a few seconds before he had pointed at a police officer. >> it's definitely a hundred, if not a couple thousand dollars worth of drugs there, bags of marijuana and molly recovered during a routine traffic stop. >> there are capsules which is a good indication that they were going to fill the capsules and make further drugs. >> the driver, david edward hall is facing drug charges, but his passenger took it much further. >> the defendant proceeded to turn around with the gun and fired the round like this as he was running away and a very conscious decision that he made. >> 21-year-old joseph clay pointed his fully loaded gun at an officer and pulled the trigger. >> had he known what he was doing with the gun it absolutely would have fired and we could have potentially have had another officer killed in the line of duty. >> it was at 3:00 p.m. off the parkway off riverdale road. the officer pulled the vehicle
6:01 pm
over for driving under the speed limit at 25 miles per hour. clay, the passenger, jumped out of the car. the officer chased him and police say clay pulled his trigger in what would have been a point-blank shot. >> it was most likely user error. there were approximately, i believe there were nine rounds in the magazine. he just did not know at the time that you actually have to chamber a round and then it will put it into the chamber and it will fire. >> the officer took clay into custody without firing. >> the officer could have returned fire and he would have been justified. >> reporter: clay had open warrants and one for an attempted murder that happened in riverdale and that may be why he responded to them the way he did. it is also important to note that a prince george's county sheriff's deputy also assisted in this arrest. >> reporting live in riverdale, i'm tracee wilkins and now breaking news in the pacific.

the storm that just formed two days ago and it has morphed into a monster category 5 hurne and it's expected to make landfall tonight and hurricane patricia has weakened only a bit and sustained winds still at 190 miles an hour and it has the title of the strongest hurricane ever to form in the western hemisphere. more than 70 million people are in its path and that includes thousands of tourists who have been trying to get out of harm's way. >> i'm just worried because -- i mean, if we can't get out of here and we drove into town which is not the direction that we wanted to go then we are riding it out here. >> mexican authorities have issued a state of emergency. storm team 4 has been tracking this hurricane all day. >> doug and veronica, when are we expecting landfall? just a couple of hours? >> probably around the 8:00, 9:00 hour and the storm has
6:03 pm
weakened down to 190 miles an hour, but that is still 45 miles per hour above the threshold to become a category 5. really incredible out there just how strong this storm is. >> we'll continue to monitor right through the weekend and the moisture and anything from hurricane patricia will not impact our area and i'll have that weekend event forecast coming up. >> you can see hurricane patricia and a very wide storm here and a large-looking storm, but the center very, very small and has very good news and the hurricane force winds are only 30 miles from the center and we're looking at manzanillo and port vallarta and the two populated areas and winds of 190 miles an hour at 14 miles per hour and as it moves up, manzanillo i really think is under the gun here and 100,000 people live in the port city and port vallarta, a little bit better news here and these are the winds and these are hurricane force only in the red.
6:04 pm
75 miles an hour or higher. some of those over 100 miles per ho hour. once again, very good news for them and they'll see tropical storm-force winds and potential gusts to hurricane force and power could be out for days and they could be without power and water for weeks. now, let's talk about weekend here and great weather in the last couple of days and it will continue. >> it won't be as warm and want too bad at all and we have a 50/50 weekend and by that i mean we'll see nice conditions and not quite as pretty for the entire day on sunday. here's a look at the forecast for saturday and the walk to end hiv. temperatures start out in the 40s and probably even the mid-40s if you'll be getting out there way early to help with some of the registration there and so for 5:00, 6:00 a.m. around 42 to 45 degrees and we hit 50 degrees by 9:00 a.m. and
6:05 pm
mid-50s by 11:00 a.m. and nothing, but sunshine and your rain intensity is looking better now and we have just a few showers expected and even less in the way of shoers from 10:00 to 11:00 a.m. and we still get wind and it could be chilly at times and we're into the mid-60s by 1:00 on sunday and nothing, but sunshine by sunday afternoon and beale have that forecast coming up in a few minutes. >> thank you, veronica. >> now to presidential politics and hillary clinton taking a presidential lap after her lengthy appearance after the benghazi committee. the women's leadership forum in downtown d.c., she followed up with a campaign rally in alexandria with virginia governor terry mcauliffe. >> you want to talk about a fighter, how about those 11 hours of testimony yesterday? >> when i look at what we have to do, i'm filled with
6:06 pm
excitement and optimism. i'm not running for president obama's third term. i'm not running for bill clinton's third term. i'm running for my first term. >> and what a difference a month makes. clinton has regained the lead in iowa, surging to an 11-point lead over bernie sanders in the latest quinnipiac university poll. she was trailing him by one point in september. analysts are crediting her strong debate performance. >> meanwhile, clinton's campaign tells nbc news the hour after that benghazi hearing yesterday ended last night was its best fund-raising hour of the entire campaign. >> meet the press moderator chuck todd joins us now for this. is this meaningful and sustainable for clinton? >> she's got one more hurdle tomorrow in iowa. this was the scene of where obama, the j.j. dinner sort of the overwhelmed the clinton campaign and they realized oh, my god, our iowa campaign is in
6:07 pm
deep trouble. this is going to be hear coming out party in iowa. this could be an exclamation point on a week when she was able to clear hurdle after hurdle after hurdle starting with the debate last week and then with joe biden not running and the benghazi hearing and it's perhaps sustainable. >> i think this week, democratic elites went from nervous to reassured that she might be built to last. >> she just sat down, we understand, with nbc -- msnbc's rachel maddow. a taped interview that will air later tonight. are you hearing anything yet about it? >> i played a clip of it a little bit where she talked about her reaction on joe biden and think, not surprisingly she said these wonderful things about joe biden and rachel appeased one thing and she said hillary clinton gives a much different answer about how she's going to work with congressional republicans versus how barack obama did, and on one hand she's hugging him in policy, but it
6:08 pm
sounds like what rachel was teasing that she wants to show that she'll have a different way of dealing with -- >> did we see signs of that yesterday a little bit? >> well, i don't know. yesterday was probably not that big, if she's going to get anything done she'll get a republican house if she'll be elected president. >> sure. >> barack obama couldn't crack that code, can she? >> right. >> her husband did. >> on the republican side, ben carson is now pulling ahead. what's he doing? he's buying ads now. >> look, he's -- this is a -- the carson campaign is probably the most sophisticated on the republican side on social media when it comes to facebook and they have raised the most money and people are waiting hours for these book signings. >> yeah. he's got a connection that's sort of very much like a tony robbins and a joel olstein. >> not necessarily uplifting and he taps into that a little bit and it's somewhat faith based
6:09 pm
and i think the working class american who feels beaten down. so he's the alter ego of trump, washington has been terrible to you, but he tries to have a good bedside manner and trump is the angry, strong man and we'll see if he's built to last and i don't know. i'll have him on the show on sunday and now he'll be looked at differently. before he was looked as an interesting conditioned at running and now he'll be looked at as a potential front-runner. >> what a fun race this is and you're headed tomorrow to interview carson. >> i interview him tomorrow in aames, iowa. >> you can see his interview on "meet the press" on sunday at 10:30 on nbc 4. another note from lincoln chafee, he ended his run for the democratic nomination today. chafee struggled to raise money and generate enthusiasm on the field dominated by hillary clinton and bernie sanders. former governor from maryland,

