35,000 runners who are making their way through the nation's capital. one area. it started with a lot of fanfare to get this race under way. it takes runners through some of the more iconic scenes around washington. the mottments, ml california memorial. street closures are in place. they got in place at about 6:00 a.m. this morning. parts of rockway and independent avenue southwest will be closed while these runners make their way through this course. the closures will be in place until noon. this is a 31-year tradition. they know how to do it to make these runners go and get what traffic they can get going. it benefits the mwr. it's called the morale welfare and recreation programs. this serves families of men and

women who are serving both here and in the nadirs of operation. it helps them with school program, child care programs, and recreation for men and women who serve. it's put on by the military district of washington. it's grown every year to the number we see here. probably expect even more next year. we're live on ohio drive northwest. derrick ward, "news4." back to you. >> derek, thanks. >> arlington county police will be investigating a man. 53-year-old edward strong died early yesterday. officials found him unconscious in a medical cell. police took him into custody friday for trespassing. they say he had a history of medical issues. and autopsyy$b will be conducte. this is the second death at the arlington county detention facility this year. we're learning a man stuck in a trench is doing fine this morning. he actually helped get himself

out. the man was buried trench deep in a columbian neighborhood. the man was digging a waterline when it all collapsed. since he was able to do a lot to do asusi iveasis asusive. it sped things up. they're still trapped in their home of high floodwaters. using boats to evacuate or bring food and water to those trapped neighbors. several roads in the area are still under water and undrivable. there you can see the incredible images coming out of south carolina. officials say the water is at least 20 feet deep in certain areas and residents say they're just hoping this water recedes soon so they can return to what is left of their home. >> right now the faa and ntsb investigating a plane that crashed into a house.

you've got to see the cell phone video. the crash happened yesterday in lake tahoe. we know two people were on board when it went down shortly after takeoff. the plane hid a two-story house. as you see there it burst into flames. firefighters were able to act quick lamd get it under control. a new report finds the shooting 1062-year-old tamir rice was justified. they were conducted by a retired fbi agent and an officer in denver. they found he acts reasonably under the law when he shot rice in 2014. they say rice was holding a pellet gun. a grand jury will also decide whether loehmann faces criminal charges. he refused orders to put his hands up and reach for his waist band. this morning a police deputy is in serious condition after a suspect shot him with a

crossbow. officials say he stabbed a neighborhood with a pitchfork. a local sheriff's deputy responded. when he finally approached, quaid shot the deputy with the crossbow. >> i heard pop, pop, pop and i thought what the heck. a buddy pulled in and said he got one of the deputies with a crossbow. >> the deputy returns crossfire. the zedeputy is in serious condition. a woman who accuses cosby of sexually abusing her at the playboy majs when she was just 15 years old. the accuser's attorney said they're going to be asking for a second deposition of cosby. he's never gallon criminally charged because of all of those accusations. >> democratic candidate martin o'malley's campaign has, quote,

severed all ties with a campaign volunteer. michael teagarden is in jail with charges of online trading and child pornography. they say he helped with the campaign in the commonwealth. he was, quote, horrified by these allegations. more than 200,000 people have signed a petition and sent us messages about a cop trying to reunite with his canine. how the officer's family is now demanding answers. and a bomb found on the 18th hole. what a golf course did to re

foxtail golf club is in wine country. they found one on 18th fairway along with a second one that had already detonated. luckily no one was hurt. we have a story. this is a petition to reunite a montgomery county police officer with his best friend chip the canine. last month fones returning the dog per a request. he doesn't know where the dog is. meantime there are over 217,000 signatures on that petition asking the didn't to return chip to fones. legal radio host got a lot of energy. he was told he would never make it but you should see him now. the passionate voice he shares with thousands of listeners every day as we celebrate h hispanic heritage month.

showing a little bit of autumn color. temperatures are really beginning to jump. reagan national is up to a 4 and it's up to the upper 40s to low 50s eastern suburbs. prince george's county low to mid-50s. mid to upper 50s around chesapeake bay. now it's warm by about 10 tee degrees there. still a little bit of patchy fog. a little bit of fog there, but that's going to be continues to evacuate as the next hour moves on through and the storm team 4 radar not showing any rain anywhere in the vicinity. beautiful at the beefrps. beautiful around the bay and the entire region with just a few high clouds coming through. great weather for outdoor recreation for hike, biking kayaking. just beautiful. by noontime we should be in the upper 60s. low 70 by 1:00. a terrific day coming up.

charges in california. that i left for canada back in 2010. canadian authorities were threatening to deport them last week and may have tipped off u.s. border agents. they want to extradite the couple back to their state. democratic presidential candidate bernie sanders calling for a suburban on assault weapons. speaking in colorado he mentioned the two college shootings. his kplenlts come as he heads to las vegas for the democratic presidential debate happening on tuesday. >> staying on top of a developing story, that out of south carolina and columbia. the rain clouds have moved out of that area but not before dumping more watt owner the flood-weary residents there. the storm system dumped up to three inches of rain causing creeks to rise. some businesses in the downtown area were flooded again. last weekend more than a foot of rain fell on that city.

afternoon, gorgeous weather there. it always draws big crowds and temperatures by mid afternoon should be perfect in the low 70s with low humidity and just a very light breeze. and afternoon high temperatures north and west of the metro area should be around 70 degrees. maybe even low 70s out of the mountains with lots of sunshine there. that including along 81. martinsburg and elsewhere. east of the blue ring northern western suburbs should be in the low 70s. right around 70 degrees. around the bay, just some of those lingering high clouds. should be in the upper 70s near the bay waters away from the water. then overnight tonight, not as chilly. by dawn, columbus day, generally around 50 degrees.
