most conservative republicans will agree to his demands. in a few hours lawmakers will break down the biggest threat to the u.s. a live look at the capitol where the house homeland security committee will hear from top intelligence leaders later. the secretary of homeland security jay johnson and the head of the fbi will testify at that hearing. some montgomery county parents are not happy about a new redistricting plan. parents met last night. if the redistricting plan is approved some students could be shifted to dubai elementary school. it's part of a larger effort to reduce overcrowding. some high school students could be shifted to new schools as early as 2017. the school board in prince william county wants more time to review the design for a new high school. the board is supposed to vote tonight. instead it will meet tonight to review the design one last time. it will give the 13 high schools in prince william county. a final vote has been pushed

last night. they discussed how to respond to intimate partner violence and the rate at which women are abused. >> we really have to stick together and ban together and make sure that the batterers and offenders are not able to do what they're doing. >> we cannot raise our girls in that type of situation. >> if you would like to learn more about domestic violence resources we put information on the nbc 4 washington app. search domestic violence. >> prosecutors in the trial of carol severance say his motive was clear in at least one of the killings. severance had protective orders. that order was to keep severance away from the son's mother. prosecutors presented the jury with severances own writings. they argue that described it.

they could present their case today. severance is accused of killing three alexandria residents over a 10-year period. this morning dc police investigating who shot and killed a man on sherman avenue northwest. the victim is 38-year-old marcus manner. police are offering a $25,000 reward for information on a suspect or motive. in just a few days the husband of the baltimore state's attorney could announce that he's running to be the city's mayor. nick mosby said he's making an announcement about the future of baltimore this weekend. he's married to the top prosecutor. their trial starts next month. one of the officers wants his jury sequestered. william porter wants the jury is he questered. they would have calls and visits with family monitored and their tv viewing controlled. porter's lawyers say they don't

want intense media coverage to interfere with the case. today the man who led an international drug trafficking and money laundering ring for nearly 50 years will learn his sentence. gregory was convicted in 2012. his organization began back in the 1980s if not before. they say he faces a mandatory minimum of 20 years. a maximum of life in prison. >> and blood hounds worked to join the search today for a missing teenager from maryland. they posted that sign on their door urging them to come home or at least call. police arrested colt man after an attempted home invasion. he has a gun with him. leaders in fairfax montgomery counties are uniting to help ease traffic congestion on the morning commute. they want leaders to update

traffic signs on a bridge. metro, local members of congress are working to keep you safe. they want to make sure the federal government is in charge of safety on metro. d.c. delegate eleanor holmes norton introduced a bill they want attached to the house transportation bill. it affirms anthony fox's move earlier to assume oversight of metro safety. >> you may want to watch out for school buses when you head out this morning. montgomery county police are looking for drivers who do not stop when the signs are out. we first told you about concerns over stops on busy loads in may. cars have to stop for a bus even on a wide road like river road. there is only one exception. >> if there is a physical barrier preventing you from turning into the opposite lane, you don't have to stop.

following breaking news at 4:41. montgomery county police on the scene of a deadly crash in silver springs. police responded to ray drive and fifth avenue just after midnight. a driver crashed into a tree. news 4's molette green arrived on the scene to tell us what's happening now. molette? >> reporter: aaron, i can tell you right now investigators are here at the scene bagging up the evidence that remains. there is a flatbed tow truck here to prepare to load up the damaged vehicle. the tow truck is sitting near where the car is still inside that area where vectoinvestiga are looking to back up evidence. the car caught fire after impact. the driver was trapped inside

you're watching "news 4 today." not unifying, that will be fine as well. i'll be happy to stay where i am at the ways and means committee. >> representative paul ryan says he is willing to serve as speaker of the house with a few conditions. the representative from wisconsin says he wants the republican party to unify behind him and a lot more. nbc's tracie potts following the late-night developments from capitol hill. tracie, good morning to you. >> reporter: good morning. remember, he was not necessarily convinced that he wanted this job but then ryan told the republican conference he thought about the consequences of not taking the job. he says the party is desperate for leadership so these are his

conditions. first of all, he wants them to no longer be a party of no, opposing everything without proposing something to replace it. he wants to change the rules so it's not so easy to get rid of the speaker house. he wants them to get behind him. those are paul ryan's demands. he says if they're accepted by friday, he will consider the speakership. meantime kasich of utah says he will drop out and back ryan. our own nbc/wall street journal poll says 6 out of 10 republicans back ryan including a majority of tea party members and conservatives. they're building consensus behind him. >> thank you, tracie. to the latest in 2016, there are hints this morning vice president joe biden may get into the race today for the democratic nomination for

president. he suggested yesterday he would be better at working with republicans than hillary clinton would be. during a forum at george washington university he also discussed the 2011 raid on osama bin laden's position in pakistan. >> imagine if i had said in front of everyone, don't go or go, and his decision was a different decision. >> now that's a change from biden's previous claims in the past. he said he advised the president to hold off on the raid until we had more intelligence. a man facing murder charges in prince gorges county turned himself into police. police say he shot wakita rim before she drove into an apartment building this month. he lived in that apartment building. he turned himself in. still working to find the motive for that shooting. investigators still looking for what caused a deadly fire.

it burned out a few miles away from the state park yesterday morning. firefighters say the fire went quickly. pu people in their 60s died in the fire. they found three smoke detectors none with batteries. a massive effort to lower people in jails want to re-evaluate how often nonviolent criminals are sent to jail. they're announcing a new initiative at the national press club today. they plan to meet with president obama tomorrow. a university of virginia student is suing agents for arresting him. he filed a $3 million lawsuit alleging excessive force. images went viral back in march. no charges have been filed against the agents. charges against johnson were dropped.

narrator: puerto rico's economy is in a death spiral. to make matters worse, washington has plans to cut another $3 billion from the island's healthcare budget. puerto ricans pay the same medicare taxes, but receive less than half the funding of mainland states, leaving the system on life support. more cuts will push the economy to the edge of disaster and put every puerto rican's care in jeopardy. washington needs to act now to save healthcare for the three and a half million us citizens of puerto rico.

underway in i will very spring after an early morning crash that killed one person. they towed away the car on ray drive. melissa mollet is on the scene. she'll bring us an update. something else we're keeping our eye on is the weather. it is another chilly morning. expect temperatures to jump by 30 to 40 degrees. check out more on the wakeup straight ahead. 4:57 right now. new details in a deadly fire in charles county. investigators say an overloaded extension cord is likely what sparked this fire. bernice washington and 6-year-old damien atkins died when the fire broke out between their bedrooms last week. they died of smoke inhalation. fire crews did manage to get four other people out. a driver was drunk, they believe he was a repeat dui offender who was texting when he got killed.

59-year-old charles sykes faces charges of aggravated manslaughter. >> he was driving on a suspended license because of prior dwi and he should have had an emission interlock on his car which would have kept him from driving if he had any alcohol. >> the victim 27-year-old dennis perez who married 24-year-old amanda sharp a little bit more than a year before the accident in stafford. if convicted he faces up to 20 years behind bars. a new concern this morning about job losses in vir vin beg -- virginia. the jobless rate was 4.3%. but the economy lost a total of 200 jobs last month. it's virginia's third straight month of job loss. private sector jobs did increase but government jobs decreased.
