we've got some rain out there right now, but heavy rain and maybe isolated storms are coming your way. we'll time it out coming up. from speaker of the house to the courthouse, we just got worword at the live desk about whether a former house speaker could go to jail. i'm eun yang, we just learned several new details about a deadly crash into someone's home including a big revelation about the car itself and the street's dangerous history. and in the spotlight, the big event in the race for the white house that everyone will be talking about tomorrow. i'm barbara harris, news4 midday starts right now. >> i'm storm team 4's

meteorologist, we are looking at rain moving across. a mild day, a wet and gray day as we continue this see this rain stream in. pockets of more moderate rain mainly northwest into bethesda, kensington and out towards 270. this is the way it will be for the remainder of the day. maybe a break here and. there but then we have a chance for some severe storms later this afternoon. just in time for the evening commute. and with these severe storms, some of them, what we're looking at, the main threat is damaging winds. i know it's breezy out there now, we're talking about severe damaging winds coming our way. temperatures mild. in the mid to upper 60s. we'll top out there today. we'll time everything out for you coming up. what you need to know hour by hour coming up. i'm dennis hastert has pled

guilty in a $3.5 million hush money case. he 73-year-old republican agreed to pay that money to someone to hide past misconduct. anonymous sources have been reporting that payments were to conceal claims of sexual misconduct at the high school where he coached wrestling decades ago. this plea prevents open testimony about those claims. prosecutors have recommended hastert spend six months in prison. he will be sentenced february 29th. i'm kristin wright live in the alexandria section of fairfax county with new details on a car that crashed into this house. it has happened before. police say that two people in that car had gotten into some trouble before they got here. >> reporter: police say the car that slammed into the house on smithway drive was stolen. the 28-year-old man driving it was speeding. going the wrong way down beacon hill seconds before the crash.

police say they are looking into whether drugs or alcohol were involved. the honda ended up in the dining room, the driver and another man in the car dead. the next-door neighbor keeps thinking what if? >> children play here all the time. >> reporter: the mother and father and two young sons weren't home. they were at church. today we're also finding out that this has happened here at least three times before, once a fire truck. >> when they ride through the intersection, that pole, knocked it over, cleared the fence, and it kept on going. ended up in the next yard tipped over. >> reporter: rea says there have been three similar accidents in the 2 1/2 years she's lived here. >> i thought of putting up a stonewall in the back, kind of around the edge of my perimeter. >> reporter: the car last night came through widener's yard and

took out her fire hydrant. this time a close call for her. i rushed outside. there's the fire hydrant that's exploded full of water, there was mist in the air, i thought it was water t wasn't, it was debris from the car. >> police have not said who the two men in the car were. barbara, so far today we have not seen any sign of the family that lives here. back to you. >> thank you, kristin. in decision 2016, for the first time donald trump is not leading the race. ben carson is ahead in a recent cbs "new york times" poll. the top ten candidates will face off in boulder at the university of colorado. tonight's debate starts at 8:00 on cnbc. nbc's leann gregg explains what to expect in the next half hour. now to the democrats, bernie sanders will be in fairfax in a few hours. the senator is hosting a meeting at 7:00 tonight at george mason university. the democratic debate earlier this month, he called the

debt-free higher education something that has to be obtained. some students plan on dressing up as zombies and go to the rally as the walking dead. right now prosecutors are in the middle of closing arguments in the charles severance trial. we've been following this for you from the start. severance is accused of killing three people in alexandria over a ten-year period. david culver is in the courtroom tweeting right now. he just tweeted that the prosecutor is using a presentation format to break down details of the charges for the jury. once the prosecution wraps up, the defense closing argument suspected to last about two hours. it's up to the jury to decide the verdict in the kis. this midday, a budget battle develops on capitol hill. the two-year dear is headed to the house first. it averts a government shut down

