new developments overnight out of kansas city after firefighters rush into this burning apartment to pull people to safety. what we're learning about the deaths of two firefighters. making sure you can afford to take a day off if you get sick. the bill up for debate that supporters say will help thousands of workers in prince george's county. first, storm team 4 meteorologist chuck bell is tracking rain moving into our area. >> showers western maryland and the mountains of west virginia, moving their way toward the virginia line here. so luray, winchester, hagerstown and martinsburg, the best chance for seeing rain over the next hour or two. in and around metro, our best chances for rain come in after 8:00 or 9:00 this morning. even that is not much. temperatures right now are in the upper 50s and low 60s. montgomery county, near 54 with risk of a shower after 7:00 a.m. cloudy skies at noon time. temperatures near 65 and about 70 when you come home from work and school.

ukraine. nearly 300 people died on board that day. the dutch safety board is expected to continue investigating. meanwhile, that report we're waiting for the official release of it and we'll bring you more as we get it. 6:02. today the perjury trial begins in the case of two missing maryland sisters. prosecutors say 65-year-old patricia welch lied it a grand jury investigating the case. the girls were last seen walking to a shopping center in wheaton in 1975. suspected serial killer charles severance head backs to court today. prosecutors will resume making their case if three high profile murders. prosecutors introduced security camera video that showed a vehicle that looked like a ford escort wagon near the home

moments after the murder. severance was allegedly driving the same type of car when he was arrested. a few hours from now until we learn more about two firefighters who died in kansas city. the fire department there is holding a news conference at 8:00. they died when an apartment they were in collapsed last night. look at the flames, just incredible scene here. the fire department is working to find out what caused the fire. it has not released the firefighters' names. a man is in critical condition after a d.c. police officer ran into him. a 23-year-old woman says if was one of the most horrible things she's ever seen. she said the police cruiser's side mirror clipped the man. she said she watched the man enter the cross walk after making the decision herself she didn't have enough time to make it. the d.c. fire department is planning to double-check the brakes on all fire trucks after a crash last week. you may remember this collision

between a fire truck and police cruise shut down porter street. the final police report says a brake problem may be what made the truck veer into the police car. by the end of today, employees in prince george's county could be eligible for up to seven days of paid sick leave. meg meagan fitzgerald is digging into the proposal for us. good morning. >> reporter: as you may recall, the last county meeting here, that piece of legislation was delayed. but as you mentioned, what it would do is allow up to seven paid sick days for those employees here in the county. so, of course, behind me, you can see we are at the county administrative building. this is where the county is expected -- council is expected to meet. according to the washington post, there are some 131,000 private sector workers who could potentially lose money or even risk losing their job for taking

a sick day. the bill has many similarities to the one that you may recall in montgomery county which was passed this summer, which offered such benefits. many believe this would help put pressure on the state legislature to pass a bill on the state level which would provide for paid sick leave. again, county leaders are expected to vote on this measure sometime today. and we'll be following that story very closely and we'll bring you the latest information on the nbc washington app and on our later show this evening. back to you. >> thank you, meghan. now to decision 2016. the democratic presidential candidates will take the stage for their first debate in las vegas. hillary clinton, senator bernie sanders, martin o'malley, lincoln chaff chaffey and jim w the stage tonight. clinton leading in the polls going into the debate.

6:15. in south carolina right now, hundreds of people are without homes after last week's deadly flooding. governor nikki haley says there are 300 people in relief shelters. also hundreds of roads and bridges that are still closed right now. the governor says fema approved more than 13 million dollars in disaster assistance for the state. 19 people died in the flooding

there. not clear how long it will take for south carolina to completely recover. two emergency response teams from our area are back at home right now. they work to help the people affected by the flooding. you're looking at photos from virginia task force one here. they're part of the fairfax county fire and rescue department. look at how they were welcomed back yesterday. to cheer and claps here. fema sent that team to south carolina. they performed surveys, engagements and rescues too. >> we have it very nice here in northern virginia. some parts of the country aren't so fortunate enough. >> it is going to take a long time to rebuild the areas. >> the other team now back, civil air patrol, from maryland, the members of that team flew above flooded areas and took pictures of the flooded regions, their work helped rescuers respond to the worst hit areas. 6:17 now. today a man charged with killing an off duty police officer in memphis heads to court. lorenzo will appear in court by video arraignment.

