two other firefighters were also hurt. that fire department now working to find out what caused the fire and it has not released the firefighters' names at this point. we expect to learn that and memorial plans at 8:00 a.m. at a news conference today. developing story out of iran, the country's parliament approved a nuclear deal with world powers. this allows iran to withdraw from the agreement if world powers do not lift sanctions or impose new ones. the bill still needs to be approved by the country's guardian council and any new developments we get we'll pass along. it is now 5:02. suspected serial killer charles severance head backs to court today. last week jurors learned that dna samples and fingerprints taken from the murder scene did in the match severance. prosecutors introduced the security camera video that shows a vehicle that looked look a ford escort wagon near the home moments after her murder.

severance was allegedly driving the same type of car when he was arrested. today the perjury trial begins in the case of two missing maryland sisters. prosecutors say 65-year-old patricia welch lied to a grand jury investigating the case of . the girls were last seen walking to a shopping center in wheaton in 1975. now to decision 2016. tonight is the democrats' turn to square off with their first presidential debate. hillary clinton, senator bernie sanders, martin o'malley, lincoln chafee and jim webb on stage tonight. this is the first of six debates for the democrats. coming up, tracie potts will break down what theikely attack each other on. the pretrial hearings begin for the baltimore officers charged in freddie gray's death. five of the six officers claimed

their statements were improperly obtained. gray died on april 19th, a week after suffering a spinal cord injury while in police custody. new information on the story of washington post reporter convicted in iran. the state department is working to confirm reports that jason rezaian was convicted. he was accused of espionage, arrested and detained for more than a year. the state department says it has not confirmed reports he was convicted yesterday. if a conviction stands, rezaian could face 20 years in prison. a family calls it homicide and in an assisted living facility in prince george's county is refusing to respond to that accusation or answer questions. 80-year-old lubin phipps family has a lawyer after a body was discovered near where the man went missing. the family said woodmore house assisted living knew phipps had dementia and said that facility should face criminal charges in his death. >> we trusted woodmore house assisted living with our father, and we had hoped they would keep

him safe and they would provide good care and it is obvious that that didn't happen. >> police and the family are waiting for autopsy results for a positive i.d. on the body found over the weekend in watkins regional park. phipps was in the park with the assisted living facility for a picnic when he disappeared. you can go to the nbc washington app if you have questions about assisted living centers in maryland. we posted a link to the state's consumer guide for assisted living. just search assisted living. we know the name of a police officer on leave after he shot and killed a teenager. that is new this morning. howard county police say officer first class luke buchanan shot 19-year-old gary boitano this past friday morning. the department says officer buchanan fired one shot on cardinal lane in columbia, maryland. it said boitano ignored repeated commands to drop a knife. buchanan first went to the home after a 911 call that boitano was threatening a man inside with a knife.

there could be consequences for a paper mill that spilled thousands of gallons of chemicals into the potomac river. more than 9,000 gallons of latex spilled into the river in luke on the maryland/west virginia border. a maryland environmental inspector wants to fine the company that runs that mill as much as $10,000. the company says it didn't violate any environmental regulations and should not be fined. people in prince george's county could soon have more paid sick leave. council members could vote today on a plan to allow all county workers to earn one hour of sick leave for every 30 hours of work. the washington post reports lawmakers would cap the benefit at seven days. if it passes tonight, it needs a signature from governor larry hogan. meagan fitzgerald will have more on this coming up in a few minutes. another county in maryland could be the next to require paid family leave. our news partner wtop says montgomery county is using a federal grant to study this issue. the time off is meant for things like employees caring for a new baby or sick family member.

if you're a dog lover, you have to watch this story out of tennessee. look at this house. totally engulfed in fire there. now look at the door, right there, a man ran into the home and saved the dog that was trapped inside. the man is a firefighter, he was off duty that day. after this happened, he pretty much drove off. he said he figured the dog was family. didn't want any credit, just wanted to do a good deed. >> don't have enough people like that in the world. good to see it.

