"news4's" derrick ward is on the scene. we'll check in with him after 6:30. the crash is impacting traffic.

shots rang out a little after 1:00. when police arrived, they found a man suffered from a gunshot wound to the head. trm he was taken to the hospital and later pronounced debt. there's a spotter device. it's unclear if that device alerted police to the shooting or if they got a 911 call. there's very little information released. no word on the motive. no word on a lookout. now, it's been a very violent year here in the nation's capital. this is the 130th murder in d.c. so far this year and we're at the end of october. last year there were 105 murders for the entire year. no word on any arrests or suspects in this latest incident. police are asking witnesses to come forward. back to you in the studio. 6:03. today a prince george's county judge will sentence a cold

blooded killer. they convicted green. police said weems was attempting to rob the clarion hotel when chavez tried to stop him. the judge could give weems life and 60 years in prison when he's sentenced today. police say this man has been using the credit cards stolen from the 84-year-old's purse. she was robbed when the man yanked her purse away. if you know this man, call fairfax county police. it's 6:03. investigators will be at ft. lauderdale airport to find out what nearly caused a disaster. 100 passenger and crew were getting ready for takeoff yesterday when the crew behind it saw fuel leaking. moments later the dynamic jet caught fire. two emergency chutes were

deployed and the plane was quickly evacuated. nearly two dozen went to the hospital. and they'll remove a jieblts deflated blimp from the forest in pennsylvania. there's an investigation into how it drifted away. military had to shoot into the surveillance blim. then they began cutting it out of the trees where it lanned on wednesday. today the military says it will likely use a helicopter to lift the rest of the 10,000 pound blimp out of the forest. >> mayor budget bill now headed to the budget desk. we told you earlier this week that republican leaders and the white house have agreed to this deal to cut federal spending and that means no more talk of a government cutdown until 2017. senator marco rubio who's also running for the white house came back. the bill passed with a vote of 64-35.

coming up on five minutes after the hour and vre say use don't have to worry about service cuts at the start of next year. they warned last week it might have to suspend some service because of a deadline to install positive train control. president obama is now expected to stein a three-year extension of that deadline. positive train control automatically stop as train to avoid an accident caused by speeding. if the deal goes through, neal cohen will face big challenges. now they have to iron out a contract. cohen is an executive with aerosmith company. he spent 16 years with northwest airlines and us airways. the new gm will have toy address 91 executive decisions. riders are challenging it. a member of the sons of confederate veterans filed a

kentucky police ended a news conference a little while ago about how they captured him. they say just before 3:00 a.m. he went to a home to ask for a ride but the couple rye fusefus called police. state troopers and u.s. marshals found him hiding in a wooded area very close to a residential area. they say cook shot at them and they shot back in exchange. they say he shot and wounded a police officer during a traffic stop. that is the latest from the live desk. back to you. >> thank you, molette. the owl with an attitude is back. montgomery county parks received three reports of owl attacks on tuesday. that's according to bethesda magazine. the attacks happened between river road and dorsett avenue in bethesda. that's where the owl attacked two weeks ago.

we've got huge recalls to tell you about. nearly 900,000 sfss for brake and airbag problems. they say moisture can build up in the jeep, dodge, and fiat suvs. if that happens it could disable the system. also several hundred thousand jeep grand cherokees and liberties are being recalled because airbags can inflate for no reason. those cars made in 2003 and 2004.

[ bleep ] she died. >> because you killed her. >> investigators released it because huguely has exhausted all possible appeals. he was convicted of second-degree murder and sentenced to 23 years in jail. another teen is charged after making threats in school. the alleged plot involved a student at a school in stafford. he threatened to bomb the school and shoot students. police found guns and rifles lockdown up in the teen's home and found no evidence of thought out plans. this days after two students were arrest. they're accused of plotting a school shooting around are charged with conspiracy to commit murder. footage shows federal workers on tape fleecing taxpayers. u.s. senator says the government needs to set aside more manpower to prevent this from happening again. it shows federal employees swiping gas funded gas cards but using gas to fuel their personal

cars. we learned of 30 cases causing taxpayers nearly half a million dollars. in a formal request, they questioned beefing up the funding for those responsible for stopping this crime. >> when that is abused, it undermines the whole system. it gives credence to those arguments that people make about government. the worst beliefs about government are confirmed by that finding. representative casey has asked. they save more money by stopping waste and theft. >> federal action. the fda says it's in the process of shutting down two stores near baltimore for selling tobacco products to minors. the two of them along with six other stores nationwide have 30 days to appeal this.

