>> good morning we have a problem at g.w. parkway. we have an issue off to the right side of the roadway with the right lane blocked there this morning. right now in alexandria route 1 at groveton street, we're shut down on route 1 there in both directions because of an issue with a power line that is down across the roadway there this morning. west virginia avenue northeast shut down between mt. olivet and fenwick there this morning because of a police investigation. 66 and 95, no major problems. eun? >> thank you, melissa. expect a bit of a shock to the system as you walk out the door this morning. as tom mentioned it's going to be pretty cold this morning. kristin wright is out there in the cold snap. kristin, you and i don't like the cold. i wonder how you're keeping warm today. >> reporter: absolutely true. we don't like the cold inside the building, so we don't like it outside. doing okay though. i'm layered up.

a nice coat, a nice scarf. it looks like everyone around here has gotten the information. even bundled up. coats, gloves. i have gloves. they're in the truck. i should get them. take a look at this video last night. cold people bundled up pretty well. this is in dupont circle the 40s last night. you can see they're wearing their heavy coats, their gloves, hats. it's coming. winter is coming and i think everybody knows and everybody's getting memo and everybody realizes they need to protect themselves. now, the other big thing we want to talk about this time of year is the fire danger because as we know, it always goes up this time of year as everybody tries to keep warm. we have some tips we want to pass along from the prince george's fire department this morning. space heater safety. we know you've heard it before, but it doesn't hurt repeating to you again.

turn them off when you're sleeping. i mean if you're getting sleepy, just shut it off and unplug it. that never hurts. make sure you get a space heater that has an automatic shut-off so if you don't shut it off it will go off by itself or should it fall over. never use an extension cord with these things. keep combustibles away. clothing, curtain, anything that could catch fire. keep a distance from the space heater. coming up throughout the morning we'll have more of these safety tips to help you out as things get chillier out here. back to you guys. >> kristin, thank you. 5:04. we're seeing new video of the struggle between an escaped prisoner and a prince george's county officer. you saw the cell phone video of an officer first on "news4." but dash cam video show as what came before that. they struggled with young before they arrested him in laurel on

saturday. when he complained of an injury, officers took him to the hospital. on the way to booking young managed to take off the cuffs and rolls out of the police car. >> attempts to kick, attempts to strike, spits at the officer, bites an officer at least once. >> the officer hit young with baton and they tased him. both went to the hospital. young charged with assaults three officers. an inmate dies at a fairfax county jail. officials found paul guda unresponsive on friday. they took him to the hospital where he was pronounced dead. guda had been behind bars since october 1st accused of violating a protective order for the third time. a man will face two murder charges today. "news4" plans to get you an update from court on this. this is a lung triangle that

turned deadly. a man killed a man. they were dading. now they say anthony and his wife and riggs were all romantically involved. at some point police officers say ann and her daughter had someone plot to kill anthony and riggs. both ann anastasi and her daughter face charges. rico leblond is charged with first-degree murder of zella ziona. she was shot to death behind the montgomery village. d.c. police are looking for whoever shot a man inside his car. officers found that car riddled with bullet holes. police believe the victim drove there after being shot. officers say he was conscious

and breathing when taken to the hospital. there's a lookout now for a gray del monte lincoln with paper tags. police in prince george's county are reporting a lot of report bus overall homicide is down. they worked on 57 in all in 2014. they investigated 54. outside of the homicides they report shooting is the only other crime category that's up this year. violent crime is down 10%. crime dropped 17% overall. a boxer in critical condition after suffering a brain injury over the weekend in fairfax. richard colon's brain started bleeding during a fight. he got knocked out -- knocked down, i should say, twice during that nine-round bout. he later was treated in the emergency room at the fairfax hospital. crews in california worked through the weekend to clean up

problems. the rain caused flash flooding in several areas and that washed debris and mud onto the roads making some of them totally impassabl impassable. take a look at the scene here. there were 100 cars including big rigs stuck on route 58 in central california. how do you move a big rig? >> wow. the big story around here this morning is the cold. meteorologist tom kierein has the skinny on that. >> it is super cold for this time of year. really unusual for us to get sub-freezing temperatures here. we're in mid to late october and it's down into the upper 20s now, feeling more like a december morning across much of the region. just west of i-95, shenandoah valley, into the mountains, upper 20s, low 30s. montgomery, fairfax, only 30. downtown washington, mid to upper 30s. 40 around the bay. green lights, morning, midday, and afternoon. we'll have dry pavement. no travel problems other than driving through the bright sun.

let's get right to derrick ward with news from the northeast. derrick? >> reporter: we're in the ivy city neighborhood in the northeast in the 1900 block of west virginia avenue. take a look here. it seems to be focused around this car. it's sitting in the street. it happened sometime around 3:00 a.m. all we have is a report of a shooting. we have no lookout or information on the condition of the victim or victims. if you travel west virginia avenue, you'll probably be blocked at new york avenue on one end and mt. olivet road on the other until the crime scene has been cleared. they had a helicopter up a few years ago. with the rise of the sun, they'll probably bring more detectives out here and do a more extensive search. again, on west virginia avenue near the border remains closed. there's an investigation into

things get very cold outside is safety. this morning we have some important tips to pass along from the prince george's county fire department. these are heating tips. we all want to be warm, but we all want to be clean. professionally clean your furnaces, fireplaces, and chimneys. you've probably heard this a million times before but we think it doesn't hurt to hear it as much as possible. keep clutter away from any sort of fireplace. same goes for space heaters. only use seasoned wood. dispose of ash in metal containers. store them outside away from your home, away from structures on a concrete surface. remember that ash can reignite days after you throw them out. so important tips to keep in mind. in a little bit we'll talk with the cold people at the metro station and hear what they have to say about this. first cold season.

michelle obama to come out with her new platform to get teenagers to stick to education past high school. it's called "better make room." the website will have information on how to set up for the a.c.t. and s.a.t. exams and sign up for college. officials at the palace of westminster says the world's most famous clock needs about $62 million worth of work. it's been 32 years since the clock has had its last major overhaul. it's starting to show its age. recently the hourly chimes have been running about six seconds behind. they have not come up with an agreement on those repairs. >> it's a lot of money. a new peace guard will honor victims of the boston bombing. they gathered sunday to break ground on this new project.

the guard season being built in the town of medford, massachusetts. it's in the block near the home of one of the four people killed in the 2013 bombing. the project was paid for with state, federal, and private funds. it should be finished sometime next year. it's school bus safety week. school buss are still the safest way to get your child to and from school. with that being said, there is a push for longer stop arms and mounted cameras inside and outside the buses. another problem, technology. it's making it harder for everybody to keep an eye on the roads, including bus drivers. >> school bus drivers should not be talking or texting on the phone. we want to make sure they're all safe. in fact, almost all school buses have inward-facing cameras. a drug developed right here in georgetown could offer new
