van dorn street stay right if you're at inner loop or outer loop here this morning. we have a crash there in the middle of the roadway causing some problems. right now this is the problem here in darnestown where molette green has been live. shut down between black rock and whites ferry. alternate clopper road. southbound burke lake road at braddock. take a look at the beltway. slow here around 50 and over the top around georgia avenue. southbound 270 slow as you're coming out of frederick. it opens up once you hit clarksburg. 66 in bound looks good. 95 northbound looking good rolling along. prince gorges county. indian head highway. a little slow as you're approaching the beltway. bw parkway, this volume has