martin o'malley remains in the race. the democrats, republicans and some outside groups are making big investments right now in a very local northern virginia political contest and two issues are taking center stage. gun control and i-66 tolls and julie carey explains what's at stake. >> reporter: from republicans there's this ad. howel parish taking aim to governor mcauliffe's plan to add a toll to i-66 on the beltway. >> we'll put a stop sign on any new toll. >> reporter: on behalf of the democratic candidate jeremy mcpike, former new york mayor bloomberg's gun control group is bankrolling this. it features andy parker, the father of the roanoke reporter shot to death in august as she did a live report. >> politicians' condolences are aren't enough. both sides are defending the big money effort. republicans are using the i-66 toll issue in parish's race and
6:11 pm
several others and they're expressing voter concerns about the tolls. >> a $17 toll without one new mile being built is outrageous. hal parish says he's heard from voters going door to door. >> this is something i've thought about well, and i've said i can't support it. >> governor mcauliffe says the gop ad is mislead, but he's more focused on trying to ensure at pike victory giving him a prominent role for the primary of hillary clinton. >> need one seat to get control of the senate and all of the things i talk about today to help build the virginia economy. he's opposed to tolds on i-66. he welcomed the focus on gun control. >> it's important. it's important to change the
6:12 pm

70 hostages who were being held by isis at a prison in iraq and as the pentagon was announcing this and praising master sergeant wheeler for his bravery it also became apparent that u.s. troops, despite repeated claims by the administration and repeated promises that it would never hbecaen clear that the u.s. was involved in direct combat operations in iraq and secretary of defense ash carter said there would be more operations like this to come, more instances where american special operations forces would be going after isis targets and potentially involved in close-quarter combat. if you listen to the statements from president obama repeatedly, he said that would never happen, that this is an assist mission, that american troops here are supposed to be on their bases providing logistical support, intelligence and not engaged in
