"news 4 midday" starts right now. a handful of activists gathering at baltimore city hall with new demands. they want police to release 16 fellow protesters arrested for protesting this morning taken out of the building in plastic handcuffs hours ago. police broke up an all-night sit-in and charged the folks with trespassing as we said. they were part of a large group that disrupted a hearing about hiring a permanent police commissioner. those protesters opposed a preliminary vote to keep kevin davis on the job and they want a say in the selection process. >> thanks, molette. developing right now, an announcement any moment about u.s. troops in afghanistan. president obama is expected to say he plans to keep troops at current levels next year and 5,500 troops in 2017. that's much higher than the 1,000 needed to protect

embassies that many expected he would use. we are watching the white house where that announcement could happen any minute now. we will bring it to you live when it happens. today, a student detained by police will speak about the incident in a news conference. you may have seen this video on social media of officers holding down 18-year-old jason goolsbee. two officers detained him on monday outside citi bank. someone called saying he and two friends looked suspicious lingering in front of an atm there. police say goolsbee ran from them. the video struck protests in the hashtag justice for jason. >> a water main break in beth thes ta finally fixed. the lanes are open in both directions now. that happened a couple of hours ago after the water main break shut things down for a couple of

officer hickman who lost the use of his left leg. a business woman facing fraud charges is accused of using funds raised through an autism charity to pay her own bills. linda wallace also goes by the name of lynn miller, former presh treasure for dick sesla. they also accuse her of writing fake checks. she trekked her down but she would not comment. president obama is about toed address the nation from the white house on his plan to keep thousands of u.s. troops in afghanistan passed 2016. let's listen in. thanks to the courage and the skill of our military, our intelligence and civilian personnel. they serve there with extraordinary skill and valour. it is worth remembering specially the more than 2200

american patriots that made the ultimate sacrifice in afghanistan. i visited our troops to thank them on behalf of a grateful nation. i told them they could take great prize in the progress they helped achieve. they struck devastating blows against the al qaeda leadership, delivered justice to osama bin laden, prevented terrorist attacks and saved american lives. they pushed the taliban back so the afghan people could reclaim their communities, send their daughters to school and improve their lives. our troops trained afghan forces to take the lead for their own security and protect afghans as they voted in historic elections leading to the first democratic transfer of power in their country's history. today, american forces no longer patrol afghan villages or valleys. our troops are not engaged in

major ground combat against the taliban. those missions now belong to afghans who are fully responsible for securing their country. but, as i've said before, while america's combat mission in afghanistan may be over, our commitment to afghanistan and its people endures. as commander in chief, i will not allow afghanistan to be used as a safe haven for terrorists to attack our nation again. our forces, therefore, remain engaged in two narrow but critical missions. training afghan forces and supporting counter terrorist operations against the remnants of al qaeda. compared to the 100,000 troops we once had in afghanistan, they have fewer than 10,000 remain in support of these very focused missions. i meet regularly with my national security team including

commanders in afghanistan to continually assess honestly the situation on the ground to determine where our strategy is working and where we may need greater flexibility. i have insisted consistently that our strategy focus on the development of a sustainable afghan capacity and self-sufficiency. when we have needed additional forces or make adjustments in terms of our timetable, we have made those adjustments. today i want to update the american people on our efforts. since taking the lead for security, forces have continued to step up. this has been the first fighting where afghans have largely been on their own. they are fighting bravely and tenaciously. afghan forces continue to hold most urban areas. when the taliban has made gains

as in kanduz, afghan forces have been able to push them back. this has come at a very heavy price. thousands have lost their lives, as have many afghan civilians. at the same time, afghan forces are still not as strong as they need to be. they are developing critical capabilities, intelligence, logistics, aviation, command and control. meanwhile, the taliban has made gains, particularly in rural areas and can still launch deadly attacks in cities. much of this was predictable. we understood that they would try to exploit some of our movements as we transitioned out of particular areas and that it would take time for afghan security forces to strengthen. pressure from pakistan has resulted in more all qaeda

coming into afghanistan. we have seen the emergence of an isil presence. in key areas, the security situation is still very fragile. in some places, there is risk of deterioration. fo fortunately, president gani and chief executive dolton, there is a national unity government that supports a strong partnership with the united states. during this visit, president gani agreed to continue our counter terrorism cooperation. he has asked for continued force as the forces grow stronger. following consultations with my entire national security team as well as our international partners and members of congress, president ghani and chief executive abdel-elah, i am, therefore, announcing the following steps which i am convinced offer the best possibility for lasting progress in afghanistan.

