that they were down to two finalists. an interim gm took over the transit agency back in january. happening today on capitol hill, lawmakers set to vote on a budget deal that averts a potential federal default and a government shutdown. the two-year deal is headed to the house first. it would increase federal spending by $80 billion. it would raise the federal borrowing limit through 2017. the deal would also push the next potential spending clash after the 2016 elections. outgoing house speaker john boehner said it isn't perfect. wisconsin representative paul ryan said the process stinks and it won't be done this way under new management, that's a quote. today the house repuican conference intends to vote on boehner's replacement. paul ryan announced his intention to run for it. if ryan gets the job, he says he wants the party to unify behind

years. severances attorneys are also trying to punch holes in the other evidence presented during the trial. evidence like a target surveillance video showing a man who looks like severance walking into the store behind one of the victims. the defense says it was not severance. remember the woman caught on camera doing yoga on the metro track? holley bentley faces a misdemeanor trespassing charge. the news four iteam showed video of her clienling down onto the tracks at the orange line last year. she started doing yoga poses as a partner took poses. bentley left virginia but recently returned to the area. metro transit police arrested her earlier this month. investigation is underway right now after two officers are shot in georgia. we just heard from the savannah mayor who's meeting with his officers right now.

memorial hospital. she was fired after refusing to take a drug test. she had previously resigned from walter reed under similar circumstances. the other nurse is accused of taking drugs like percocet. both nurse's licenses have been suspended. >> a pastor has been suspended for having sex with a team. bliss say they had consensual sex in august. the officer started the investigation after the father saw explicit text messages on the phone. we can learn whether a school police officer will be fired. the third video shows her punching the deputy during the confrontation.

a accept at that train. you can see two people taking a bag from a sleeping person on the train. the man woke up and chased the struggle. the man falls onto the train tracks. police say he was hit with a stun gun. the couple made off with his bag. the man was taken to the hospital. he is okay. police are hoping this video will help them catch the two suspects. it is now time to check our forecast on this weather alert day. storm team 4 tom kierein is tracking the rain. >> this rain is likely to have an impact on both commutes, the morning commute, afternoon commute and this evening because of this broad area of rain that's continuing to track up our way coming in from the south. we are getting moderate downpours coming into prince william county, all across culpepper and south of there. that is on a track to get right into the metro area, especially our western and northern suburbs. that's going to be between now and through the morning commute.

halloween weekend. happening today, a possible vote on the budget and debt ceiling deal at that would set spending levels into 2017. nbc's tracie potts is on capitol hill with the fallout from both sides of the aisle on this. tracie, good morning. >> reporter: good morning, aaron. on one side you have republican paul ryan who is likely going to be the house speaker in the next day or so. he says that this deal and the way they came about this deal stinks. on the other side you have outgoing speaker john boehner who agrees but says they were somewhat pushed into the deal. a gift, a two-year budget deal. not kicking the can down the road every two months like we've seen. this will go beyond the election. it will restore $80 billion in sequester cuts and prevent both a government shutdown and an historic credit default. many republicans say there's too much spendsing going on.

marcus lee freeman reported him missing. his father calls it a nightmare he can't wake up from. last he knew his father was going to fill up his car. on monday they found the car submerged in water. officials found freeman's body inside the vehicle. freeman never returned home. he told family members he was going to get gas. >> i want them to remember him for the contributions he gave. >> they're trying to figure out why that car left the road. >> a former high ranking bishop is now facing seven years in prison after pleading guilty to manslaughter. she hit a bicyclist in baltimore while driving drunk. she said she was texting while she hit the cyclist just two days after christmas last year. she left the scene for 30 minutes before she returned. she had been the second highest leading episcopal leader.

today a woman who has experienced bullying her entire life because of a rare medical syndrome will be on capitol hill. lizzie very velasquez will lobby for antibullying bill. a group of virginians will ask the supreme court to take a look at legislative bouaries. last week a panel of federal judges rejected allegations that the villagek$us house illegally packed in. if you want an easier commute on 66, you may soon be able to pay for it. virginia's common wealth transportation board approved the idea yesterday. final designs still have to be worked on but two new express toll lanes are expected to be set up in each direction between the beltway and route 15 in heymarket. the lanes would let you pay a toll to get around traffic.

carpoolers could use the lanes free. construction is set to begin in 2017. 4:52 is our time right now. live look for you at storm team 4 radar all lit up this morning as promised. >> tom's here, yeah, with more on what is happening out there. >> mostly light rain now. we've only had a little bit of drizzle and light rain in the metro area. that's enough to make the roads wet. we've had reports on fender benders. right now as we look at the wide view of this storm team 4 radar, this is quite a widespread storm. part of it is some of the remnants of hurricane patricia. part of it is the southeast flow as well as a front in the midwest. kind of the hybrid weather giving us all the showers from the midwest all the way to the atlantic seaboard. coming into the met crow area, fairfax, loudoun, areas of dark green it is coming down harder

from warren down to culpepper. one wave of rain will come in. south and east, don't have much rain. a little bit of drizzle and sprinkles. lower part of the eastern shore will stay to the east. temperatures right now on this weather alert day, hovering in the upper 50s. we've stayed steady in the mid and upper 50s overnight. the hour-by-hour forecast throughout the day, light to moderate rain. 9:00 through noon and then passing showers likely around 3:00. then by 6:00 p.m. might even have flashes of lightning. some thunderstorms coming through. there's a slight risk that some of those storms might produce some brief strong gusts of wind. there is a slight risk of some damaging wind from some of those storms. that's late afternoon. the impact is going to be a moderate impact especially for the afternoon commute.

news 4's kristen wright just arrived on the scene and has new information. she'll join us in a couple of minutes here. a trial for a shooting in frederick county maryland will take place there. brandon earl tyler can receive a fair trial. he is accused of shooting two teenagers during a j.v. basketball game at frederick high school earlier this year. both survived. tyler is facing assault, reckless endangerment and weapons charges. the trial takes place next may. video this morning you first saw on news 4, student in prince georges county caught their bus driver texting. texting while driving with students on board is being added as a disciplinary offense. if a driver does text while driving they may now face a suspension or even termination. >> the story last week, basically we realized parents had questions and we want to assure parents that students are

safe on our buses. >> it ourns oturns out that was disciplinary violation prior to this report. the bus driver caught on video will not lose her job. starting next week you will be able to use your credit card to pay for parking meters. they're changing all the meters to smart meters. you can use coins, a card or your phone to pay. the meter polls will be in the same spot but the displays will all look different once crews are finished with the work. the new meters should all be in place by the middle of next month. >> open enrollment begins in less than a week. in virginia, many of you who want coverage through the health care exchange will see premiums go up. rates will rise about 4% for 2016 coverage that is still 3% less than most other states.
