"news 4 midday" starts right now. wisconsin congressman, paul ryan, will soon be taking the reigns as speaker of the house. in just a moment, he was just actually elected. you are looking at live pictures from capitol hill where that vote wrapped up minutes ago. john boehner just stepped down from the post before he was hired tomorrow. he said just moments ago, he has a couple of regrets or few regrets as he leaves the office he has held for five years. >> anything can happen if you are willing to make the necessary sacrifices in life. if you falter, and you will, pick yourself up, dust yourself off and do it again. hope always springs eternal. >> in just a moment, minority house leader, nancy pelosi will present speaker elect reason and he will be addressing the house here and then later take that oath of office. she is starting right now.

attempted rapist looks like. >> have you seen this man or anybody that looks like that, that could be that? >> if i know him, i would say something, because he this affect everybody. >> residents say until last friday morning's attacks, they went about their daily chores around the property without worry but debra zach says, not anymore. >> how did they get in? are they a tennant or an ex-tennant maybe? you don't know. >> you need a code to enter each secure building on the property and a key to get into each building's basement laundry room. the 20-year-old victim says a man in his 30s attacked her as she walked through a underground laundry room between buildings. he tried to pull down her pants but she fought him off. she says, the man described as 5'11", to 6 feet tall with a muscular build pulled a knife and ran off. >> you have to have a key to get in there.

jeb bush, why have your numbers fallin? how about talking about the substantive issues people care about? >> twitter is buzzing this mid-day, with takeaways from the gop debate in colorado. senator ted cruz, who you heard just then, that outburst, one of the top facebook moments tonight. we have nbc news political editor, kerry dan to talk about what you said. was there a winner or losers? >> marco rubio, the florida senator. he has been competing with jeb bush for establishment support and gop donors. jeb bush came in and attacked him because he has missed votes. rubio said that jeb bush's advisers had told him to attack for political gain. that's the only reason he was doing it. marco rubio won a lot of applause from that. they also showed that clip from ted cruz, senator from texas. he got a lot of response for attacking the cnbc mod tors and

the media in general. with this republican electorate, that's going to give him a boost. >> what about ben carson and donald trump? >> they are the two frontrunners by far and away. both of them got a lot of time to talk about their views but neither really changed their stance a lot. donald trump was notably very s subdued. he didn't attack very many of the other candidates, although he did complain about the format of the debate. other than a brief tussle with john kasich of ohio, he was pretty subdued. ben carson just kind of did his thing and was pretty calm throughout. >> is anybody calling either of them winners last night? >> i think there is a big consensus that one of the biggest winners was marco rubio and ted kasich is getting points for being really prepared to be president. >> who are the losers? >> the big loser has got to be jeb bush. he has been struggling in recent days.

he has had to cut his salaries for his staff. he needed a breakout moment to ensure big donors he is capable. he is about to hit rock bottom. he needed a big moment. he hit rock bottom after this. >> it is certainly worth keeping an eye out for some of the candidates that seemed to disappear. people like mike huckabee. you could have forgot he was on stage for long stretches of time. rand paul didn't have any breakout moments. this is an interesting breaking point. that took place at 6:00 p.m. lindsey graham dominated in that. the other three candidates kind of disappearing. >> what about the cnbc moderators. we have heard a lot about them? >> cnbc is coming under some criticism. rnc chairman, reince priebus slammed the format and the questions. this is a timed and tested strategy for republican candidates sometimes when they don't like their coverage. they are very aggressively

objecting to the way these were asked. he with are going to see that throughout the day. >> those that spoke out got a lot of applause. >> they had two really big moments on social media. huge response for both of the responses, specially for ted cruz. i think that's worth a couple points in the next round of polls. >> carrie dann, political editor for nbc. thank you very much. the latest on senator bernie sanders getting a bunch of cheers at his rally at george mason. when he is president, he will make sure we have an economy that works for everyone, not just very richest. hillary clinton will be back in the districts to come pain next week. developing this morning, prayers following a shooting inside a mall in indianapolis. a church in the mall held a small vigil this morning after three people were shot last night. the mall opened at its normal time today. all three victims are expected to survive. police are looking for their shooter right now.

well, it was a rush-hour nightmare. a jackknifed tractor-trailer shut down three lanes on the beltway this morning. you must have been watching it. it happened on the beltway before old georgetown road. megan mcgrath has more on what ok so long. >> reporter: the tractor-trailer is no longer in the road. it has been hauled away in pieces. in fact, you can still see a portion of the trailer down below on the right-hand side of the road. the accident itself happened late last night. a rig jackknifed on the inner loop after the 270 split and before old georgetown road. normally, this sort of thing wouldn't take too long to clean up. in this case, the axle of a truck broke and the floor of the trailer cracked and separated. that really complicated things. they couldn't just hook up the truck to a wrecker and haul it

architect so he can build good homes for people to live? . i was raised in not such a good place but i want to make a difference. >> he came into foster care when he was a young child and he was adopted. five years ago, that adoptive placement was not longer a placement for him. >> through no fault of xaviers, there were problems in the adoptive home. some kids would be shy about drying again. >> would you like to find a permanent home? >> i would love to. >> how about adoption? what do you think about that? >> well, i'm open to it. it is just i don't want to get hurt again. >> i am looking at a family that absolutely, 100% commit to him, lifelong. he only has a few years before he is going to be going off to college. he is going to need that family to go home to on breaks, to celebrate christmas with, to send him care packages while he is away at school. >> i need somebody who is going to always be there and say, you can do this. i'm very proud of you.
