the roads tonight and want just tonight, also for your commute tomorrow morning. we have team coverage in the storm center and doug and veronica breaking it down, the timing and the amounts, you guys. >> right. we're talking about a fairly nasty night as we make our way through the night. the rain moving in and you'll need the umbrellas and it's also quite chilly. this is one of the chilliest days in months across the area and it feels a lot like november and we have this through the day tomorrow. >> temperatures have been falling in some locations where the rain has been coming down and take a look at where the rain is and storm team 4 showing you the rain in through montgomery county and makes its way in and a lot of this not quite reaching the ground along 270 and loudoun county down through waldorf and that's fredericksburg. and look at the view and you see la rhea and take a look, wooe got a lot more rain coming in and this whole area of moisture

making its way and it will be a rainy night and we mentioned the temperatures where it is raining and it is steady rain and the temperature of only 4 is and only 45 in kull pepper and temperatures will fall and as the rain bes we'll talk much more about that and let you know what to expect for the early morning commute tomorrow coming up at 4:08. now to a disturbing discovery in a popular park. a man's body has been found in beverly park. a lot of folks in alexandria call it the pit, but it's an area where this time of day you normally find a lot of kids out playing. our pat collins is in the neighborhood. pat, what are you hearing there? >> reporter: chris, an eerie sight here. crime scene tape surrounding a popular park here and below where kids normally play, homicide detectives. they're working a case of murder. beneath that playground

equipment over there they found the body of a young man. they say his throat had been slashed. he was discovered this morning by a woman who was out walking her dog. police converged on the area. they shut off streets surrounding the park. they went door to door. they did grid searches. they're looking for clues and evidence in this gruesome case of murder. this is called pit park. it's in the fashionable beverly hills section of alexandria. this is normally a haven, a place where kids can come and play. they have popsicle parties here in the summer. they light the christmas tree here in the winter, but today people were frightened. they stayed away. they were forced back by this ugly crime here. maureen mcnulty, she lives next door. >> very unsettling. we live right next to the

playground and pretty much an extension of our backyard. >> reporter: does it appear that the victim was displayed? >> i'm going to let the police comment on that. it just didn't look to me like the crime actually occurred there. i'm just really hoping that it was a crime that was committed elsewhere that was brought to the playground for some sort of statement. >> reporter: now tonight police have described the victim as a white hispanic. they say he's 24 years old. they say he's a resident of the city of alexandria. they're withholing his name pending the notification of his next of kin. you can imagine what this has done to this community. i'll have more on that coming up at 5:00, but now back to you. >> pat collins. thanks, pat. we have new details about the deadly crash in prince george's county that is described as the worst he's

seen. what have you learned in the past couple of hours, derrick? >> reporter: we learned about the parameters of the investigation into this crash. police want to know if everyone in the van was wearing a seat belt and if the children in the van were in child safety seats and we're also learning more about the victims, as well. as we've been reporting. four people died on the scene of the crash and now there has been another death associated. one of the victims and one of the people in that van was pregnant and that woman underwent surgery and her unborn child did not survive. as we've been reporting, this all began yesterday at 5:00 as a rear end collision down chillum road and police are calling it a hit and run, that pick up came up chillum road up to 21st place where it ran into this bus and it was a church bus, headed to a church down in river dale loaded with victims and 13 were sent to the hospital and the victims range in age from 6 months old to in their 70s and some of them

remain in critical condition and they are remaining hospitalize at this hour. coming up, we'll hear more from an eyewitness and talk to the members of the church that these victims attended. a very emotional day at this crash scene as this remains under investigation. derrick ward, news 4. meagan fitzgerald spoke to the granddaughter of the couple killed in the crash and she's getting that to us now and she'll join us live in ten minutes. a man is under indictment for crashing into a fence and getting two of his friends killed. samuel ellis is charged with vehicular homicide. back in june he was driving people home from an underaged drinking party in north potomac. he crashed through a fence and landed upside down in a driveway. two recent grads died in the crash. police say they found beer containers in ellis' car still cool to the touch.

there will be no charges filed against a man who hit and killed a navy s.e.a.l. riding his bike on massachusetts avenue in bethesda this past summer. police say it was a horrible accident, but they don't believe the actions by the driver were criminal. he was issued three traffic violations. i'm wendy rieger at the live desk. there is strong reaction this afternoon on the campus of the university of missouri following the resignation of the school's president tim wolf. he made the announcement late this morning that he is stepping down following months of criticism over his administration's handling of racial issues on campus. things came to a head this weekend when some students and faculty held protests and members of the football team said they wouldn't take part in team activities until wolf was gone. today wolf said there should have been better communication. >> change comes from listening, learning, caring and

