looking at the radar, the bulk of the today issier rain is now well north and west of the metro area out in the mountains right now, and it's mostly just light rain, pockets of moderate rain. metro area though, we're beginning to dry out as this all passes north and west of us. the winds will be continuing, might get a few more scattered sprinkles coming in from across the bay and the eastern shore, right now from lewis, delaware, all the way down we're getting a few scattered showers and onshore flow there, and that's where we're joined right now by veronica johnson, my colleague there who is dress the like the gloucester fisherman this morning, how is it looking? >> reporter: well, for just a little while, we had a little bit of sunshine that tried to peek through the clouds, but that is of course gone. we're expecting overcast conditions today. still the drizzle, kind of the spotty wetness and more importantly, the high winds. gusts today between 40 and 45

miles per hour so at least we're down from yesterday, but the big story is the spotty flooding across the area. still, moderate flooding in the forecast. i wanted to show you video from earlier this morning where we had it the road to check out the road conditions. this is coastal highway. what it looks like as we made our way up the wet surfaces and even down towards ocean city, that area that was covered with water yesterday, there was as much as 10 to 12 inches covering that area down around division street all the way down to the inlet yesterday. it was covered because at high tide, all the water came back over the road. they had to close the road, then they reopened it, then had to close a portion of it again. we may see the same thing today because tide rrs expected to run high around 1:00 this afternoon. so they're asking some of the folks around town, there's a car show in town, there's a number of things still going on. quite a few people. they're asking them to stay alert, whether they're on the roads or going to hit the beach. check in on the bay side guys in a couple minutes. water levels there and how much

beach erosion has occurred, angie. >> thank you so much, rer ron ka. now we to want go to tom and check in with him. oh, actually we're going to stay right here. flood watch is still in effect for the coast of south carolina as hurricane joaquin moves. up the coast. the myrtle beach area remains under the watch through tomorrow. they are expecting eight to 12 inches of rain in the area. more bad news as beach erosion has the potential for coastal flooding. creating a possibility for rip currents. students at howard university trying to make the most of the homecoming weekend with this dreary weather. their annual homecoming parade, that's been canceled, but not all activities are rained out. we found students packed in an auditorium for an indoor concert. that's from last night. and several big events this weekend have either to change their schedule or essentially cancel because of the storm. we'll start with the

the near the intersection of seventh and h. police respond the to the sound of gunfire. when they got here, three men, three adult males were shot. two are expected to survive, but a third person has died. now we don't know any information about the identity of the victims or if it has anything to do with the establishment here which i am told is an art gallery, but again, three people shot early this morning here in northeast. one person has died. no information about a lookout on our suspect. we are live in northeast, derek ward, news 4, back to you. >> thanks. right now serious crash has part of the praez closed. southbound lanes are stopped at route 50, traffic there, we can tell you is being diverted. u.s. park police say two cars crashed around 8:00 this morning, no one badly hurt, crews still there though. they're cleaning up that wreck. more breaking news now, a doctor's without borders clinic is hit by u.s. air strikes overnight. this morning, we've learned nine

staffers are dead, dozens more injured after the blasts near the hospital and the afghan city. close to 70 were evacuated from that facility. we're finding out more about the heroism that took place during the deadly shooting at a community college in oregon, at the same time, president obama pressing congress to take action on gun control. nbc's wendy wulfork is following the information. >> lucas ivel, 18 years old. >> reporter: each victim has his own story. >> he was an umpqua community college scholars award recipient. he was studying chemistry. >> reporter: a proud christian, jason johnson was supposed to turn 34 next week. >> he's gone. i will never see him again. >> reporter: nine others injured in the shooting rampage, including chris mintz who is now being hailed a hero. the army veteran and young father charged the gunman, took