duo. after a struggle, the man fell on to the train tracks. you can see it there. police say he was hit with a stun gun. the crooks took off. the man is okay. also developing this morning, metro is finalizing the terms of the contract with its new general manager pick. the news broke on twitter last night. we don't have a name for the future gm yet. a formal announcement is expected by the end of this week. earlier this week new 4 reported that the agency was down to two finalists. an interim gm took over back in january. dramatic video of a deadly bus crash in philadelphia. you can see the bus flipped over. amazingly everyone on board survived. the bus was full of students from lehigh university. members of the rowing team. pennsylvania state police say the driver who hit the bus died. they saw officers were pulling a man over when he drove away. officers sped after him and then

welcome back. a wet day out there. waves of rain moving in. a few showers now. pocketses of more moderate rain, that's the way it will be throughout the day. i believe we can get a break before we start to see some more thunderstorms. yeah, moving into the region. you can see we're having a few showers that will float through during the midday. again, maybe a break, just becoming drizzle or just very light rain. that will be early throughout the afternoon. here comes some stormy weather. we could see some isolated strong storms moving through the region just in time for the

evening commute. everything should die down by 9:00, 10:00. midnight tonight we will get some clearing coming through. we'll have some rain totals in that seven-day forecast coming up. prepare to see a lot of walgreens stores popping up. the new merger with ride aid will expand the pharmacy's retail footprint to 13,000 stores. walgreens is buying rite-aid for 17.2 billion. it's an effort to take on cvs. experts say a merger could mean lower prices for you when buying prescription drugs. the company would have more power to negotiate costs with pharmaceuticalmakers. the new walmart at ft. totten is officially open in northeast washington. this is one of six planned stores for the district. the first store opened back in 2013 on h street and georgia avenue. there's been a debate will lower wages. walmart threatened to pull stores if the city required the

with an update. what's going on? >> the evening commute last night when we thought that rain was going to move in was okay. this morning we started to see wet leaves, we had some rain overnight. it was light. now we have seen more moderate rain since the morning commute. i think the evening commute will be worse because we will have storms. right now no storms, just showery precipitation. again, a little bit more moderate in some spots. we will continue to see warm air stream in. again, we'll also see a chance for some strong storms in our area. we could pick up to an inch, could be an isolated two plus inches once the storms roll through. the sweet time for those storms is in time for the evening commute. late afternoon into the evening hours. 100% chance of rain today. mid to upper 60s. it will be warm. warm tomorrow. the rain threat will end after midnight. we're looking good as we continue into the weekend. >> thank you, lauren. we have breaking news now at a noon news conference. sources say officials in south

carolina will announce the deputy seen throwing a female student to the flow wior will b relieved of duty. leon lott will share the results of his internal investigation in about 45 minutes. the video shows the student punching officer ben fields as he's in the middle of flipping her chair over. an administrator says the student was disruptive and would not leave. more than a dozen people spoke up last night. >> that child in the classroom was given more than ammal opportunity to comply. >> to see something like this happ happen saddens my heart. it's a child, not an animal. >> the justice department and fbi opened their own investigations into whether the girl's civil rights were violate. over the weekend, we learned of the deaths of three teens in prince william county. in at least two cases police confirmed the students took

their own lives. today we're talking with dr. joshua wieiner to help parents talk to students about suicide. where do we begin? >> starts with education. educating the parents so they knows there a relatively high risk of their kids making a suicide attempt. this is interesting. the government has done a survey, called the youth risk behavior survey. it's been done for about 20 years looking at 16,000 teens. what they've consistently found is that roughly 20% of teens in any given year will endorse having suicidal thoughts 5% to 8% of them will actually make a suicide attempt. so, this is staggering. we're talking about 1 in 20 kids making a suicide attempt each year when they're teens. parents need to be aware and need to be willing to talk to kids about how they're feeling, whether they ever have thoughts about wanting to hurt themselves. that's an alarming statistic. if they mention something about

it, would a teen be more likely to say something to a parent as a warning or to a friend? >> it could be either. i've seen both in my practice. some kids will bring it up to their parents. maybe if we were to say up with is more common, it might be a friend. so they might say something like i just hate my life, i wish i were dead, i am having thoughts about wanting to hurt myself. that brings up the topic of what should that friend do if they hear something like that. >> what can schools do? >> they should highlight the fact that about a third of teen also have some sort of mental health issue, depression, anxiety. they need to talk about this, decrease the stigma. make sure kids have something in the school to talk to, whether it's a guidance counselor or a psychologist to talk to. >> parents, friends, teachers should look for the warning signs. >> absolutely. >> thank you very much, dr. weiner. >> my pleasure. we're learning new

