the town hall is at 7:00 p.m. at suitland high school. october is domestic violence awareness month. right now, the fbi is looking for this man who they say robbed two d.c. banks. these are surveillance vophotos from the robbery. there is a $5,000 reward offered for any information that leads to an arrest. the first happened at citibank inside the d.c. line on connecticut avenue northwest. then a sun trust down the street was robbed yesterday. the banks are just one mile apart. two bills up for discussion in montgomery county today. first, the county council will consider new harsher penalties for people who sell tobacco products to children. if the bill passes, violators would face triple the fines that are in place now. second, council will consider a bill to strengthen enforcement of the living wage law. now people say some employers are sidestepping the responsibility with unauthorized payroll deductions and other fees. today's bill would expand reporting requirements and toughen punishments.

doe. the baby is bella bond. her remains washed up on a boston beach in june. -- told a friend michael mccarthy -- they told -- investigators say rachel bond told them a friend michael mccarthy killed bella. the lawyer says his client says she knew nothing about the death. malcolm thomas pleaded guilty earlier this fall. the judge previously said he plans to sentence thomas to 60 years with all but 50 of them suspended. 4:33 now, blade runner oscar pistorius is back at home now. the olympic runner and convicted killer was released from prison yesterday in the middle of the night. pistorius shot and killed his girlfriend reeva steenkamp two years ago. he said the killing was a terrible mistake.

so far he served one year of a five year sentence for that killing. he will serve the rest of the sentence under house arrest. now to decision 2016. we're expected to find out who is leading the democratic field in the presidential race. a new poll coming out in a few hours. meanwhile, donald trump held a rally in south carolina last night as he continues to lead the gop pack. ben carson not far behind him. he'll make several stops in texas today for book signings. tracie potts will join us in 15 minutes with more on why democratic hopeful hillary clinton is off the campaign trail this week. we may learn more about a big change to the democratic field today. jim webb is thinking about leaving the party and running for president as an independent. during the first democratic debate, the former virginia senator complained repeatedly about a little time he had to answer questions. webb's campaign announced yesterday that he would not be attending the iowa democratic annual jefferson jackson dinner later this fall.

>> -- a fire sale with everything. and now it is the tv station. >> students and alumni are reacting to the news that howard university could be selling its tv station. >> just yesterday, howard university sent out a letter detailing the situation. they're considering auctioning the public television air space and wireless signal to the fcc to raise tens, maybe even hundreds of millions of dollars. the fcc would sell it to a wireless carrier. the school has been struggling financially for several years. now howard has a chance to raise some cash but not everybody sees it that way. >> i feel like there are other ways we can come up with a way to compensate for the debt that we have here at howard university. >> whut is the only black-owned television station in the country. university officials say nothing has been decided yet. they have until december to make a decision on the auction. an ethics panel wants to make till legal for politicians in virginia to use campaign cash

for personal use. members say it is still happening more than a year after the corruption conviction of former governor -- virginia governor bob mcdonnell and will his wife maureen. the washington post reports the committee recommended reclassifying certain money sources as income to be more transparent about how lawmakers are using the funds they receive. a review of fair police practices will be one of the topics up for discussion. earlier this year, a group was tasked with the vetting department and looking for places to improve. the committee focused on four areas, communication, diversity, mental health and use of force. news 4 plans to be at today's discussion and bring you details. if county supervisors like the presentation, they will likely push it ahead to a meeting of the public safety committee next week. 4:36 now. for the next five years kevin davis has the job of baltimore's police commissioner. people filled the streets as the city council voted to confirm

him yesterday. the mayor says she is grateful for davis and his a group of demonstrators. he met with them on sunday and adopted some demands. the mayor said she was confused by continuing protests last night. 4:37 now. happening today, medical marijuana is still a hot topic in maryland. residents are invited to speak on this issue. new legislation means a number of revisions to maryland law on medical marijuana including strict state regulations on the growing processing and dispensing of marijuana in the state. the local government can only get involved in zoning matters. lawmakers want to hear from residents. the meeting begins at 4:30 at winchester hall. all right, let's take another look at the current temperatures now. 41 in fredericksburg. 41, culpepper. 43, gaithersburg. warmer than yesterday. did you turn your heat on?

problems with website upgrades surfaced. a new dr. lookup tool and at feature that would allow people to find out if a particular health plan covers their prescriptions. we're told those online improvements will be raised to launch when the administration is confident that data provided by health insurers is accurate and validated. open enrollment begins november 1st. this morning, university of maryland is warning students about a possible voyeur on campus. police say a female student reported seeing a guy looking in on her while she was in the shower. that happened this past thursday evening inside cumberland hall. another student reported seeing a man with a cell phone inside a women's bathroom in another hall earlier this month. there is no word on whether the cases could be connected. 4:31. plan for weather and traffic on the 1s. one more time, cool start, but hoping warmer temperatures come back. >> tom is here to tell us. >> not as cold, but still cold. cold enough for melissa to turn on the heated seat on high.

police in prince william county are investigating their sixth homicide of the year.

