just spoke with police right now. the ramp from g.w. parkway, they're shut down. they do not know how long this might last, so we're pushing this out on the washington app as well. taking a look at 270 as we fly down south, as you're heading out, it opens up. you're oklahoma northbound as well. you don't have to worry about that too much. 270 is going to take you 36 minute this morning. a big look at the beltway. lots of green around here. that's because of a lot of radar showing rain here this morning and still have these two existing crashes. back with travel times in ten minutes. >> see you then. thank you, melissa. here's the latest on this weather alert day. maryland and virginia declared states of emergency because of expected rain. check any weekend events you have because many are rescheduled or canceled. crews spent the last 24 hours to protect businesses in old town

alexandria. the threat of flooding is real this morning. the rain system could drop as much as 6 irns of rain over the next 24 to 36 hour. "news4's" megan mcgrath is live in d.c. where officials are taking precautions. megan? >> reporter: we're talking an awful lot of rain and certainly that raises the risk of flooding in the area. that's white this 17th street levee was built. i'm standing by one end of the wall here. what they're going to do is decide whether or not the federal flooding in the federal try age area is imminent. if they decide that, then bha they're going to start snapping in walls. little panel are going to fit in here and then those panels are going go all the way across 17th street. you'll no longer be able to use 17th street. that will be closed to traffic. the wall will go all the way across, and if there is flooding, this wall will stop that water from getting down into the low lying areas, all of the federal buildings right in

the section of d.c. they're waiting word whether they're going to give the go ahead and snap it in place. this was taken in georgetown early this morning. washington harbor. another spot that can flood when the rivers start to run high here. as a precaution, they have their flood wall already in place. it's going to stay in place until the threat is over to protect all of the businesses that are there. and the national parks services is also doing a number of things because of all the rain we're expecting here. first of all, they're going to be closing their turf fields. they don't want the grass ripped up. it will become a muddy mess. the turf fields are closed. also events have been canceled. if you're out and about and you're touring the sights in the rain, you may notice some of thes may not be turned off -- turned on, rather, until all of this bad weather has passed us. back to you in the studio. >> there are already signs of

damage. a tree in neforthwest d.c. came down yesterday. it hit a pole and crashed into the middle of the street. people are worried trees could be dropping into the streets, and, worse, on their homes. check your generators. "news4" is constantly updating their nbc washington app. check it by checking the temperature on the app home page. hurricane joaquin is dumping rain in the central bahamas. there's the impact of the category 4 storm. palm trees swaying in the winds. gusts up to 130 miles an hour. next, joaquin moves toward turkings and caicos. authorities there closed all airports, schools, and government offices. the cuban government sent out a tropical storm warning as well. >> take a look at the very latest track of joaquin. it's moving even farther east.

even farther way from our coast. as of the new update about an hour ago, you can see it starts to bend hundreds of miles off the shores of the carolinas. even with that new track, bans from the storms could damage areas along the coast. heavy-duty rescue vehicles are on standby ready to plow through water. officials say residents should be prepared to evacuate just in case. people evacuated ocracoke island yesterday. officials are more worried about more flooding. look for more information later on tonight. >> i'm just as shocked as everybody over what happened today. >> new developments in the terrible college shooting in

oregon as the suspected shooter's father talks. we're also getting our first pictures of the gunmen. these are photos of chris harper mercer that came into our news room in the last 20 minutes. officials say mercer shot nine students before deputies shot and killed him. man claims he is mercer's father talked to reporters. >> obviously it's been a devastating day, devastating for me and my family. shocked. shocked is all i can say. > . >> it was the first week of classes at the college. flags are flying at half-staff in oregon now. coming up in this half hour, we'll go live to umpqua where we can learn the names of the shooting victims this afternoon. jesse matthew will be sentenced today. he entered an alfred plea in the

hurricane joaquin is tracking farther away, but coastal states up and down the eastern seaboard all ready just in case. jay gray is along the banks. jay, how are conditions where you are? >> reporter: it's rainy and windy. joaquin is tracking to the east, but it's the water that can still come to the area. while not a direct hit, we could still see a lot of water. it's still a category 4, powerful winds at 130 miles an hour. it's away from here. good news. bad things for the bahamas. it's already wreaking havoc in the islands. really battering the central bahamas. the wind and rain causing havoc there. it's still taking a beating. while a concern here along the east coast is not that wind, it is that rain.

