66 and route 7 to that pavement is wet as this rain continues to track on through. temperatures are milder this morning. in the 50s to near 60 degrees. been holding steady that way all overnight. prepare for a wet morning commute. midday showers and then storms moving through this evening. melissa, what's happening on the roads. >> right now looks like the crash we've been talking about, 395 at boundary channel drive having just cleared out of the way. tow truck on the way a couple of minutes ago. it makes sense that that is moving along and not going to cause a problem any longer. taking a look at 66. again, overall pretty green on 66 and 95. we're quite green here looking at the radar. moving through the area most of 66 and 95 here you're going to see some moisture happening there. big look at the beltway. again, roads are green and things are okay visibility wise but that moisture really is falling so could make for a bit of a slower morning commute. northbound indian head highway

different than they did last night. the car has been removed from the front of the home. the windows boarded up. now getting the car out of there had to be done carefully so that as eun moengsed, the house didn't just collapse. now seeing the car lodged into the front of the house, just shocking really. the two men in the car died. that's the driver and the passenger. police are reconstructing the crash here and talking to witnesses to figure this out. one of which said the car was going about 80 miles an hour. the family that lives here is fine. they were not home. they have small children. probably thanking god they were at church. police say they found a fire hydrant inside of the house and that the impact was that powerful. we think that fire hydrant came from just right over here a cross the street, way across the street from the house here. we're pretty sure this is where

she left virginia but recently returned to the area. metro transit police arrested her earlier this month. two nurses are off the job this morning after being accused of taking drugs from a hospital in the district. one of the nurses is accused of taking a narcotic hydromorphone and she had previously resigned from walter reed under similar circumstances. the other nurse is accused of taking drugs like percocet. both nurses licenses are suspend suspended. >> bernie sanders, the democrat from vermont will host a meeting at 7:00 at george mason university. in the democratic debate he called for debt free higher education. sanders is trailing hillary clinton in the race for the democratic nomination for president. >> today montgomery county the school board will release the

developing this morning, students at a university in san antonio are waking up cautiously. there were reports of a gun on campus. police didn't find anyone. then after midnight a lockdown again for the same reason. the school said the second sighting turned out to be a security guard. if you are worried about losing vre service at the end of the year, a reprieve is on the way. it would give train companies three to five years to start using positive train control. that's a safety technology that regulates how fast trains are going with an automatic braking system. the current deadline is december 31st.

we are tracking somewhat breezy conditions. that's bringing some of the you could have slick spots this morning if you travel over a patch of leaves. tom's going to have the full forecast coming up in a little bit. there is a potential of course of thunderstrms later today and some severe weather threats later today. of course, he'll have more on that. for now, back to you, eun. >> amelia segal. thanks. reaction this morning from d.c.'s police chief about this video. taj a look. it shows an arrest on cloud place on monday. officers say they found a man barefoot and acting erratically. they used batons to get him to the ground and then started punching him. according to the police report officers smelled pcp. >> police work is not pretty. when you see situations where officers have to use force, it is not a pleasant video to look at but it is the reality that police officers do sometimes have to use force. >> chief lanier said the video may be disturbing but that does not mean officers did anything

wrong. d.c. police have the video and the incident is under investigation. today a guilty plea expected from former house speaker dennis hastert. he's accused of lying in a hush money case. he used tens of thousands of dollars to hide claims of sexual misconduct from years ago. a plea would prevent any open testimony about those claims. a budget battle on capitol hill. lawmakers set to. agree to a deal. the two-year deal is headed to the house first. it would increase federal spending by $80 billion. it would raise the federal borrowing limit through 2017. the deal would push the next potential spending class after the 2016 elections. a group is asking the state to look at legislative boundaries. they rejected allegations that the virginia house of delegates illegally packed black voters into fewer districts.

we had one wave come through between 6:00 a.m. and through -- near the pennsylvania border between 5:00 and 6:00 a.m. that's passing well north. few sprinkles, just enough to make the pavement wet. getting that in prirnce georges county and western fairfax into loudoun. there is a low risk of any tornadoes but high winds, well, there's a moderate risk of that by later this afternoon and into the evening hours. very low risk of any hail and flash flooding. only a low to moderate risk of that. next weather and traffic on the ones. rain totals by the time this is all over. now melissa has problems around the region. >> top of the beltway interloop near 355, we have a little bit of a jam. only getting by on the left lane because of a crash that happened there. about 30 minutes ago. should be out of the way there. right now here's a shot of the storm team 4x4.