>> and now your storm team 4 forecast. >> clouds through much of the day and of course, it has been very cool. now take a look. storm team 4 radar. we have been tracking these showers as they make their way to the north and northeast right up into our area, and i wanted to show you the beltway not too bad right now and we have light showers from bethesda down toward braddock and there are pockets of more moderate rain off to the west and you can see them in the yellow around locustdale and to the north and northeast. sliding around i-95 around fredericksburg and quantico, there could be small pockets of moderate rain coming to our area, but the big chance comes after or around midnight and our temperatures, 52 to 53 degrees will hold steady and rise slightly and we'll take a look at our temperatures around our area and what you can expect in just a few minutes. president obama promises a full investigation into the deaths of two americans at a

military training center in jordan. officials say a jordanian policeman killed the two contractors and another man and wounded several others near the capital city of amman. it's not known if they were targeted. it is not clear if the gunman took his own life or was killed by return fire. >> one minute you're standing on solid ground and the next it's just gone. here's a unique look at a bizarre incident outside a parking lot. a strip of pavement collapsed outside an ihop in meridian, mississippi and opened up a huge crevice in the ground. a drone captured this video and one witness describes hearing a giant boom just before the ground gave way. an engineers say there is no sink hole and they're still trying to figure out why it happened. family members of an elderly couple who were killed in their van after it was hit in hyattsville tell us they worship at this church behind me every

say they were unfairly target sfwlood new details on a little boy with autism and why deputies killed him, but what we're learning about the radio may raise more questions than answers. a lawyer says body cam says he had his hands up and posed no threat to the marshals. they opened fire on chris fuse's car and killed his 6-year-old son jeremy. his father is still in the hospital. the two marshalls have been charged with second-degree murder and today a judge set bail at $1 million. right now we are learning more about the people killed in a fiery crash in prince george's county. this couple was in a church van that was hit by a truck last night. a child also died. news 4's meagan fitzgerald talked to family members and meagan joins us from the church in riverdale. meagan? >> reporter: family members say elba and santiago merche would get picked up every sunday so

they could worship at this church. they left at 4:30 yesterday, but they never made it here. elba and santiago were from el salvador and had been married for 50 years. their family says they encouraged their eight children and nearly 35 grandkids to move to america for a better life. their granddaughter karen says family and god were the most important things to them. karen says they received a call sunday night from police telling them that the church van santiago and elba were riding in was involved in a crash. hours later they found out they had died. >> he was everything for me. he was my life. i never met my father, but he was my father. for me he was my dad. >> reporter: coming up at 5k clo, hear why family members say they had a chance to say good-bye to the couple without even knowing it. back to you.

now your storm team 4 forecast. >> a couple of things you'll need to have over the next couple of days and the umbrella is one of them. this is i-95 around the dale city area and you'll notice a lot of wet roads right there and those wet roads will continue through the evening and give yourself extra time as you make your way out and about tonight because once again, it is going to be very, very wet and all of the way through the morning commute tomorrow. we'll show you storm team 4 radar and i just showed you around the dale city area and i-95 right on down through the south and the dale city woodbridge area and through fredericksburg and that is on the wet side for sure. this is lighter right toward the baltimore area and toward laurel and back through the area and we will see more moderate rain move in. we'll do a zoom back to the west and seeing the heavy rain in through the shenandoah valley and very heavy rain falling right there and that is steady rain as we move on through, and

warrenton and marshall and 66 is a problem as we move on through the night, too. if you're expecting someone home give them extra time, too. here's the rain right to the south and we have a lot of rain over the next couple of hours and this is going to be a 24-hour event. it is two systems and we have the main area and notice this area back to the west and this is the upper level low back to the west that will swing on through and that will keep the rain chances in for the day tomorrow. so right now, very gloomy and cool. 53 degrees with those temperatures and winds out of the northeast at 9 miles an hour. any breeze will make it feel that much cooler and when the rain does start, temperatures will fall. look at this. the steady rain and only 41 degrees and that is just nasty and to the north, where we've not seen much rain and d.c., 53 and gaithersburg has dropped as the rain has s.t.a.r.t. the in the gaithersburg area and once

