to keep speaking out which, knowing joe, nobody doubts. i'm steve handelsman, nbc news, washington. our team coverage continues now with nbc news correspondent chris jansing and she's live at the white house. was anybody surprised by this decision from the vice president today and what about president obama's role in this decision? kris? >> this has been as much a guessing game as much of the country and if there is one person who knows more than most it is president obama because the two of them have grown increasingly close over the time of their presidency and vice presidency and we are now told that over the course of this long deliberation which began shortly after the death of bo biden that president obama has served as a sounding board, although in the end, the ultimate decision, of course,

was vice president biden's. it was obviously a difficult one. we know that over the weekend he was making phone calls and he was spending a lot of time with his family, but it was also a time when there was increasing pressure from a lot of democrats including high-profile democrats for him to make a decision and the poll numbers were certainly trending in hillary clinton's direction. so president obama has said that he believes joe biden is the best vice president that he has ever seen and that he believes that now that he's going to be staying here will make it much easier for him to advance the a gent that that he spoke about today in his rose garden remark, but more than ever his decision means that hillary clinton clearly has the nomination that is hers to lose. back to you. >> chris jansing at the white house. a lot of you have been weighing in on the vice president's decision and take a look at the results of the flash survey. as you can see, the majority of people who voted say biden made

he is and what his alleged motive could have been. chris gordon is live at police headquarters. >> police made the announcement live at 4:00 announcing they have a suspect in custody who will be charged with first-degree murder in connection with a homicide of amanda jones, but tonight they are not saying who he is. >> at this point, until he is charged, we won't reveal his identity and we developed a suspect early on into this investigation through witness interviews and collecting evidence at this point. we believe he is the only person who will be charged in this case. >> police are not confirming whether the suspect had a relationship with the victim or what his motive might have been. myisha golway discovered her mother's body here in the house in upper marlboro yesterday. 56-year-old amanda jones died of bodily trauma. her daughter says he and other

family membs immediately told detectives that they suspected the man who had been an acquaintance of amanda jones and had a violent nature that worried them. >> it's really hard to think that someone knew her, knew her as a person how beautiful of a person she was and how much she meant to her family would do this to her, but there's -- i know there's a person that she's involved with that kiem to mind instantly. >> the perrywood neighborhood here in upper marlboro is still gripped by fear. would it help if it turns out that it was not a stranger, but someone she knew? >> a little bit. you feel a little bit at ease, but still knowing it's so close to home it's still a fearful type of feeling that you have. amanda jones' niece says her aunt was a lovely, caring person who went above and beyond to everybody. >> she meant the world to my family and it's really going to

be hard to cope with the fact that she's no longer here. >> reporter: if the suspect in this case is convicted of first-degree murder he could face the possibility of life in prison. that's the latest live in prince george's county police headquarters. jim, back to you. >> thank you. the driver of a dump truck who hit and killed a woman would not face charges. prosecutors say there's no evidence the driver knew she hit someone when she left the scene, deborah bogart was killed. prosecutors tell us they were not able to determine if the victim was in the crosswalk when she was hit and the driver didn't appear to be breaking any laws. a man is accused of punching a metrotransity officer. police believe he's also behind a string of other very public assaults including this incident caught on video where a passenger was attacked on a metro escalator and meagan

fitzgerald is live with more on those cases than on what metro is doing to protect riders. >> and the latest attack happened just behind us here at 7:30 or 8:30 last night right on the corner of seventh and eighth and we had an opportunity to speak with the deputy police chief of the metrotransity police department and he tells us it was their security measures that are in place that contributed to the arrest of this suspect on two separate occasions. >> metrotransity deputy police chief kevin gatis says they used several different tactics. >> we got a good layered approach with both the uniform and casual clothes. >> two of those casual clothed officers were making an arrest at the metro station on tuesday evening when gatis says elija smith started making violent threats. >> an officer started to place him under arrest and mr. smith punched him four or five times. after a brief scuffle. the officers were able to

arrest smith, but it wasn't his first incident at a metro station. in april surveillance video shows him punching a 69-year-old man on the escalator at the eastern market station. gatis says police were able to catch and convict him because metro security cameras were rolling. >> we have a very robust camera system, so we do what we do with what we have. >> gatis says, they have an active team of investigators who are committed to keeping riders safe. >> they're a criminal investigation division and they have a long run of locking these guys up and finding them. >> elija smith is expected to appear in court tomorrow for sentencing on that earlier incident where he attacked the 69-year-old man in april. jim? >> all right, meagan, thanks so much. tomorrow a metro board has a full slate of meetings set to talk about safety, among those being called in, the union who represents front line workers who has oversight of the transit agency safety and metro will

investigators zero in on thiefs who have been wanted for months in prince george's county. they think the same masked men held up three stores in late august and early september. horror on the highway and police in new mexico now say they have a person in custody in connection to that road rage case that left a toddler dead. the 4-year-old girl was riding with her parents when a man opened fire on a busy interstate in albuquerque. nbc's jay gray has the latest. >> reporter: it happened along this stretch of interstate 40 in albuquerque. >> the truck was literally going across several lanes and just to avoid this vehicle to pass. >> reporter: road rage that investigators say ended with murder. >> one car pulled up against the other car and started firing rounds into that vehicle. >> reporter: one of those rounds killing 4-year-old lily garcia. >> i've seen tragic loss of children in car crashes and to me this is one of those crimes which is unexplainable.