sad update to a story we have been following out of haiti. authorities confirming an american missionary was killed. this is roberta edwards, from tennessee. she was shot and killed after the car she was in was stopped by gunmen. new this morning, a child was in that car with roberta and that child was kidnapped. edwards took care of foster children as part of her work with the church. we're going to let you know if we get any more information on who killed her and why. aaron? thank you. we're following a developing story out of china as well where there was another explosion in the port city of tianjin. you look here, this is video of last night's blast. emergency responders are saying no one was hurt this time. the explosion happened in a warehouse filled with alcohol and related supplies. right now, awe man is in

critical condition and the d.c. police officer who ran into him is also hurt. a 23-year-old woman says it was one of the most horrible things she's ever seen. she said a police cruiser side mirror clipped the man in the cross walk at the corner of connecticut avenue and l street yesterday evening. she said she watched the man enter the cross walk after making the decision herself that she didn't have enough time to make it. the d.c. fire department is planning to double-check the brakes on all of its fire trucks after this crash. you may remember this collision between a fire truck and a police cruiser shut down porter street in northwest washington for hours last week. the final police report says a brake problem may be what made the truck veer into the police car. 5:17, your time now. a montgomery county police officer and his family want their dog back after four years working the beat together. gil fones and his canine partner chip are no longer together and

the department isn't saying why. protesters gathered last night to confront the chief of police about reuniting the dog and the officer. >> it is a wonderful, loving family oriented, we did everything with chip, chip never left us, we never left him. >> there are now more than 200,000 signatures online calling for a reunion. chief of police told news 4 he didn't want to comment on why chip was removed as it was a personnel issue. protesters say they will not give up on trying to bring chip home. council members could vote to expand benefits for thousands of employees. workers could be eligible for up to seven days of paid sick leave. megagan fitzgerald has more on the proposal. good morning. >> reporter: good morning. it was an effort that was delayed last month because it didn't appear on a bill. i'll step out here.

this is the area here that later on today we're being told it will appear on the ballot and that there will be a vote tonight. but proponents of the bill say those trying to block it fear backlash from the business community, but for contacts, for the last three year, a bill has lingered in the legislature. so many county officials say it is time to take the lead on this now and not wait for the state to act. with that said, even if this state drafts legislation for paid leave or sick leave, rather, the fear here is that governor hogan will veto that bill which is why city leaders feel it is important to have this -- this and to vote on it so that citizens in the community are able to have paid sick leave, but, of course, we'll be following this all throughout the day here because, again, they are expected to vote on this according to our sources sometime today. back to you. >> thank you. getting to and from leesburg is about to get easier.

virginia attorney general mark herring will join county leaders to break ground on a series of projects this morning. herring will talk about the plan to expand parts of belmont ridge road. it also includes an overpass over route 7 to help alleviate traffic. the first phase of the project will expand the road to four lanes between route 7 and gloucester parkway. you know how the doctor check your blood pressure when you go in for a checkup. experts say you should be taking regular blood pressure readings at home. the number you get from the doctor is a snapshot and may not be as true of a read as you might think. sometimes just walking into the doctor's office can make your blood pressure skyrocket. >> some people are just unhappy seeing the doctor. they might be nervous. they might have had some caffeine, might be rushing around, they might be in pain. >> as many as 30% of people who have high blood pressure readings at the doctor's office

ask for much more. no major problems, remember to listen to wtop when you hop in your car this morning. it is now 5:24. investigators will release their report into the crash of malaysia airlines flight 17. the plane went down over a pro russian held territory in ukraine more than a year ago. nearly 300 people on board died. the dutch safety board is expected to blame a russian made missile for the crash. the board does not have the authority to point the finger at whoever fired that missile. this morning, the russian missilemaker says its own crash investigation contradicts the dutch report. many experts believe pro russian rebels fired after mistaking the jetliner for a ukrainian military plane. the u.s. supreme court will hear argument on gun control. they will consider challenging a chicago law thought bans assault weapons. the case comes at a time of renew ed interest in gun