seven shots and undoubtedly saved other lives. >> the main thing i'm going to do is i'm going to talk about this, on a regular basis. and i will politicize it because our inaction season a portfolio decision that we are making. >> reporter: while our nation pays its sign of respect and condolences, another family struggles to understand how they lost a son on his fourth day of college. >> don't know how we're going to move forward with our lives without quinn. our lives are shattered beyond repair. >> reporter: without many answers, investigators are still trying to determine what made christopher harper mercer snap after just enrolling in community college, why did he turn his arsenal of weapons on his fellow students? may have indeed broken all of our hearts, but he cannot prevent our hearts from growing back bigger and stronger. >> reporter: but for yet another community struck by this

national nightmare, that will take time. in roseberg, kboregon, nbc 4 ne. >> investigators found six guns at umpqua community college when they went and searched his apartment, they found seven more. the atf said all weapons were bought legally. seven of them by the shooter or his family members in the last three years. he was a student in the class where that shooting took place. gunman also flunked out of basic training for the army back in 2008. jesse matthew will serve three life terms in prison for sexual assaulting and trying to murder a woman in fairfax. on friday, he was handed the harshest sentence possible, life term for each count. matthew is also charged with the murders of college students hannah graham and morgan herrington in charlottesville. his mother screamed in court. and after the judge, this happened after the judge read each count. the trial for the murder of morgan is scheduled for next october. he'll be tried in the hannah

graham case before that in july and could face the death penalty in that case. new details in an officer-involved shooting in prince william county. why a judge says officers were justified in shooting the man. all right. so what really happened in that meeting between the pope and the kentucky clerk fighting same-sex marriage? what the vatican is clearing up this morning in news of another private meeting. and with the threat of storms, the time is now to trim those trees. beware of some companies offering deals just too good to be true.

new details this morning in a prince william county officer-involved shooting. police shot a man they say was creeping in the bushes outside a virginia woman's home on lake drive in manassas last month.

its been ruled justified. the suspect, jonathan diaz chavez is charged with one count of malicious wounding of a law enforcement officer. investigators say that he raised a crowbar at that officer and that is when the officer pepper sprayed him. police say he then took off and threatened of the officer again with that same crowbar. according to police, that is when the officer fired. chavez diaz will appear in court next month. this morning we know more about pope francis's so-called meeting with kentucky clerk kim davis. it's true the two did meet while he was in d.c. last week, but davis was apparently one of dozens of people the pope greeted that day at the area. vatican says the encounter should not be considered a form of support for her position. you'll remember, davis is the county clerk who refused to authorize marriage licenses to same-sex couples and ended up in jail for it. the pope also met with a same-sex couple just prior to the encounter with davis. one of them, a former student of

the president vowed to continue with his strategy in supporting moderate rebels who oppose syria's president. he also dismissed the area that russia was strengthening its hand in the region. russia's entry into syria is raising questions about vladimir putin's strategy. john king will become the acting education secretary when arnie duncan steps down. happening in december. duncan's wife and kids moved back to chicago a few months ago, so he decided to leave the job. duncan's one of the longest running education secretaries in u.s. history. before, he was a deputy education secretary, john king was new york state education commissioner. >> more than two years away, but it looks like the race for virginia's next governor is already heating up. the washington post is reporting ed gillespie, the former white house advisor and republican senate nominee plans to run in 2017. and no official word yet from gillespie's camp. right now lieutenant governor ralph is the only candidate

the rain -- muddy. even though the rain is stopping. serving squishy, the ground is continued to be saturated, now its just tapered off to drizzle, few sprinkles around now, there is no longer a flood threat. i'm happy to report, and you can see, as we look at the radar, all that moving green, that's the rain that's passed on through, now it's way off to the north and west, western maryland, panhandle of west virginia pulling out of the shenandoah valley. behind that, scattered sprinkles, scattered drizzle around the metro area, and we've got a blustery wind to do. now going forward, hour by hour into the rest of the afternoon hours. this is as of 2:00 p.m., might get another wave of light rain coming through, it may come through between 2:00 and 4:00 p.m. in the metro area as well as shenandoah valley. all the areas we may get sprinkles and light rain into the evening hours. if you plan on heading out tonight, you might encounter a little bit of that too. how much rain for the rest of the day? generally about a half inch around the metro area, maybe an