information about what led up to a whale watching boat sinking in canada. investigators say all the passengers crowded on the left side of the top deck when the boat was hit by a wave. the investigation also suggests those who died were on the top part of the boat and that they weren't wearing life jackets. five people died and the search continues this morning for one man. 21 people were rescued after the boat capsized sunday afternoon. right now in montgomery county the school board is about to issue a report on how it plans to improve your child's school. the interim superintendent will release the school's construction plan and discuss the infrastructure improvements coming to certain schools as school populationstí&q4jju)áuur% grow. that announcement happening at seneca valley high school in germantown at 11:30. >> you like that! you like that! >> apparently everyone does like that. now you can wear that. kirk cousins posted this picture on his social media account.

sleepy or grumpy today they may have been among the millions who stayed up until 1:00 in the morning to watch the game. the game played out on fox who actually lost transmission not only once but twice delaying that game. the first power outage happened during the bottom of the fourth inning last night. in a statement, fox said a rare electronics failure caused both the primary and backup generators to lose power. fox ended up switching over to the mlb feed during the delay. after coming back in the fifth there was a second outage. whether you are a royals fan or not, get this, you will get a free taco bell breakfast on the team. lorenzo cain stole a base last night which means next thursday you can claim your free morning crunch wrap at the fast food

again, periods of light rain, periods of moderate rain, a period this afternoon where we'll have some thunderstorms. we'll be tracking those on the team 4 radar. you can see more moderate rain coming through washington. we have another wave. it looks like we get a bit of a break before we start to see some of those thunderstorms move into the region. again, we're thinking just about an inch of rain in some spots. some spots already have gotten up to a quarter of an inch. heavier rain coming through late this afternoon through early this evening. that's the time we'll be watching for some of these thunderstorms to develop. the next four days, again, it's a weather alert day today. doug and veronica will be tracking those storms today. it's mild but breezy out there. low to mid 70s tomorrow. i'll let you know when the rain will end and time it out for you coming up. a bill is moving forward now in congress that could affect your commute to work. the bill would delay a new safety requirement for trains.

>> right now companies have until the end of the year to put in some positive train control they call it. the technology automatically slows down trains that are going too fast on the tracks. however amtrak and vre say if the current deadline stands, they'll have to suspend train service next year. the bill would give those companies another three to five years to put that technology into place. the washington wizards start their season tonight. the team is on the road in orlando with the game at 7:00 p.m. they'll travel to milwaukee this week before coming home to the verizon center saturday night. history is happening right now. look at the live pictures from space. the international space station commander, scott kelly, is out there on his first spacewalk. astronaut kel lindgrin is on his first spacewalk as well.

right now, new details in a crash that killed two men and seriously damaged this home in fairfax county. police tell us the car was stolen. they say speed was a factor. now they're working to see if drugs or alcohol contributed to it. there was no one in the home in the alexandria section of the county when the crash happened last night. you can watch the top ten republican candidates for president debate tonight. cnbc will host the third gop in boulder, colorado. for the first time donald trump is not leading in a national poll. a new cbs news/"new york times" poll puts ben carson ahead of him. our big story of the day, all this heavy rain moving into the nation's capital. >> we have declared it a weather alert day. storm team 4 meteorologist lauryn ricketts is tracking that storm. >> yeah. definitely a weather alert day out there. not only because we'll have possibly some strong to severe storms later, but look at this

final preparations are underway here in the media spin room, also on the main stage where the debate will take place late their evening. for the first time in months, a national poll shows that donald trump is not in the lead, edged out by ben carson who, like trump, is a political novice. donald trump in iowa on the eve of the debate as a cbs "new york times" poll shows him losing the lead to ben carson. >> get a little shake up in iowa. i don't know what's going on. >> reporter: in the polls, 26% of republican primary voters said they backed carson. four points ahead of trump. the rest of the candidates far behind in the single digits. numbers moderator john harwood says could impact the debate's tone. >> we saw when ben carson pulled ahead of trump in iowa, in polling there, donald trump started going after ben carson. so, this is only one national survey that is showing this, but it does introduce an unpredictable dynamic to the stage. >> reporter: carson staffers say he will defend himself at debate

