here and no real reds in our area. this is the part that will come through our region and we don't see those reds. these will get enhanced a little bit, and head's up around mart insburg and winchester. these storms are starting to fire more here and this is where we will wait and see make its way out to the region and to the north, strong to severe storms and charleston and a lot of lightning there. our region, not a lot of lightning and we'll see if this does develop and we'll continue to watch tonight's storm team 4 and we'll have the latest on this and what comes after this in the forecast. >> all right. something terrible happened at his house. the husband of a beloved alexandria music teacher testified today in the case of a suspected serial killer and today he took the witness stand and described how he got the word about the fate of his wife. charles severance is accused of killing ruthanne lodato and two other well-known alexandria

residents. our bureau chief julie carey is live at the fairfax county courthouse. >> norm lodato told jurors that they had been married, and someone opened fire on ruthanne when she answered her door on february 2014. today prosecutors began to present the physical evidence they hope to prove that charles severance was her killer. >> reporter: norm and ruthanne lodato had known each other since elementary school. he told jurors his wife, a beloved music teacher happened to be home because she had a doctor's appointment. he was on his way home from one. said lodato, i got a call from a neighbor and said there's been an incident at your home and you need to come home right away. lodato also testified that his wife's father and brother were once alexandria judges, an important fact. prosecutors claim it is charles severance's hatred of the judicial system that drove him

to kill. the prosecutor asked norm lodato did ruthanne have anyone who had grudges against her or did she have any enemies? lodato answered, ruthanne had no enemies. prosecutors entered much of the physical evidence from the lodato crime scene. jurors saw photographs just after the shooting. two intact bullets were found. one in the kitchen and one in the living room. the front door and entryway were swabbed for dna and dusted for fingerprint, but this virginia state crime lab expert testified that none of the samples collected matched the accused charms severance. the lead detective testified that there were several prints located near the front door and of the 14 prints taken not one matched charles severance. >> reporter: just minutes ago in the courtroom one of the most compelling pieces of evidence was read to the jury and it comes from a security camera. i'll show you what it revealed when i rejoin you at 6:00.

back to you now, jim. >> thank you. right now police are looking into whether a maryland teacher arrested for soliciting six with an underaged teen is connected to other cases. police tell us richard kemp told an undercover officer he had encounters with several boys under the age of 18. kemp lives in newmark and teaches at glenelg high school in howard county. police arrested him yesterday outside a restaurant after an online sting. the married father of four allegedly arranged to meet someone he thought was an underaged boy. we have learned the identity of the man who was killed inside a park in the middle of the afternoon, but police still need help trying to solve this murder. this happened at edgewood neighborhood park. it's in silver spring. witnesses telling us they heard at least four gunshots yesterday afternoon. >> police found garrett mcly's body near the playground. medics tried to save him, but he died at the scene.

for months we've been telling you about the battle with synthetic drugs and that fight has crossed the border into prince george's county. police made a major bust today. news 4's mark segraves is in temple hills to explain why it's going to be tough to punish the people selling it. >> that's right, jim. the global tobacco discount store in allentown road is one of three stores police raided yesterday. police say they hauled off thousands of dollars worth of what they call synthetic drugs, but as you can see, the global tobacco store as well as the other stores raided are open for business today. it's a hundred times more powerful than marijuana. >> reporter: more than 1800 packets of what police suspect are synthetic drugs were seized from three stores in prince george's county yesterday. three stores on marlboro pike and this store on allentown road where they confiscated the majority of items. >> kids in middle school are buying this and using this.

despite a three-month undercover operation that led police to these locations, all three stores are open today. >> at this point, no arrests were made. that will be done at a later point if it is done. >> reporter: the reason no arrests were made and the stores are still open is because unlike pc, prince george's county doesn't have the laws in place to prosecute people who sell synthetics. >> that's why we're trying to move forward right now with common sense legislation. >> reporter: now prince george's county police are working with state prosecutors looking at the laws in d.c. and baltimore where they do have restrictions on selling synthetic drugs to see if they can come up with laws in prince george's county. coming up at 6:00, why some people may still be facing jail time for yesterday's raid and what happens next. wendy, back to you. >> mark segraves. police in howard county killed a man this morning after he confronted them with a knife. a 911 caller from a home on cardinal lane in columbia said a

