district in the next hour. this line is the strongest line moving to the east at about 30 miles an hour. 11:06 in leesburg and urbana and gaithersburg at 11:38. heads-up for that storm behind it. not much going on. by the time you wake up tomorrow morning, 60 degrees, nice and mild. i'm tracking that line right now. >> thank you, doug. back to the breaking news, three people hurt seriously at a shopping mall in indianapolis. it appears to be a targeted sho shooting. a man walk into a washington square mall and had words with a man he knew and shot him. the other two people were hit by ricochetting bullets. witnesses say they saw the shooter and one other person running from the mall. posts on social media showed a chaotic scene with people running to storage for cover. no word on any arrests.

they are zeroing in on neal cohen. he has a financial background and most recently served as chief financial officer of atk aerospace before they merged with orbital sciences this year and held positions with northwest airlines and u.s. air for 17 years. >> he was recently in charge of the finances of this agency, this aerodefense agency that has revenues about $5 billion. that shows he has the abily to handle finances and have a large budget at his disposal. >> this is not a done deal. both sides are still negotiating a contract but metro is expecting to make cohen's higher in official in the coming days. power slowly coming back on tonight for tens of thousands of people in the path of a run away blimp in maryland. it broke free from a tether at the proving grounds and traveled more than 100 miles north in pennsylvania. in the air, fighter jets had to

scramble to make sure the balloon didn't run into planes. on the ground, a trail of destruction caused by the mile long tether. the blimp was part of a missile tracking system and eventually deflated and came down in two pieces. no one was hurt. more help looking for whoever ashot and killed a woma in d.c. it hasn't about 6:30 tonight. the man who was shot is conscious but the police haven't released his condition or ages of either of the victims. police looking at surveillance of a metro bus to figure out who shot two boys. they were getting off the 97 bus at east capitol street and benning road this afternoon, the third incident in 24 hours where juveniles had been shot in the district. all those shooting victims are expected to survive. >> it's been five days since an attempted rape at an alexandria

apartment building. tonight, we have the first clue what this attacker might look like. and jackie is in the neighborhood where neighbors are being extra cautious tonight. >> reporter: when crimes like this happen people are scared. they want to know what does the guy look like? tonight, we have some idea. details about the suspect's appearance came from the victim who got a good look at him before she snacked him in the head with a nods zzle of an industrial vacuum cleaner. she was walking around 10:30 last friday morning and the man grabbed ler and tried to pull down her pants and when she fought back he pulled a small knife and ordered her to stay in the room until he got away. she now carries pepper spray and takes extra care coming and going. >> usually when i'm coming in, i'm on the phone and have

somebody on the line with me. tonight, i don't but i do carry pepper spray. that's one precaution that i've taken recently. >> reporter: the suspect is described as being in his 30s, 5'11", muscular build and tat o tattoos on his arms and the victim said he was wearing a black tank top and dark colored boxer shorts. >> reporter: police say the man may have changed his appearance and they want you to concentrate on the features of his face. if you want to see that picture again, delayed our news4 app and take a look. >> thank you, jackie. the jury will go back behind closed doors at 10:00 in the morning to determine the fate of charles severance, accused of killing three people in alexandria. before going into deliberations this afternoon, the defense reminded jurors there was no evidence linking severance to the three victims.

products. the lithium ion batteries are the problem and it can cause them to overheat and explode and catch fire. they're now banned from checked luggage on airlines. the department of transportation cites 26 explosions or fires since 2009. if your car gets towed, you might feel like it's a nightmare. but a news4 i-team investigation found out it was really scary. a new law could shine some light on the problem. >> reporter: it sounds like a scene from a horror movie, walking down a pitch-black road, near train tracks. surrounded by warning signs and barbed wire. the news4 i-team was tipped some drivers that got towed in montgomery county ended up here cash in hand to retrieve their