again, and right on through tonight and here's some of the heaviest rain, right around 4:00, 5:00 and that is moderate to heavy rain at 4:00, 5:00 in the morning and a head's up here if you're getting up early around the 4:00 and 5:00 hour and driving 66 is going to be a tough deal and tomorrow morning around 8:00 the heaviest rain moves out and we'll have residual pounding and it is going to be quite difficult and the rain getting out of here before noon and 1:00 and then we see clearing skies during the day and even some sunshine before we get into the day. here's what to expect tomorrow. early rain for sure ending by early afternoon and take the umbrella, and take the jackets and it is going to be one cool day as we make our way through the day tomorrow and even cold overnight tonight and 61 for a high tomorrow and 64. veterans day looking pretty nice for the parades going on and 62 on thursday with a chance of a shower and temperatures around the 62-degree mark and friday, maybe the best day of the week,

launched his facebook page today. here it is. take a closer look. the white house says they launched the page today and this first post was a video of the president taking a stroll of the white house backyard and calling for action on climate change and it highlights milestones from his life, some personal like his marriage to michelle obama in 1992 and him taking the oath of office and i'm looking at it right now. the page just went up. it has more than 45 million likes. you know, probably people who support and don't support the president also want to take a look at what's on the page. earlier this year he officially joined twitter, and you can go to the nbc washington facebook page to watch the entire two-minute video. we continue to work several developing stories first at 4:00. a city where a group was tackled and punched for jay walking. what police are saying about the

right now. two arrests, two different cities, both under investigation. >> in tuscaloosa, a complaint about noise led to the arrest of two students at the university of alabama and in aufrt in, texas, a witness says police arrested three people after

officers confronted two of them for jay walking. the witness says he and two other men were walking in a blocked off section of a street in downtown austin friday night. officers asked the men for i.d. when one said no the officers allegedly used force to make the arrest. a woman who questioned the officers throughout the incident also ended up in handcuffs. at least three patrol cars are seen in the video along with a dozen police officers. the austin police department is reviewing what happened. and over in tuscaloosa this video shows an officer cursing at eight student and then using a taser and night stick on him. it happened sunday morning at an apartment near the university of alabama. police were responding to a noise complaint and ended up arresting two students. the woman who was hit and tased has been xharjed for harassment, obstruction and resisting arrest. >> there was more police in that

they're rolling out and metro is putting about two dozen new articulated busses on the streets. you can fit about 115 people inside them. we have a tour of the new busses today and also talked with metro about why they're putting an increased focus the bus side because the rail isn't doing so well. coming up on news 4 at 5:00, i'll going to show you the quarters that are getting these busses and how the technology should keep you safer. i'm darcy spencer in upper marlboro where a man has been sentenced to 65 years for shooting and killing a prince george's student. a student at suitland high school. he was carrying a shopping bag with boots he had just bought for his girlfriend for valentine's day when he was robbed and shot in the back by williams and four other men. williams apologized to the victim's mother and said he is not a bad person.

his attorney said he had a low i.q. and smoked a lot of marijuana including pot dipped in embalming fluid. prosecutors say he shot someone later the same day and was responsible for a shooting six months earlier. the judge said he terrorized the community. >> tayvon williams is a person who inflicted terror not only on this community. >> i feel no remorse for the man who just got the time. i think he deserves every minute of it because i didn't get to see my son hit 16, 17, 18, father a child, nothing. >> reporter: the other men have already pleaded guilty for their roles in the robbery and shooting and they're serving sendences ranging from 10 to 40 years behind bars. >> in upper marlboro, darcy spencer, news 4. >> there is a lookout for the driver who rammed into a school bus this morning in maryland and took off running. it happened after 10:30 on oxon hill road near the beltway.