inch or more here, panhandle of west virginia, southern shenandoah valley, no more flooding other than coastal flooding around the bay. all the counties bordering the bay have flood advisories and coastal flood warnings. times of high tide, may be up to three feet above the average tide. there could be coastal flooding. meanwhile, stays well out to sea, monday, close to ber emu dau category one hurricane continuing to stay well off the atlantic sea board. so no threat from joaquin, thankfully. temperatures right now are chilly just in the mid to upper 40s north and west of washington. out in the mountains, still only 37 at oakland, maryland, only 45 in petersburg, shenandoah valley too only in the mid-40s. low to mid-50s around the bay. it was a damp day yesterday at howard university. this photo posted by one of the interns, howard student, she posted that. and it's going to stay damp

afternoon hours and that will continue to move off to the west and come right into the metro area. sop we might get a few scattered sprinkles, maybe a little bit of drizzle off and on into the afternoon hours. temperatures only making it into the midupper 50s by highs later this afternoon. a look at when we'll finally see that sunshine again. that'll be coming up in just a few minutes. wind's picking up here a little bit. going to be with us here off and on into the afternoon. >> all right. thank you, tom. hurricane joaquin forced people from their homes last night in north carolina. emergency crews went door to dar to rescue neighbors there. many went to stay with family or friends, but more than half a dozen evacuees spent a night in a shelter set up the by red cross. the water came in so quickly they did not have time to prepare. cost guard is back out this morning to search for a missing cargo ship in the bahamas. lost contact after going near the eye of hurricane joaquin and taking on some water. the cargo ship left jacksonville

on tuesday. 33 people on-board, 28 of those crew members, american. and even though hurricane joaquin is weakening, flooding is still a major concern along the coast. >> that's right, veronica johnson is live in ocean city, maryland, this morning, veronica noticed between last night and today a big difference? >> reporter: oh, for sure. we're seeing the winds come down a bit. we're still getting some rain in here, but of course that's not the issue with the flooding. it's all about the high tide, and the wind direction and some of those big breaking waves that you see over my shoulder. those waves are about six to ten feet out there. look at the sand drifts. so the beach really getting reshaped with the high winds, those winds today will stay up around 40 to 45 miles an hour at least. meanwhile, we'll check in on the bayside. we'll show you video from this morning, you can see the water levels over on the bay side for

areas like the bay as well as isles of white. the water levels are getting high and high tide is expected between about 1:00 and 2:00 this afternoon. so it's likely that we're going to see some water, i think, come back out of there and inundate parts of the streets over there. doubtful that will it comes as far as areas like coastal highway. meanwhile, let's talk about the beach some more. again the waves, you can see them crashing in. we hit the board walk today. we hit the beaches. there will have to be beach replenishment taking place after the storm passes. and after things calm down. we shot areas like right along the board walk. you can see benches just covered with a whole lot of sand, not looking inviting at all. again the sand drips unlike the snow drifts, these are not going to melt. they will have some work to do once the storm pulls out of here. i expect things to start quieting down by about tuesday or wednesday of next week. that's when i think we'll start to see the seas and the surf both come down and calm, angie.

>> all right, v.j., stay safe, thanks. out of all of the tragedy in oregon, we're hearing some truly remarkable stories. those who came face to face and you are vooifed. like anna boylan. she's now alert and talking after undergoing surgery to have a bullet removed from her spine. her family says that she played dead after she was hit to avoid being shot again. >> the calm it took to not lose it in a situation like that. she's so brave. she's so strong and courageous. and she did exactly what she had to do. i don't know how many people could have dheen, i don't know if i could have done that. >> anna's doctors say she should make a full recovery. president obama has ordered all flags to fly at half staff in tribute of the victims of the community college shooting in oregon. that includes all federal installations here and abroad. the order is in effect until sunset on tuesday.

