news 4's meagan fitzgerald was in court when the prime suspect appeared. >> that's right and a judge decided to not give bond to ann nah anastasi. the argument is that she has four kids that she needs to get back to and has never been charged with a felony before, but the argument made by the state's attorney was very strong. he said court documents clearly show that she conspired with her 13-year-old daughter, her daughter's 18-year-old boyfriend to kill her husband and their 25-year-old lover. neighbors describe west bay front road as a quiet area of town, but on october 5th, many folks say they saw something they seldom see. >> i didn't hear anything until i heard the police coming up the road and sirens and stuff, and then i thought it was an accident.

>> reporter: it wasn't an accident. investigators say it was a planned double murder. according to court documents, anne anastasi called 911 to say her husband killed himself and when they arrived they found anthony in the bedroom with a gun next to his body, but an investigation would prove something wasn't right. >> she was instrumental based on the investigation in setting the .45 near the defendant's head or -- excuse me, near the victim's head and that .45 did not match with the .380. >> reporter: wes adams is the state's attorney for anne arundel county. he says ann placed the gun next to her husband and then the story started to unravel. >> investigators learned that ann and her husband had an affair with 25-year-old jacqueline riggs who lived in the basement of their home. when they went downstairs they found riggs dead from multiple stab wounds. >> court documents say text messages were exchanged between ann, her 13-year-old daughter and her daughter's boyfriend 18-year-old gabriel struss.

they talked about the two murders and the gun and then investigators received a shocking confession. >> we have statements from the 18-year-old about -- that were noted in his charging document which indicated that he admitted to being the person who actually stabbed the victim downstairs and shot mr. anastasi. >> reporter: investigators say there was domestic violence in the home which may have contributed to the murder plot, but they're still investigating why, they say, the 18-year-old played the most critical role. the state's attorney has not decided yet if the 13-year-old will be tried as an adult. they say that is something they're still considering. coming up at 6:00, what investigators say happened in the hours leading up to that double murder. back to you. >> well, the evening commute is back to normal on the woodrow wilson bridge after a bomb scare earlier today. someone reported a suspicious package on the pedestrian

walkway. after an hour, bomb technicians gave the all clear. that suspicious package was a box that likely fell off a delivery truck. a 24-year-old man is dead and another man is recovering after a stabbing downtown. police tell us they found the victims near second and k streets not far from where new york avenue meets 395 and they identify the man who died as joel mitchet. officers wound up going door to door in a nearby apartment complex to see if any of the residents saw or heard anything. >> the lady next door said she saw someone or whatever. >> i hope they catch who did it, and i hope that they keep the area continuing to be safe. >> at this point, no word on the suspect or motive. > . the fairfax county courthouse where today we are seeing for the first time video

showing some of murder victim nancy dunning's last moments alive back on december 5, 2003, she was at the potomac yard target near her home shopping for firsts to donate and the man that you will see right behind her is the accused charles severance. nancy dunning walks into the target at 10:15 on a friday morning and quickly begins to fill her cart. soon after, a man in jeans and a dark jacket enters seemingly on a cell phone and you can see dunning heading down a different aisle. the man soon bends down to tie his shoes and then he heads in the same direction. the video picks up dunning again just after checkout. the man, spotlighted once again not far behind and then she pushes her cart out of the store. feet behind her, the man with the dark, distinctive hair line.

announced big changes that could fix some of the agency's most pressing problems. this comes after tisha thompson and the news 4 i-team launched an investigation into the troubled agency. tisha is here with what you can expect the next time you try to buy alcohol in montgomery county. >> montgomery county sells more than $30 million of alcohol each year, but we found it was using post-it notes and a paper-based system to track missing cases of alcohol. our investigation uncovered problems with theft and inventory control only after we created our own electronic database by sorting through more than 30,000 pages of paper, leading us to ask more than a year ago why weren't they using scanners and bar codes to track the alcohol. today, the county announced it will start using this type of electronic system last week and hired nine managers recruiting businesses like coca-cola,

swimming in the chesapeake bay. last july, the two men drowned off this beach in calvert county. doug brown was a partner in costa brava. >> we had a fund-raiser who doug passed away. that fund-raiser was in august and raised about $3,000. the money raised was meant for the family. >> they said it was going to go to the brown family, and we assumed that it was going to go to daniel and doug's mom and jane because she paid for the funeral expenses and she would use a portion to pay for the funeral expenses and split it between three kids. >> reporter: but shortly after the fund-raiser, the bar went out of business. >> we sold the restaurant last week, finally, and we lost money on the place. >> the family never saw any of the $3,000 from the fund-raiser. >> according to one of the partners in costa brava, doug brown and his family are still responsible for brown's share of

airways name will go away as its merger with american becomes complete forming the world's largest airline. since the company announced their merger they have run 5 million mock reservations and tested out more than 9,000 computers and kiosks. the airline workers want to make the change seamless for passengers. >> american actually has a system that's pretty easy to slide in, the u.s. airways system, and they've been doing a good job of this for the last few years. >> the final u.s. airways flight will be a red eye from san francisco to philly and overnight th u.s. airways website will go dark, but it will be a while before the planes are repainted and the crew uniforms are swapped out. tonight dozens of customers are failing complaints with the federal trade commission against the two fantasy sports sites, draft kings and fan duel.

