but first a big mess on rockville pike in bethesda, the absolute worst time of day. >> muddy water filling the streets where a water main broke at the heart of rush hour and could be hours before this is all cleaned up. news 4's chris gordon is there live on the scene. chris? >> reporter: well, we have a new development to report for you. you see traffic moving now for the first time in four hours along the southbound lane of rockville pike. take a look at the intersection. and as you do, let's set the scene for you. take a look at the map. we're located on rockville pike. on the corner of cedar lane in bethesda. that's right near the walter reed national hospital. what used to be the bethesda naval hospital. nih right across the street. now, wssc is working to manage this situation. traffic is moving. it's restricted and slow. crews are pushing rocks and other debris out of rockville

pike. carried here in the rushing water from the broken main. they opened a fire hydrant to release pressure from the leaking water line. but wssc still has a lot of work to do. >> we have a break on a 16-inch water main. we're trying to isolate the site of that break. so right now we are turning valves to get a shutdown on the water flow. >> reporter: the slowdown on rockville pike affect the entire evening rush hour and might it have an impact on the morning? >> well, because repairs usually take from four to six hours, and we are still trying to locate and isolate the source of the break, we know that this is going to go into evening rush hour. >> reporter: here's another new development they have now turned off this fire hydrant which was draining the line. that indicates that they may have found the leak. whether the delay in traffic stretches into the morning rush

and the marylander who debate tonight won. but the conventional wisdom is here that this is going to be a pretty conventional democratic debate compared to the republican debates that have gone before it. no donald trump. it's bernie sanders' chance to showcase himself live from this debate hall to democrats who have heard about the socialist senator from vermont and his big rallies in iowa and new hampshire, but tonight get to hear from bernie sanders. >> he needs to take this opportunity on a big stage next to hillary clinton, show people not just that he has ideas he likes but he's ready to be commander in chief, ready to run the country. >> reporter: after the lesser known democrats debating former virginia senator jim webb, formerchafee and martin o'mall o'malley. >> i'm looking forward to the democratic party finally joining this game and having a debate about how we solve our nation's problems. >> reporter: hillary clinton looked past the debate last night showing up at donald trump's las vegas hotel. joining union workers,

protesting the employment practices of the republican front-runner. >> that means saying no to donald trump. >> reporter: after being hammered about her e-mails and chased by sanders, clinton tonight gets to reboot. >> as hard as they come at her, she is sustaining and she's doing well. she's excited to get out there and talk about issues tonight. >> reporter: live from las vegas. there's a podium ready here tonight for joe biden, but the vice president says he'll be watching this first democratic debate from back there in washington at his residence on mass avenue. jim, the vice president still has not made clear if he knows the answer, himself, whether he's going to run. back to you. >> all right. steve handelsman, thanks so much. big night. the producers of nbc's "saturday night live" announced today donald trump will host a show november 7th almost a year before the election day. hillary clinton made a cameo, you may recall, earlier in the season prepamiere earlier this

month. trump hosted the show in 2004 when the reality show "apprenti "apprentice" was in its first season. >> donald trump won't be on the debate stage tonight but we're going to hear from him, he says he'll be live tweeting the debate though he says he expects it to be, quote, a very boring two hours. hillary clinton responded on twit twitt twitter saying she's glad he'll be watching and borrowed his trademark phrase, it's going to be huge. we asked all afternoon if you plan to watch tonight's democratic debate. so far most of you who have responded are saying yes. an apartment building is declared too unsafe to live in. now a dozen families are being asked to move out of their homes and into a hotel. residents tell us the building was in a constant state of disrepair and the owner ignored their request to fix it. news 4 marksegraves is outside the building in southeast d.c. where he talked tohat had been there 30 years and refed

