track down some o those board e. he'll join us live tonight on news 4 at 5:00. well, it hasn't had to stand up to mother nature just yet, but officials are testing the new levee in downtown d.c. to see if it will be able to weather big storms. the national park service put the levee through its paces today putting up the structure and taking it down. the levee is supposed to keep water from flowing out of the tidal basin and flooding the downtown core. 17th street is one of the lowest points in the district. engineers build the levee after seeing what hurricane katrina did to new orleans. construction crews worked to clean up a big mess outside a home in montgomery county. see the pictures. a dump truck flipped onto its side on massachusetts avenue in bethesda. happened near maryland drive. no one was injured. the truck was unloading dirt for a new house. dusty baker is in. the washington nationals named their new new manager today.

football game, you may have seen the picture s all over social media. we're learning the protest at the carolina panthers game, two people from a group repelled from the press box at bank of america stadium. they unfurled a banner protesting a new natural gas terminal in calbert county. bank of america is helping finance the project which uses fracking to extract natural gas from the earth. tracee wilkins has more on the project and the controversy ahead at 5:00. president obama criticized the republican presidential candidate for complaining about the cnbc moderators at last week's debate. >> every one of these candidates say, you know, obama's weak, he's, you know, putin's kicking sand in his face. when i talk to putin, he's goin

presidential election takes place just a year from now. we're also 90 days from the iowa caucuses, and ben carson is surging to front-runner status. while a lot can change, one thing that seems certain to remain until election day, american voters are angry and they are demanding a reset.

nbc's edward lawrence reports. >> reporter: many voters heading to the polls today are angry. nearly 2/3 of americans say the country is on the wrong track according to a new nbc news/"wall street journal" poll. that frustration shows, as the candidate currently leading the republican presidential field has no political experience. >> i would say experience comes from a variety of different things. it doesn't only have to be in one segment or the other. >> we're in a whole lot of t trouble. he's the prescription for what we need. >> reporter: retired surgeon ben carson leads be 29% of the votes. businessman donald trump is second six points behind followed by marco rubio, ted cruz, and jeb bush. showing off his new book today, trump says americans are fed up with the career politicians. >> it's called really the failed establishment because the establishment has let us down. >> reporter: for democrats, the

choice has become more clear. former secretary of state hillary clinton now has a commanding lead over senator bernie sanders with martin o'malley a distant third. still, sanders says he can win. >> when we started this campaign, we were at 3% or 4% in the polls. since that point, we have done extremely well in many states around this country. >> reporter: but our poll shows 84% of democrats believe hillary clinton will be their candidate for president. the new poll shows that more than half of all americans believe that the political and economic system is stacked against them. all of the candidates are trying to tap into that feeling. edward lawrence, nbc news, washington. >> that election still a year away. there are no statewide races in maryland today, but a number of cities are electing mayors including bowie, gaithersburg, laurel, rockville and tacoma park. maryland polls will stay open until 8:00 tonight. >>d now your storm team 4 forecast.

around 1:00. temperatures around the 73 degree mark by 3:00 in the afternoon. nice for the kids at the bus stop, too. 7:00, 8:00 a.m., mild, temperatures around 50. you may need that jacket, maybe the sweat shirt to start off. some suburbs in the low 40s at that point. 3:00, 4:00 in the afternoon, 74 degrees. this is the type of day where kids will leave those sweatshirts at school. yeah, you're probably seen that before, the kids forgetting the sweatshirts or t-shirts at school. as far as the impact goes, today that impact has been on the warm side. warm, sunny, nice. we're going to the same impact for tomorrow. the real impactful day we're looking at possibly thursday. 30% chance of a shower. more cloud cover on thursday. all in all a pretty nice forecast with a high temperature of 70. friday is the day. 78 degrees. that would tie a record that has stood since 1948 so we're predicting record-breaking temperatures or at least record-tieing temperatures for friday. notice by saturday we come way back down into the low 60s closer to average for this time

i'm wendy rieger at the live desk. we learn a man who was charged with killing a georgia sheriff this summer has escaped. jim lowry was being transferred this morning when he got away from the deputy. lowery is facing a murd charge in the death of sergeant o'connor. ba in june o'connor was chasing lower on a georgia highway when lowery opened fire. after those shots were fired sheriff o'connor lost control of his cruiser. he crashed and he died. multiple agencies, as you can imagine, are searching right now for lowe. back to you. >> thanks, wendy. the guy who beat up his uber driver turns out he was an executive at taco bell. now he's out of a job. police arrested benjamin golden friday and charged him with public intication and assault. golden was caught on camera punching an uber driver in california. turns out he was a marketing executive for taco bell. when his bosses got a look at the tape, they fired him.

