morning. now, two state troopers and a u.s. marshal cat up with him in a wooded area about two hours outside of louisville. cook was considered extremely dangerous. a massive search for him started in tennessee last weekend after police say he shot a police officer. now, that happened during a traffic stop. he was also accused of shooting at officers in kentucky as well. now, police just held a news conference. we're going to bring you what they said and video of tonight's incident as soon as we get it. back to you now. >> thank you, molette. 5:02. in just a few hours the jury in a trial of accused serial killer charles severance heads back to work. yesterday was their first full day of deliberations. there was no word but jurors made several requests. they asked for office supplies and they made a second request asking a judge if they could see police reports. that request was denied.

he's 'accused of killing three people in alexandria over a ten-year period. today, a man will be in a d.c. court. police interrupts a robbery in progress at a liquor store. one of the suspects died in a shoot-out. the survivor has a hearing this morning. >> more than 6 thoun federal inmates all drug offenders will be freed today. the release is the result of changing to sentencing guidelines for drug offenders last year. another 8,000 are eligible for early release next year. that release is separate from president obama's push to grant clemency to nonviolent drug offenders. the yays are 64 and the nays are 35. the motion to concur is agreed to. >> and with that, a budget deal is on its way to the white house. it means you won't have to worry about a government shutdown or a federal defauchlt senators approved the plan less than two hours ago.

nbc's tracy pots joins us now in a little bit with her analysis and what happens next. good news for vre riders. no service cuts next year. they warned last year they might have to suspend service because of a deadline to install positive train control by 2016. president obama is expected to sign a three-year extension of that deadline. positive train control automatically stop as train to avoid an accident caused by speeding. if the deal goes through, neal cohen will face some big changes as metro's new general manager. cohen has accepted metro's offer. now the two sides have to iron out a contract. he ooh is an executive with atk. he spent 16 years with two airlines. they'll have to address 91 safety regulations including labor costs and declining ridership. all six lines are going to be impacted. orange, yellow, and silver are

breaking news. we still have this problem outer loop at allen town road. this is involving a trooper. derrick ward out there at the scene to show us what's going on. derrick? >> reporter: yeah, we're looking at the outer loop of the beltway just as it crosses under allen town road. take a look at the scene. we have a single car. from here it appears to be an unmarked car, but it is definitely off of the beltway. off of the roadway on the other side of the guardrail into the bushes. we're told this crash involved a maryland state trooper and a vehicle which did not stop. we don't have any lookout at this point or any description of that alleged striking vehicle, but we're told that the trooper is going to be okay. now, you are losing one lane

here to emergency vehicles which is effectively two lanes because of that move-over law in maryland. if you can move over adjacent to the emergency lane, you're supposed to do that. at this point, no slowup, no injuries. only thing is a lookout, a description if there is one available that struck this vehicle which is apparently a maryland state trooper's vehicle. we'll have more on this as it becomes available. we're live. back to you. thank you, derrick. breaking news, we're live at the "v" street southeast where police are investigating a deadly shooting. when the police arrived on the scene, they found a man outside shot, shot in the head. he was taken to the hospital where he was later pronounced dead. now, there is a shotspotter device around the corner but it's unclear if that device alerted the police to the shooting or if they got a 911 call. in fact, there's very little information being released a that point. no information on a lookout, a possible suspect in this or perhaps a car that may have been involved. now, this has been a very violent year here in the district of columbia. this is the 130th murder in d.c. so far this year and it's just the end of october. last year there were 105 murders. >> thank you, megan. 5:15. the judge threw the book at a man. prince george's county police

say he attempted to rob a hotel when the man tried to stop him. he could be given life during his sentencing today. police are looking far man who robbed an elderly woman in a grocery store parking lot. police say this man has been using the credit card stolen from the woman's purse. she was robbed at a safeway off hradek road sunday night when the robber yanked her purse away, the woman fell down and needed an ambulance. she's 84 years old. if you recognize the man, call fairfax county police. a member of the sons of confederate veterans filed a motion against the dmv. the department issued a recall on the plates after the governor announced they would be phased out. this new court filing shows it goes beyond the power of the dmv. in "news4 your health," moms

31-year-old corey jones. he was waiting for a tow truck when a plainclothes officer approached him. he was con frothed by jones who was armed. family members say he was carrying a gun that was purchased legally three days before he was shot to death. dozens of protesters were at city hall after kevin jones was sworn in. the state attorney general's office says it supports removing the protesters to control the situation but believes their arrests are punishment enough. a horrible crime neighbors say they know all too well. for the second time this month a murder in the same block of edson place northeast. >> every time i wake up to the news, i'm hearing somebody in d killed. this time it's the home of my

cousin and i'm very, very hurt. >> she wants them found. a group of people ambushed mohammed washington and killed him back on october 6th. no arrests so far in any of these cases. an area teen is charged with threatening to bomb his school and shoot student. this alleged plot involved brook point high school in stafford county. police say they found guns and rifles locked up in the 15-year-old's home. no evidence of a thought out plan. this comes days after two students at river benld were arrested. they're accused of plotting a school shooting and they they're charged with plotting to commit a murder. video caught on tape fleecing taxpayer. the government says they need to set aside more manpower to prevent it from happening again. they show federal employees swiping gas payer funded gas cards but using the gas to fill

scene. that apparently is towing away another car, which may, indeed, be the striking vehicle. we don't know exactly, but we do know it just happened earlier this morning. it was just after -- or just before 4:00 a.m. when this accident happened eastbound on the beltway near allen town road. of course, near the forestville road overpass. we understand the trooper was not hurt and it appears that the trooper was either in a person vehic al vehicle or unmarked vehicle. it does not have marking. there's another vehicle in the back being towed off now. you are being moved through with no traffic delays auchl lanes are open, but you still need to exercise caution until the scene is completely clear. we're live. derrick ward, "news4." >> thank you. d.c. police investigating a murder.