clark is a convicted felon and charged in the shooting and killing of officer terrence all ridge on sunday. all ridge was shot multiple times after an altercation with clark. a man who crashed a stolen car into a fence at ft. mead faces serious traffic charges. police issued a warrant charging donte small yesterday. he faces more than a dozen traffic charges. he slammed into an unmanned gate last week and spent hours hiding in a storm drain. the crash caused a lockdown at the facility and surrounding schools. a different angle of the confrontation that led to a police officer using a taser on a texas city councilman. this is dash cam video. one of four videos the district attorney is looking at to determine whether the officers used excessive force. officers say that 26-year-old councilman jonathan miller was arrested after he refuse ed to put up his hands. at the time, officers were

questioning some of his friends in front of the department building. a judge will allow 911 transcripts from a deadly shooting at a church in charleston to be released. a gag order will be modified allowing the transcripts with other documents and thousands of photos to be released. dylann roof is charged in the shooting of nine black parishioners at the south carolina church in june. the judge earlier blocked the release of documents and prevented attorneys from discussing the case. he said the concern that the right to a fair trial for roof could be jeopardized by pretrial publicity. 6:18 now, you saw the story first on news 4, montgomery county police officer and his family want their dog back. four years working the beat together for officer gil fones and chip and their they're no longer together and the police department won't say why.>gçt÷ >> it is hard. it is hard to talk about chip

not being here. he was a very vital part of ur family. >> there are now more than 200,000 signatures online calling for a reunion. chief of police told news 4, he didn't want to comment on why chip was removed as a personnel issue. protesters say they will not give up on trying to bring chip home. >> a long time college football coach and former redskins coach is retiring. steve spurrier said he's stepping down immediately. he's coached the south carolina gamecocks for the last 11 years and the head coach of the redskins for two seasons in 2002 and 2003. the now former leader of the university of maryland football program is talking. randy edsel was fired by the school this past weekend. signed a four year contract just a few months before that. he put out a statement saying, i am proud the great progress we made with our student athletes and for him and his family, he says, we take away a lot of great memories during our stay at college park.

california is taking the first step to banning chewing tobacco in baseball. governor jerry brown signed a bill banning chewing tobacco. the ban goes into effect next year. a newly married tennessee couple spent their wedding day trying to save lives. sarah ray and her husband were on their way to their reception when they found out member of the bridal party were in a car accident. the newlyweds who were also ex-mts turned the car around and headed to the accident. at the accident scene, sarah's mom snapped this picture of sarah in her wedding dress. it since has gone viral. >> i don't feel i was being heroic in in any way. it is just my family was in an accident, i needed to make sure they were there, and it just happened that i was a paramedic and in my wedding dress.

by this scandal. it is now 6:32. today the pretrial hearingss begin for the baltimore police officers charged in freddie gray's death. five of the six officers claimed their statements were improperly obtained. gray died on april 19th, a week after suffering a spinal cord injury while in police custody. double-check before you get inside what you think is your uber. we told you yesterday someone sexually assaulted a woman who got into a car over the weekend thinking it was her uber ride. police say the driver threatened her with a knife and then attacked her. she was able to get away saturday morning. officers say she went to a home on macomb street in northwest washington to get help. a family from prince george's county wants an assisted living facility to face homicide charges. police found the body sunday near where 80-year-old lubin phipps disappeared a few weeks

ago. he was with people from woodmore house assisted living for a picni picnic. they say the facility failed to take care of him on the trip to watkins park. a student is facing jail time after saying she would carry out a school shooting. emory students called police who arrested the sophomore. she's new facing five years if she's convicted of making terrorist threats. after the mass shooting at an oregon community college, the university of maryland sent an alert to students. university police say everyone should have a plan in case of an active shooter. they say there are three things every student can do. run, hide or fight. that is the same active shooter plan used by the department of homeland security.

>> inform authorities. hide if you can. and then if all else fails, you don't have any other choice, you have to fight for your life. >> campus police at umd say they trained throughout the year for active shooter events. loudoun county may have missed the mark with the amount of projected students this year. according to leesburg, the county has around 500 more children this year. we're also learning that nearly 200 of them are at the same school. the school system's official count day shows loudoun county public schools had more than 75,000 students. that's nearly an increase of 4% over last year. this year's projection gap was the largest the county has seen. today, montgomery county officials will appeal to keep early voting sites open. council member tom hucker wants the election board not to eliminate early voting sites in bethesda and east county. they say that decision will make it harder for people of color, elderly citizens and low income families to vote. the election board will vet on the elimination tomorrow.

the fairfax county board of supervisors just set up a public hearing on the dog tethering issue. next wednesday, let the board know what you feel about the new amendments for the law. that law would make it illegal to tether your dog for longer than an hour each day. alexandria and arlington already have limits in place. a newly released study may challenge what you think you should to if you or someone you know is having a heart attack. researcher from the university of chicago says critically ill patients do better in basic ambulances with help from emts rather than advance life support vehicles equipped with paramedics. a company now saying it did not break any rules after a big chemical spill at a paper mill in maryland. more than 9,000 gallons of latex spilled into the potomac river in luke on the maryland/west virginia border. maryland environmental inspector wants the company fined. they say as much as $10,000.