>> reporter: late this afternoon investigators released a description of the suspect, the male in his mid-20s to early 30s, who is white with a light complexion and possibly hispanic and short dark hair and a goatee. he is driving a maroon, four-door sedan with tinted windows, a spoiler, and a university of new mexico lobos sticker. >> the tragic loss of little 4-year-old lily well before her time, but our commitment to the family and to our community is that we will catch this guy. >> reporter: sheriff's deputies also hope at some point to get important information from the little girl's mom and dad who were inside the truck, but not injured when the shots were fired. >> the parents have to go through a grieving process. we -- we owe them the highest degree of respect and a time for the family to be together. >> reporter: a family shattered by what police are calling a senseless attack.

jay gray, nbc news. mayor muriel bowser's controversial crime crackdown is meeting with more opposition in the district. activists held a protest outside the wilson building before a d.c. council hearing on the plan. the protesters say the program gives police too much power. >> i'm here to say that does not make me feel safer. that makes me feel terrified. >> i don't think that increasing police presence will really help anyone feel safer, and it won't help me feel safer. >> the most controversial aspect of the program would allow police to search violent offenders on probation without a warrant. that portion of the plan does not appear to have enough council support to pass. bad politics is one council member is calling muriel bowser's effort to raise $1 million to bankroll a private political group supporting her. tonight all-new at 6:00, mater tells tom sherwood she and the

political group are doing nothing wrong. >> reporter: mayor bowser is just back from a four-day trip to london facing criticism for the new independent political action committee freshpac and it intends to raise $1 million from city businesses and individuals to support bowser and oppose her opponent. >> the whole thing strikes me as so bad, bad politics and it seems immoral. it's like a shakedown, really. >> reporter: the washington post editorial page normally a big booster for bowser denounced freshpac this week. it called for freshpac to be disbanded. a cartoon today lampooned bowser's call. >> pac, as you know, tom, has been around in our city. there are many registered pacs in our city. >> reporter: this is the first pac formed specifically for a mayor. bowser says it's following laut and not targeting incumbent

council members. >> that's just my record so this notion that people are being, you know, targeted is just not true. >> reporter: seven members of the council are moving to close the loopholes that allows such pacs to raise unlimited money and it's unclear when it will come up for a vote. in the district, tom sherwood, news 4. the department of education has launched an investigation into the university of mary washington in fredericksburg. it follows the murder of creighs mann there earlier this year. the group called feminists united claim mann and other members told the school they'd gotten sexual threats over social media, but nothing was done about it. >> what we are seeing now with this level of harassment and violence and abuse is it's driving people in their dorms. people do not want to go to classes. they do not want to go and participate in the full life of their school because with anonymous posts the reality is you don't know where the violence and threats are coming from. >> mann's roommate is charged with her murder.

it is not known whether he's one of the people who made those threats. the university of mary washington said it takes sexual misconduct seriously and welcomes guidance by the department of education. a local pizza shop targeted by thieves not once, but five times. how the community is helping to rally around the owner to keep the business and keep customers safe. tonight how some superheroes are carrying out his legacy after his tragic death. traffic has gotten so bad in our area, leaders say we don't need to improve that bridge.

first at 6:30 tonight a big step forward in the triple murder case against charles severance. the prosecution rested today and the defense began its case by calling severance's parents. before resting today, the prosecution showed video of a red car here, and our northern virginia bureau chief julie carey explains why it is so significant to this case. >> this is the video pros koorts spotlighted several times before they closed their case.

it came from security cameras from the home of ruthanne lodato. prosecutors say it shows severance's 1999 redford escort leaving the neighborhood just after lodato was shot to death. her mom's caregiver wounded on october 6, 2014. detectives tracked 32 other '99 escorts and none had the same round sticker seen on this car. earlier in the trial they brought in the bumper of severance's care for comparison, complete with the round sticker. >> that video was among the evidence nthat judge randy bellows had, when he defended the motion to strike the charges. >> reporter: they called both of severance's parents to testify. admiral severance said he began to show issues as a teen. his often disjointed speech was a feature of his mental illness. prosecutors say it was a plan to

14-year-old keyshaun mason was killed and the boys were trying to protect their mother from crawford who had barricaded herself with them in a room with a knife. two women are recovering tonight after showing up at a fire station with gunshot wounds. the women pulled up in a car at the volunteer station on addison road in seat pleasant, maryland. an ambulance took them both to the hospital and police tell us the actual shooting happened on peppermill drive just off central avenue in capital heights and no word on who shot them. finding a sitdown restaurant in anacostia is a rare thing so when robbers started targeting one of the few options the community rallied around the owner. today mama's pizza kitsch hen new security cameras installed and thanks to donations to neighbors and community leaders and the place has been robbed

topgolf out of its lease if he can get the land rezoned. topgolf plans to find a new location in alexandria and they wouldn't move for at least two years. the current location just underwent a renovation and a ten-year anniversary party is planned for next month. 300,000 vehicles a day cross the american legion bridge between fairfax and montgomery counties. it is the busiest potomac river crossing and it's got a big problem. traffic is crawling by. transportation reporter adam tuss has a look at why some say the answer is not make the bridge bigger, but instead build a whole new bridge. >> too many cars. >> you find yourself taking deep breaths in the car? >> not enough room on the bridge and i try to avoid all of the bad problems and no easy answers. >> i leave myself literally almost an hour. >> reporter: it's a tight squeeze across the legion

it has posted what appears to be material from john brennan's personal email account. wikileaks sent a tweet this morning announcing it received the contents of the cia chief's emails and was planning to release it shortly. this comes two days after investigators told nbc news they were looking into reports that the account was hacked. the hacker says he's a high school student and claims he posed as a verizon employee and tricked another employee into revealing brennan's important information. so is it really that simple to hack a government official's personal email? experts at epic, the electronic, privacy information center, say, the alleged hack signals what's a social engineering hack. different from large credit card and data breaches, experts say the person behind this hack is just a plain and simple smooth talker. >> the social engineering hacks are not really fundamentally different from the sort of scam
