everything clear. plans got put on hold because of all the rain that was falling. right now 95 want co-to the beltway, you're going to take 17 minutes. nice and green. no major problems. i'll see you in ten minutes. 4:33 now. we're following a pair of stories in the district. first, d.c. police looking for whoever carried out a double shooting. this happened around edson place. we're working to learn his condition. police have not leased any information about a possible shooter. earlier in the day someone shot two boys near a benning road d.c. metro station. they were getting off the 97 bus when someone started shooting. both victims survived. right now police are looking at the surveillance video from that bus to see if they can identify a suspect. this was the third incident in 24 hours in which juveniles were shot in the district. take a look at this sketch.

this is a man a woman fought off with a vacuum cleaner because he tried to rape her. he grabbed her in the laundry room at canterbury scare friday night. he pulled out a knife. >> usually when i'm coming in, i'm on the phone, i have somebody on the line with me, but i do carry pepper spray. that's one precaution that i've taken recently. >> police warn the man may have cut his hair or shave so they want you to concentrate on his features. if you want to take another look at the sketch, be sure to download the nbc washington app. just in, the tennessee highway patrol just now holding a news conference moments ago about the search for two suspects, one accused of

shooting a police officer in tennessee and then shooting at troopers in kentucky. now, police stopped a car overnight. that's the video you're looking at here. police arrested two men. one is a known associate of floyd cook and they arrested another man as well. listen to police here talk about the two that they arrested overnight. >> so these are not -- these are not somebody who's just shoplifting a bag of chips or soft drinks from a convenience store. they're extremely dangerous individuals. they fled from law enforcement. they have a reason to flee from law enforcement. we want to know what that is. >> so people in tennessee and parts of kentucky have been warned to lock their doors and schools have been closed all week while police search for these two men. aaron? >> thank you. it's 4:35 now and the jury heads back to work in the case of accused serial killer charles severance. he's accused of killing three people over a ten-year period.

severance's attorney reminded the jury there's no forensic evidence linching him to the three killings. happening today in prince george's county, council members will hold a hearing on police body cameras and the recent spike in homicide. there will also be an update on the county budget from the fiscal management committee. this is taking place at the county building at 1:30 this afternoon. there's a good chance the nationals' next manager is drawing up plans. sources say bud black will be managing them next year. he was manager of the padres for eight years. rizzo wanted someone who could relate to the player. bud black also won manager of the year award five years ago.

this morninging we're getting a look at draw massic rescue. migrants were dumped into the water after their boat overturned. at least three died. the coast guard brought 242 survivors to the island. almost two dozen were children. baltimore's housing commission says the federal investigation is now under way. 11 women living at three different public housing complexes have filed lawsuits against the baltimore housing

carefirst blue cross/blue shield and is looking at whether they're complying with requirements to spend federal funds. they want them to freeze any rate until they start paying out. >> we're talking $56 million at a minimum, we think. some of it could go to rate reductions. some of it could go to build clinics. some of it could go to public health education campaigns. >> carefirst says d.c. is wrong and there is no excess surplus. the district's insurance commissioner is expected to render a final ruling in early december. >> the d.c. health department is trying to figure out what happened to drugs that went missing from sibley memorial hochlt two nurses are without their licenses at least for now and four others are being investigated after being accuse of stealing drugs. officials are trying to figure out whether the drugs are unaccounted for because of an error or something else.
