you approach that construction as well. i'll see you back here in ten minutes. weather and traffic always on the 1s. we'll take a live look at 66. good morning. angie goff here at the live desk. right now in south carolina the national guard gearing up with hundreds of sand bags to help build a dam there. this is an effort to plug a canal as the city braces for the possibility of more dams failing. now 17 people have died in the flood so far. this is in south carolina and the neighbors states. the weather may be a little better, but the threat is still bad. 40,000 people still without water. many don't have their power either. now the main concern today, all of that rainfall rushing down to the lower coast possibly triggering even more evacuations. now we've learned later this week that second of homeland security jay johnson will travel to the state of south carolina to review response and recovery efforts. eun. >> angie goff from the live desk. thank you, angie. 5:03 is your time.

we are following virginia task force one in south carolina. the team from fairfax county posted these new pictures of what they're doing. you can see they're assisting cleanup efforts there. they're also assessing damage to areas east of columbia and delivering water and supplies. farther south now. today search crews will continue looking for survivors for the ship lost during hurricane joaquin. there were five polish workers who went on that voyage and were preparing the engine room for a retrofitting. the owners don't believe that work caused the ship to lose power. the elfaro ran into hurricane joaquin. the ship's owners say the captain was not under pressure to sail through that storm to deliver cargo on time. >> there is no schedule that's more important to keep than -- that would in any way endanger the lives of our crew members or

employees. >> now a team from the ntsb is in florida this morning conducting its own accident investigation. 33 crew members were on that ship when it sank. do you have $85 to spend on tolls every sfwheek that's the plan right now for the future of i-66. later today you will have another chance to fine tune a proposal to toll lanes between d.c. and the beltway. v dot says tolls will reduce traffic. they said the new tolls could help them travel up to 45 miles each hour on the interstate. that is unheard of especially if you drive on 66 on a regular basis. these tolls should not start until 2017. kristen wright will have much more coming up in justen minutes. today jury selection in the charles severance trial heads into day three. the judge has dismissed about half of the 150 potential jurors because that six-week trial would pose a hardship for them. now each remaining juror will answer questions about exposure to media coverage and whether he

or she could be fair and impartial. severance is accused of murdering three alexandria residents over ten years. opening statements could start as soon as tomorrow. this morning we can tell you it was a 74-year-old husband and father of two who died after a confrontation with security guards at med star washington hospital center. the patient walked out before he was formally discharged around the confrontation happened as a nurse escorted him back inside. it's 5:05. today the presidential candidates are covering ground in new hampshire and iowa. on the republican side donald trump continues to jab at other candidates as his poll numbers start to slump. on the democratic side differences are becoming more apparent between hillary clinton and bernie sanders as they prepare for the first democratic debate next week. nbc's edward lawrence breaks down the poll numbers for us at 5:30. vice president joe biden's office is pushing back on a politico article. the story accuses the vice

5:17 your time right now. the cost of your commute could go up dramatically. we're talking 85 bucks a week if you use i-66. kristen wright is in the car right now with more on what the tolls could mean to you. krist kristin? >> reporter: you know what, aaron, people want things to get better on 66. no, they don't want to pay so much, and that is the issue right there. we are on 66 this morning. the toll lanes that we're talking about would be inside the beltway in both directions and as you know things are fine now. it's just after 5:00 in the morning but soon things are going to pick up pretty good on 66. so how much? well, as much as $17 a day for a

round trip so if you do the math, that's $85 a month. again, that would be the maximum toll. so, people are concerned. we were at a public meeting last night in falls church where v dot talked about all these proposals, they laid them out and then people who were at the meeting, most of them talked about how worried they were about the costs and while they do want things to get better, they just don't want to pay so much money. v dot also says they have plans in the works to also make improvements and ease congestion outside of the beltway. that wouldn't be for some years down the line. these plans inside the beltway would be in place summer of 2017 so in about two years. there is a meeting tonight by the way from 7:00 to 9:00 at washington lehigh school to talk more about the proposals inside the beltway. back to you. >> i'll bet it will be a packed meeting. kristin wright on the road. thank you. we just broke it down for you.

officers involved in gray's death. he suffered a spinal injury while riding in the van. for the second time a judge has denied a defense request to move freddie gray's trial out of baltimore. they say the news article published by the "baltimore sun" have tainted the jury pool. the "sun" said he told police officers that gray needed medical attention. porter told medical investigators he informed alicia white that gray needed medical attention as well. white said that never happened. officer william porter's trial is set to begin november 30th. as the community in roseburg, oregon, recovers, that town's republican mayor said he is not going to let politics get in the way of the president's visit there. president obama will be in roseburg this friday. christopher harper mercer killed nine people and then killed himself. larry witch wants his town to know the country is with him. >> he's our president.

