county over the next half hour or so. >> with any of those storms it will put down rain and moderate and heavy around great falls. we've already seen three-quarters to just over an inch and take a look at radar tracking the system as it continues to move on through. most areas seeing light to moderate rain and down to southern maryland and light to moderate downpours and we've seen the storm develop and frederick county and you can see it right toward frederick and prince william county and i want to zoom in on this area and just to the north of leesburg and that's where you're seeing the lightning and if you live in the leesburg area you're probably hearing the thunder, too and head's up around the luckets area and head's up over the barnsville area and northern montgomery county. look at the oranges and the reds here. intense rainfall out of this and lightning, too, this is moving over the hay market over the next 10 to 15 minutes and on

rieger with the journey of the runaway blimp. we've just learned that blimp grounded itself. a spokesman for norad says it never had any intention of shooting down the blimp, and that it deflated, causing it to descend although they're not sure why. they're also not sure why it broke away from its moorings at the aberdeen probing ground north of baltimore, but we did have high winds in the area and that could have been a factor. these are images of the blimp before it landed in a wooded area near bloomsberg. near section i-81 and i-80. a cable clockknocked out power 30,000 people and we'll go live to pennsylvania where a reporter is now on the ground with the blimp. back to you. >> thanks, wendy. >> breaking news out of northwest d.c. somebody shot two teenagers when they got off a metro bus. the investigation of the shooting shut down several

blocks around east capital street and benning road. pat collins has that story. what's going on, pat? >> reporter: it looks a lot different here. earlier, police had this whole area closed off for hours. this is how police tell the story. they say a metro bus pulled up here, two young men got off the bus. as they did, they were shot. one of the teenagers goes back on the bus to get help. the other is on the pavement. the two victims were taken to the hospital. they're said to have nonlife-threatening injuries. police from all over converged on the scene to look for clues and evidence. it -- this kind of violence. >> as a community we need to get together and stop the violence. it's ridiculous. >> i don't know why they don't got more protection out it's te.

hand, but before they enter the jury room the defense warned them, quote, everyone is suspicious of the middle-aged man with no place to call home, but suspicion of guilt is not enough, among the evidence, this surveillance video of the car, each if you believe that was his vehicle, being in alexandria isn't a kriecrime. they have to prove those crimes to you beyond a reasonable doubt. the defense worked to discredit several witnesses citing inconsistencies and changing stories and perhaps their strongest defense. they told jurors there is no forensic evidence in this case, adding not one shred, not one hair, and not one fiber and not one strand of dna. nothing that links mr. severance to these crime scenes, showing images of the three victims the prosecution painted a picture of a hate-filled, bitter, charles severance who wrote about his disdain for the elite and there's no evidence pointing to any other killer, but severance

winds and if you're in frederick, very heavy rain falling right now and same thing around leesburg and the sterling region. they continue to track them for you and i'm up next coming up at 6:23. >> thanks, doug. the south carolina sheriff's deputy who slammed an unruling student to the floor has been fired tonight. his boss says the video made him sick and he's seen enough. nbc's chris clackum has more on the outrage. >> reporter: the viral video that's lit up social media since happening monday has led ben fields to lose his job. >> ben fields was terminated from the richland county sheriff's department. >> reporter: firing fields wasn't a hard decision to make. >> what he should not have done was thrown the student. i do not feel that proper procedures were used at that point and that's -- that's what's caused me my heartburn. >> reporter: deputy fields was called to the classroom at spring valley high school to

help deal with a female student who was being insubordinate. >> the school administrator got there. shee she was african-american and he attempted to get her to leave the class also and she was disrespectful to him. >> fields' response was excessive and firing him was the right thing to do and follows a tense school board meeting thursday night. >> you do not treat a child like that. >> that student was given ample opportunity to do the right thing and she chose to not do that. >> please stop blaming victims when they are the victim of excessive force. >> former deputy fields could now lose more than his job. once investigations by the fbi and the justice department are complete. chris clackum, nbc news. we did some digging and found out that fields joined the richland county sheriff's department in 2004. in 2007 a driver filed a civil rights lawsuit against the