now doing freelance work. not only are more americans freelancing, but 60% of freelancers made the jump by choice, that's up 7% from last year. some experts believe freelancer also make up half of the work force by 2020. the nation's report card is out today. it's mostly about how fourth and eighth graders do on the national assessment progress exam. results this year? down. math and reading scores were down for eighth graders, for four graders, math greats went down. the government breaks this down state by state. we have mixed results in our area. >> in virginia, students scored better than average on the national test but scores were flat year to year. maryland scores went down in both reading and math. maryland governor larry hogan

it's changing all of the meters in silver spring to smart meters. you can pay with coins, a card, or your phone. the county did this in bethesda last year. it says all the new meters will be installed within about three weeks. go ahead and treat yourself. today is national chocolate day. it's the day america celebrates all things chocolate. we americans do, indeed, love our chocolate. we did a little digging around and found american also consume $18 billion worth of chocolate this year. that's 18% of the world's chocolate. some studies suggest eating chocolate may lower cholesterol levels and reduce the risk of strokes and heart disease. i already treated myself multiple times today already. it's not even noon. thank you, sarah, the producer for sharing that big chocolate cupcake with me. why some people are confusing their children's health problems for something else. news4 midday is back in a moment.

the outgoing speaker, john boehner, says he didn't have much of a choice. >> it's an actual bipartisan compromise, which hasn't been happening in washington a lot lately. >> reporter: a two-year budget that restores 80 billion in spending cuts, prevents a government shutdown and a credit default.tcrac@ñ republic conservatives say it's too much spending, a rushed back room deal. >> i think this process stinks. >> i'm in full agreement, this stinks. this is not the way to run a railroad. but when you have a situation that we're dealing with today, it's -- i didn't want him to walk into a dirty barn full of you know what. >> reporter: there's no guarantee enough democrats or republicans will back today's vote even if it passes. there's opposition from the senate. ted cruz calls it utter surrender. marco rubio says it is flawed. rand paul is promising to

billion construction plan for montgomery schools. we told you about some of the crowding problems. the plan would add ten new classrooms to the system and a brand-new elementary school. altogether they would accmodate another 12,000 students. millions are set aside for school renovation, replacement and infrastructure. there will be multiple meetings about the plan next month. we'll put those up for you on the nbc washington app. we talked a lot about attention deficit hyper activity disorder, adhd and autism can look a lot alike. dr. joshua weiner joins us. autism may be overdiagnosed in about 9% of children. tell us about that. >> there is overlap. the vast majority of kids on the

spectrum will have many of the symptoms associated with adhd. that's where the confusion comes in, especially for these kids who are not severely impacted by the autism. >> autism is generally found in a child early, isn't it? before they go to school. adhd perhaps diagnosed after starting school? >> some more severe cases, the language delays in particular, those kids will be coming to parents attention earlier. at the age of 3 or 4. you're right, adhd tends to be diagnosed around the age of 7. but the thing is, if a child is exhibiting many signs that are concerning to parents, they're not engaging with other kids, they don't seem to be interested in parents, when parents come up to them and are coming home after a day of work, if a kid doesn't seem that interested or won't look at them, seems indifferent to things around them, parents need to take that seriously. even if the pediatrician says this is normal, maybe this is

a teen woke up nearly ten miles away from home and couldn't remember how she arrived there. >> turns out taylor gammel is a regular sleep walker who went way further than normal this time. it can be a dangerous problem. that's why police in colorado used bloodhounds to track her down. >> she did not have shoes. so no phone, no money, no purse, no anything. she got up and walked out of the house. >> got ten miles away. taylor's cousins were the ones who found her. she was asleep on their couch. one tip, don't try to wake up a sleep walker, try to guide them back to bed. an abrupt wakeup can scare them and make them defensive.