to fairfax county to the beltway. 95 both directions at powder mill road, we are a little slow in both directions because of earlier road work. overall prince gorges county is nice and green. everybody there behaving themselves. back in ten minutes with a live look a branch avenue. melissa, thank you. 5:25. today is jury selection in the trial for a teen charged with raping and killing his math teacher. phillip chism was 14 at the time. he was charged back in 2013. investigators found his teacher's body in the woods near the high school in dan verse, massachusetts. he's being tried as an adult. his attorneys plan to use a mental health defense. bill cosby is dealing with a new lawsuit this morning. model khloe goens says cosby drugged her at the play boy mansion in 2008. she is suing him for mental anguish, loss of self-esteem and dignity. the lawsuit is the third filed since last year for alleged sex assault. cosby has never been charged with a crime. a plane full of passengers

is safe this morning after a scare in the cockpit. united airlines flight from houston to san francisco had to stop in albuquerque yesterday afternoon because the co-pilot lost consciousness. united officials evacuated the passengers while medics helped the co-pilot. the airline is not releasing the condition or an explanation for the loss of consciousness. in news for your lelt, transplanting ovarian tissue after cancer may allow women to regain their fertility. dutch researchers followed 41 women who had ovarian tissue removed, restored and transplanted back to them. 31 were able to become pregnant naturally or through in vitro fertilization. no tumors developed in the transplanted tissue. investigators say a nurse used the same syringe over and over again at a flu shot clinic in new jersey. health workers are asking more than 60 people to get tested for

hepatitis and hiv. the nurse changed the needles after each vaccine but continued to use the same syringe. patients are upset because they were not notified until friday. it's not clear if the nurse was punished. locking your car doors may not be enough to keep thieves out. a new breed of high tech criminals is cloning those remote entry keys to break into cars. across the country detectives are watching videos of these car break-ins. in many cases it looks like the criminals have the key. police in texas seized a gadget that can mimic the signal your key sends. >> they use it to try to mimic the signal the key fob sends to the car to unlock the door. one gm key fob is not going to work on another one. i believe this one goes through a sequence of transmissions until it gets the right one to unlock the doors. >> that's not good. there are also devices that

poll shows clinton leads five points over bernie sanders. that makes momentum going into the debate next week vital. for the republican, national polls showed donald trump's lead faltering. marco rubio moved into third place jumping six points within the last five weeks. he's within striking distance of the republican front-runners. his message has been to tell voters that what he knows how to live paycheck to paycheck and he can identify with voters. we'll have to see how all of the republican contenders do as the next gop debate which is going to be october 28th. reporting live on capitol hill, edward lawrence, back to you, eun. >> thank you, edward. a 20-year-old man is dc's latest homicide victim. police say someone shot muhammad washington in the middle of the day yesterday. they say he ran more than a block before he collapsed in the grass. news 4's pat collins learns that washington was on his way to a corner store just before noon. this morning dc police have no suspect and no motive in this

case. neighbors told news 4 the violence not only affects the victims and their families, it changes the entire community. >> when i go to work, i go to the doctors, i go straight in the house. i don't like coming this way. >> it's that bad? >> it's just that bad. >> we are tracking a rise in violence. so far this year a 46% increase to the number of murders compared to the same time last year. dc averages one murder every three days. this morning a house committee will look at the issue of drones and safety. the panel will determine whether an unmanned aircraft makes it unsafe for planes and helicopters. the faa deputy administrator and the president of the airline pilots association will testify. d.c.'s mayor says the pepco exelon merger will increase reliability and increase jobs. they will pay for a one-time bill credit for each customer and set aside money to offset rate increases in 2019 -- until

2019. some lawmakers are worried about what happens in the long run. >> i believe this settlement is in the best interests of the district now and for our future. >> they have put a little dress on this deal, okay? it's fancy. it looks nice, but in a couple of years then you'll see the reality of what this deal means to us, and it's not good. >> exelon also says it will relocate workers and hire new ones in the district. the d.c. public service commission still needs to approve the deal. a salmonella outbreak involving cucumbers has reached maryland. the cdc says one person in the state is infected bringing the total number of affected states to 35. four people have died and more than 700 others have been infected. investigators found the salmonella in cucumbers grown in mexico and distributed by a san diego company. if you intentionally disable a metro bus, you could face jail time. that's at least what one d.c.

council member wants to happen. jack evans who also sits on the metro board introduced legislation that would attach criminal penalties for doing just that. earlier this summer we reported on teenagers using an emergency switch on the outside of buses to disable them. evans proposal includes the maximum $300 fine, 90 days in jail or 30 days of community service. from metro buses to trains, as we reported, fewer people are using metro. it's second only to the b.a.r.t. system in san francisco. the top fare on metro is almost $6, almost 7 if you buy a paper fare card. in other major cities like chicago and new york there is a set fee for the trip. here in the district the farther you go the more you pay. metro has been forced to raise fares as operating costs have gone up. this might make you want to add norway to your bucket list. you want to take a pause and take a look at this.