to leave. >> reporter: that's right. that woman's guardian tells us that she has a serious mental illness.ly agreed to leave but only after the city agreed not to put her into a hospital. her attorney tells us the city was willing to pay for hotel rooms for everyone except for her. >> i was promised assistance through the department of mental health but they want to hospitalize her. >> reporter: after a standoff that lasted hours, the elderly woman finally agreed to leave once the city agreed to put her in a hotel with the other residents and not force her into a hospital. inside the apartment building, conditions are unfit for anyone to live. >> sometimes we can't even take baths for like, two to three weeks, stuff like that. you know, can't wash dishes and, you know, be trying to clean up the house. we can't do it because the water constantly be off. >> there were over 287 code violations the dcra issued to

this landlord starting in about april. but the most significant code violation was the lack of heating. >> reporter: the building's owner not wanting to talk to news 4, locked himself in a utility closet. why would you do that? >> we are working, low-income people and we still need a roof over our heads and shouldn't have to live like animals. >> reporter: the 12 families who live here were forced out today. for janice dunbar, the news comes days after her husband died. >> we had to pack up everything and move fast and do everything in a hurry. >> reporter: because they were forced to move, the family had to postpone the funeral. >> i cannot do it all. so had to delay his funeral. >> reporter: all 12 families will be housed temporarily in a local hotel. after that, they'll have to find their own housing. >> we need the community's help in helping these people be able to be placed in a permanent home. >> reporter: now the district government will pay for those hotels for two weeks.

after that the families can apply for housing vouch us but those are handed out based on economic need. many of these families do have jobs so they may not qualify for the housing vouchers. as for the owner of this building, he's facing more than $130,000 in fines. he can appeal those or he could go ahead and make the needed repairs here then start renting these apartments again. in southeast, mark segraves, news 4. continuing to track a few showers across our region right now. as you make your way through the rest of the evening hours, take the umbrella with you if you're making your way out and about. take a look. see what's happening. high temperatures today into the mid to upper 70s. close to 80 degrees in some areas. we could say good-bye to those numbers as the cold front moves through, we will start to see temperatures cool. look at the rain. right now right around the district. right on down toward the waldorf area. if you live north of this region, leesburg, frederick, hagersto hagerstown, you're out of the woods. d.c., diel, annapolis, for

showers to go, through the city of fairfax and manassas, too. next comes the cold front. we get cool the next couple of days. for the weekend, though, we get cold. i've got your forecast. desk, we're expecting an update on a fire that could have killed a couple in reston. when firefighters got to their townhouse on purple sage court it was already engulfed in flames. the man and woman were trapped on the second floor. both went into cardiac arrest. paramedics were able to revive them. they were air lifted to washington hospital center. now, the woman is awake and talking to investigators. the man is in stable but guarded condition. firefighters couldn't save the couple's pets. two dogs and two cats died in the townhouse. fairfax county firefighters are holdi a cference now. shamari stone is there. he's learning more about who this couple is. he's going to have a live report in our next half hour. police found a truck but they're still searching for the driver in connection to a deadly hit-and-run in the district. it happened on sargent road in

northeast near faraday place early this morning. pat collins with more on the victim and deadly history of this intersection. >> reporter: today, a man killed here. a few years ago, a young boy killed a block away. deadly consequences crossing sargent road. the victim walked with a cane. he was wearing corc shoes. he was carrying a bag. and as he went across sargent road, he was struck and killed by a black pickup truck. a pickup truck that kept on going. the victim thrown into the path of an oncoming car. the scene extensive. look at all the evidence markers. what happened here, most troubling to people who live in this neighborhood. >> it's awful. it's terrible. i don't like that at all.