man was threatening to kill him. when police arrived they found a man outside the home and shot him when he refused orders to drop the knife. there was no one else inside that home and no names have been released. d.c. police are looking at two separate cases where officers shot at suspects over the last 24 hours. a man who exchanged fire with officers in southeast last night is still on the run tonight. police tell us he shot at them on seventh street and mississippi avenue. no one was injured. just before 1:00 a.m. an officer shot a man during a traffic stop northeast. that officer says the man had pointed a gun at him and later showed up in a hospital. 20 years before the black lives matter movement, the million man march drew attention to issues of the black community. it was october 16, 1995. thousands of black men came to the national mall, nation of

islam leader louis farrakhan organized this march to promote self-help and self-respect. speakers included rosa parks and poet maya angelou. the crowd vowed to work for a better future for themselves and their families. two decades later another march is expected to bring crowds back to the national mall. the rally is called justice or else. it's scheduled for tomorrow. speakers will address the crowd from the capitol. derrick ward joins us where the u.s. capitol police chief sat down with organizers to apologize today. derrick? >> reporter: at about 10:00 tomorrow the 20th anniversary of the million man march will be observed here on the grounds of the capitol. like any big events that happens in the city, security is a part of it. you can see the security on the west end of the capitol. there was almost a bit of a controversy surrounding this and it had something to do with security, as well and it stems from a single line in a

newsletter. it never quite rose to the letter of a controversy. it was seen more of an affront, part of a popular perception of louis farrakhan. >> we're not naive to think that the rhetoric didn't exist. only this time we got a copy of it. >> there was a passage contained in the newsletter that was issued to the united states capitol police employees by an employee of the division of intelligence and information analysis, in part, it read, quote, minister farrakhan has been accused of inciting violence. >> to presents farrakhan in a very uncomplimentary matter and it characterizes those of us with him in ways that were completely inappropriate. >> reporter: the newsletter prompted a six-hour meeting among leaders and organizers of the march with u.s. capitol chief kim dine and others. there was an apology. u.s. capitol police wrote it was not authorized, reviewed or approved by the chief of police.

it wasn't until six months later that she realized she was being scammed. so she went to police and told them about what was happening, but she also hired a private investigator to work alongside the police to try and track down the suspect. police say it all started from an online ad. erika ufie who went by psychic gina operated her scheme on the 200 block of twinbrook parkway. he is an investigator for rockville police department. ufie promised to cure her of bad spirits plaguing her life. >> convinced her enough that she was withdrawing the large sums of money under the assumption she would get the money back. >> reporter: the money added up to $77,000. when the victim didn't get her money back ufie took off. that's when she hired private investigator bob nygaard to assist police in tracking the woman down. >> i was able to pinpoint her to a location in queens and she was

operating a psychic shop. >> reporter: on october 3rd, nygaard followed ufie into a 99 cent store in queens. he called 911 and was reporting when police walked in and made the arrest. she was transported and booked at the 108th precinct. police say she'll stay there until she's extradited back to rockville where she will face serious charges. police say that ufie will have her extradition hearing on october 14th. she's facing several charges including felony theft. now, coming up at 6:00, we talk to police about how wide spread this scam really is and how it's targeting people of even the most wealthiest backgrounds to those who aren't as wealthy. back to you. >> all right. meagan fitzgerald. the bank robber who is known as the bicycle bandit has been sentenced and 32 years in prison and he'll have to pay back $34,000 that he stole.

wosan asai is the arlington man who overpowered guards when he was in fairfax hospital in march and escaped. he had been in police custody at the time and that set off an eight-hour man hunt and he ended up carjacking two drivers and police ended up catching him in the district. he pled guilty to robbing 12 banks in northern virginia and he got his boyfriend thief moniker because each time he rode off on the bicycle. >> the d.c. man who flew a drone over the national mall will have to pay an $85 fine. secret service spotted the unmanned aircraft around 1:20 this morning that flew around the washington monument before crashing near theel ips at 16 and constitution avenue. park police gave the drone's pilot howard solomon iii a ticket. while the d.c. area is a no-drone zone. police don't believe solomon meant any harm. >> did he appear to attempt to fly it toward the white house?