cars, alone and scared. at least five companies of lots on this stretch of paramount drive in rockville. our cameras rolt as trucks arrived with towed vehicles into the night. >> it was the wrong address. >> reporter: as derek tried to get his car back. >> i'm a 200 pound man and my uber driver did not feel safe leaving me. >> reporter: we brought our night vision camera here to give you a sense what this place was like after dark. if you were towed here, this is how you would find it and how it would look without the benefit of night vision cameras. only by firing up the high beams of our car could we get a look at the fences behind which all those towed cars set. the montgomery county investigators say they received complaints about cars being t towed here and illegal. >> it says they must be brightly lit. that's the language.

>> reporter: you've seen this, does this look brightly lit to you? >> lord, no. there was more coming off my cake. >> reporter: we asked why this was happening. l.e.d. was one responding. they said they don't own the lot but rent them and installed a motion detector light. they are also concerned about the lights because their tow drivers have to drive there. they can't be ticketed. it falls to the owners of the properties where the cars were originally parked. we tried reaching out to owners of bethesda springs aand silver to see if they're even aware. >> those that have towing lots like this will start getting tickets from our office. >> reporter: but a new law will give them the authority to go after the tow companies. >> no lights back there. >> reporter: they spotted this, at least two companies warned

drivers on their signs they have to call ahead to get their cars back. county investigator s say that would be illegal, too. >> that would be a blatantly against the law in 2012. >> reporter: they must be able to retrieve the cars 24 hours a round the clock whether broad daylight or in the middle of night. >> one tow company said they were unaware they must be continuously staffed and they just found some lights turned on around paramount drive. we'll keep watching. storm team 4's meteorologist doug kammerer. we continue to track the next line of showers and storms making their way through the area right now. this is the last six hours. we saw numerous storms earlier, frederick county, montgomery and loudoun, the same counties getting it again right now.

look around frederick and montgomery county and this orange and red. extremely heavy rain that continues to fall here. you can track that down to loudoun county and the airport, about to get hit, too. gaithersburg, continuing to see light rain and gaithersburg, continuing at 30 miles an hour and 11:20 and germantown, 11:26 and the olney area, 11:45. you will see heavy rainfall the next hour or so. in d.c. area south of quantico, fairfax, springfield, we will see moderate to heavy rain but not quite as strong as to the north. that line extending to culpeper and orange and madison counties. this will move across our region the next 1 to 2 hours and should be out 1:30 to 2:00. this is a cold front. behind this cold front is actually very warm air towards the west and why tomorrow morning you will notice a difference. high temperatures today in the

70s, close to it. we're still there at 11:00 at night. 67 degrees, winds out of the south at 13 miles an hour ahead of that front. the components of the wind he helping to keep the temperatures up. tomorrow morning, heading to the bus stop, nice and mild. 7 and 8:00 a.m., 60 degrees. notice some sunshine as well in that area. tomorrow, a few more clouds developing and a little breezy. look at the high, 72 degrees, talking a very warm thursday. what to wear tomorrow, a tee shirt, this guy has the right idea, long pants and t-shirt, no problem with temperatures like that. friday is a different story. high temperatures friday only in the upper 50s to around the 60 degree mark and we will see plenty of sunshine to a nice fall day on friday and saturday, halloween. temperatures 60 degrees and once again 60s for a high temperature, upper 60s.

a great afternoon for sunshine, temperatures in the low 50s by 6 or 7:00. that's something to think about upper 40s in some of the coolest subu suburbs. it will be a cool night. next chance of rain on sunday, chance of showers with high of 66. and monday, temperatures remain above average in the middle of the week, upper 60s tuesday, into the 70s wednesday and we may get warmer than that late next week. all in all a pretty good forecast. we just have to get through the rain coming down the next hour or so. >> warmer temps will be nice. coming up, a new manager for the nats tonight and a dramatic finish as wizards rally in orlando. thank you, doreen and jim and all welcome to wced. we have country music from rod