regulations after recent mass shootings. the court will hear arguments on banning automatic life sentences for teenagers who commit murder. two police officers in wisconsin are suing the gun store for selling the gun that was used to shoot them. the controversial case against badger guns is now in the hands of a jury. julius burton was too young to buy a gun. he paid a 21-year-old friend to do it for him. known as a straw purchase. police officer brian norberg and former officer gram kuhnish are suing the owners of badger guns. >> badger gun was supposed to be the public gatekeeper, the protector, the defense against putting guns out on the streets in the hands of people that weren't supposed to have them. >> the officers say the store was negligent allowing the shooter to buy a firearm he should not have had. surveillance video shows the shooter pointing the gun that he wanted his friend to buy for him. officers shot the -- burton shot the officers after a

confrontation back in 2009. a judge will allow 911 transcripts from a deadly shooting at a church in charleston to be released. a gag order will be modified allowing the transfer along with other documents and thousands of photos to be released. dylann roof is charged in the shooting of nine black parishioners at the south carolina church in june. the judge had earlier blocked the release of documents and prevented attorneys from discussing the case. he said he was concerned the right to a fair trial for roof could be jeopardized by pretrial publicity. 5:26. now to decision 2016. republican presidential candidate jeb bush wants to get rid of the affordable health care law. bush released a two page plan that would repeal and replace that law. his plan gives more power to individual states to regulate health insurance. the plan does not say how many people would be left without insurance. bush is expected to reveal new detail on thinks trip through new hampshire. the big event today is the

the facility and surrounding schools. this morning learning more about the tragic death of an 11-year-old boy. kobe smith died after hitting a tree while riding his dirt bike sunday afternoon. he aparentally hit a mound and was thrown from the bike. this accident happened on private land near cabin branch court. police say it was an accident, they hope it serves as a warning for others. >> 11 years old, be cautious when they're using these types of equipment because they can be deadly and dangerous. >> kobe was with his father and a friend when this accident happened. we're told he was wear a helmet. a new study may challenge what you think you hshould do whether you or someone you know is having a heart attack. research from the university of chicago says critically ill patients do better in basic ambulances with help from emts rather than an advance life support vehicle equipped with paramedics. paramedics tend to take longer to complete procedures in part because they don't have as much

practice. three major u.s. airlines are pressuring the obama administration to protect them against what they say is unfair competition. delta, american and united say foreign airlines can sell cheaper tickets because of government subsidies and smaller paychecks for workers. u.s. carriers are trying to take away some rights, specifically they want to get rid of a requirement that airlines show you the full fair cost including taxes and fees instead of burying that in the fine print. in south carolina, hundreds of people are without homes after last week sweek's deadly flooding. there are hundreds of roads and bridges that are still closed right now. the governor said fema approved more than $13 million in disaster assistance for the state. 19 people died in the flooding there. it is not clear how long it will take south carolina to totally recover. members of an elite rescue team from our area waking up at

it is not clear what he was convicted of. he was accused of espionage, arrested and detained for more than a year in iran. the state department says it is now working to confirm reports of that conviction. the department also says it is renewing calls for rezaian's release. 5:48. a family calls it homicide and an assisted living facility in prince george's county is refusing to respond to the accusation or to answer questions. this morning, 80-year-old lubin phipps family has a lawyer after a body was discovered near where the man was missing. the family says woodmore house assisted living knew that phipps had dementia. he said the facility should face criminal charges in his death. >> we trusted woodmore house assisted living with our father and we had hoped that they would keep him safe and they would provide good care and it is obvious that that didn't happen. >> police and the family are waiting for autopsy results for a positive i.d. on the body found over the weekend in watkins regional park. phipps was in the park with the