because usually this neighborhood is kind of quiet. >> reporter: crossing sargent road has had deadly consequences before. february, 2007. 6-year-old jalen tyler on his way to school struck and killed by a car as he was crossing sargent road at emerson street. now, the car stopped in that case. and then came the speed bumps and the four-way stops, but negh it's still a treacherous crossing here. >> the speed bumps are are not effective really. >> people roll over the speed bump and two through the stop sign. >> reporter: so it's not any better? >> i wouldn't think. >> reporter: on a northwest street this afternoon, police towed away a black pickup truck. it had a broken headlight. the truck described as a possible lead in this fatal hit-and-run investigation. and so that investigation

i'm jackie bensen. neighbors arriving home here at this apartment, or townhouse complex. seton square off 57th avenue. arriving to a disturbing scene. two men were shot here about 4:00 this afternoon. now, on the scene, you can see investigators from the bladensburg police department as well as a crime scene unit from the prince georges county police department trying to figure out exactly what happened here. now, we are told there were two victims, both of them are adults. both are men. one was taken to a local hospital by a civilian, perhaps, someone he knew who was here on the scene. the other man was transported by ambulance from this location. he is said to be in extremely

critical condition. now, we talked to investigators here a short time ago. they told us that this investigation is still in its very early stages. now, there are a lot of sochool around here. the scene was apparently spread out over several blocks and there were children walking by at the time, but, again, the victims in this case, two adult men who were shot just after 4:00 this afternoon. back to withdrew. >> jackie bensen, thank you. this is what remains of malaysia airlines flight 17. the plane was downed over eastern crew craukraine. dutch investigators now say they know exactly what happened. they say the plane was downed by a missile made in russia and the crash would not have happened if the airspace over ukraine had been closed. they are also providing the most detailedescription yet of the final terrible moments of flight 17. nbc's kurt gregory has our report. >> reporter: a report from the

dutch safety board on the final moments of malaysia airlines flight 17 gives a frightening look at what happened in the plane before all 298 people died. the investigation said a buk missile exploded about three feet in front of the plane taking off the cockpit and killing the crew almost instantly. air rushed into the plane and about 90 seconds later the plane crashed. investigators showed a model of the reconstruction of the plane formed from fragments gathered at the crash site. the investigation says missile fragments found in the bodies of the cockpit crew and paint traces enabled the identification of a buk surface-to-air missile. >> we are trying to find as much information about the persons involved in bringing the possible buk in this area. >> reporter: the netherlands headed the investigation since 196 of the victims were dutch. ukraine is still pursuing a criminal investigation. the dutch prime minister urged

russia to cooperate with the investigation. russia has repeatedly denied involvement. nbc news. a traffic jam up on capitol hill today as dozens of demonstrators blocked traffic to protest the arrest of a teenager. they're upset tonight about this video that's making the rounds all over social media with the #justiceforjason. it shows d.c. police forcibly detaining an 18-year-old yesterday outside the city bank here on pennsylvania avenue in southeast near 6th street. today protesters returned to the area to march in the streets. and block traffic. d.c. police tell us the officers were responding to a call for three suspicious people near an atm. they say one person ran when they pulled up and two others resisted them. in the end, no one was arrested or charged. new at 6:00, construction of metro's silver line is ramping up. crews are working at a furious pace but there's a new problem

underground that could slow the whole thing down. the second phase will take metro out to dulles airport and beyond. transportation reporter adam tuss is live. adam, what have you learned about this new problem? >> reporter: well, it's important to remember, first of all, that the silver line is coming here to dulles international airport. it will then continue into louden county. down below, the digging has not always been easy. buried beneath the dulles toll road and dulles airport access road, some tough stuff. >> we found a lot of rock in the median of the highway. and so that has interfered with progress in a couple of places. >> reporter: what kind of rock? think of your kitchen countertops. >> it's basically granite. it's very, very hard rock. so you have to use sophisticated methods and sometimes it's just a matter of jackhammering through. >> reporter: charles stark, the head of the dulles corridor metro rail project says the contractor has worked past the problem. now the focus is on building. and there's plenty of building

going on. beams, columns, cranes, everywhere you turn out here. now, this is the really incredible part about the second phase of the silver line. after it leaves the airport station, the silver line continues on for what seems like forever. there will be two stops in louden county. in fact, huge girders will go over the dulles greenway are being shipped in from pennsylvania. some are 104 feet long by 9 feet tall. you may see them coming in on 66 or the beltway. of course, all this means metro is coming. the second phase runs from reston to the airport and continues into louden county. here at the airport, travelers are ready to hop on board and forget about driving here. >> got the toll road, all sorts of traffic. never know what you're going to hit. >> easy to jump on the metro in town, straight out here. no hassle. avoid all the traffic when there's delays. it's good. >> reporter: right now digging to get to a better ride. now when the airport station is

