sonia is doing better. the family set up this caring bridge page. it says she will need two surgeries for burns on her arm. another student is at med star washington center. the other victims were released. it broke out during a chemistry experiment yesterday. the teacher was treated at the school. today, a community is in mourning after a 20-year-old student wz shot and killed in virginia. joseph was shot and killed in norfolk near old dominion university. he was a junior at nearby hampton university. police found him around 3:00 this morning. he had been shot. he died at the scene. police say the shooting may have been a result of an argument that ended in gunfire. no announcer: now, your storm team 4 forecast. >> temperatures across the

region coming in in the 50s. washington at 57 degrees. so, if the kids haven't been out trick or treating yet, do a light layer at least under their costume. you are not going to need the warm coat tonight with plenty of clouds in place. temperatures are going to hang out in the low to mid-50s. heading out and about for the halloween parties this evening, grab at least a light jacket. we are looking at dry conditions. tomorrow, warmer, high around 70 degrees. tracking a chance of isolated shower. coming up in ten minutes, i'm going to show you the shower chance. >> thanks, amelia. we have a developing story out of colorado. three people and a suspected gunman are dead after a shooting spree that spanned several blocks. a large area of downtown colorado springs is closed. this happened early this morning. police said the suspected fire -- the suspects gunman, i should say, fired at officers.

they shot back, hitting the suspect. no word on a motive. police aren't sure if the suspect knew the victims. we are working to find out more information. tonight, we are getting our first look at the wreckage of a russian plane that crashed this morning killing everyone on board. the plane went down in the sinai peninsula. right now, investigators are trying to figure out how it crashed. earlier today, isis took responsibility, but as nbcs ron mott reports, something that happened before the crash is raising doubts about that report. >> reporter: russian air carrier metro jet flight 9268 crashed 25 minutes after departure from egypt. the wreckage in sinai. no survivors. all 224 died. three were ukrainian. a-321, 18 years old, bringing

russian vacationers back home on a charter flight to st. petersburg when it disappeared from radar. russian and egyptian authorities will conduct an investigation. the plane was descending at a rate of 6,000 feet a minute when the radar was lost and slowed from 400 plus knots down to 62 knots in the final moments before radar contact was severed. the associated press quoting an egyptian aviation official. the pilot made a distress call and announced intentions to land at the nearest airport. there were hopes of survivors. as a result, nearly 50 ambulances were sent to the crash scene. in the end, none were needed for that purpose. >> translator: my child called me. he was on holiday with his family, my son, his wife and daughter. their daughter is 10 months old. she's my granddaughter. >> reporter: as friends and family gather at the airport, russian president vladimir putin

called for a national day of mourning on sunday. that's the latest, ron mott, nbc news, london. presidential front-runner, donald trump wants better health care for veterans. he announced a new plan in norfolk, virginia. that includes veterans getting treatment at anytime from any doctor at any facility that accepts medicare. >> to further the principle, decrease wait times, improve outcomes and facilitate a seamless transition from service into civilian life. >> trump has been critical of the health care given to the country's veterans he says firing the corrupt and incompetent people who let them down will improve the system. a driver who died in an accident was not wearing a seatbelt. that accident happened before 4:00 a.m. on the exit ramp of

i-695. county police say the driver lost control on the ramp and was ejected from his suv. right now, police say speed doesn't appear to be a factor. they stay driver may have been intoxicated. starting today, you may need to give yourself extra time if you use mass avenue and h avenue. massachusetts avenue between 2nd and 4th street will shift north. it's going to mean lane closures and big changes on h street eastbound. road work is expected to last about eight months. you can check out the nbc washington app to stay ahead of the changes. use the search term traffic. lots of you are heading out for halloween tonight. off sirs will be out in full force watching out for drunk drivers. derrick ward is live in arlington tonight with a look at the unique way that they are telling people to stay safe. >> reporter: well, you know, i

have been seeing lions and tigers and bears and pirates, then the people in costume. it's a sight to see. they want you to have fun and be safe. to that end, arlington police set up a mock sobriety check point. what happens is people line up for this. they give you goggles that impair your vision and balance. then you have to do a roadside sobriety test. after that, a mock mug shot. it's to draw a point home. the washington regional alcohol project are out here offering free rides to folks. they have been doing it since 1993. if you have been out too much, 800-200-taxi. they will get you a free cab ride home, up to $30. listen. >> this is one of the -- drunk-driving holidays. 43% of all traffic fatalities tonight will be caused by drunk drivers versus 31% the other

we wooant you to take a loo at this video of a 7-year-old boy handcuffed by police. it happened in flint, michigan. the mother of the boy got a call to come to her son's school earlier. they handcuffed to boy to protect him and others. they couldn't release him because you don't have a key. >> you put him in handcuffs and you don't have a key. he said if you don't sit down, i'm going to handcuff you. >> the mother said that until we

today, a helicopter air lifted that run away blimp that captivated our area earlier this week. the blimp has been sitting in the woods in rural pennsylvania since wednesday. it broke free from the moorings

in aberdeen, maryland and went to pennsylvania. it's not clear exactly thousand balloon broke free. a hugely popular toy drive in montgomery almost didn't happen this year. they didn't have a place to store all the donated items. then a santa claus of sorts, stepped in, saving christmas in late october for needy kids. darcy spencer has the story. >> reporter: these are the toys for tots left over from last year, packed into a small storage area in gaithersburg. the head of the program says he needed to find a new space. for months, he couldn't find one. >> i have been looking since july and just coming up against a brick wall. >> reporter: he made a public plea, a metropolitan moving and storage stepped in and offered this, a huge warehouse to store all the toys. >> imagining that he collects
