anything. plus, protecting the home front. i'm barbara harrison. news midday starts now. a flash flood watch will go in effect tomorrow morning for all of the counties here in green, including the d.c. metro area, excluded from this watch, northern maryland, the panhandle of west virginia and western maryland. if you are in the flash flood watch, you can anticipate 3-6 inches of rain. the heaviest of rain will fall later in the day. 2-3 inches of rain in parts of northern virginia in a 12-hour time period could lead to flash flooding. this is the situation that storm team 4 will continue to monitor

closely. joaquin could impact. the bahamas bracing for hurricane joaquin. just got some new information saying it is not there yet. the people of the bahamas are bracing for up to 20 inches of rain. widespread flooding on the island and high winds. the storm surge could raise water levels by as much as 8 feet. hurricane warnings are in effect there. the central part of the island is now expecting the heaviest rain through tonight. stay here. in a few minutes, chris christie will be holding a news conference on the storm. prepping for a big impact. the national hurricane center will be issuing the latest track in a few minutes. we'll bring you that as soon as we get it. i'm megan mcgrath, live in old town alexandria. light, steady rain coming down. no flooding as of yet. that is certainly a concern.

we are expecting anywhere from 3-6 inches of rain. a state of emergency has been declared. folks around here are keeping a close eye on the weather forecast. >> a soggy start to the day and just beginning of what promises to be a wet weekend. >> we certainly need a lot of rain and over a lot of periods of days. i've worked down here when it has flooded. it is quite something. >> the region could see 3-6 inches of rain friday and saturday raising concerns about flooding. virginia has declared a state of emergency and in old town, alexandria, an area prone to flooding, the fire department is reminding people to take precautions. have a supply of food and water on hand along with any essential medication. many around hearsay they already know the drill. >> normally, there is a little flooding here but it doesn't amount to much.

this mid-day, we are checking on that murder case in alexandria. he has one last hearing before his trial. he faces charges in the killing of three alexandria residents over a ten-year span. today's hearing will likely revolve around his mental health vm the defense says he does not plan to plead guilty by reason of insanity. he wants to use his mental condition to explain writings that prove his guilt. his formal trial should start on monday. volkswagen is now facing a subpoena here in the u.s. maryland, virginia and the district are investigating the

false claims at vw along with two dozen states. the illinois attorney general has issued a subpoena to get more answers about what happened and who is responsible. don't be surprised if your next d.c. water bill is higher than usual. the utility is raising rates today. news 4's mark seaagraves first reported that they are adding' water system replacement fee to your bill. the money would go towards fixing aging pipes and cost as much as $10 more a month and they are raising rates for as much as $40 a month for newer homes with new sprinkler systems. there is a meeting today that could roll back the fees after a lot of complaints. >> in our

going to happen next in the deal to bring a soccer stadium to d.c. last night, the city filed for eminent domain on land at buzzard point. this he would take it from a developer there. city leaders originally agreed to swap land on u street and then they said they would buy it outright at a lower price than the developer wanted. so, this could turn into a legal battle. we'll keep you up to the minute on any development. >> drivers can go faster on one area highway. 65-70 miles an hour on interstate 68 in western maryland. governor larry hogan passed the law after the 2015 legislative session. they urged them to follow border states that have highway restrictions of 70 miles per hour speed limits. >> on news 4 midday, as you heard, wet weather is coming our day. an update the look for the potent

amelia segal joins us. >> a shooting in prince george's county that is not random. derrick ward joins us. what have you learned about the victims so far? >> reporter: the police have not released the names of the victims. they are pending the notification of next to kin. sources tell news 4 that at least one of those victims may have just been released from jail as early as hours before he was killed. now, it was about ten minutes before 8:00 when police were called to this apartment complex on central avenue in the 6800 block of central gardens for the report of gunfires. as many as five shots rang out when police got there, they found two men dead in the walkway of the building you see behind me at 6802 central avenue. they don't have any information about a suspect at this point. both men have been pronounced dead, were pronounced dead. police are not releasing their name or any information about the suspects. this case remains under

you are not alone. today is a deadline for retailers to begin accepting those new credit cards with the embedded security chips. it turns out most businesses aren't even ready. what's next? nbc's tom costello breaks down what you need to know. >> question one. why are the banks rolling out the new cards? >> it is part of a massive upgrade against credit card fraud that last year cost more than $8 billion in the u.s. on the face of each new credit card, a computer chip. each transaction generates a in you code that can't be replicated. it makes stealing your credit card information almost useless. question two, will i be required to use a pen code? >> while banks in europe and canada require pen codes with the cards. here in the u.s., you will simply sign like you have for years. many security experts say that is a mistake. the u.s. should also require pen codes. >> they are taking a half step towards the technology of chip and signature. the pen is a critical element.

it has been proven to reduce fraud in europe. >> what should i do if i haven't yet received a new chip card? 60% of americans haven't yet received their new cards. it should arrive by the end of the year. you can still use your existing credit card with the magnetic strip. you can always contact your bank about when the new card might arrive. question four. if my credit card details are stolen, who pays? if your card is compromised, the retailer is responsible. otherwise, the bank will bear the cost. many retailers haven't yet upgraded. question five? what should i expect at the check-out stand. you will insert your card for 10-20 seconds rather than slide it. that has many retailers concerned. >> the holiday shopping season is almost upon us. retailers are worried this is going to cause longer lines. it might, because these transactions may take a little bit longer to do. >> that was tom costello

the water. the emergency officials say 4 inches fell in about 3 hours. they said, one death happened after someone drove into the water. people were stranded in some spots because of the heavy flooding. there were multiple water rescues. now, the rain has stopped by the water, we understand, is still rising. as the storms approach, many first responders are getting a refreshing on what to do, from severe weather to earthquakes. we will continue our team coverage with mark seagraves for some very real life training. >> reporter: these are members of maryland task force 1, an urban search and rescue team made up from montgomery county fire and rescue. they are here on a training exercise working around the clock for five days. the scenario, is an earthquake

amelia? >> on storm team 4 radar, tracking some areas of rain. i can't stress enough. despite what hurricane joaquin does, we are going to have rain tomorrow and saturday that's unrelated. that's really the big weather make your in our area. here is the latest track of category 3. the national hurricane center moved the track a little further to the east. a little more offshore. that is great nooz for us. it would have more impact on us, new england, specially monday on into tuesday but right now, it is look can like it won't have too big of an impact on our area. a few showers and breezy conditions on sunday drawing out on monday. friday into saturday, though, unrelated. this is going to be the first storm system, a nor'easter that will bring rain laet ter in the day on friday. some heavy rain in spots friday night. that will lead to some areas of flash flooding on into saturday morning. that's why tomorrow and saturday are weather alert days ameal ka.
