of an impact. traffic not too bad. this has been going on since tuesday. we're talking about the section between pooksville road and cedar lane. they had a water main burst on tuesday. there was flooding, major lane closures. they have repeated repairs to the pipe itself but they still have to repair the road. apparently they had to take out a larger section of the asphalt. they had hoped to have all the work done by this morning's hour but they even not been able to complete the repairs in time. we have one lane getting by to the left in the inbound direction here right in the area of cedar lane. now, if you're heading outbound in the northbound direction, all the lanes are open. they're making a lot of progress, but we're seeing the lane closures, we've been here since about 4:30. actually they've made tremendous progress in that time filling in the hole with asphalt here. they're working as quickly as

they can. they'll reopen the road as soon as they can. we'll be here all morning long and let you know when things get back to normal. for now we're seeing one lane getting by to the left. for more traffic, we'll send it over to melissa. maybe take georgetown or connecticut. rockville pike there in bethesda at cedar lane. going to be nasty. 270 southbound, we have a crash there. we're seeing red. pretty much to clarksburg. we're sejd a chopper to that crash to see what's happening and right now 95 through woodbridge going 23 miles per horde. developing at this hour baltimore city hall is empty and police are gone. that news coming less than an hour ago after protestering

occupied the building. at least 12 were arrested overnight. they were standing against a decision on baltimore's new police commissioner. they voted to give kevin davis the permanent job yesterday. take a look at some of those gathered. the protesters are against getting the job. they could show up again this morni morning. we'll be watching that situation. breaking news. big change of plan for american troops looking to come home from afghanist afghanistan. just got world about the troop presence. the plan is to maintain 5, 500 troops at the end of 2015. much higher than that needed for embassy responsibility. president obama will explain that after recent violence.

monday. somebody called police saying goolsbee and two friendses looked suspicious lingering in front of the atm. he ran from them. todays news conference is set for 1:00 p.m. police are working on a case of a man who broke into a woman's home am raped her. this happened in the middle of the day. this man forced himself inside the home at 18th and a street near the armory stachlgts police say the suspect tricked a woman into opening her front door and then attacking her he will be set back to dchl c. to face charges. a woman charged with ripping off people for fake charities is ta'u back in kourtd.

ten minutes after the hour. an update to the story we told you about earlier this week. a man was shot outside an nfl game on sunday and apparently he died last night. this happened after the patriots cowboys game. this apparently started with a fight in the parking lot there. the victim was trying to break up the fight. the police charged the man with murder. he's in jail. >> this morning virginia governor terry mccullough spoke. he's been an outspoken advocate for stricter gun control. he's had trouble getting gun laws passed in a republican controlled government.

this man managed to live inside an attic in the ar longton church for three years without anyone knowing. 42-year-old william barker would attend mass and then after everyone left he'd climb a lad sbeer the attic and stay there. he eventually was caught by an air conditioning repair man.

rawlings-blake said, quote, there are very few things you can do to a human more disgusting. police ordered several people off the steps of a building. one man argued with an officer as was tase and handcuffed. that's when officers say the officer spit on a man. d.c. fire crews rescued one from a home. one person was critically hurt. a local family is mourning the loss of a 6-year-old and his grandmother. the two didn't make it out of a house fire in waldorf early yesterday morning. fire crews rushed to the home on poplar hill road afternoon someone in the house called 911 early yesterday mochbing. 6-year-old xavier atkins and his grandmother bernice washington died. the cause of the fire was

his parents are charged. it happened at the word of life church in new york. his parents face first-degree manslaughter charges in the death. leonard died of blunt force trauma. his 17-year-old brother also seriously injured. the two apparently beaten for hours when they wouldn't ask for forgiveness. their daughter is also facing assault charges. >> family and friends are remembering a woman who was killed in a plane crash. she was just 21 years old. you're looking at a video of the vigil. the plan's pilot also died in that crash. a nurse who survived ebola once now critically ill again. pay lean cafferkey is in the

hospital. it's possible for ebola virus to re-emerge in a small percentage of people. today in zimbabwe, the professional hunter who led to dilling of cecil the hunter will be in court. he's charged with failing to supervise, control, and take reasonable steps to prevent an illegal hunt. dentist palmer killed cecil in early july. if found guilty, he could face up to ten years in prison. if you hit it big in illinois, you'll have to wait for your money. the state apparently waiting on the budget to pass to hand over that money. last month two winners launched class action lawsuit against illinois lottery after being told they have to wait. the state said once the budget is passed the winners will be paid. i don't know. that's kind of -- i mean you geefb tot do what you've got do if the money's not there.

breaking news on the roads right now at 6:45 that could make you late for work. this is the situation playing out on i-66 as you approach the beltway right now. at this point, we're seeing a seven-mile backup. >> it's one of the stories we're working on to get you up to the minute. let's check in with melissa mollet with more on the delay. melissa? >> eastbound right near the beltway, the crash still on the right side of the beltway. again, a seven-mile backup there as you're approaching the beltway. it's very slow. chuck? >> outside this morning temperatures are in the 40s and 50s on your way out the door. it's a cool and dry start. sunshine today but much colder for the weekend. more detail on that with your seven-day coming up in five minutes. crews are making progress on fixing a water main. crews are working as fast as they can to open up all lanes.

megan mcgrath has been there all morning. what are you seeing now? >> reporter: well, eun, we are starting to see the traffic volume pick up. we're starting to see slowdowns in the section. the bottom line is we only have one lane getting by to the left on the inbound side of rockville pike. this is right in the area of pooksville road and cedar lane. a very heavily traveled road. as we see volume picking up, we're starting to see traffic tie-ups and people plan to treat accordingly. they're hoping to get this open as soon as possible. they've been making quick progress. they've laid a lot of asphalt and they're making progress but it's still an issue. the problem, the 16-inch water main that broke on tuesday, it caused flooding in the area. it caused real problems.

aggressive tactics. protesters could show up again today. we'll stay on top of it. >> molette, thank you. right now d.c. police are working on extraditing a man they say broke into a woman's home and raped her here in the district. it happened tuesday afternoon in the middle of the day. the man forced his way through 18th and "a" street. he tricked a resident into opening her door and then attacked her. he'll be sent back to d.c. to face charges. former house speaker dennis hastert heads back to court. both sides will update the judge on how plea talks are going. last month hastert's lawyer said they were trying to avoid a deal that woul try tr a deal to avoid trial. he broke the law and tried to pay someone $3 million to hide claims of past misconduct. :49.