first, i've decided to maintain our current posture of 98 troops in afghanistan through most of next year, 2016. their mission will not change. our troops will continue to pursue those two narrow tasks that i outlined earlier, training afghan forces and going after all qaeda. but maintaining our current posture through most of next year rather than a more rapid drawdown will allow us to sustain our efforts to train and assist afghan forces to grow stronger, not only this one but into the next one. second, i've decided that instead of going down to a normal embassy presence in kabul by the end of 2016, we will maintain 5500 troops in a small number of bases including at

bagram and johar and kandahar. this will give us the presence and the reach our forces require to achieve their mission. in this sense, afghanistan is a key piece of the network of counter terrorism partnerships that we need from south asia to africa to deal more broadly with terrorist threats quickly and prevent attacks against our homeland. third, we will work with allies for their own presence after 2016. we are part of a 42-nation coalition and our nato allies and partners can play an indispensable role in helping afghanistan strength then its security forces, including respect for human rights.

finally, we will continue to support press gahni and the national unity formation. the president is working to combat corruption, strengthen institutions and uphold rule of law. as i told him and the chief executive, efforts that deliver progress and justice for the afghan people will continue to have the strong support of the united states. we can not separate the importance of governance with the issues of security. the more effective these reforms happen, the better off the security situation is going to be. we also discussed american support of an afghan-led reconciliation process.

it should be clear to the taliban the only way to achieve the full drawdown of u.s. and foreign troops from afghanistan is through a lasting political settlement with the afghan government. likewise, sanctuaries for the taliban and other terrorists must end. next week, i'll host prime minister sharif of pakistan. i will continue to urge all parties to press the taliban to return to peace talks and to do their part in pursuit of the peace that afghans deserve. in closing, i want to speak directly to those whose lives are most directly affected by the decisions i am announcing today. to the afghan people, who have suffered so much, americans commitment to you and to a secure, stable, and unified afghanistan, that remains firm. our two nations have forced a

strategic partnership for the long-term. as you defend and build your country, today is a reminder that the united states keeps our commitments. to our men and women in uniform, i know this means that some of you will rotate back into afghanistan. with the end of our combat mission, this is not like 2010, when nearly 500 americans were killed and many more were injured. but, still, afghanistan remains dangerous. 25 brave americans have given their lives there this year. i do not send you into harm's way lightly. it is the most solemn decision that i make. i know the wages of war and the wounded warriors i visit in the hospital and in the grief of gold star families. but as your commander in chief, i believe this mission is vital to our national security interests in preventing terrorist attacks against our citizens and our nation.

and to the american people, i know that many of you have grown weary of this conflict. as you are well aware, i do not support the idea of analyst war. i have repeatedly argued against marching into open-ended military conflicts that do not serve our core security interests, yet given what's at stake in afghanistan and the opportunity for a stable and committed ally that can partner with us in preventing the emergence of future threats and the fact that we have an international coalition, i am firmly convinced that we should make this extra effort. in the afghan government, we have a serious partner who wants our help. and the majority of the afghan people share our goals. we have a bilateral security agreement to guide our cooperation. every single day, afghan forces

are out there fighting and dying to protect their country. they are not looking for us to do it for them. i am speaking of the afghan army cadette that grew up seeing bombings and attacks on innocent civilians who said, because of this, i took the decision to join the army to try and save innocent people's lives. or the police officer trained to diffuse explosives. i know it is dangerous work, he says, but i have always had a dream of wearing the uniform of afghanistan serving my people and defending my country or the afghan commando, a hardened veteran of many missions who said, if i start telling you the stories of my life, i might start crying. he serves, he said, because the faster we bring peace, the faster we can bring education and the stronger our unity will grow. only if these things happen will afghanistan be able to stand up