and now your storm team 4 forecast. >> no storms but some showers. take a look at this shot looking down toward the southwest of the capitol. very nice shot of the capitol. see the showers off in the distance right there. we're tracking those showers on storm team 4 radar as they continue to move on through the region. on the radar we are watching showers go right on through the district, northern virginia into maryland. let's take a look and show you where these showers are right now. it has been a line, that line developed right along 66 and 95 earlier, now pushing down the south. see even thunderstorm activity toward the delmarva. no thunder or lightning around our region. these are just some showers that continue to move through. parts of fairfax county. 395 to 95. back toward the burke area, down

toward springfield, all seeing some showers. just to the southwest of clinton. i'll zoom in on one area here and show you what's happening to the south of buoy back along 50 as you make your way out 450 from the beltway over toward morningside. upper marlboro. right ondown route 4. back to the west, this is where the heavier showers are arightl. more down toward i-95. so we're going to see more showers. if you live south of d.c., expect to s som showe tonight. north of d.c. i think you're about done. this is the reason why. we've got a cold front. swinging on through the region. as we do so, that cold front will usher in some cooler air. noce thepin here in the atmosphere. ll a beautiful looking storm. look at the front extending all the way down toward portions of atlanta. look what it did to the rest of the country. just cleared out the rest of the country here. much cooler air coming in toward the great lakes. we'll see that cool air starting

the information just released tonight. >> reporter: good evening. moments ago i talked to the fairfax county fire chief. he tells me this woman that lived here with her husband, they are amarried, she is able o talk, she does not remember what happened because she's too traumatized about this fire that ripped through the townhouse behind me. the good news is that firefighters were able to rescue this couple. let's roll some video right now. firefighters were called out hire about 6:40 this morning. they found the townhome engulfed in flames. firefighters pulled the married couple from the second story of the home and it's on purple sage court in reston. now, they went into cardiac arrest on the way to the hospital but they were revived. they were then air lifted to medstar washington hospital center. unfortunately, their two dogs, their two cats, died in the fire. we're now going to hear from the chief about safety. >> one, have a working smoke alarm on every floor. and second, when you go to bed at night, shut the bedroom door.

>> reporter: right now firefighters are investigating what caused the fire. we do know that it started in the front of the house when you walk into the front door to the left in that corner, well, that's the origin. live here, i'm shomari stone, back to you in the studio. at t live desk, we're keeping you updated on the massive water main break on rockville pike. traffic has been slow for hours. one southbound lane is now getting by on the break which is just north of nih. southbound lanes have been closed for most of the afternoon and heading the other way, again, one southbound lane is open, and getting the other way isn't much better. there's only one working lane northbound cr northbound. crews have been trying to ice la ice lay late the 16-inch break. we'll push out alerts on the nbc washington app and update you again on news 4 at 11:00. fbi agents searched a

montgomery county home earlier today in connection to the disappearance of the lyon sisters. that home was apparently where relatives of lloyd welch once lived, on trial as you know for murder connection to the 40-year-old case involving sheila and catherine lyon. the girls vanished back in 1975 after going to a mall in wheaton. earlier today, lloyd welch's aunt, patricia welch, charged with perjury in the case, had her trial pushed back to january. now the latest on a high-profile trial and a woman who knows accused killer charles severance very well. today his former girlfriend spent hours on the witness stand. and many of the questions for her focused on guns. bureau chief julie carey reports on what she said about the man she called charlie. >> reporter: linda robra tried to dodge the cameras outside the courthouse. inside on the witness stand she provided important testimony about her live-in boyfriend, charles severance and his