prince george's county police tweeted this photo. there were no children on the bus and no one was injured. >> you're about to head out to work or school and you got to your car parked on the driveway and your wheels and rims gone. it happened in loudoun county and the thieves, mostly stealing the tires overnight and some of the vehicles parked just a few feet from the owner's window. >> i come out to go to work friday morning, a little before 5:00 any walk down like i usually do and look down -- really? just turned around and walked back in the house. >> a few days before that another neighbor got the same nasty surprise and now he's taking action. more on that coming up tonight on news 4 at 6:00. a teenager who just moved from our area to chicago has become that city's next victim in the rise in gun violence. someone shot 14-year-old jawan

tate miles when he was walking back home from the barbershop. they had moved to escaped the city's violence, but she decided to move back home and has only been in chicago for about ten days. >> i lost my son. something i tried to run away from. >> yesterday mayor rahm emanuel gave an emotional speech about ending the violence in chicago. three young people were shot to death in that city. >> developing right now, u.s. officials are growing more confident that a bomb took down the russian airliner in egypt and they're even looking into the possibility that a worker put a bomb in the cargo hold, but egyptian officials are denying the report of equipment failure and workers not being searched properly, neither russia nor egypt has accepted the offer from the fbi to assist them in the investigation. president obama and president netanyahu met at the white

and rain continuing to move in across the region right now back through loudoun county and seeing the moderate rain background and lub on thesville back through warren county and seeing moderate to heavy rain. we will continue to see the rain moving in across the rest of the area and not much right around the immediate d.c. metro area, but again, i do expect all of this to continue moving up toward the north and east and everybody will get in on the action and that's why you'll need the umbrella over the next 24 hours. take a look at the rain and a lot more rain to go as we move on through the overnight and eventually we'll see an area of low pressure and that will drag some of this moisture out to sea and we'll still get some rain through the day tomorrow. head's up for that and thinking about being outdoors tomorrow and not the best with the rain that's coming in and i think there will be a time and if you think about hitting the roads

for the bike, 8:00 a.m., 57 degrees and we've got rain there and noon, no, don't go bike riding and running and temperatures with the rain continuing and by 4:00, yes, that's where you can hit the pavement and temperatures around 60 degrees at that time and we may end the day on a fairly nice note and the weather does improve as we head to wednesday and thursday. veronica has that coming up in the next five to ten minutes. a top safety official wants seat belts for every single person on a school bus. this is a change in the position of the highway traffic safety administration. in the past nhtsa had said busses were safe without three-point seat belts. it now believes seat belts would reduce injuries on school busses and save lives. the administration plans to conduct new research on the topic and officially mandate the seat belts and get immrplemente on the nation's school busses. >> even if you've seen this video it is a terrifying moment

now your storm team 4 forecast. >> going out this evening. yes, roads are going to be wet. in fact, there will be some

areas of moderate rain coming into the area and that could slow traffic in some areas i think especially for the first part of the morning rush. let's take a look. here's what you can anticipate. storm team 4 has been taking a look at it and tracking it throughout the day and a nice, warm jacket and temperatures if you're going out this evening will be in the 50s and that is pretty cool and certainly much cooler than average over the next 24 hours, we are expecting some areas to pick up quite a bit of rain. anywhere in the blue, about a half inch of rain and anywhere in the purple there could be as much as an inch of rain that falls around culpeper and areas like laray and leesburg and isolated pockets could pick up that much rain and the locations that are seeing the moderate rain first, off to the west and here's where there will be some pockets of moderate rain hanging on for at least the evening and early part of the night before that spreads over our area after midnight. there's warrenton right now and

i-95 and rainfall amounts here at about a tenth of an inch per hour and woodbridge and right on into areas of the southwest of the beltway around 495. for tomorrow morning, again, moderate rain so it will be sloppy and slow and conditions on area roads and the traffic, we have more moderate impacts on area roads for the morning and a green light for me today and for the afternoon hours with just a chance of a shower and that chance will be fading after 2:00, 3:00 this afternoon. rainfall intensity will be at its highest during the morning hours and start to drop off by the afternoon hours. first thing tomorrow morning at the bus stop, temperatures not much higher than they are right now which is why we're telling you a nice, warm jacket if not a light coat. 57 degrees at 8:00 a.m. and the kids will need to dress accordingly and yes, the umbrella should be in hand along with the long pants, as well and i step out of the door first thing and i think maybe i need to go back in and cover up a little more.

right now storm team 4 is tracking rain that will make for miserable driving over the next 24 hours and we have team coming up in 12 minutes and doug is taking an early outlook at your winter forecast. legendary actress maureen o'hara was laid to rest at arlington national cemetery. she is bearuried next to her husband charles blair. she is known for her roles in such classics as "miracle on 34th street" and the parent trap. o'hara died two weeks ago at the age of 95. here at home a family in anne arundel county just celebrated a bittersweet milestone. the mom is battling cancer. >> and if she's not sure if she'll get to see her little boy on the high school football field the team made a special gesture to make sure she doesn't miss that.