department saying he'd used excessive force. a jury ruled in fields' favor in that case. the next year he became a school resource officer. fields is one of ten people named in a lawsuit that will go to trial next year. a student says the officer wrongly accused him of being in a gang and he was expelled. the lawsuit claims fields recklessly targets black students. >> former house speaker dennis hastert could spend some time in jail. >> today he entered a guilty plea in a hush money case in illinois. >> according to the indictment in that case, hastert evaded federal banking laws to pay someone nearly $2 million over a number of years to conceal and compensate for past misconduct. law enforcement officials have said that misconduct was sexual. it involved a male student and took place decades ago when hastert was a high school teacher and wrestling coach. prosecutors are recommending six months in jail.

hastert will be sentenced in february. and i'm wendy rieger at the live desk. the house just passed a bipartisan budget deal. this agreement would end the threat of government shutdowns at least for now because it resolves the fights over military funding and domestic spending and federal borrowing until early 2017 and that is after a new president is elected. the bill now goes to the senate. back to you. >> thanks, wendy. the republican caucus today officially nominated congressman paul ryan for the job of speaker of the house. the full house will vote on that tomorrow. while nothing is certain in politics, ryan's election is widely considered to be assured. he certainly did sound like a speaker right after the vote today. >> this begins a new day in the house of representatives. tomorrow we are turning the page. we are not going to have a house that looks like it looked the

new video just into our newsroom of a prince george's school bus on fire. this happened in suitland. nobody was on the bus, but take a look at what happened when firefighters tried to put the fire out, the bus starts rolling, moving across the parking lot on fire and it was eventually stopped by a tree. we're still working to find out how this fire started. this is a storm team 4 weather alert. >> and we're still tracking very heavy rain across the region. right now it's just to the west of the i-95 corridor. take a look at storm team 4 radar and one, toward the east and we're talking about areas around anne arundel county and prince george's county and calvert county and st. mary's county and that's the moderate to heavy rain and just happening to the west of frederick and right down toward leesburg and you'll notice lightning associated with that, too, and culpeper county. what we're looking at here, very heavy rain in and around

frederick and this has been here for the last 20 to 30 minutes and that will continue, watch out around frederick and you could see ponding on area roadways and maybe even moderate flooding in parts of the region and i'll take you right around the frederick region and right around the urbana area and you can see where the last lightning strike was and you probably heard that thunder and this is right along 270 and up around 70 where they connect and right around downtown frederick and we're dealing with the heavy rain and down to the south and we have more rain around the leesburg area and that will be around montgomery county around poolsville and down to the south. look at this area of rain just to the south and west of culpeper county and making its way in toward culpeper and as it does so, we'll see the very heavy rain, too and this beeline right towards warrenton and this will follow gainsville and 66 and very heavy rain here, too, and we're not out of the woods just yet and that's just one band of rain that's continuing to move on through and we have

one more back to the west and that's associated with the cold front that will sweep on through here and you can see that line in through portions of west virginia and there is some enhancement here through the rainfall and the storm. we may see some of those come through. and let's time it out and show you what's happening around 9:00. not much going on and this band of rain moves on out of here and we get a little bit of a break and here comes that band from the west and fredericks town around leesburg and down to manassas, quantico and that line coming together and over toward the chesapeake by 2:00. with this line just like with the current line, we could see lightning and high winds and maybe upwards of 30 to 40 miles per hour and very heavy rainfall and after that moves through we'll start to see that clear out and wooe talking about a significant difference and very cloudy and rainy and not a good day at all and we will see some sunshine and nice temperatures. 70 degrees and that's the

