i was at my shop tied up with a customer when i realized the time. i had to get to the bank before it closed, so i made a break for it. when i got out it was almost closing time. traffic was bad. i knew i was cutting it close. but it was ok. i use td bank. it's got the longest hours and stays open an extra ten minutes every day. i'm sid. and i bank human at td bank. developing right now at 11:00, police find a body inside a car in prince william county. people nearby tell us streets in their neighborhood have been blocked off. >> a terrifying school plot involving students in our region.

find out ciao how close the stukt suspects came to carrying out their plans. the death toll rises in the oklahoma state home kopg parade crash. >> news4 at 11:00 starts now. >> a developing story out of virginia tonight. police in prince william county are trying to figure out how a dead body ended up in a car in dale city. the body spotted earlier today, news4's dars an expenser is live in dale city with the latest. >> reporter: >> and ericka, we can say that this is a death investigation. that's pretty much all that prince william county police are confirm. we found out about this investigation from a viewer phone call, not from police themselves. they are confirming a couple details tonight. let's show you what's going on at the scene. as you said, a viewer had called in because their streets have been blocked off here since earlier this afternoon. some folks not able to get out. this is where the investigation is taking place. police have confirmed that a body was found in a vehicle here

this afternoon on hamilton drive. we have no information about the victim. in fact, police are not saying if there is more than one victim involved in this investigation. we simply don't know at this point. police do say that there's no public safety threat here in dale city tonight. police are saying the body will be transported to the medical examiner for an autopsy to determine the cause of death. and as we mentioned, this has been some disruption for people living on this street and streets nearby. they've been closed off this evening. no word on when this investigation is going to wrap up tonight so these people can get out for tomorrow morning. >> darcy spencer, thank you very much. it is a letter no parent want to get. tonight a virginia community trying to come to terms with the idea that a school shooting could have happened in their town. two students from riverband high school in fredericksburg are locked up tonight in connection with the alleged plot.

investigators say the students planned to call in a bomb threat, then shoot students and teachers as they left the high school. >> this was a serious threat. >> whether they would have succeeded and actually carried it out, it's too early to say. >> we've learned one student is 15 and the other 17. they are being held without bond. at a juvenile detention facility and will be in court next week. the alleged plot was uncovered by a chance through text and social media postings that led concerned students to contact authorities. riverband high school sent a letter to parents today about the foiled plot. to read the entire letter, go to our nbc washington app and search school violence. new tonight, a fourth person has died after a car barreled through the crowd at oklahoma state university's homecoming parade. the latest victim, a 2-year-old boy. 44 people were hurt in that wreck. at least eight are critically

new at 91:00, dramatic new body camera video that appears to show the hostage rescue mission at an size prison in iraq. one soldier from a u.s. special forces team was killed in the raid. his death is not shown on this tape though. nbc news obtained the video from a news agency in jordan that says it came from kurdish military officials. nbc news could not independently

today. >> that's d.c. mayor muir i couldn't bowser, sued up in a firefighter uniform, complete with the mask. she eventually went into a burning building during a public training exercise called fire ops 101. >> it's hot and dark. and the equipment is heavy. >> she used the exercise as an opportunity to announce a historic settlement with the firefighters union. $45 million in back pay for firefighter who's worked time and a half but didn't get the money since 2001. >> i believe firmly as the manager of over 30,000 people that when you work, you should get paid what you're owed. >> bowser signed the settlement along with the fire chief and the head of the firefighters union. the mayor called it an honest dispute. but said the time had come to end the lawsuit, do the right thick. she says the money has already been set aside through surplus revenue. it will be in the hands of roughly 3,000 active and retired

firefighters by the end of the year. >> we are pleased that our ten months in office to finish wht h three mayors before me have worked on. >> hurricane patricia now a tropical storm. patricia slapped into mexico's southeastern coast yesterday as a category 5 hurricane. the storm hit the area with torrential rain and high winds. there are reports of flooding and landslides in the area. but it seems nobody was hurt in the strongest hurricane on record in the western hemisphere. i can't even get my mind around that. >> it was -- it was crazy watching this thing develop. and just 24 hours, it went from a tropical storm to a category 5 hurricane which is unheard of. i do want to mention, it is not a tropical storm. it's been downgraded even more to a remnant low. that's good news for everybody in mexico but also texas. texas is getting battered now

with the rain. if you think back, this he were in a drought earlier in the summer. they had terrible flooding in may. now they're back to drought zat us and getting more flooding with this rain. 15 to 20 inches coming along with that. eventually, patricia what is left of that will of actually be absorbed into an area of low pressure forming tonight that will move to the mid-atlantic for wednesday and also possibly into thursday. midweek of this upcoming week. what we're seeing out here now, some of the sprinkles we're get is all ahead of a cold front. you can see this cold front right here through the midwest. that rain pushing in front of it. a few sprinkles right now and more scattered light rain showers later on. my car was a little on the wet side as i went out for dinner break. the heaviest rain and again, it's going to be a little bit more on the light side. i said heaviest. scattered showers coming through during the overnight.