preference for a new gun. as a convicted felon, she knew he was barred from owning one but in 2012, charlie showed her a picture of this weapon, a small hand-sized .22 caliber revolver and urged her to buy two. she got the guns and the type of ammunition severance suggested. low-velocity subsonic. all three victs, nancy dunning, ron kirby, and ruthanne lodato were shot to death with that type of gun, killed by that type of bullet. she also knew severance didn't like police or the legal system, bitter after losing custody of his young son years before. said robra, "any time there were police officers that were shot, he would think that was a good thing." that testimony could be crucial to the prosecution's case. two of the victims had ties to law enforcement or the courts. but robra told defense attorneys she never took the talk seriously. she says severance exhibited ordinary behavior on the dates kirby and lodato were shot, no

angry display. jurors also got a look at the cart load of evidence seized from robra's townhouse and the home of severance's parents. two .22 caliber casings on the floor of the townhouse garage and boxes of ammunition in the parents' home in an area severance used for stornlage bu there were no fingerprints on those boxes. as for those two small handguns severance's girlfriend purchased, she first noticed them missing in march of 2014 when police came looking for severance and she told him to clear out. neither gun has ever been found. inulie carey, news 4. rising numbers of bomb squad calls on u.s. capitol grounds. the i-team's review of police records show more than 2,500 security sweeps and checks of suspicious packages since 2012. u.s. capitol police have also handled a recent series of unexpected scares. a gyro copter landing on the

west front of the capitol and suspicious powder inside the office of a veteran pennsylvania congressman. >> this is washington, d.c., this is one of those cities that there's a higher risk that things like that can happen here than a lot of other cities in the country. >> you'll want to stay with us for news 4 at 11:00 tonight. the i-team takes you inside the u.s. capitol police bomb squad to show the equipment and the manpower they're using now to handle these threats. and the thousands of calls they respond to to keep the district safe. montgomery county is working to deal with problems with school overcrowding after record enrollment this fall. at this rate the schools could be more than 160% above capacity by the year 2020. it's happening not only in chevy chase and bethesda but also up county in germanstown and clarksburg. some schools are anticipating the use of portable classrooms as a result. >> we are bursting at the seams and we know that the children, our biggest bubble right now is

in the elementary. it's going to age through, impact middle schools and high schools. >> the school board president says montgomery county needs three new high schools, but there are none in the works right now. louden county schools are also struggling to keep up with a jump in enrollment. the county has more than 76,000 students this year, 2, 800 more than last year and hundreds more than they were expecting. a different story in prince william county, though. enrollment there fell short of projections but they still added more than 1,000 new students. that county has more than 87,000 students enrolled in public schools. online outrage as a woman uses social media to live stream herself drunk driving. tonight this video has gone viral as new details of her arrest emerge. a paid sick leave bill didn't make it out of committee in prince georges county, but they did pass avrh resolution they hope will impact folks

statements made by two baltimore police officers to investigators before they were charged in freddie gray's death can be used in court. the six officers charged in gray's death appeared together in court for the first time today. gray died after suffering a spinal cord injury in the back of a police van back in april. the first trial is set for the end of november. new video tonight showing the arrest of a young woman who live strmed herself while she was driving drunk. >> please, supervise me because i am driving super drunk right now. i feel like i'm not driving

straight but i should be. >> you're under arrest for dui. >> i just asked you if i -- >> no, had nothing to do with me holding you up if you don't fall down. has to do with your driving. >> 23-year-old whitney bell was arrested in lakeland, florida, over the weekend. this new dashcam video shows her taking a field sobriety test. a test officers say she failed. they pulled her over after several people called 911 to report that she was using the app, periscope to show herself driving home from a bar drunk. after a furor over undercover videos, planned parenthood is changing its policy for fetal tissue research. the organization will no longer accept money to cover the cost of the program. planned parenthood's president announced the move in a letter to the national institutes of health today. antiabortion advocates have skewered the organization in recent months and republicans are trying to cut off federal funding. planned parenthood saysit never profited from the program.