smithway drive in the alexandria section of fairfax county. shomari stone is there now with more on that story. shomari? >> reporter: good evening. right now police are trying to determine why this car was speeding, coming down beacon hill drive, crashing right into that house behind me. they are also trying to see what happened to the driver. we're learning more about the crash that took the life of 28-year-old antonio beatty and his 27-year-old passenger. tonight police tell us they found a gun and marijuana in the car. this isn't the first crash at this house. last year, police tell me a fire truck rolled over and took out the fence where the car crashed last night. this guy saw the fire engine last august. >> that pole, knocked it over, cleared the fence and it kept on going and ended up on the next yard tipped over. >> reporter: two more accidents happened near the intersection of smithway drive and beacon

hill road, but last night's was fatal. police tell us a 28-year-old man and his pass efrj eaenger were stolen car and they lost control and hit a curb and drove through rea wynder's yard. >> reporter: it was so powerful that under this cone, was there a fire hydrant and it snapped in half. last night the fire hide rand landed in the living room. >> i rushed outside and the fire hydrant had exploded full of water and there was mist in the wear, and i thought it was water, but it wasn't. it was debris from the car. >> reporter: the car continued through the fence and slammed into the two-story house. the mother and father who lived in the house along with their two young sons were at church and rea is thinking of putting up a barrier around her yard. >> i thought about putting up a stonewall in the back kind of around the edge of my perimeter. >> reporter: --

[ no audio ] >> that was shomari stone reporting. now to the story of the runaway blimp. people looked up in the sky this afternoon and saw this floating above their heads. it's a military blimp that broke free in aberdeen, maryland. the blimp caused all sorts of havoc before police corralled it in northern pennsylvania and randy gyllenhaal, and they arrived on the scene a short time ago and tweeted this video of the blimp on the ground. he has more now on the e for thes to recover that mrichl. >> randy gyllenhaal here on the ground in anthony township, montour county, pennsylvania. it's getting a little dark, but i can show you the giant white blob that is in the woods beyond this crime scene here and you

can see the police officers that have set up securing this area. we have members of the local fire department as well as members of the national guard here that are on scene, securing this site. think, the blimp took off from aberdeen, maryland and they're waiting for military officials to get to the scene so they can go down to the blimp, where it crashed and assess it, but military officials on scene here are telling me that this blimp came apart in two pieces, the main section behind me and a tail piece that fell off just a short distance away from here and took down a number of power lines knocking out much of the electricity to this entire area. randy gyllenhaal, news 4. >> a new clue in the search for a man behind an attempted rape in alexandria. police have now released a composite sketch of a man who attacked a woman in the laundry room of an apartment building. it happened on kanterbury square last friday morning.

the woman was able to fight the suspect off and she hit him in the face with the nozzle of a vacuum cleaner. she cut him before he ran away. >> allegations of missing drugs and nurses under investigation at a local hospital. tonight the d.c. health department and board of nursing are working with sibling memorial hospital to find out what happened to the controlled substances. two nurses have had their licenses suspended. four others are under investigation. officials are trying to figure out whether the drugs disappeared because they were unaccounted for or because of an error or something more. montgomery county is the fastest growing public school system in maryland, and today leaders presented a plan to help ease overcrowding, but as our chris gordon reports, one expense item does not seem to have anything to do with class size. >> reporter: $11 million is being budgeted for artificial turf athletic fields at 19 montgomery county high schools that don't yet have turf fields.

>> the recommendation is that this is a private/public partnership. we currently have six schools that have turf fields on their stadium field and so part of it is an equity issue to make sure that all of our fields have this. >> reporter: seneca valley high school in germantown is 40 years old. its principal dr. mark cohen showed me the roof leaking into the media center. the school, he says, is so crowded some students eat lunch in the hallway and water has caused the gym floor to buckle. >> this is the seneca valley high school basketball court where the varsity plays. there's the basket and the free-throw line and look at the floor in this area. you hear how warped its become? it was here in seneca valley that montgomery county unveiled the six-year capital improvements program that includes ten new classroom addition projects and a newe

>> reporter: we reported the allegations last week on news 4 and zander told his story to the school board. school officials told us no wrongdoing was found and now news 4 has learned that the principal has been temporarily removed as the school system continues an investigation into the allegations. a year after they were first reported. a letter informing parents sent home today also referenced our report on the allegations. the accused teacher no longer works at the school and has moved on to another district. >> we actually moved our children out of that school because we could not feel safe sending him there. we felt betrayed by this and you don't give your children to people you don't trust. >> reporter: prince george's county spokesperson want to be very clear that this is just an investigation and the fact that this principal has been removed does not mean that he has done anything wrong. the investigation is ongoing. in greenbelt, i'm tracee wilkins, news 4. when is this rain going to let up on us, doug?