at 5:30, the democratic candidate leading the race for maryland's senate seat isn't even officially running. we have the complete results of a washington post university of maryland poll breaking down the three-way race for barbara mccluskey's seat to give us a sneak peek she's working on for news 4 at 6:00. a local man becomes one of the few people in the world to successfully receive an arm transplant. first now at 5:30, two women in maryland accused of renting out homes they didn't own opinion we're learning more tonight about how they managed to pull it off in the first place and how they got caught. news 4's derrick ward is live in charles county with the story. derrick? >> reporter: you know, it's always been the american dream whether you own it or if you rent it, and if you find an agent it's a dream come true. the two suspects were sort of stealing that dream and now they

are facing some serious charges. a quaint cul-de-sac in charles county, a tree-lined suburban street in the same suburban county, where neighbors look out for each other, but there have been crimes committed in these places. two suspects, sherry hacket and julia turner would seek out vacant homes and some? foreclosure and they'd seek out their marks. >> the two women targeted potential renters who had bad credit or no credit at all and they found out about the renters either in person or through the internet. >> reporter: they get the keys. authorities say the suspects would replace the looks with their own and the bank or utility companies and by then the victim his been hit hard and the victim his to pay the suspects cash up front. usually about two months' worth of rent and the security deposit. >> sometimes there were obvious signs among neighbors. >> there was a new neighbor and

privileges after they challenge their sentences. they get an extra half hour of recreation time per day. they're building a rec yard with a basketball court and equipment. they are a losare allowed physi contact with members who visit rather than separated by glass. elija cummings would be the favorite to replace senator barbara mccluskey who is reti retiring last year. these are the new findings of the university of maryland poll. joining us to break down these numbers is scott clement, a survey research analyst and let's take a quick look at those numbers and your post shows cummings with a third of the democrat while chris van hollen and donna edwards each getting 20%. without cummings then edwards gets that boost. she leads van hollen 38% to 28%. considering van hollen's high profile, these numbers, are they

surprising? >> i think they are. i think they challenge the conventional wisdom of the race which is that van hollen starts off as the heavy favorite. he's the clear favorite in fund-raising and he had a 3-1 fund raising in the most comparable reports, but his support is shallow in the state with especially a well-known figure like elija comments, and he gets a lot of those votes from the baltimore city area. how important is jurisdiction in van hollen and montgomery county, how important are these to the candidates? >> they could be and we saw last year with governor larry hogan drawing heavily with anne arundel. i think our poll and follow-up interviews detected a lot of passion for cummings in his home area. what was also interesting in the survey was a pretty stark racial gap in preferences and surprisingly low support among

african-americans. a group where he's received several high-profile endorsements from black leaders in the state, yet he received only 6% support among african-americans in a three-way contact. that was the most surprising finding for me. >> for primaries, how difficult is it to get people to vote in an april primary and would the supporters of these candidates the type to go out to primaries to vote? >> right. so the overall results are among all democrats and democrat-leaning independents which is a much broader population that would cast out. only 17% of the registered democrats voted four years ago in the primary. what we saw in the survey was better news for val hollen on this front and he performed better among seniors as well as people who reported voting in last year's turnout of midterm elections and not enough to take a clear lead, but certainly an

the push to stop sexual assaults among young people is getting a new campaign message yes means yes. it is replacing the old no means no in some places. the partner must give explicit permission before a sexual encounter can take place. starting next year it will be mandatory in california high schools. california and new york passed similar laws in college campuses and other states are considering the same. >> by asking for consent and by looking for yes you are showing

for help if someone overdoses. david culver reports. >> reporter: erica pot are's two young sons wanted to be with her today and they wanted to see justice in their uncle's overdose death. they watched their mom read this letter. >> i am no longer a middle child. i'm no longer a middle sister. my parents have been replaced by two fragile beings with broken hearts. >> jason latham overdosed on a mix of drugs including cocaine. gregory kohling admitted selling the drug, but stopped short of admitting that's what killed his friend. dragging latham's body out of an ashburn hotel room. >> it was my brother this time, it will be someone else's the next. >> he was family to all of us so we're missing him. >> to latham's friend, the worry is the sentence isn't tough enough. >> i don't think he has really any remorse, but for himself. >> he's sorry he got caught.

high. >> so we'll see where that puts the count over the next few days. meanwhile, we're talking about cold and that's the big story for the upcoming weekend right into the early part of next week. if you're going out this weekend, jacket, sweater, hat, gloves. you won't need all of it, but a nice, warm jacket or sweater as the temperatures drop down to the 40s and upper 30s in a location or two by early tomorrow morning. i'll show you in just a moment where the core of the cold air will be moving over a 65 degrees. that's where we are right now instead of in the 70s. as the sun sets, temperature will drop pretty fast down to 60 degrees and mid-50s by 9:00 and down to 50 degrees and about five every couple of hours here. by morning, upper 30s, as i mentioned and we will have a light wind around the area and maybe a breeze, too, by the afternoon with just a few clouds coming our way for the afternoon hours. >> again, it's a freeze watch for portions of our area up

around westminster and leesburg, culpeper and charlottesville and off to the west this cold air coming through areas of the ohio valley as well as the midwest. those temperatures under a clear sky and with the calm windfalling so you can see a lot of cold air up here and the core of the cold air will be over us on sunday and into early monday morning and this will be lasting for a while as we drop down to 46 degrees and it gets colder by sunday into monday morning. high temperature tomorrow running at 58 degrees right in d.c. also around fredericksburg and quantico and mid-50s to the north and it will be a nice day as long as you stay in the sunshine. as far as heading out, make sure you have the long sleeves on. still a good day, i think, as long as you keep things moving. your saturday is breezy and chilly and lower temperatures for sunday with the freeze likely west of d.c. as well as early monday morning.