officers found the remain of 19-year-old guillermo lueva in the woods. the medical examiner reclassified the death as a murder. police don't have any suspects now. they say the man is from montgomery county and doesn't have ties that they know about to westminster lane in wood bridge. this morning, the family of a murdered transgender woman wants hate crimes charges brought against her suspected killer. montgomery county police say leblond shot and killed ziona last week. leblond has two prior arrests. in one case the charges were dropped. he's awaiting trial on the others. ziona's family says it is time that police lock up leblond for good. >> he doesn't get any freedom because now we have to bury my nephew. my nephew doesn't have the freedom to be who he was or wanted to be anymore. so that's what justice is to me. >> yesterday, prosecutors told us it is too early to decide whether to pursue ziona's death

as a hate crime. her death marks the 22nd murder of a transgendered person in the united states this year, according to the national coalition of anti-violence programs. it is a big week for the 2016 presidential candidates. hillary clinton steps off the campaign trail this week to prepare for a big hearing on capitol hill, while on the other side of the aisle, donald trump is holding on to his lead in the race. nbc 4's tracie potts has the latest on 2016 from capitol hill. good morning. >> reporter: let's break down our new poll. 25%, one out of four, a quarter of likely republican primary voters say donald trump is their number one choice. he solidified his lead. it is his largest lead in that poll yet. right behind him, ben carson, 22%, which statistically is the highest within the margin of error. interestingly, carson is leading in other categories like when you combined the number one and number two choices.

also, when they ask which candidate could you see yourself supporting. he's way out there ahead of trump and marco rubio, who is now a solid third in all of those, pretty much all of the categories. who is slipping? carly fiorina, she got that bump after the first and second debate. now she's down four percentage points just this month. >> tracie potts live on the hill for us, thank you. 4:48 your time now. the top two gop candidates want more protection on the campaign trail. donald trump and ben carson have made requests to homeland security for secret service protection. carson said he's receiving a lot of threats. trump says he needs it because his rallies have become so large. congressional leaders would have to sign off on the requests. in politics, closer to home, muriel bowser is ranking in support to achieve her political agenda. fresh pac is in place. the pac has already raised -- that pac raised more than $300,000 for individuals,

businesses and city contractors. its goal is to raise at least a million dollars. critics say it will be used to target bowser's opponents. >> -- use it first of all to probably intimidate many city council members into following her program. this violates the entire concept of a reasonable limit of money in politics. >> the mayor told news 4's tom sherwood the pac is operating within the law. she says it will allow her to achieve things voters elected her to get done. >> come home from work and feel like we can't drive our vehicles home. >> new concerns after a third attack on a commuter lot in prince william county. thieves hit the lot last week. the latest target, a mustang and honda. look. you can see the cars were propped on landscaping blocks, all four tires gone. also damage to the car's frame and undercarriages.

this happened to ten cars now. commuters say they want new security installed. >> i don't understand why they don't put cameras or something here to keep us secure. >> the other attack happened in may and september. vdot says it does not plan to put cameras in lots. prince william county police say they will install temporary cameras and increase patrols for now. there is more work to be done to the image of bill cosby's face on the mural outside of ben's chili bowl in northwest. a man peeled away a sticker of kim jong-un's face that was slapped on the painting of the controversial comedian. a street artist named smearleader took credit for the vandalism, saying it would be better to look at the dictator than bill cosby, who he called a sexual predator. ben's chili bowl's owners aren't commenting on the stunt. you can ask questions about the plan to equip d.c. police officers with body cams ra. a meeting begins at 7:00 tonight

video out of new york, where a massive fire has engulfed a building in the chelsea part of new york city. take a look at this. flames and smoke out of control. crews doing what they can right now to get it contained. several streets are shut down. this started almost two hours ago. this building, we're told, also under construction, so far no injuries reported, no word what sparked the fire. if that changes we'll bring you that update. aaron? >> angie, thank you.

new detail on a crash in texas caught on camera. a man now facing charges after hitting a motorcycle with his car. two riders on that bike were hurt. this happened on saturday near ft. worth. the driver of the motorcycle said the car driver hit the bike intentionally. the crash was caught on camera, mounted on another motorcyclist's helmet. child protective services removed five children from a home in maryland after a drug bust. the st. mary's county's sheriff's office says the children were living in deplorable conditions. detectives say drug dealers and users were going back and forth between two home on the road. they found thousands of dollars worth of drugs, kids ranging from 18 months to 13 years old were living inside one of those homes. >> the conditions were terrible, from the stench you got at the doorway, a severe infestation of rodents and roaches as well as other insects and the kids wer

not in a safe environment. >> the mother of the five children has not yet been charged. starting today, people with service animals will be able to use the emergency gates to enter and exit metro. it is a policy change after a man from alexandria complained. ryan hornic is in a wheelchair and has cerebral palsy. he says a metro employee refuse ed to let him use the gate last week. he told the washington post he made the complaint after waiting nearly 30 minutes for a manager to come and let him and his dog through the gate. we have been hearing more and more about lately the self-driving cars. technology experts say they're closer to becoming a reality for everyone. driverless cars will be tested out again today on the 95 express lanes in virginia. how soon could you actually find the technology in a new car? some experts say as soon as 2017. >> on the highway, you'll be hands off the wheel, feet off the pedals. >> 2017. >> 2017.