company officials have encouraged golden to get some professional help. right now at 4:30, an fbi agent is facing ten years in prison for assaulting a teenager. this video shows him shoving a 15-year-old boy during a dispute in chevy chase last year. in about 30 minutes news 4's chris gordon talks with prosecutors about why they think the agent needed to face charges. right now, doctors are helping three people hurt in a car that crashed into a wendy's in virginia. the driver smashed into the glass enclosed seating area of the fast food restaurant on lee highway in chantilly. happened just before 1:00 this afternoon. police are investigating to determine the cause. we showed you the flames this morning. now we know this fire in potomac caused three quarters of a million dollars in damage. the house on horseshoe lane was under construction and no one was living inside. investigators tell us the fire appears to be accidental. it started where a new addition

was being built. and then burned for some time before a neighbor finally called for help. paul ryan has been speaker of the house for five days now, and one of his first orders of business is to remove a portrait of a disgraced predecessor. a portrait of former house speaker dennis hastert was taken down yesterday and moved to an unnamed location. for years that portrait hung in a hallway just outside the house chamber. last week hastert pleaded guilty to evading federal nking laws in a hush money case that repd involve al miscondu. i'm jason pugh here at nationals park. ever since the regular season ended for the nationals, this team habeen searching for a new manager. well, that search came to a conclusio today. the organization announcing that usty baker will be theih manager in this team's history. the nationals said they wanted experience at that managerial position. they will get that in baker.

until january 14th to file their response. the government is ordering takata to pay $70 million for delaying an airbag recall. the penalty for takata would climb to $200 million if the company violates the terms of the settlement. the recall involves airbags in more than 19 million vehicles. it's the largest civil penalty in history r the national highway traffic safety administration. the controversy over the proposed keystone pipeline has been a topic of debate for seven years now. the project would move oil from canada to the texas coast. now the company that wants to build the project is asking for a delay in the ongoing review process by the state department. jay gray has more including a response from the white house. >> reporter: stakes and flags have dotted the plains for a better part of a decade now mapping out a path for the keystone pipeline across the ground. while the controversial project to this day remains up in the air, with trans-canada, the

company that wants to build the proposed pipeline from alberta to the texas gulf coast, now asking the state department to put what's already been n-year hold. in a written statement, trans-nada's president and chief executive officer says, "we're asking state to pause its review of keystone xl based on the fact we applied to the braska public service commission for approval of its preferred route in the state." that process could take seven months to a year. but opponents believe the request for a delay is a political move. potentially leaving the fate of the controversial project in the hands of the next administration. this afternoon, the white house weighed in. >> it seems unusual tome to suggest that somehow it should be paused yet again. >> reporter: president obama still has the ability to kill the project and apparently plans to make a decision before leaving office. >> he election is a year away. i believe exactly a year away.

so, i don't think that that's a good excuse for basically spending the next year doing nothing. >> reporter: if then when he does something,ost o believe the president could reject the pipeline because of environmental concerns. jay gray, nbc news. a driver in south florida led police on a curb-riding, rim-rolling, back-and-forth chase today. the pursuit lasted nearly an hour. weaving through miami-dade and broward counties. several vehicles were hit along the way. police say the chevy tahoe was stolen and it took about 20 police cruisers and unmarked cars to finally box him in. an officer in the pittsburgh area who was shot in his bulletproof vest while on patrol last week says he has no plans to change careers. he aroached a man that he thought was trying to break into several cars and that's when the suspect fired at least five times. one of the shots hit the officer. his bulletproof vest took a direct hit less than six feet away.