we've seen a lot of rain over the last several days in the carolinas. there's been minimal flooding. add to that what joaquin will throw in the mix and it's already too saturated. we're going to see four, maybe five inches of rain in some areas, areas that can't handle that right now. a lot of people making sure they have food, water, that they're prepared to go a few days without electricity, and making sure they don't have to get out into significant floodwaters. back to you. >> yeah grajay gray, thank you. officials in maryland say they're a little more worried about the northeaster. our te meteorologists say it may have more of an impact on maryland. there's a coastal flood warning until noon. they could extend it. they have not ordered any evacuations but the mayor says he's taking it seriously. >> look what happened with sandy. it may not be like that.

samantha sumter's car head on. he was in the car with jermaine jackson. they switched places after the accident. jackson is charged with dui. he may face other charges. charles severance refused to answer question and argued with the judge instead. he demanded the judge address what severance called excessive bail. when the judge said he was being held without bail, he said it was unconstitutional. he's being tried for the murders of ruthanne lodato, ronald kirby, and nancy dunning 1. 00 jurors will arrive for jury duty on monday. some parents say that they're ready to move. innocent buystanders, a mother and an american university student all died from shootings

can expect this weekend. chuck, what are you seeing? >> well, the good news is hurricane joaquin looks to be staying farther and farther away from the east coast. shiel you the track here in just a second. first things first, it will be a high impact weather day today and likely tonight into early tomorrow. heavy rain come ourlg way for your the second-of the day and an increasing threat with strong winds means power outages may be of real concern late tonight. get your andre spouts and gutters cleaning out. make sure your pumps are working and you have a working generator as well. if you have a basement with valuables, move them to higher ground. here it is in eastern carolina. that's the danger zone for us. that area of very heavy rain comes into our area. lots of rain across the outer banks an eastern carolina. that's the push of super heavy rain that will be arriving here starting mid to late afternoon going into the overnight hours. widespread amounts.

heaviest rain likely between 3:00 this afternoon and 3:00 in the morning tomorrow. floding, and, of course, with that much wind on saturated ground, power outages may be an issue. temperatures will stay in the chilly 50s with a strong northeasterly wind today. what to wear. you'll need a warm raincoat and galoshes. by 3:00, 4:00, there's that patch of heavy rain pushing toward the i-95 corridor. it's tapering off just a smidgen. then more rain in the shenandoah valley and that rain threat continues tomorrow morning. do not turn your back on this. if you see high water on the road, turn around, don't drown. we just can't say that enough. 50s today with the wind in the 60s. wind and rain heavy in the morning, staying breezy and showery as we get into the day by sunday. by then most things will be calming down. better weather as we get toward the early part of next week.

that is good news. the latest track on joaquin is ten minutes away. update on a traffic accident with melissa mollet. >> we still have a couple of problems. we've been telling you about this one. we have this center lane here blocked the morning. it's very slow as you're coming across the american legion bridge. two right lanes are blocked there. also the ramp from g.w. parkway. that ramp has reopened. that's good, of course, to try to get some of it out of the way. that is all rain. radar showing lots of rain around town. montrose east of jefferson also have that crash this morning. as you take a big look at the beltway, you can see the outer loop because of the american legion bridge problem looking quite good. 95 now as you're headed northbound won't take too long. you're talking only 22 minutes.

looking pretty good. tad slow in dale city. we'll see you in ten minutes. >> a safety alert for parents. a recall affecting full-size da vinci cribs. the company is recalling 6,000 more cribs. earlier this year they recalled around 11,000. they there are reports the mattress brackets are breaking and detaching. we have a full list on the nbc washington app. some parents now voicing complaints about the new school start times in montgomery county. the school moved start times for later in theern mog. according to the "washington post," the stunls of young parents are having trouble balancing their schedule. high skeerls say they're having better sleep. they have to figure out a new plan or pay for more child care. one told the post enrollment has gone up 25%. >> still a lot of developments to come about the shooting at umpqua community college in

oregon where nine students died. >> today we could find out the victims' names. nbc's jennifer bjorkland live with more on what we're learning. jennifer? >> >> reporter: we're expecting to learn the names of some of the victims at this mass shooting. not too soon. because this is classified as a mass casualty situation, the rules are a little different. the sheriff said they may not be able to release names for a little while. that's the important thing to learn who was killed in this shooting that brooks out on campus at about 10:30 in the morning when has klasss were getting under way. one gunman, a 26-year-old coming into the classroom who was shooting people one by one after answering their religion. the ones who answer thad i were christian were shot. police shot and killed him. in all, ten are dead here. i'm jennifer bjorkland, live, in