>> some areas continue to see very heavy rain. a very ominous shot behind us. spooky for sure, looks like halloween coming up in a couple of day and you can see exactly where this rain is and again, some thunder and heavier downpours developing it back to the west and northern montgomery county seeing some of the heavy rain and loudoun county down toward culpeper and fauquier county seeing rain and also toward frederick county. this is the line that extends from the maryland-pennsylvania border and right on down toward the charlottesville area and over toward the bay and lighter rain and still dealing with rain there. here is the heaviest rain around damascus, just to the only area around clarksburg and frederick right down toward poolsville and back towards leesburg and this is an area that's seen rain a lot over the last hour and we could see minor flooding in this area and down to the south and culpeper county really seeing that rain and that will come straight across fauquier county and you will see more of that

over the next hour or so and then across the river over toward charles county and prince george's county. this is rain that has developed over the last hour and it will continue to move through the north right on through the district there and you can see the latest update coming toward downtown and it will still cause fairly heavy downpours at times like this one to the south and east of waldorf. that's just one area of rain and the other one, you can see it really starting to become more enhanced here back into portions of west virginia and this is the area that i'll continue to watch and as we move this, let me get off of here. as we train this or follow this over, we're talking about five and a half hours and if you time that out, that's right around the 11:00, 12:00 hour and make sure you stay with us throughout the night and i'll continue to tweet, be on facebook and let you know where the line will come through. the medium-high risk as far as wins are concerned and heavy rain will be another issue with the next line. temperatures tonight, 72, 60 degrees for your day tomorrow.

60 on saturday, too, of course, and that's halloween. halloween looking pretty nice although it will be quite cool for the trick-or-treaters and temperatures falling into the upper 40s by the time they're out and another chance of rain coming up on sunday. all in all, not a bad weekend and we'll continue to watch out for that. as far as halloween goes, happy halloween, for sure. this system moves out of here and we get to 60 with some sunshine and it will be rather cool for trick or treating and temperatures in the 50s by the 6:00, 7:00 hour and the upper 40s by 8:00. if your kids stay out and they all want to it will be on the cool side by the time they get back in. >> thanks, doug. we're following breaking news now. metro has just named a new general manager. adam tuss broke the story and he joins us with the developments. hi, adam. >> hi, doreen. metro, yes, has made their selection and they're zeroing in on neil cohen. he is an executive with an

aerospace and defense systems agency based out of arlington known as atk systems. this is an interesting pick for metro because generally, transit systems pick other transit people. this guy, neil cohen, just reading through his bio, i've never met him. he has multiple years and 16 years' experience with northwest airlines and us air and he's been recently in charge of the finances of this agency, this aerodefense agency which has revenues of about $5 billion. so that shows you that he's got the ability to handle finances and have a large budget at his disposal, but what i'm told right now is that this contract is still being worked out. these two sides have agreed that they want to do business with each other, but the contract is still being worked out. they expect to sign it within the next couple of days and neil cohen will be the new general manager of metro. >> all right.

so, are we talking small ball? is that what the theme is this year? >> small ball, fast ball. the wizards, we have sports wizards and the playoffs. we'll start with the wizards because kicking off the season we'll see what they've got and the season opener for the wizards will make magic in orlando and i heard it in the same sentence. the wizards led in nba scoring this season and 112 points per game and now we'll see if they can do it for real. and look for the wizards to run or not in orlando and they're finding ways to contribute and this is focusing on what randy whitman is calling it. more running means more conditioning and the point guard