for itself. our fellow americans, after so many years of war, afghanistan will not be a perfect place. it is a poor country that will have to work hard on its development. there will continue to be contested areas but afghans like these are standing up for their country. if they were to fail, it would endanger the security of us all. we have made enorm nous investmt in a stable afghanistan. afghans are making difficult but genuine progress. this modest but meaningful extension of our presence while sticking to our current, narrow missions can make a real difference. it is the right thing to do. may god bless our troops and all

i hope everybody is enjoying today. it is a beautiful day outside. as we continue through the weekend, temperatures are going to take a little bit of a tumble. tomorrow, we may have a hiccup as we see a passing shower. a cold front is going to come through and be responsible for the decline in temperatures. also, since the decline in temperatures, we are going to see a frost or a freeze by the time we head into saturday night and sunday night. plan ahead to bring in that vegetation, specially the potted plants or to cover them up. temperatures in the mid to upper 60s. we drop dramatically for the weekend, still looking beautiful. i'll have your next seven days coming out in a few minutes. >> thank you, lauren. manufacturing delays could keep your child from getting a flu vaccine. howard and anne arundel have

one of the busiest intersections after days of work. >> a bad water main break. megan mcgrath. >> reporter: we did have some lane closures and traffic tie-ups during the early part of this morning's rush-hour. everything has reopened. this stretch of rockville pike is back to normal. that was not the case, though, earlier this week. on tuesday, a water main burst, flooding the entire area. everything had to be shut down. it was quite a mess. they were hoping to get things back opened by this morning's rush-hour. the repair work really took them a lot longer than they were expecting. they had to rip up a much larger section of the road than they originally thought. so the work dragged in through the early morning hours this morning. the good news is whether you are traveling inbound or outbound on rockville pike. all of the lanes are now open.

later this month. one of his lawyers told a federal judge he will plead guilty in the so-called hush case against him in charges that he lied to the fbi to hide claims of past misconduct. he will be back in court october 28th. uber announced a new way to get around town. it is called uber pool and let's you share your uber ride and costs of it. uber says it will start training its drivers on the new service immediately. they are the sixth city to use uber pool. it will start one week from today. new information about lamar odom's condition. the former nba star may have had a stroke. we are hearing the 911 calls before he was rushed to the hospital. nbc's jacob rascon has that and how odom is recovering now. >> reporter: sources close to

odom tell our sister network that doctors are treating his condition as a drug overdose. he is surrounded by friends and family that say they are hoping and praying for any sign of improvement which so far has not seemed to come. when he was found unresponsive, employees called 911 in a panic. >> they need to hurry please, cause he's got blood coming out of his nose, white stuffcoming out of his mouth and we can't get him to wake up. >> reporter: when paramedics arrived, he was in this i.v.vip swede, fully conscious. two days later, his case hasn't improved. he suffered brain damage and at least one stroke, is in a coma, hooked up to a ventilator and doctors found various drugs in his system.

red is the new black. netflix tacking itself on to the list of disappointing third quarter earnings. the video streaming company known for original series "orange is the new black" and "house of cards" missed on top and bottom line citing lower subscriber growth in the u.s. they plan to expand internationally to south korea, hong kong and signingngapore.

hammering sounds several minutes before mexico's most notorious drug lord escaped from his prison cell. this is a longer version than the one the government previously released of joaquin "el chapo" guzman's escape. he can be seen lying on his bed watching television when the hammering begins. once he disappears into the tunnel, it takes 30 minutes before guards check his cell. this was el chapo's second prison break. now, the hunt for el chapo may get a little harder this halloween. >> a mexican costume company capitalizing on the drug lord's recent brazen escape. take a look at the el chapo costume, including a mask with the drug lord's likeness and a prison uniform. it costs $36. they ship to 36 different

president obama just made that announcement. that 5,500 will remain there once he leaves office. he was originally expected that he would reduce that number to about one fifth that size. staying on top of the trial of accused serial killer, charles severance, a slightly delayed start this morning. we did hear from the first witness on the stand, an fbi analyst who testified that the hair found on a surviving victim did not match severance. a woman who had a son with him testified yesterday about receiving threatening letters after he lost custody. our julie cary is live tweeting from inside the courtroom. he is accused of killing three prominent people in alexandria over a ten-year period. we will continue to get updates enjoy the day. plenty of sunshine. temperatures around seasonal for this time of year.