the streets are wet and slick and people are bracing if what could come today and in the days ahead. you can see some pomding in the street right nowing but things are pretty much okay right now. we're just steps away from the waterfront. all eyes on this area, of course, especially at high tide. the starbucks that is behind me already packed with the sandbags. and later today in just a few hours the city will be giving away sandbags for free to residents and property owners. you'll be able to get up to five of those sandbags at two locations starting at 9:00 this morning and throughout the day today. so people will surely take advantage of that. we got some video of city workers and people who spent their time leading up to the storm getting their property ready, cleaning gutters and clearing debris from the storm andre. city leaders want you to stay off the roads as much as possible as things intensify, and, of course, have a plan of

whammy. hurricane joaquin's impact. the governors of virginia and m. say residents have to take precautions. >> we will have flooding we will see trees down, we will see power lost. our message to everybody in the commonwealth is be prepared. >> our state is taking every precaution and i urge marylanders to do the same. >> both governors have declared states of emergencies. in 15 minutes we'll check in live on the situation in virginia beach and how they're prepared for the dangerous weather. >> is we should get an update. analysts say the jobs report for september should show 200,000 new jobs during the month. that's up from a not so great report in august. the unemployment rate is not supposed to change. it's sitting at 5.1%. a seven-year low. a new report from the justice department is coming out as well. it's a final doj review

"news4" spoke with her mother. she said the 22-year-old struggles with bipolar disorder and couldn't get the help she needed. she stands competent to stand trial. police say man who stole tide laundry pods from a depressry store turned himself in to custody. mario wells is in custody. another man is on the loose in rockville. police believe they were selling the stolen laundry pods on the market. it's 6:35.

happening today, brand-new homeless shelter is opening in arlington. it provides more than a meal and a bed but provide services year-round. the homeless rate has been cut in half in the last five years. this huge service center is expected to play a huge role in the county's plan to end homelessness by 2018. some are not happy to have portions of i-66 turned into a toll road. drivers would be charged as much as seven bucks depending on how far they travel. house republicans say the tolls are too high. the commonwealth transportationboard will approve or reject that plan later this month. some people now raising an eyebrow about a handshake used by nationals star bryce harper and the similarity to this last weekend's fight in the dugout. you see him doing the

most have been rescheduled or canceled. crews spent the last 24 hours clearing storm drains and filling sandbags. major rainstorms just part of the problem we're alerting you about. it has the potential to cause even a bigger issue. we're talking about flooding. megan mcgrath has more from the mall. megan? >> reporter: there are concerns about flooding in low-lying levels like the triangle. that's why this levee was built. you can see it behind me. if the national park service decides there's an imminent threat of flooding, what they'll begin to do is snap panels into the groove. the first one will go into this groove. and it will stretch across to 17th street and this will block flood water.

it will take them about four hours to snap the wall into place. and we're waiting to hear if. they already have their flood wall up. we were there earlier this morning. you can see the wall in place there. it protects the businesses so if the potomac river starts to leave its banks and flood, it will not go down into the development to where those businesses are, and they're going to leave that wall up until the threat of flooding is over. also some precautions being taken by the national park service. something worth mentioning, they have all their turf fields. they're going to be closed because of all the rain. they don't want them to be ripped up and turned into a muddy mess. many events around town on the national park service grounds, they have been canceled, postponed, switched to other dates. so if you have plans, you may want to check with the organizer to make sure they're happening because quite a few things have been canceled because of the weather. we're keep ang eye on it and we'll continue to bring updates

government offices. take a look now with auts the very latest track of hurricane joaquin. it is moving even farther east. even farther from the coast. you can see it's starting to bend hundreds of miles off the shore of the carolinas. mike seidel with the weather punch beaches are taking right now. >> reporter: good morning, eun. the tide is coming in. another high tide around virginia beach and the damage is very per acceptable. look at this. this has almost doubled since yesterday. we've had a couple manufacture high tides. combined with the winds we had last week. so the next couple of days, bad news for these beaches. we've got coastal flood warnings from the jersey shore to the city. also the maryland/delaware

beaches will lose sand. winds will gust. and, again, high tides are of concern. tides could be running 2 to 3 fight above average. they could be seeing double-digit rainfall totals. the hurricane itself is going to be well offshore. this has nothing do with the hurricane. it will pass well off the coast on monday afternoon. after that things should begin to subside on the ocean and on these beaches. but once again, what a visual this morning, eun. all this sand is gone, and natural punishment will bring some of it back, but not this much. back to you. >> all right. that was our weather channel's mike seidel. virginia beach. >> the storm could affect your weekend plans, especially if they involve watching football. they say it will happen as planned at 3:30 on sunday.