instead, leaving it all up to annapolis. as county bureau chief tracee wilkins reports, some say waiting for the state is a real problem. >> let's not wait for other people to do the right thing. take a stance, prince georges. let's do it. >> reporter: today those wanting prince georges county to conquer the issue of paid sick leave on its own -- >> motion failed. >> reporter: -- lost their fight. the bill didn't have the votes to make it out of committee and on to the council for a final vote. >> the workers of this county lost big today. >> reporter: what the committee did pass was a resolution saying if state introduces a bill proposing statewide sick leave, the council would support it. some called that a mistake since statewide sick leave has failed in the past. >> i saw first hand that it wasn't going anywhere and if it goes anywhere this year, it's always a political reason. right? and if it gets out, we have no guarantee that our governor is going to sign it. >> we're going to go down there in january and fight hard for statewide paid sick leave

louden county leaders hope someday to go from sterling to leesburg on route 7 without any signal lights. take a look at this map. there's a change coming to this area around the verizon center to make it easier for you to find on-street parking. the city is installing about 1,000 of these small signs throughout the area. they identify 1,000 specific parking spaces in the blocks surrounding verizon center. and whether they're vacant or being used. and soon drivers will be able to use their smartphones to locate those spots and to pay for them. >> we have done some studies that indicate 25% to 30% of the congestion in downtown is because of people circling around the block to find an open parking space. >> the new parking system will also allow the city to temporarily raise prices during big events. you knew there was a catch, right? >> sure. temporarily. and this, the warm weather, that was temporary, too. get ready to leave town, isn't it? >> the next couple of dies adayt

now. heavier rain come through in about the next 15 minutes. same thing along 301, continue right up toward the buoy area. now, tomorrow's forecast a lot different. temperatures 63 to 69. it will be a cooler day. temperatures 10 degrees below where they were today. still not all that bad. take a look at the fall foliage report. i want to show you, this is really cool video out of vermont. take a look at this. this is a drone over portions of vermont seeing what we've been seeing the peak video or the peak season here. look at this, guys. this is just gorgeous, gorgeous stuff. the reds, the yellows, the oranges. just beautiful. and that's what we can expect here in just about a couple of weeks. we do have some peak season, or peak foliage back toward the west. we're talking about areas back toward western maryland. i love that shot. i want to know where that is. right around the peak down toward -- or rather western maryland in toward the valley area of west virginia, we are at peak. still very low color around our region. we'll see that color enhance over the next couple weeks here

jason down at the booth. ovy, will he play or not take the ice? >> reporter: jim, ovechkin will not play tonight for the capitals. it's only the 23rd game he has missed in his entire career with this organization. he missed the morning skatearound, so he is out today. his teammates will have to do it without him against the sharks tonight here at verizon center. the capitals are are ooff to a start this regular season. 5-3 victory saturday night. five different players scored goals for the caps including this ridiculous goal by ovechkin. the head coach not thrilled with how the caps played despite the victory saying he thought the team looked rusty. the capitals hoping to build off the win and put a smile on their head coach's face tonight. only game number two this year, reunion already. this time a familiar face and former fan favorite, joel ward is back in town with his new squad. the san jose sharks. he signed with them as a free agent this offseason after spending the last four years with the caps.

sports net. let's move on to college football for a moment. a new head man in charge. today the offensive coordinator turned interim head coach addressed the disappointment of the season and also looked forward to the feature. >> obviously we all have some ownership in what took place on sunday. as a coaching staff and as a team and as a fan base that, you know, we didn't get it done for coach. and what we talked about isle toing to grips with those feelings and now it's about pen state and focusing all of our energy on that and that's what we'll do. >> reporter: staying with the college football theme, today steve spurrier making it official the old ball coach stepping down at south carolina but don't call it a retirement. spurrier has been the head coach since 2004 and of course people around here remember his days with the redskins in 2002 and 2003. he says he's enjoyed coaching south carolina but doesn't feel the program is where it should