an i-team investigation in the summer showed two of them selling. they've upped the penalties for doing that. >> take a look at this incredible volcano erupting near mexico city. it's resulted yesterday, smoke and ash rose nearly two miles above the volcano's crater. this is the second eruption in the past week. mexico has more than 3,000 volcanos. . it's the second tallest volcano in mexico. it wasn't that bad. that is how a 10-year-old is describing his recent encounter with a shark. raymond was seriously hurt in this attack. he was body boarding parentally when this happened. nearby swimmers say he was about 60 yards aftershooffshore and t able to bring him to shore and wrap his thigh pretty quickly.

we have breaking news on the outer loop of the beltway. maryland state police are trying to figure out who hit a trooper's car and then took off. they're searching for who did it. derrick ward at the site of an accident. any new word? >> reporter: the scene is cleared. this is very different from the scene. not too long ago it was around

4:00 a.m. this morning when this happened. we're on the outer loop. you're looking at the outer loop of the beltway near the allen town road exit near andrews air force base. we can clarify a little bit. the car that you see in the video being toed away appears to be the striking vehicle. the trooper's vehicle, which was a marked trooper's krierz wcrui up the road. both vehicles have been toed away. we're told that the driver of the striking scene has left here. there was a brief search that ensued. apparently now they have move off to another phase of the investigation into this, but we're told that the trooper was not injured. we don't know about the condition of the other driver that was involved. we're live in camp springs. derrick ward, "news4." melissa, back to you with traffic. >> taking a look right now. a big look. you can see the entire area,

break in the murder of an arlington mother of two. police now think they have caught her killer. bonny black's children found her stabbed to death. they indicted her estranged husband, david black. they were due in court that week when the murder happened. the accused serial killer's trial, charles severance, heads back to work. the jurors made several requests. they asked for office supplies. they made a second request asking the judge if they could see police reports. that request was denied. severance is accused of killing three people in alexandria over a ten-day period. today a robbery suspect will be in court. officers interrupted a robbery in progress on monday at a liquor store northwest. one of the suspects.

u.s. commission's change for sentencing guidelines to drug offenders last year. another 8,000 prisoners are eligible for early lease next year. the release is separate from president obama's push to grant clemency to some nonviolent drug oh fejd irs. protesters arrested during protests of the police commissioner won't face charges. 16 were arrested after they stayed inside until 4:45 the next morning. the state attorney general's office says it supports removing the protesters the control the situation but believes their arrests are punishment enough. >> for the first time they say most should do their job and issue gay marriage licenses even if they have a religious objection. this opinion found in a brand-new poll that's out this morning.

a new look this morning at a biker shoot-out that happened in texas. you can see guns drawn and people crawling around on the floor in waco, texas. you might remember nine people died back in may. 170 were arrested tied to it.

have been on the scene of a shooting. one man shot in the head on "v" street northeast, megan mcgrath is live on the scene. >> reporter: you can see the crime tape behind me. another deadly night. we're in the 600 block of "v" street. you can see it's still cordoned off. it was a little after 1:00 this morning when shots rang out. when police arrived, they found a man suffering from a gunshot wound. he was shot in the head. he was taken to an area hospital and later pronounced dead. there's a shot device around the corner. it's not clear whether it's because of that or the 911 call. there's very little information released. no word on a positive motive. no lookout information for a possible suspect in this murder. now, this has been a very violent year here in the nation's capital. this is the 130th murder so far