amelia segal driving through. the wet roads and wipers working overtime. beltway overall looking pretty good. you can see the problem on the inner loop and outer loop. 95 on powder mill road. moving nicely northbound and southbound. eun? 6:32. new this morning, the nation's report card is out. it shows the results from the naep, a national exam for fourth and eighth grade students. the results, not so great. math and reading scores went down for eighth grade students over the last two years. fourth graders stayed level with reading scores but their scores in math went down. mixed results in our area of virginia students scoring better than average on national tests. their scores were about even with the last time it was administered. maryland scores went down in reading and math. maryland governor larry hogan said that was because they were excluding scores from disabled

students and english learners before. eighth grade scores were mostly flat after a bump from years before. school resource officer in south carolina could be fired today after video surfaced of him body slamming a student and authorities say a new video shows the student punching the deputy during that confrontation. the video shows the girl swinging at officer ben fields as he is already in the middle of trying to remove her from a chair. administrators called fields in because the student was disruptive. that officer has been suspended. the justice department and the fbi said they would open their own investigation as to whether heir rights were violated. a shooting trial was asked to be moved but the judge said a fair trial can happen there.

tyler is facing assault, reckless endangerment and weapons charges. the trial takes place next may. a jury will hear closing arguments in a trial of accused several killer charles severance. prosecutors trying to prove severance killed three people in alexandria over a ten year period. the defense argued there is no physical evidence. severances attorneys are trying to punch holes in the other evidence presented in the trial. evidence including a target surveillance video showing a man who looks like severance walking into the store behind one of the victims. the defense says it was not severance. frustrated neighbors in the capitol hill area created a community group. they spoke up during a meeting last night. in the last two weeks alone there have been two shootings, armed robbery spree and home rate. cathy lanier said they will crack down.

new tactics have resulted in some arrests. making changes that come after students caught their bus driver texting while driving. school leaders making the punishment for anyone tengtsing behind the wheel with students on board tougher. if a driver does text, they may face a suspension or even termination. >> after the story last week basically, you know, we realized that parents had some questions and we want to assure parents that students are safe on our buses. >> the bus driver caught on video will not lose her job. now to december decision 2016. right now donald trump is not leading the republican field. that's according to the latest poll. ten candidates face tough questions during the third gop debate in colorado. leanne gregg joins us with what we can expect tonight. >> reporter: good morning. the final preparations are here

kristen? >> good morning. this family who lived here was not at home, they were at church when a car slammed right into the front of their house. this morning the front windows you can see here are boarded up. the car is gone and today police will no doubt keep trying to figure out how it happened. you have to see this video again of the car crashed right into the bricks, right through the glass into the living room of the house on smith way drive. now the two men who were in the car died. the driver and the passenger. a witness says the car was going fast, about 80. they took out a fire hydrant, which we believe was across the street. police say they found that hydrant in the house. police are reconstructing the crash and they are talking to witnesses to hopefully figure out what exactly happened. back to you. >> thank you, kristen. new developments about a deadly bus crash in pennsylvania. you take a look here. a bus flipped over. just hours ago we learned a man

died in that crash. he was ejected from that car. pennsylvania state police say officers were pulling the man over when they drove off. they chased him. he then slammed into that bus. it was filled with students from lehigh university. they are all recovering and expected to be okay. today in montgomery county the school board will report on how it plans to improve your child's school. the interim superintendant will release the school's construction plan for the next few years. he'll also discuss the infrastructure improvements coming to certain schools as school populations continue to grow. good morning, i'm landon dowdy at cnbc headquarters. a giant pharmacy merger with walgreens buying rite aid in a deal with $9 a share in cash or $17.2 billion. the hefty merger puts together the nation's second and third largest pharmacy chains. that combined will allow walgreens to expand its retail footprint to nearly 13,000 u.s. stores. experts say it needs more stores