football sites. fan duel and draft kings. it's a legal challenge from former players. scott macfarlane broke the story about an hour ago and he joins us now to explain. >> the players say they were duped by the daily fantasy sites advertising and called the sites misleading. the i-team has learned of three lawsuits pending in federal courts nationwide including massachusetts, california and illinois and attorneys for one of those plaintiffs say his suit could open the door for a class action lawsuit involving thousands of former players and involved damages and restitution of millions of dollars to those players. the suits all contend the sites used misleading advertising and they promise matching dollars by the fantasy sites or bonuses. players must spend more money than the advertising indicates before receiving the matching sites. fan duel and draft kings are challenging the suits trying to

people who live in south carolina's low country to prepare as those floodwaters make their way out to the ocean. residents near the coastal town of georgetown are being asked to voluntarily evacuate. the next 12 hours will bring a second round of flooding. this is a storm team 4 weather alert. and for us, not a threat with these storms as they move on through here and we are watching the storm team 4 radar right now and i'll show you what's happening outside and most of the area dealing with pretty nice conditions. temperatures on the very warm side for this time of year and the average high temperature is down to 70 and 71. we'll look at those winds out of the south at 12 miles per hour. the severe weather risk through 9:00 tonight and high winds, medium threat and they will move through fairly quickly once the storms do come through. the strongest storms just north of baltimore. you can see the line kind of ending just around the damascus region and redeveloping back to the west and what we're not

seeing back here and you will notice as we put this into motion is the deep reds and that's the intense storms and we don't have that back to the west and we have showers and rumbles of thunder and portions of loudoun county and harper's ferry and more back toward the west and in toward west virginia, frederick county, maryland and frederick county virginia. this whole line will continue down toward the south and it will come through the metro area right around 6:00, 7:00 tonight. big-time storms around philadelphia and pretty strong storms down to the south and this is the region that will be hitting us. we're not seeing these storms developing in our region. what's behind this, what's ahead of it is very warm air and behind it, only 63 in pittsburgh, 66 in state college, and i was just looking toward garrett county maryland right now. 55 degrees in oakland, maryland. we have much cooler air making its way in here. here we are at 6:00 tonight in

storms. >> and most stay just to the north and we're looking at the ones in howard and baltimore county and we have the threat for the evening hours. >> let's talk about it and here is the area shaded in yellow and right up into carol county and baltimore county until 6:15. this severe thunderstorm warning as these storms slide off to the east. they're eastbound and headed toward areas like katensville by 6:06 and that is just on the fringe of most of our area and we're keeping an eye on the rest of this line as it builds back to the west for loudoun county and montgomery county. we could see storms intensify as they drop south of 70 and west of 270. a thunderstorm chance for this evening. i think our highest risk will be from now through 7:00 p.m. and by 8:00 p.m. storms should start calming down as they head through southern maryland. we'll talk more about what,a waits us on the system and your

weekend forecast in a few minutes. some braking news out of oregon right now. president obama just spoke to reporters after meeting with the families of victims and survivors in roseburg. the president spent about an hour in roseburg high school speaking with those families. some in the community didn't want the president to visit because of his gun control reform after the shooting. the white house said that was not the focus of the trip, but the president did mention it after the meeting. >> we will have to come together and figure out how do we stop things like this from happening. you know, i've got some very strong feelings about this because when you talk to these families you're reminded that this could happen to your child or your mom or your dad or your relative or your friend. >> the president also thanked the roseburg community and the nation for rallying around umpqua community college. the man who killed a student

and wounded three others auto northern arizona today is charged with murder. the student opened fire outside a dorm early this morning during a fight. police call it an isolated incident. that school is in flagstaff, arizona. police quickly took the alleged shooter into custody and they say he is cooperating. and we're learning that the student killed there in arizona hastlñ ties to our area. col col colin brough was a freshman in anne arundel county and he played freshman lacrosse and on his facebook page he said he is a native of annapolis. >> it was an explosive train crash in west virginia and for the first time we found out what caused this disaster the tracks. a celebrity chef caught in a child porn scandal. what helped police make their arrest. monitor our radar all evening and customize your alerts.

