turn next? changing plans and dozens of local events threatened by possible flash flooding. even the redskins watching the weekend forecast. >> that breaking news in capitol heights, maryland, police tell us two men were killed in a shooti ining on central avenue the central gardens apartment just before 8:00 this evening. this does not appear to be a random shooting and police are still working to figure out a motive. now to a live look at the radar in our calm before the storm. don't get used to it. it will only last another 24 hours. friday, saturday, whether joakim comes our way or not, it is safe to say we are going to get so soaked. let's start out in storm center 4. wendy and doug. >> at 11:00, that's when the latest information comes in about whether this storm will go, whether joakim comes up here or not we have a nor'easter

coming our way. >> a potential one-two punch, even if punch two doesn't come, punch number one is strong bp we have the nor'easter coming and notice it's already starting to form back towards the west a little bit. tomorrow, not too bad. eventu eventually, all this moisture will come back in across our region as the nor'easter developing from an area of high pressure to the north giving us this strong northeasterly flow and during the next few days we will be seeing a lot more flo flooding something we do not want to see. and heavy rain from the nor'easter and flooding likely. and the latest on joakim, now a category 3 hurricane with winds of 115 miles an hour, now exp t expected to be a category 4 storm going to 140 miles an hour before it tries to make its way our way. the latest track is in and i'll

loudon coulo loudoun county and hamilton stream caused a bridge to collapse. emergency responders are urging people to plan ahead this weekend. >> be aware what's going on. understand the weather coming in, understand what your schedule is and how the weather might impact that schedule. >> reporter: tonight, there's no word when hamilton station road will be repaired. there are things you can do right now to start preparing for flo flooding. a big one, make sure debris and leaves are cleared from your gutter and down spouts and make sure you have a full tank of gas in your car. i'm starting to sound like my father and know how to get in touch with family and friends during an emergency. one thing you can do is download the washington app and access storm team 4 and get the developing forecasts. virginia's first execution in three years is on hold tonight and it's still unclear if it will happen as scheduled

tomorrow, convicted serial killer set to receive an injection tomorrow night but a restraining order blocking it over the drugs to be used in that injection. it was canceled tonight and the case was transferred from alexandra to richmond and the hold still in place. and the inmate set to be executed tonight has been given 37 more dice live. they delayed the stay after they received the wrong lethal drugs. they're not sure what caused this mix-up. oklahoma was criticized in 2014 for a botched execution that called into question the use of certain drugs in executi executions. >> the guy was coming from behind the bushes and i couldn't see. i'll of a sudden see a girl get up and point the left.

>> that's when they jumped into action and they may have saved a woman from being abducted and sexually assaulted. this happened in arlington the latest in a series of similar crimes, more on that courageous move by that neighbor. jackie. >> reporter: i talked to one of the men who rushed to help and described a frightening chain of events. >> i was watching tv last night. around 10:00 or a little afterwards heard a scream and shrill i've never heard before in my life and hope i never hear again. >> reporter: arling res sent ali sorbi described realizing something very bad was going on outside his room last night. >> i heard something going on and interest was behind the b h bushes and i couldn't see. all of a sudden i see a girl get up and look and point to the left. i see my other neighbor in the

front yard and he starts running after the person. >> reporter: police say the 23-year-old victim had just gotten off a bus around 10:30 last night, was walking along the 1200 block of quincy street along north washington high school. >> all of a sudden she was grabbed from behind and put in almost a headlock by an individual who pulled her into some shrubbery. >> reporter: it's this latest of a series of sexual assaults on arlington street including one that they threw a pillowcase over the victim's head. they don't believe it's connected to that. >> it's horrifying. we walked in the evening and had felt perfectly comfortable. >> reporter: last night's attack happened under the only non-working street lamp in this block. >> i believe everyone here is pretty good neighbors. >> reporter: the suspect is hispanic in his 20s or early 30s, about 5'6", 5'8", 130 to 160 pounds wearing a white

it doesn't take long to get a ticket if you're parked illeg illegally in the district. what you may not know is the people who write those tickets are supposed to be following the same rules and the only time they can park illegally if their work is urgent. we showed this video of an employee parking illegally to get food and cash from an atm, they said they would investigate and remind the enforcement officers about the rules. >> do you think parking ticket writers ought to follow the same

graded to 3, as we mentioned, strong surf pounding the beaches there. the islands are bracing for strong winds and heavy rains as joakim inches closer before turning north possibly thre threatening the east coast and u.s. you said that storm track will keep changing the next few days. >> it's still centered over us. the center is almost a worst case scenario for us. i don't think that's happening with the storm. we will talk about that in a second. we are seeing changes in the weather already. a cold front came through and we are seeing rather breezy conditions. 65 degrees, winds out of the north at 17 miles an hour. a rather breezy night and rather windy day tomorrow and we will see showers moving in during the morning hours. look at the radar, the same area of rain moving to the atlantic. more rain moving forced riley and norfolk and this will creep up across our area. by early tomorrow morning, you

may have to deal with that rain. take the umbrella with you if you're headed to work. tomorrow, no big deal, especially east of d.c., gaithersburg and fredericksburg and towards the beaches. maybe sun out west. high of 57 in martinsburg and 62 in d.c. tomorrow is the day to plan because we will get the nor'easter first. clear the gutters and downspouts and check your sump pump and move your valuables off the basement floor if you're prone to an area of flooding, make sure you take precautions tomorrow. by friday we have the nor'easter set up and high pressure and low pressure off the coast, these combining with the northeasterly winds coming in, that's all you need for a nor'easter and will bring major coastal flooding to all areas and beach erosion towards the beaches. i mentioned the coastal flooding pertaining to the potomac,

georgetown, alexandra and chesapeake and annapolis. winds to 40 miles an hour on the inland areas, 3-6 inches of rein and some could pick up more than that. that's the nor'easter. here's what we don't know, where is joaquin going? it is now a category 3 hurricane and current winds 150 miles an hour. it's still moving to the southwest at 6 miles an hour. it has not made that turn and will head into the bahamas, part of the bahamas and expected to make that turn as a category 4 storm, 120 miles an hour wind and will weaken, just off the coast of florida into our region as category 1 and tropical storm by the time it gets towards us. there's really two scenarios, one goes to north carolina, the other goes out to sea. i don't think this is in the realm of possibility coming
