live desk. look at this flooding in charleston, south carolina. many roads are still shut down because of the flooding. some drivers were stuck in traffic jams as the water rose on more popular roadways. charleston streets start flooding when the tide goes above 7 feet. it was already over 8 feet by 8:00 a.m. savannah, georgia has also seen a good amount of rising water. all of this in the aftermath of hurricane patricia. a coastal flood warning has been extended until noon. conditions are expected to improve this afternoon. that flooding they had down south is mostly tidal flooding due to this onshore flow ahead of the remnants of patricia. light to moderate showers there. stretching down to florida the leading edge of that rain is across virginia, areas south of washington that stretches back into the midwest.

our local high resolution radar showing the leading edge of this rain in green now coming up 95, just about coming into prince william county and fauquier county, the shenandoah valley. it's creeping closer to us. by later this afternoon we will see that rain moving in. been a chill in the air. live tower camera showing no rain locally. the pavement still dry. it listen getting wet as we get into the afternoon. i have the hour by hour timing for you coming up. all eyes are an capitol hill where congress is considering an agreement to fund the government for the next two years. house republicans are meeting in private to discuss the budget deal right now republican leaders struck the deal with president obama late last night. it would provide $80 billion in sequester relief plus reforms to social security and medicare and money for the military. some representatives on both sides are coming out against the deal. we are watching whether it will survive a vote which could happen as early as tomorrow.

check this out, you can see that smoke there rising above the trees along the potomac. this is why. within the past 30 minutes, a truck's brakes caught fire along the side of the inner loop of the beltway near the american legion bridge. fairfax county fire saying they put the fire out and known was hurt. follow traffic on twitter for updates. i'm kristin wright in falls church where water crews have been trying to fix a water main break all morning. water crews had to hand dig to get to the water main in falls church. the pipe was close to a gas line and they didn't want to risk hitting it with equipment. one of the challenges that fairfax water crews will face on the ground in the cold months ahead. >> these guys are dedicated to their work. they'll be out here if it's 4:00 a.m., 4 degrees outside fixing the water main breaks.

>> reporter: the water main on south maple broke around 2:00 this morning. it was 46 degrees. it will be much colder very soon. >> wintertime is always the busier time. that's when the numbers start to increase with freezing and thawing. >> reporter: old underground pipes across the area will mean many an early morning like this. >> aging infrastructure is something we have to keep up with and replace mains on a timely basis to make sure that we keep up with the infrastructure. >> reporter: while the crews and big machines find, repair and replace busted pipes, the neighborhood waits it out without water. fairfax water asked for patience. >> i have class later, around 3:00, hopefully they get it fixed by then. >> reporter: we just got an update from fairfax water in the past couple of minutes. they tell us work crews have been able to get to that broken water main. they hope to replace it and have the ten homes and a few

three people in alexandria over a ten-year period. the defense has the final witness, a private investigator, to testify today. closing arguments are expected to begin tomorrow. the search is back on for a missing person from a whale watching boat. five people died when this boat sank sunday night. the coast guard saved 21 people. the mayday call came in late sunday afternoon, nine miles off the coast. it seems the boat may have tried to sail through choppy waters. general motors is out with a new recall involving cars that can leak oil and also catch fire. gm is recalling 1.4 million cars because repairs from the first two recalls didn't work. more than 1300 cars have caught fire. you can see the list of affected models dating back to 1997. they include the pontiac grand prix, chevrolet impala, buick regal, chevy month carlo and olz

right now around the region we have some very light rain that's getting closer to us. and the storm team 4 four-day forecast showing that rain coming in here later this afternoon and we'll have this off and on overnight tonight. then it picks up in intensity. by dawn on wednesday, that's when we could have some of the heaviest rain. could be a problem for the morning commute tomorrow. could have multiple fender benders early tomorrow morning. a slow morning commute. the rain may taper off a bit midday, then a few showers, maybe some thunder during the afternoon. a few isolated cells with some moderate to heavy downpours come on through for the afternoon commute on wednesday. upper 50s late afternoon,

firefighters are not sure how he got stuck. he was taken to the hospital and is expected to be okay. this weekend's marine corps marathon is barely in the books but one change for next year has a lot of people talking. and a confrontation caught on camera. you might have seen this video from inside a classroom that has a lot of people asking if the school employee went too far and how investigators here in washington could get involved with the case.

right now some people and businesses in falls church, virginia don't have water a water main on south maple avenue between wallace street and tenor hill broke around 10:00 this morning. crews had to use shovels to get to the break because it was so close to a gas line. they hope to have it fixed in the next few hours. flooding covering the southern part of the u.s. following hurricane patricia. this is out in south carolina. georgia is also seeing a lot of heavy rain right now. that's not all. this same storm is slowly churning north. look at the nation's capital. storm team 4 meteorologist tom kierein updates us on the timing of it all in about 90 seconds. >> right now on capitol hill, congress is considering an agreement to fund the government for the next two years. conservative republicans in the house concede there's not much

morning, we will see that rain picking up in intensity. these pockets of yellow and orange. by 10:00 in the morning they pick up a bit. moderate to heavy downpours, maybe some thunder and lightning. getting into the afternoon hours, there's a possibility of a few thunderstorms. by 7:00 p.m., most of the rain will be ending. today prince william county school officials are asking parents to look for signs your child may need help. four prince william teens died over the weekend in three separate incidents. this morning we are learning two of the teens died of stab wounds. the medical examiner says 17-year-old indya davis took her own life. the manner of death for lyle ferringer is still pending. they were reported missing by their families. developing right now thousands of people are recovering, we're learning new numbers on how many died in an earthquake in pakistan and afghanistan. the 7.5 magnitude earthquake hit yesterday. as of this hour, we learned 339

people have died. also new today, rescuers say relief may be days away from people living in the most remote areas of the country. condolences are coming in for an american who died in a terrorist attack in jerusalem. richard lanken a form teacher living with his family on israel was shot and stabbed on a bus in october 13th. doctors were treating him since then and this morning we learned he died. the u. lanken was 76 years old. investigators are trying to find out why a man crashed his car into a ravine in laurel. the car was found overturned in the water yesterday afternoon. inside police found the body of 26-year-old marcus lee freeman. his family reported him missing back on october 15th.

>> hands behind your back. >> a sheriffs deputy in south carolina is not on the job this morning after a confrontation with a student. this morning we have learned the fbi has been asked to get involved with this case. the deputy, ben fields s on administrative leave until an investigation by the school district is done. you can see in that video that the deputy pushes the chair over after the student was asked to stand up. the student did not. he then appears to throw her on to the floor. this happened yesterday at spring valley high school. a male student at spring valley told nbc news that the girl ignored requestses by the teacher to go to the discipline office. police in southern pennsylvania caught a husband and wife accused of robbing banks up and down the east coast. one of the banks robbed was in aberdeen, maryland. they were caught after a robbery

an alabama state trooper caught on camera bringing a homeless man and his son some food. the picture went viral. a woman said she snapped the picture of the trooper bringing a meal to the dad on the side of the road. the trooper said he was trying to brighten someone's day. >> i said let me get them something to eat. they said thank you and were appreciative. >> williams has been a trooper for nine years and says he is humbled by the attention. >> wonderful thing to do. >> i know. kindness. tom, tell us about the weather. will we see a lot of rain this afternoon? >> no, just some light rain here this afternoon.