20 years ago amazon turned the retail world upsidedown by selling books only online. now the company has opened its first brick and mortar store. it's see. a big market for readers and close to company headarters. amazon hopes to use its data about shopping patterns to offer books that appeal most to shoppers there. the company isn't saying whether it will open more stores in then future. for the first time amazon is offering paid paternity leave for fathers. the store's new family leave policy states tat any new birt or apt parents regardless of gender will get six weeks of paid parental leave. the move comes after amazon fell under heavy scrutiny over the summer when "the new york times" published a story about its workplace policies. >> wow. decision day for ohio on pot legislation. why some critics say the state may be on the verge of legalizing a marijuana cartel. and our indian summer week

seven people got kicked off a spirit airlines flight and some are questioning whether race played a role. and i'm wendy rieger at the live desk. we have new details about w that dynamic airways plane may have caught fire in ft. lauderdale on the runway just last week. thentsb says it found an isue pl's main fuel supply line. investigators found that a coupling assembly near the left engine of the 767 had been disconnected. the discovery has the ntsb now looking very closely at dynamic airways' maintenance records. that plane was getting ready to leave florida for caracas, venezuela, when it caught fire. one man was seriously hurt. 21 others did suffer minor injuries. there are several key races we're watching on this election day. in maryland a number of cities will elect mayors and council members.

forecast for the upcoming weekend, we cool way down with those falling temperatures from the 60s to the 50s on sunday. and even on saturday those clouds will be holding throughout the day. we've got a lot more detail on what to expect with the rain coming into our area. we've got an hourly forecast on that on news 4 at 5:00. how secure is airport security? the tsa is under fire. a federal watchdog report found the agency missed 96% of the threats in an undercover investigation done earlier this year. agents smuggled guns, knives, even fake explosives past tsa checkpoints. >> greatly value the work of the gao and the ig's office because they give me a third-party independent assessment of what are are some of those challenges. >> not a very good personnel agency. the recruitment's horrible, the training's horrible, the retention is horrible. it just goes on and on.

>> the inspector general was especially critical and said the culture in the tsa has been to ignore problems. well, some video just coming into the newsroom of a small plane making a crash landing in arkansas. there were three people on board the plane when it crashed into a truck in fayettelle. paramedics checked out the truck driver on the scene. former walmart ceo bill simon was piloting the plane. he wasn't hurt and neither were his passengers. about a dozen commuter trains in portland, oregon, are being inspected after sudden flooding surprised the passengers. this video was taken friday during heavy rain. startled riders jumped on the seats and they swung on handrails to try to keep from getting wet. no one was injured. transit officials say it was an error in judgment to drive through standing water. there's an investigation under way. seven people were booted off a spirit airlines flight allegedly because a passenger became unruly.

now spirit double booked some seats on a flight out of los angeles international last night. airport police say the flight attendant was going to assign a couple to different seats but the men allegedly became aggressive. police were called in but the couple left the plane without an escort. five other passengers on board became involved in this dispute and left the flight as well. passengers say they were removed from the plane and not given a proper explanation as to why. >> we're begging for a flight home. we have kids, you know, we're not trying -- get home to my two kids. we have no answers right now. the situation is still not resolved. >> some of the questions have questioned that they were asked to leave because they're black. nbc 4 in los angeles has been calling spirit airlines but so far the airline has not returned their calls. we are working several developing stories in the nesroom right now. holess tent camps are popping up around d.c. the largest is along rock c cre park beneath the whitehurst freeway. there are signs warning that the area will be cleaned up in the

>> the russian airliner crashed on saturday in egypt and while we still don't know the cause of the crash, u.s. officials tell nbc news they've ruled out a missile. nbc's bill neely is following the investigation from cairo. >> reporter: the plane was at 31,000 feet when high above it, a u.s. military satellite at the exact time of the disaster detected a heat flash, an intense explosion. that nor rarrows the range of possible causes of this disaster. what can could be is an engine explosion or fuel tank explosion or it could be a bomb on board the aircraft. what it's not is the plane hitting the ground because this heat flash was detected at altitude. what it's also not is a missile striking the plane because it was a flash. the infrared satellite did not detect a heat trail. so it really does narrow the range of possibilities and i