we've got storms around our area, but it's been nearly a full week since rain started falling in south carolina and tonight there are homes that are still under water and that's not the only problem. thousands still have to boil their water after columbia's main water supply was breached in the storm. here's a report from the weather channel. >> reporter: this is the national guard and a team of the army core of engineers trying to plug a canal breach that's threatening the city's water supply. because of this and a number of water main breaks across the city there is a boil water advisory that's in place, that's impacting small businesses and until they can plug this breach, the city cannot get any pure water. >> when you don't have clean water. >> since about saturday night. >> it's hard to run a restaurant. >> ever since then we've been operating monday tuesday with a limited staff and a limited men and you no water or no suitable water so we've been boiling water using water bottles, using

plastic utensils and plates. we only have two burners and it's a little bit difficult. >> record rainfall caused a breach in the columbia canal and threatened the city's water supply. now more than 300,000 people must boil the water coming from city lines. down the street from paulie's at drip. >> iced coffee, but it's not -- >> it means no ice and making every cup of coffee drop by drop. >> literally, it's just hot, brewed coffee. >> the old-fashioned way. >> the old-fashioned way. what we're doing is filling up this pot with water off the city line and once we get it filled up we take it over to our induction heater and put it at a boil. we're trying to make it the best we can. >> make it the best they can when there's not much of an option. >> it's unclear when the boil water advisory will be lifted. we do know that people do have running water with the exception of about 1,000, but we still have five water main breaks that are under repair and three that are completely under water.

things including painting or decorating outside of this upcoming weekend and nice conditions, 65 to 70 in the weekend and we could have rain coming our way on tuesday. it's a 30% chance. the very latest right now and some showers coming through and this line could bring gusty winds to the area and we've got more coming up on news 4 at 6:00. >> v.j., thank you. about an hour and a half the suitland parkway reopened and a deadly tractor trailer trash closed it. this is megan mcgrath. the big rig flew off an overpass, killing the driver. >> the tractor trailer could be seen laying on its side on eastbound suitland parkway, but this was just the truck's resting place. it actually fell off an overpass on the outer loop of the beltway and landed on the lanes below. these snapshots were taken by first responders. it's unclear why he lost control, plunging off the beltway. the youbd lanes of suitland parkway were closed for hours.

news 4 say the feds found videos of tiby allegedly engaging in sex acts with a bronx teenager, a high school junior. tiby was sharing the videos online. according to the complaint it happened between december and february. records show the feds found text messages between the victim and tiby. that was really fun each though you were very bad to tell me how young you are, but i don't mind. the victim responded. i thought i told you. he said i've been with a high school guy before, so it's cool. >> that's something we have to investigate. he has no obligation to explain to me or the government what they're about. >> he maintains his innocence. tiby was arrested thursday morning and lives in morningside heights. >> clearly, this is a significant case and he's looking at significant time in jail should he be convicted or be found guilty. certainly that's weighing very heavily on his mind. >> the chef also faces charges

for allegedly having sex with a minor back in may. >> he's due back in court next month. now at 6:00, president obama is in oregon to meet with victims of the deadly shooting rampage at a community college there. all of this comes after two separate shootings on college campuses today. two people are dead, several more wounded and tonight the calls for gun control are growing even louder. but first, here we go again. strong storms could impact the evening commute. parts of our area could see rain and others could see thunder. let's get the latest from doug. >> we are right now seeing those showers and thunderstorms moving through the area storm team 4. right now seeing those storms just around the d.c. metro area and up toward baltimore and the heaviest storms have stayed up toward the maryland-pennsylvania border and that's been good news and we're starting to see some enhancement in through portions of montgomery county and loudoun county and we'll show you where some of the storms are and we'll

zoom on in there and i want to take you right on into portions of montgomery county as they zoom on in toward montgomery county and in and around leesburg. these are the areas that will continue to see this rain coming through within the next 20 to 30 minutes. gaithersburg is getting it and we have the thunderstorm warnings and baltimore and not in our area. notice there's no lightning here and ashburn and herndon and you're about to get this, too and this is all coming down toward the metro area in and around the next 15 to 30 minutes and this is a wider string here. you can see the storms just to the north and just to our south and we're in a little bit of an area that doesn't have as much strive. that's good news for us and keep those umbrellas handy and we'll continue to watch this right on through the 7:00 hour. doug, thank you. president obama is in roseburg oregon tonight and meeting privately with family members and