after recent mass shootings, we've seen two common responses and little action. there's frustration by some over inaction from congress on gun control, while others consider mental illness a more contributing factor. we've seen that type of response this week from president obama and republican presidential candidate donald trump. >> you know, no matter what you yo do, guns, no guns, you have people that are mentally ill, and they're going to come through the cracks, and they're going to do things that people will not be even believe are possible. >> you can see the more of trump's response in his interview with chuck todd. that's going to air tomorrow morning on meet the press. schedule change in one maryland school system is getting mix red views from students and parents. according to to the washington post, high schools in montgomery county will start classes at 7:45 a.m. that's about 20 minutes later. elementary schools will move up ten minutes, some at 9:25, this will allow high schoolers to get

year. those affected by the massive data breach should be getting a letter in the mail soon. it'll contain information about free identity theft protection services available to victims. back in july, we learned that hackers stole personal information from more than 22 million current and former federal workers. contractors and their spouses. opm announced last week that fingerprints were also stolen from roughly five million of the victims. twin brothers from springfield, virginia, are headed to prison for their hacking scheme. we spoke with the brothers last year when he was being investigated for writing a program that could add value to gift cards. he and his brother plead guilty to stealing credit card information and hacking the state department to obtain passport data. they also broke into a local company's data base, stealing was in they used to try and win contracts for their own tech company. he was sentenced to more than

you're watching news 4 today. local first responders are getting hands on training on dealing with emergencies. they just returned from a five-day exercise down in georgia. learning how to better respond to things like severe weather or earthquakes. this morning, we are looking at the scenario of a possible tunnel collapse on metro. our reporter was able to join them and has more a report you'll only see on news 4. >> reporter: well, these are actual trains, these aren't real victims. they're actors. in a rep will ka of an underground metro station. >> now we're going to make access through the rest of the slap. make it large enough whether we can get and evacuate all the victims outside of the metro tunnel. >> reporter: members of the task force one began this simulation at 2:00 a.m. curting through steel, then

they have spent the last few days practicing in the rain. the university of louisville men's basketball team is dealing with a major scandal. new book claims that the school's former basketball director paid escorts to have sex with the teams recruits. called "breaking cardinal rules" a woman was hired repeatedly to provide strippers and prostitutes during recruits campus visits. >> i've had players tell me they were contacted by the person in the book and i asked them if they had any knowledge of any seen anything, and the answer has been absolutely nothing. so it's mind bogtology me how all of this can -- boggling to me how all of this can go. >> the coach talked to 15 other people about the claims in the book, and none of them said they had any knowledge. the full book with more details is expected to come out this weekend. california man under arrest this morning after leading police on a chase ending with a standoff in san fernando valley. police have not said what

started the chase, but they were able to stop him in a parking lot of an n-and-out burger. a long line of cars in the drivethru lane got out to take pictures. he was taken away by an ambulance. arlington's new homeless shelter is being put to the test within its first hours of operating. the shelter opened just yesterday and this new facility will operate year round and offers more than just a bed and a meal. >> we'll have mental health and substance abuse counselling as well as a classroom for job training and learning about budgeting. but most importantly, what is different about the center is it'll allow us to offer all these services in one room. >> the number of homeless people in arlington has been cut in half in the past five years in this service center is expected to play a huge part in the county's plan to end homelessness by 2018. just a few weeks into this week's deer management program and numbers already coming in.

sprinkles in the metro area. in fact these tiny rain drops are too tiny for the radar to pick up. there are a few others though coming in ashore off of the atlantic ocean, they may make it to the tree area, and another few more hours. we're not out of the woods yet as far as rain is concerned, but just sprinkles and drizzle. might get an additional quarter of an inch or so on top of what has already fallen. coastal flooding, counties around the bay here in green are under coastal flood warnings and advisories for the afternoon. at times of high tide which is approaching here around noontime, we will have those tides about three feet above normal and each and every tie tide between now and sunday is going to be abnormally high. joaquin, staying still, well out to sea, near bermuda during the day on monday. perhaps late on sunday night into monday as a category one hurricane. then it takes a sharp right turn heading way off the new england coach. so no threat for the atlantic sea board from joaquin.
